Fire hall open 9 to 5 weekdays
By BRENDA BIRINYI
Special to the News Advertiser
PICKERING - Residents waiting for a new fire hall to be built at Dixie
Rd. and Finch Ave. may want to pray that, if their home goes up in
flames, the blaze erupts between 9 and 5 on weekdays.
Mayor Wayne Arthurs revealed Monday there'll only be enough
money in the Town's 1994 budget to staff the station during regular busi-
ness hours when it opens as early as spring.
Town manager Tim Sheffield told council's executive committee that
the 1994 budget doesn't even mention any money being allocated for the
operation of the new fire hall.
He circulated a memo saying the omission of operating funds is
"deliberate" because the fire hall construction is behind schedule and it's
unknown when the station will be finished.
Mayor Arthurs later explained that "Deploying staff is yet to be deter-
mined."
The 1993 budget earmarked $229,000 towards fire hall operating costs
and Mr. Sheffield's memo reports that the same amount will be allocated
for 1994.
Outspoken fire hall proponent Randy Vaine speculates the politicians
don't want to address the cost of equipping and operating the station dur-
ing this week's budget deliberations because they fear a significant tax
increase to pay for fire protection could see them facing angry voters in
the November municipal election.

School board
spends $10G
on conference
By LINDA WHITE
Staff Reporter
DURHAM - The public school board is standing
behind its decision to spend over $10,000 to send more
staff to a conference last May than any other board in
Ontario.
-We feel comfortable having (15) people there ... For
most, it's the only professional development they'll
receive in a year," says Durham Board of Education com-
munications manager Mary Brown.
"Why do they need so much education?" asks Janice
Frampton, second vice-president of the Taxpayers' Coali-
tion of Ajax and Pickering.
"Administration sometimes becomes more important
than looking out for the kids: the process becomes more
important than the function," she charges.
The News Advertiser learned the board sent the staff
to an annual conference offered by the Ontario Associa-
tion of School Business Officials in Windsor. It offered
workshops on such topics as the transportation of excep-
tional students, sick leave benefits, financial issues, elec-
tronic filing, school-based management, environmental
audits, and Freedom of Information decisions.
It cost about $725 to send each representative to the
three-day conference. Of that, $400 covered workshop
expenses, while the remainder paid for hotel, transporta-
tion and food.
Durham's public board is the eighth largest school
board in Ontario, based on 1992 student enrolment.
Those larger than it, and the number of delegates they
seat to the conference, are: Metro separate beard (zero),
Peel public (two), Scarborough public (three), Metro
Toronto public (three), York public (10), Dufferia/Peel
separate (three), and Nath York public (two).
WWsoes public board sent 14 delegates to the con-
faenee, while the Durham Region Roman Catholic Sepa-
rate School Board didn't send any.

Business -like bandit busted
in string of bank robberies
Two Pickering branches on schedule of 'day -timer bandit
DURHAM - A 32 -year-old Oshawa man has
been charged in connection with 21 bank robberies in
the greater Toronto area, including two in Pickering.
Metro Toronto Police, who made the arrest
Wednesday, have dubbed him the "day -timer bandit"
because he carried a black leather day -timer binder
during several of his heists. (A replica hand gun was
also seen in many of the hold-ups.)
The man was arrested after two banks in Scarbor-
ough were robbed Wednesday evening. After the sec-
ond heist, police stopped a suspicious vehicle in the
Danforth Rd. and Eglinton Ave. E. area. The suspect
was arrested and all the money stolen in the bank rob-
beries that evening was recovered.
The man was charged in almost two dozen rob-
beries dating back to Nov. 25, 1993. In Pickering, the
Police search

AJAX - Police are on the lookout for a dark blue van after
reports that an occupant was taking photographs of school chil-
dren here.
The van was parked across from Southwood Park Public
School on Lambard Cres. on Wednesday around 11:30 a.m.,
according to an anonymous phone call to the school.
By the time the school learned of the van, it had already
departed. Southwood Park notified students and other area
schools to be on the lookout for the vehicle.
Around 4 p.m. that afternoon, an eight-year-old student from
Lord Durham Public School on Burcher Rd. told her mother the
driver of a dark blue van rolled down his window and took a pic-
ture of her as she walked home.
She described the driver as a white man with short hair and
glasses. The van was in good condition and had a circular win-
dow in the rear.

The wants and
the needs
Them are two sides to every coin, every story and every level of govern-
ment.
VI'ith government, there are the needs and the wants.
The Town of Pickering is building a much-needed new fire hall at Dixie
Rd. and Finch Ave. 'Mayor Wayne Arthurs reports there'll only be enough
money in the 1994 budget to staff the fire station during regular business
hours on weekdays. Not much consolation for a nearby resident whose house
goes up in smoke at bedurne. The; Town needs to come up with money to
staff the hall around the clock.
Then there arc the wants. Pickering councillor Enrico Pisuitto wants to
spend 54.000 of taxpayers' money to attend a leadership seminar in Utah.
The councillor says he "doesn't care" if the move costs him his political
carter. How do you feel about your money going to improve your represen-
tative's skills, even though you might not reap the rewards after the next
election?
Then, there are the needs of the Town of Ajax which is scrambling to find
money to operate its new community centre.
On Tuesday, Ajax heard atx-)ut the wants of the Waterfront Regeneration
Trust. Boss David Crombie came laking for S200,000 for a pedestrian
bridge which is part of his dream for one long trail along the Greater Toronto
Area waterfront.
Lastly, there are the needs of the Durham Board of Education. The nerds
arc so great, we're told, that if more money isn't found student programs will
be rut.
Yet. board staff got what they wanted last May when 15 of them attended
a conference at a cost of more than S 10.000 of your money. There's no deny-
ing education of staff is important -- but not when students' education could
be suffering soon.
Loral taxpayers aren't working hard for their money to sec it go to leader-
ship tours,.,, bridges and staff training.
They're working hard, with the expectation that their tax dollars are going
to keep their communities and schools operating safely and soundly. Their
morwv should be tetter spent.

LETTERS TO THE EDITOR
May we get what we deserve
To the editor,
Now that all the hustle and bustle has died
down after the election and we have voted in
a new government, let's hope we can get on
w ith the real business of getting people back
to work.
Where the money is going to come from
is anybody's guess. There is one thing we all
know —the Canadian people have changed
their way of voting.
T;tc people starting changing when former
Ontaric premier David Peterson refused to
listen to the people so they gave him and his
party the clean sweep on election day.
Have your say:
Unfortunately, there was only one choice,
the NDP which has been a disaster.
The people are counting the days when
they can do the same as they did with the
Peterson government.
The Mulroney government saw the writ-
ing on the wall and he and his top cronies
jumped the sinking ship and took their pen-
sions, which they were entitled to.
Regardless of who ran as prime minister,
they would have received the same treatment
as Kim Campbell.
Now that we have voted in a new prime
minister and party they have five years to
come up with the promises that they kept
telling us were in that red book. And I am
sure that the Reform Party will be the watch-
dog and report to the voters on their
progress.
In the end our newly elected government
will get the message that they are elected for
one purpose, to represent Canadian people,
not themselves.
In this way we may finally get the kind of
government this beautiful country of ours
deserves.

minute study techniques for
writing exams. This rally will
prove invaluable to all who
attend, considering exam time is
just around the corner for many
middle- and high-school students.
Fifty students were part of the
very successful 'Preparing for
exams' rally held at Future Skills
on Jan. 6th. Those attending that
free session also received free
daytimers to help organize their
schedules.
Owner/operator Duane
Atkinson, in partnership with wife
Lynda, anticipate that Tuesday's
turnout will be higher than the
Jan. 6th rally.
Although all ages are welcome
at Future Skills, elementary and
high school students make up the
largest segment of clients.
Already heavy in Mathematics,
Computer Studies will be starting
this month, and in the spring,
Science and Language Studies.
Three qualified and sensitive
teachers are on staff, and students
can choose to be instructed by any
one of four methods, with related
investments.
The first is one-on-one tutoring,
which has a teacher dedicated to
the individual student for the
specific time period. The second
is individualized instruction,
which enables the student to work
with the materials independently,
with the teacher available on an
as -needed basis.
The group tutoring method has

one teacher working with three to
four students at a time-, and the
self -study program is available for
intensive "catch-up" situations.
Investments range from $8 to
$25 an hour, depending on which
method is selected.
As Duane explains, the centre's
emphasis has been in the areas of
technology. But he is excited
about some new services which
will be implemented in the next
few months.
Later next month, The
Homework Club will be in effect.
Members who register will be
able to call a teacher and get help
with study problems over the
telephone.
"Parents expressed an interest in
having this service," Duane says,
"and we provided it."
Also starting in February, Future
Skills will be taking part in a
once -a -month `phone-in' cable
program on Channel 10. The
organization will be working in
conjunction with, among others,
the Quality Education Network,
answering questions on education.
In late February, Success
Workshops will also be offered.
These are small programs
designed "to give the students
from Grade 7 to OAC a head
start."
Included in the Success
Workshops are lifeskills.
communications and leadership
skills.
Duane and Lynda are excited
about the future months for Future
Skills. They are grateful, they say,
to companies like Thomson
Rogers, a Toronto law firm which
helped with computer equipment.
Similarly, Duane says, Future
Skills owes its appreciation to
Telephone Pioneers (at Bell
Canada) and BCI Inc.. as well as
Blaisdale Montessori. out of
whose building at 545 Kingston
Rd. W., it operates.
In appreciation of the help
Future Skills has received. Duane
wants to return something to the
community. He encourages all
who are attending the free rally on
Jan. 18 to make a small monetary
donation, which will be passed on
to the Quality Education Network
and the Barbara Black Centre.
For more information, or to
reserve a space at the rally, call 4-

Hometown Heroes
The News Advertiser is seeking your help in locating
hometown heroes.
On March 30 we're publishing a special section fea-
turing people who have added a little extra to your
con m un ity.
A Hometown Hero can be a person who has dedicat-
ed years to coaching hockey. Or, it can be the cross-
ing guard who spends a little extra time with children.
Hometown Heroes come in all shapes, sizes, colors
and ages.
We need you to tell us who you think is a Hometown
Hero.
Oh March 30 we'll publish a story and picture on each
of the 50 Hometown Heroes we've selected. The hero
and a guest will be honored at a dinner to be hell at
Gallantry's in the Pickering Town Centre. The hero will
receive a commemorative T-shirt and plaque.
Write us and tell us in 250 words or less who you
think deserves the distinction as a Hometown Hero.
Well notify those chosen by March 16. Address it to:

coverings add
a touch of
elegance
There are many things that put the
Tight finishing touch to a home.
Among the biggest. in terms of size
and financial investment. is windoN
coverings.
With the multitude of styles and
fabrics now available to the con-
sumer, it's easy, to transform a home
without too great an effort.
Over the years, home decorators
have graduated from having options
in drapery styles, to blinds that
include aluminum, vinyl and assorted
fabrics. And changes are continuing.
Blinds, in exciting styles are avail-
able trom such manufacturers.
T%o among the latest offerings
from Hunterpouglas are Duette, and
Silhouette.
Duette honeycomb shades will
spice up any window. The patented
honeycomb construction combines
the luxury of soft fabric with remark-
able strength and superior perfor-
mance.
These come in a seemingly limitless
range of colors, and provide energy -
efficiency by trapping air between the
honeycomb design, which acts as an
insulator. Duette has no visible cords,
holes or seams.
Another new design by
Hunterpouglas. Silhouette, is an
attention -grabbing covering that,
while offering privacy, does not block
out light.
Silhouette has a fine sheer at the
front and the back, with a fabric slat
sandwiched between the two. It is
blinds and sheers combined.
The result, when closed, is that the
room is submerged in a soft glow, the
shade of the fabric slat.
When open, there is a subdued,
opalescent translucency. As well,
Silhouette shades have no support
cords to detract from the distinctive
look. And the mounting hardware is
designed to enhance the total look.
Both these Hunterpouglas designs
are available at local Durham dealers,
and are a sign of still more to come.

The Autumn Rose is one of the more popular home designs in the
Geranium Homes community of Springfields, in Courtice.
Geranium Homes'
Springfields
community offers
quality and value
in Courtice
Geranium Homes plans every
community with the homeowner in
mind. Each site features a blend of
innovative thinking and designs and
traditional values. The company also
takes great pride in the fact that it has
achieved success without compromis-
ing quality or the type of homes its
builds.
Geranium Homes is constantly
looking for features which distin-
guish their homes from those of other
builders. In today's market especially,
these features become an important
selling tool because they offer buyers
more home for their dollar.
That value is reflected at the com-
pany's Springfields development in
Courtice. There you will find homes
built to uncompromising Geranium
Homes standards and including four
appliances, and which now feature
extra value in a bonus package being
offered by the builder.
This bonus package is available on
all early -closing homes and features
$6,000 in upgrades, including broad-
loom, ceramic tile, rough -ins for cen-
tral vacuum system and dishwasher
and 800 Series Colonial doors and
trim.
Even before considering the bonus
package, homes in Springfields are
already extraordinary value. The
Courtice site is nestled in a desirable
area, just east of Oshawa and close to
major commuting routes. Schools —
both public and separate — are
already in the area and shopping
facilities are conveniently only min-
utes away.
The homes of Springfields range
from 1,000 square feet to 1,950
square feet and start from $124,990.
Homes are mostly on 307 -foot lots,
although scsme, dd=foot'lots'are avail-
able. There are seven existing homes
to sell with early closings, with more
scheduled to close in the fall. Fall
closings include some homes featur-
ing walkout basements.
But what lures homebuyers to
Geranium Homes its the builder's
distinctive styling features. You will
find many of these creative architec-
tural details in Springfields, including
homes that feature "greenhouse"
kitchens.
Geranium Homes has a long tradi-
tion of building quality homes. The
developer has communities across
southern Ontario, including Whitby,
Cobourg and, of course, Springfields
in Courtice.
Geranium Homes is rated
Excellent by the Ontario New Home
Warranty Program for after-sales ser-
vice. That shows the developer's
commitment to its homebuyers.
Building quality homes with
unique design features and at a great
price is what makes Geranium
Homes a name to remember when
looking for a new home. Couple
Geranium Homes' guarantee of supe-
rior workmanship and after-sales ser-
vice with the delightful Courtice
location and you will find
Springfields hard to resist.
To visit the sales office and model
homes, take Hwy. 2 to Sandringham.
Turn south on Sandringham to
Granville and follow the signs to the
sales office.
The models are open from 11 a.m.

Come on. Admit it. You think you

From a car
to a home
Steel recvcled from junked cars
can build homes.
Once a novelty in North America.
steel -framed homes are today getting
a close look from home buyers
because steel is safe, durable, afford-
able and environmentally acceptable
as a building material.
"It takes a quarter -acre of mature
trees to produce the wood framing
for a typical house, but the same
home can be framed from recvcled
steel in just three or four junked
cars," said John F. Brown, founder
and chairman of Tri -Steel, Denton,
Texas, pioneer in the steel -frame con-
struction industn.
In the United States, steel has been
used since about 1900 to construct
high rise and low rise
commercial/industrial buildinvs, but
until recently residential construction
was dominated by lumber.
However. lumber prices rose 20
percent from 1987 to 1989 and has
risen over 50 percent in the past 7
months and the sad news is further
increases are expected as the nation
uses trees faster than they are being
planted and grown, according to
forestry sources.
On the other hand, over 60 percent
of all steel used today is recvcled. A
steel industry spokesman estimates
that recycling saves enough energy to
power more than 18 million house-
holds, or enough energy to meet the
electrical power needs of Los
Angeles for more than eight years.
Steel recycling also extends the life
of the nation's landfills.
Apart from environmental con-
cerns, the superior strength of steel
framing provides protection against
high winds, heavy snows, fire, ter-
mites and even earthquakes, experts
say. Extra thick nine -inch insulation
in a Tri -Steel home can save up to 60
-percent or more on heating and cool-
ing costs for the homeowner. Steel -
framed housing also requires less
maintenance and offers more design
flexibility, which is one reason why
steel has dominated industrial and
-bommercial construction.
Industry leader Tri -Steel
Structures of Denton, Texas, offers
100 standard home designs featuring
low maintenance, flexible floor
plans, clearspan interiors and numer-
ous options including raised or vault-
ed ceilings, decks and much more.
Home packages are distributed
through dealerships that either build
the complete home, erect just the
shell, or simply sell the frame pack-
age to a do-it-yourselfer who plans to
build hi's'own home. ...... • • • • •
you've been referring to as "drab"?
Many homeowners may not be
aware that exterior makeovers now
include a myriad of low-cost, durable
vinyl siding and accessory options.
In addition to vinyl, injection -mold-
ed exterior fittings a. -.d even new alu-
minum and steel designs can dramati-
cally transform plain homes into
expensive -looking designer styles.
Talk about sunglasses, haircut and
sun tan — how about complementing
a home's bright new siding with
columns. fishscale trim, window man-
tels or even a new double door with
decorative door surround?
Even homeowners with less opulent
tastes have discovered that subtle
makeovers of their existing home cre-
..
ated just the "new" house they'd been
looking for.
More significantly, exterior
makeovers have been proved to add
value to the old home when it finally
is sold. Real estate experts report that
homeowners have gotten back up to
100 percent of their investments on
vinyl siding.
Many home repair experts consider
vinyl the best material. Besides being
one of the most durable man-made
materials, it is also easy to care for
and, therefore, retains its beauty.
One of the biggest indications of
vinyl's growing popularity in exterior
design was the decision by Alcoa —
the company that revolutionized con-
struction with its aluminum products —
to specialize in vinyl building products.
There are additional benefits to
vinyl siding products. For example,
while vinyl means an end to exterior
painting and will not rot, peel, flake or
blister like painted wood, it also will
not dent, scratch or rust like metal.
Vinyl also makes it possible for
Alcoa to add more colors and surface
textures to its exterior products. The
company has even developed injec-
tion -molded siding that looks just like
stained cedar. Unlike wood, however,
the siding resists stains and mildew.
It's also impervious to termites and
other insects. In fact, these various sid-
ing products are so durable. Alcoa
offers a lifetime warranty on all of
them.

Hedui House 993 offers i for your h10
Today's families are under attack.
Air pollutants such as second-hand
smoke, carbon monoxide and
formaldehyde are circulating through-
out our homes. However, new prod-
ucts and buying habits can improve
indoor air quality.
The Minneapolis chapter of the
American Lung Association has
developed a new idea that will expand
across the country in coming years.
Health House '93, built in Minnesota,
is a collection of resources that pro-
motes a cleaner indoor environment.
Health House '93 employed several
new processes and products to
improve the indoor air. These include:
- FOUNDATION — A new process
eliminated problems associated with
water proofing the foundation with
toxic solvents.
- FRAMING — Construction tech-
niques for the frame determine if a
home will be draft -free. Special atten-
tion was given to maintaining a con-
tinuous vapor barrier on all the walls.
- FLOORING — Plywood rather than
particleboard was used for the sub -
floor. Unlike particleboard, plywood
does not contain urea -formaldehyde
glue binders. Carpeting was limited
since it may emit toxic fumes and
serve as a reservoir for a variety of
allergens.
- PAINT —Toxic vapors can be emit-
ted during painting. To prevent this,
ventilation was increased during
application. The paint had low
Homeowners
looking to water
treatment systems
As an increasingly health -conscious society begins to
question the quality of residential drinking water, many
people are entering the "murky waters" of in-home water
treatment systems.
Unfortunately, all too many people have waded into
this relatively new area with inadequate information or,
worse. misinformation. Often they are investing money
in equipment to treat a variety of drinking water prob-
lems which they may or may not have. For this reason,
experts suggest having water tested before shopping for
water -treatment equipment.
A water test will help determine a home's exact needs,
confirming or allaying current concerns or identifying
unknown conditions. Work with a water specialist or
with a reputable laboratory. if there are health concerns
regarding household drinking water, contact the local
health department.
Other helpful tips in buying water treatment systems
include:
- Buy from a reputable dealer. A reputable water treat-
ment systems dealer is an excellent resource in determin-
ing equipment needs. Look for a dealer who has a reputa-
tion for quality service and sells products from estab-
lished manufacturers who offer warranties on their prod-
ucts. When in doubt, check out the company with the
local Better Business Bureau office.
- Beware of one -size -fits -all products. Multiple problems
may require multiple product solutions, so beware of
salespeople who try to sell one product to solve all prob-
lems. Research the specific capabilities of each product
considered.
Look for a seal of approval. Look to see whether the
equipment has been tested and approved by an indepen-
dent authority, indicating that equipment meets industry
performance standards.
- Check what's included in the price. Ask if the price
includes installation and check to see if installation
includes a bypass for lawn and garden faucets, a faucet
for unsoftened water or other desired features.
Ed Fierko, president of the world's oldest and largest
manufacturer of residential water treatment devices,
EcoWater Systems, says "Purchasing or renting a water
treatment system doesn't have to be a difficult experience
if you arm yourself with information."
Once the right system for a family or individual's
needs is found, Fierko highly recommends users "read
the manual for usage and cleaning procedures to ensure a
long product life and top quality water." ,
amounts of volatile organic com-
pounds.
VENTILATION — Proper ventilation
prevents moisture from accumulating
and removes many air quality contam-
inants. A system was installed that
allows stale air exhausted from the
house to heat fresh incoming air by
channeling the air streams past one
another without contaminating the
fresh air. This also reduced heating
and cooling costs.
- FURNACF, — A 90 -percent -efficient.
sealed combustion furnace was
installed to ensure combustion gases
did not return into the home. A store-
bought electrostatically charged air
filter, 3M's Filtrete clean air filter,
was used. The fibers of this filter trap
the small microscopic particles that
can cause allergy flare-ups, such as
dust, smoke, animal dander and bacte-
ria that other filters miss.
INSULATION — Improperly
installed insulation drives up energy
costs, causes indoor drafts and cre-
ates cold condensation on surfaces.
A system was installed that staples
nylon mesh to exterior studs. Special
equipment then applied an adhesive -
mounted insulation into each cavity.
allowing it to conform around wires
and pipes.
Of course. you can't start your own
"health house" from scratch, but some
of these ideas can be incorporated into
your present home to ensure a healthi-
er environment for your family.
