Durham regional council on Wednesday deferred a decision on a request from Pickering for He's not bored Chris Wilson hits the slopes on his ski board at Lakeridge Ski Resort. Pickering mayor Wayne Arthurs told his regional col- leagues the money would be used to cover expenses the Town has already spent and will spend fighting a new dump. To date, the Town has spent almost S360,000 and could spend $2 million in 1994. The provincial Interim Waste Authority is proposing a Durham - only landfill north of the existing Brock West dump in Pickering. The IWA has also selected land- fills in York and Peel Regions. "We're not asking the Region to oppose the IWA process, nor to support it. We're asking for the best possible site," Mr. Arthurs argued. The money would be used to ensure the site the IWA has selected is the best location, he added. Of the money Pickering has already spent, $311,000 went to legal expenses, hydro -geological studies and land use and environ- mental planning, the mayor said. The money Pickering is request- ing will reimburse the Town. Other expenses, such as paying media consultants, will be paid by the Town, according to Mr. Arthurs. York and Peel Regions have given money to municipalities in their respective regions where the IW A wants to put a dump. Mr. Arthurs and Pickering councillor Rick Johnson presented the motion requesting the money. They had also asked that Claring- ton be given up to S150,000, because that Town also spent money opposing an IWA dump. Clarington mayor Diane Hamre asked that no money be given to the community. Mahesh articulates the thought of celebrating Christmas. "We believe in all religions. We believe that the kids, who have been brought up here, should be participating in whatever is celebrated by Canadians. I'm a firm believer in the teachings of all religions. All religions should respect each other. God is one in every religion." Mahesh, who is a real estate broker, says the family has been cele- brating Christmas since coming to Canada two decades ago. He makes the point that "as we respect" others' holidays and festivals, "they should respect ours. That's the real meaning of a multicultural society." Which is what emerges from a random round of interviews with non-Christian families in this region about how they look at this fes- tive season and how they may or may not be taking part in Christmas celebrations. While the Bedis are marking the event markedly in both cultural and religious aspects of it, many families tend to make a clear distinction even in their participation. Broadly, it emerges that non-Christians like to view this as a holi- day season, a time more of cultural significance in which a spirit of sharing, caring and fellow -feeling pervades. This may be in keeping with the celebration of religious festivals in multi-ethnic societies around the world where members of different communities come together and turn them into gener- al events of socio -cultural inter- mingling. But this is essentially the his- toric perspective of Christmas in Canada's context in particular. According to Brian Vrebosch, who has presided over the Multi - Cultural Council of Oshawa/Durham for five years, Christmas is traditionally a holi- day season in Canada, part of its heritage in which different ethno- cultural communities make it all a feature of their own distinct lifestyle. "Multiculturism is sharing your experience, due respect for others' beliefs, recognition of other guys' culture. This is what really enrich- es society," says Mr. Vrebosch, who is principal of St. Isaac Jogues Catholic School in Picker- ing. Since the council includes 60 different ethnic and cultural groups representing different parts of the world, it usually makes Christmas an occasion for a social get-together. This year, it invited a large number of people of widely varying backgrounds, including non-Christians, to a function on Dec. 7, at which a diverse fare of food and activities was offered. However, perhaps like any other public function, this one also had its share of controversy. What to call it has been one point Of contention, Mr. Vrebosch says that a majority of the council's members will still describe it as a Christmas celebration irrespective Of the event's nature. But there are those who feel otherwise, like Kuldip Singh Sodhi, who wonders why only Christmas is celebrated in this manner, and not such socio -cultural festivals as Baisakhi, which marks the harvest season in the Punjab region in India. "Other festivals too should be celebrated similarly, the ones which are not religious but cultur- al and social in nature," insists Mr. Sodhi, a mechanical contrac- tor from Bowmanville who says he has lived in Canada long enough to offer a considered opin- ion on multiculturalism. However, the general feeling among non-Christian families emerges as predominantly cultural but one which favors broad partic- ipation in the festivities, greetings and exchange of gifts and parties. The new building is expected to cost S21.5 million. It has been approved, it is under construction and, for the most part, there's no turning back. But the issue of what goes into the building can still be addressed by trustees and all public school supporters. In a 1990 report, the board estimated it would need S1.95 million for furni- nue and equipment. Though it still doesn't have a breakdown of how that huge amount of money will be spent. it suggests boardroom furniture and window coverings are among the items "needed. At the same time, trustees are struggling to come up with a 1994 budget which will pass on an acceptable tax hike to its supporters -- in a year, by the way, which their jobs are on the line because of a municipal election in November. But if they don't trim an estimated S380 -million budget you71 see a tax increase of 6.71 per cent next year. They'll tell you it's difficult to chop even one per cent — which represents S2.2 million in the budget (eerily close to the amount needed for fumiture.l Still, they're looking at inducing teachers who help children with physical and emotional problems, as well as counsellors, and an instrumental music program. Gifted and French -immersion students also face changes. What would you prefer your money spent on' Window coverings and plants or those children who will one day run this country-' We may never forget the gnm effects of this recession. And we remind trustees not to forget either. We urge them to look at each and every item pur- chased for their new headquarters. Afterall, a school bard differs gready from a profit-making company. Not only does it not make mcxtey, it sucks almost half a homeowners tax bill to keep it operating. The school board that does without the extras and the flash proves itself to be the one more interested in a child's education than having a comfortahk place to work. Ask businesses suffering through a recession how, much they have spent on new furnishings in the past three years. We expect to sex a list of items wanting to be purchased with the S 1.95 mil- lion in the ne:ry year. Well compare it against the list of programs axed. El YOU'RE THE F1 PERS41 VIS MORNING TO LIST "UNCLE JEAN„ As A REFERENCE, o r a , o MR. GREGOR,,. go V -M- + CAM DA PLUM JOBS L_ IDEPARMAENT Letters t0 I From the editor's desk the editor Radar editorial trash To the editor: I'm writing in regards to your editorial in the December 19 issue, entitled "Sav cheese for photo radars". If your intention was to get a reaction from readers, well you got one from me, however, if you seriously believe this trash, then let me tell you that you are taking a very simplistic and myopic approach to a very complex issue. I further take offence at your lumping seat belts and motorcycle helmets together with a pure and simple money grabbing It does not take a rocket scientist to figure out the benefits of seat belt use and the reduction in head injuries to motorcycles riders wearing a helmet. However, neither you or anybody else will ever convince me that speed in itself contributes to the carnage on our roads. In my views the problem lies with inappropinate speed and skill for a particular driving condition. While doing 140 km/h under some circumstances might be appropriate it can also be grossly inappropriate under other circumstances, the same can be said while driving at 50 lagAt. How do we increase the skill level of drivers on the road? The government has taken one positive action in this direction, with the introduction of the graduated driver licence. Just as you would not expect an airplane pilot to obtain hisAw licence after a less than a full and complete training course, the same should be expected of motor vehicle drivers. I firmly believe that any new driver shouki take a high performance driving course, with professional instructors at a proper training facility. In the Iasi eight years I have lived in A)ax, the last two commuting daily by car to and from Toronto, I have been caught for speeding once. I firmly believe that because of the skills I have learned and developed behind the wheel of a race car, I have successfully avoided several poienially disastrous situations. Let me conclude by stating that the only vested interest I have in the above suggestion are my two daughters safety. In a few years they might find them- selves in cars driven by other teenagers, or might want to drive themselves. I am already encouraging them to think about a high performance driving school. I'm not trying to term my kids into race car drivers, although if they decide to pursue that sport, I would encourage and help them anyway I could. W. IN_ New dump tops Pickering news PICKERING - The threat of another dump was the biggest and smelliest story here in 1993. The Province's search for another dump site in Durham culminated in November, when the Interim Waste Authority announced its preferred location is in Pickering, north of the existing Brock West dump and south of Taunton Rd. The news, while not unexpected by politicians and resi- dents' groups, sparked outrage and vows of opposition. Both the Province and dump protesters arc now preparing for environmental assessment hearings, expected to take about two years. Also making headlines in 1993: J The Provincial NDP govem- ment announced a SIO -million pro- ject to buy the environmcnudiv-sig- nificant Altona Forest from develop- ers and save it from becoming a sub- division. J The special police investigative unit Project Jif) revealed it was prob- ing allegations of political wrongdo- ing in Pickering. J The Province's social contract cutbacks closed Town facilities on certain days and took local ambu- lances off the road by forcing staff shortages on various shifts. J Town council debated and rejected the idea of seeking a court injunction to close the Brock West dump, after allegations of misman- agemcnt of the site were made against owner Metro Toronto by Pickering -Ajax Citizens' Together (PACT) for the EnvironmenL J The newly -elected Liberal fed- eral govemment grounded plans to sell off surplus airport lands in Pick- enng, a prcxess started by the Tory government and opposed by local p,l i ucians and residents. J Residents were hit with an overall 5.1 per cent local tax hike over 1992, after increases levied by, the Town, Region and school Mwds were combined. Pickering trimmed its own budget to reflect a zero- per cent increase. J Smoking areas were taken away in the Ajax -Pickering General Hospital and the Town of Pickering adopted a tough anti-smoking bylaw to come into effect in January, 1994. J A Chapman Cn. woman was credited with saving her baby's life when fire broke out in the tot's room. Steve Stewart, then the Town's fire chief, said her quick action in rescuing the child from a smoke-filled room averted tragedy. J The local chapter of the Tax- payers' Coalition of Ontario vowed revolt after being hit hard in a Provincial budget in May. o Y al m r cstamnt14 e 9 -Puce India, CuisiL.L.B.O. "December is always a record month in terms of interpersonal rela- tionships and depression in marital relationships, parent/child relation- ships, partners, friends and co-work- ers," says Distress Centre of Durham executive director Nan Einarson. With the holidays, concerns about keeping a job and a high unemployment level, "there's a lot of depression and suicide related calls (to the Centre) definitely linked to the economy and one's low self- esteem.- says Mrs. Einarson. This time of year brings "a lot of letdowns." There's a real overload of stress building up to Christmas and then the "anti -climax" after Christmas and then the "sudden crash" occurs after the letdown, she says. Unfortunately, this time of year brings an increase in family vio- lence. says Mrs. Einarson. "People get really caught up in stresses, such as job situations and interpersonal problems over the year. People are so stressed out they are less tolerant of others opinions and points of view. V4'ltat might have been a dis- cussion in September, erupts into an argument today." Also, during Christmas and hew Year's, "often children are used as weapons," says Mrs. Einarson. For example, in marital break-ups, "Who do they (the children) visit and when.- The hen"The holidays may bring difficulty to families who have lost a loved one over the past year. There is a lot of grief and bereavement this time of year and it's important for people who are experiencing this to "sur- round yourselves with support," encourages Mrs. Einarson. "Leet peo- ple know what you want and don't want to talk about." Everyone deals with grief in a different way, so what makes you feel better may not be fine for some- one else. '"Iinere's a lot of leftovers from Christmas and New Year's," says Mrs. Einarson. If something hap- pened or didn't happen over the hol- Xlays and has disappointed you, then it is critical that you don't relive your bad times. 'Try to suessse get l it," People should practise 'positive self -talk'. "Matte a list resolving to be good to yourself and list all the positives in your life right now. You'll be amazed at how many things there really are," suggests Mrs. Einarson. "Then try to do something positive for yourself. someltung io make you feel good or do something good for someone else, like viisking the elderly or sick." During the holidays, it's impor- tant to remember not to put too much weigk on past traditions. Why not start new ones for yourself? If you don't have any parties to attend New Year's Eve, don't wary. Not everyone goes out New Year's Eve. Do something positive that makes you feel good, like taking a long walk or a warm bath. IN 1993, Separate board fights 'unequal funding DURHAM - The separate school board continued to fight for the equal funding of educa- tion this year. Sports, art and technology at the Durham Region Roman Catholic Separate School Board are suffering because tax dollars are "unfairly" divided between public and sepsrate boards, stu- dents told the Royal Commis- sion on Learning when it visited Durham in November. They called for the distribu- tion of tax dollars according to the number of students in each system, while board representa- tives discussed the need to "maintain and enhance" a Catholic identity throughout the curriculum. Other events which marked the year: O Catholic school supporters paid 4.5 per cent more in taxes this year as the board approved a 5140 -million budget. The board dropped a provincially - funded driver education pro- gram and new computer system because the government slashed grants. D Outraged teachers slammed the Province's social contract. Few layoffs are expected, though details on such things as the number of days off without pay haven't yet been decided. O Catholic parents in north- ern Durham communities, upset that students must travel up to 80 kilometres a day for a Catholic education, began fight- ing for their own separate high school in May. 0 Area construction workers were disappointed when the board refused to use only local labor in building projects in June. 0 When the board lost three trustees in September — all because of job transfers — the board decided successors must live in municipalities they rep- resent. (That's because resi- dents don't have a say when trustees are appointed, but can decide if a candidate's residen- cy is important at election time.) In Ajax, Todd McCarthy replaced Bill Fawcett. 0 In November, the board asked the Province for $64 mil- lion by the end of the century to build new schools and addi- tions, purchase new school sites and fix up older halls of learn- ing. 0 Provincial plans to deal with violence in schools are lauded by board officials and 'teacher representatives. The board already works with Durham Regional Police to deal with school violence. 0 Pickering trustee Kevin Oldman. That's Seasonal Affective Disor- der, a form of depression where- in mood changes occur with the seasons. Sufferers from SAD are known to become depressed in the autumn and winter and then get better in the spring. People who usually get depressed in the dark, cold months of a winter climate may prevent the onset of symptoms by exposing themselves to sun- light or other bright lights for two to four hours each day. Avoiding the temptations to hibernate in the winter months is also a positive remedy. Getting out of doors for recreation or even for a brief walk will expose you to sufficient sunlight to off- set SAD symptoms. Sunlight and the positive effects of regu- lar physical activity are effective stress busters. It is not known why SAD manifests itself in some people and not in others. Studies done on children in northern climates show an improvement in aca- demic performances and general outlook in children exposed daily to more sunlight, com- pared with children who are simply part of a control group. b 1 Canadian owned at N'411!f w r - E SPECIAL! Forget about The Pelican Brief. The John Grisham book now out on film doesn't do the book justice. The return of Julia Roberts is one we have all been waiting for and it turns out to be everything we hoped it would. Denzel Washington gives another of his trademark superb performances but something is missing in this legal thriller. Truth be told, Alan J. Pakula puts too much into this movie as it seems to take infinitely longer than its two-hour running time. it's really too bad because the Grisham book was a thoroughly enjoyable and fast -paced read which took me less than a day to -finish. The blame lies ,quarcly with Pakula. Like his last cffort, Consenting Adults, he has ,aken a terrific story and turned it :nto a mediocre movie. 1 do Julia Roberts The story of The Pelican Brief is fascinating, as anyone reading the book will attest, insightful and at times probing; the movie is just Plodding and pedestrian. Who wouldn't be drawn in by this tale of two assassinated judges and the complicated journey of discovery? Roberts is New Orleans law stu- dent Darby Shaw who finds herself unwittingly knee deep in a bayou brouhaha. The 24 -year-old student writes a speculative legal brief which implicates the highest levels of American government while exposing the activities of a powerful oil magnate. When several people close to Shaw are killed by assassins, she embarks on a seemingly endless flight for her life. Her knight in shining armor turns out to be Washington Post investigative reporter Gray Grantham, who is played by Wash- ington. Co-operatively the pair Painstakingly piece the mystery together. At the early stages of pregnan- cv. it is important for women to understand the physical and emo- tional changes they will be going through these next nine months was the theme of a "Choices in Childbirth" seminar held at R.S. McLaughlin }sigh School in Oshawa. It is advisable to be informed on how pregnancy will effect a couple's lifestyle and be aware of the "hundreds of things people can make choices about in their pregnancy," says Carol Cameron, member and teacher at the Child- birth Education Association of Durham. "We arc hen: to help you to try to come up with some criteria to help make your own individual choices," explains Ms Cameron. At present, there are many options available to both women and their partners during pregnan- cy, labor, birth and the postpartum period. Many decisions have to be made during pregnancy and it is important that the woman and her partner discuss the options togeth- er. she says. Some of the choices can include where to give birth, infant feeding, prenatal tests, which caregiver and whether to use pain medication or not. One question you may ask is do you have a choice about how you are going to give birth. Women should "check at least three sources for a good variety of information," says Ms Cameron. In making your choices, "we have to differentiate between choice and consent," explains Ms Cameron. There is "informed con- sent" which is "compliance with recommended procedures or treat- ment" and "informed choice" which involves the woman and her partner taking an active and continuous part in decision mak- ing so that the woman can "deter- mine the outcome, not the care- giver". How do you make a choice? "Consider certain things about yourself, your family and your caregiver. It is a matter of value clarification. Remember there is no good or bad choice." says Ms Cameron. Choosing a caregiver is "an important decision, so take some time. now, early in your pregnan- cy," stresses Ms Cameron. There are three types of caregivers to choose, family physicians, obste- trician and gynecologists or mid- wives. Some family physicians still deliver babies, however, because of the new social contract slapped on doctors, many family practitioners are giving up deliv- erin. The Ob/Gyn is very popular and is the most appropriate for women who have a high risk pregnancy, she says. However, if it's continuity of care that is important to you, then this most Iikch is not the caregiver for you. ObA lyns work with a group of doctors on a rotation basis and if your specialist is not scheduled for the day you go into labor, You work with the doctor on call. Mid- wifery is "now a recognized fund- ed choice in Ontario," says Ms Cameron who is one of only two midwivec in Durham Region and one of approximately 70 in all of Ontario. Midwifery is a continuity of rare from prenatal to postpar- tum visits. however, with the number of midwives available, an expectant mom would have to enquire early into this type of care. ThLre are many ways that deci- sions are influenced, says Ms Trustee In Bankruptcy Offering all insolvency services iWudirg personal 3 corporate OSHAWA 58 ROSSland Rd. We all get our own val- ues from different places such as friends and relatives. It is recom- mended that you sort out your good and bad influences. "Try to surround yourself with support for your decisions to try to keep influ- ences positive," says Ms Cameron. Communicate with your caregiver and talk about your choices. Finally, write a "birth plan". The problem with verbally communicating your choices with your caregiver is that if another caregiver is on call and has differ- ent ideas than what you had dis- cussed, you can be out of luck. Your "birth plan" should be flexible, written, short and have a "list of desires and wishes for your birth on paper," says Ms Cameron. Think about all your options and put your birth plan in a draft form, to take with you to your caregiver so that you can work together on it. This birth plan is forwarded to the hospital with your records by the 36th week of your pregnancy to be pulled from a file when you are in labor. As well, a copy should be taken with you to the hospital, when you go into labor. "We encourage people to have the confidence to try different techniques in your labor and delivery and be flexible," stresses Ms Cameron. "Most importantly in our phi- losophy is that there isri t any one particular technique that's the best because it depends on individual situations" Seminars are held in the Durham Region approximately every two months. Couples wanting more infor- mation are encouraged to contact the Childbirth FAkwation Associa- tion of Durham at (905) 430- 3890. '12, JAMS R. YAHM S \\ F BIG %T REBOUND SPORTS BOXING DAY ONLY!!
