The province -wide system will link social service departments, cut down on paper work and give case- workers more time to work with clients, says Pat Daley, the special assistant, communications, to Min- ister of Community and Social Services Tony Silipo. More than $6 billion is spent on social assistance (general welfare) each year in Ontario, making up about 10 per cent of the provincial budget. There are about 640,000 welfare cases in the province, repre- senting about 1.3 million people. In Durham, there are about 11,400 general wel- fare cases and approximately 7,000 family benefit (chiefly single parents and disabled people) cases. In 1993, Durham will spend about $151 million on wel- fare, with money coming from regional taxpayers and provincial grants. Both Ms. Daley and Paul Cloutier. the administra- tor of income support for Durham Region, say about three per cant of welfare cases involve fraud. That works out to about 550 cases in Durham, which Mr. Cloutier calls "a lot." "No one working in the system condones abuse of the system," Mr. Cloutier says. "I hope most people also have the same reaction to people cheating on income taxes, because that's also money geared for govern- ment programs." Nancy Anderson, of the information systems branch with the community and social services ministry, says the "greatest ability" of the new system is detecting fraud and abuse before it happens. The 5100 -million system will link all social services offices in the province, so caseworkers can verify infor- mation across the system, Ms. Anderson says. Ms. Daley says the new computers also "streamline the whole administration of social assistance and make it less likely there'll be errors." Some municipalities use the existing provincial net- work, while others are on stand-alone systems and some are on a manual paper process. When a person files for welfare, a caseworker fills out a four-page form and then puts the information on to a computer. The new computers will also cut the amount of mil- lions of dollars in overpay- ments, %Is Daley says. Installation will begin in the spring and take about two years. Durham has a welfare fraud hotline which people can call. Last year, more than 700 calls were made, but in more than half the cases there were no irregularities, Mr. Cloutier says. All the cause of great personal indignation and much criticism, all des- tined to go down in the history books as ideas with great results. The radio talk shows, the opinion columns, the grocery store check-out lines: all are buzzing with talk of Big Brother and his carefully -aimed cam- era. The News Advertiser is a firm supporter of photo radar technology. Any- thing that diminishes the carriage on our highways should be welcomed. When seatbelt legislation was introduced to the province of Ontario, there were those who mounted the horse named Indignation and cried their rights had been violated But here we are a decade later and the proof is in the statistics. Accident -related deaths are down because people wear seat- belts. We can only imagine what a body looks hike after it's been bounced off the pavement, having been thrown from a motorcycle. And we are glad our emergency rooms and rehab centres see less of these injuries thanks to motorcycle helmets, also made mandatory by legislation. And let's face it, from a purely financial aspect, our over -burdened health care system nerds as few long-term care patients as possible. Seatbelts and helmets are an everyday part of life now, and we are better off because of them. If photo radar causes you to slow down on Hwy. 401, great! That means fewer accidents and frees up our police officers to go after the more serious problem of careless drivers. You've seen them. The ones who weave in and out of traffic all to get to the next exit five car lengths ahead of you. When they painted the chevrons on Hwy. 401 between Pickering and Whitby, a lot of people were scratching their heads in confusion. But now we are hearing acknowledgement that they do indeed cause people to keep a greater distance between their vehicle and the one in front. Again, fewer accidents. We'd rather have our spouses, our family and our friends 10 minutes late for dinner than forever absent from our holiday celebrations. Letters to the editor Car idlers can cause chaos To the editor Here we go again! Now that the cold weather has arrived, the annu- al winter epidemic of car idling has begun. Drivers warm their cars up in the morning or sit in them with engines running, perhaps unaware of the health and environmental damage to which they are contribut- in8- Typical early morning scene in my neighborhood: Family A goes out to the car 15 minutes before departure time to warm it up. Gradu- ally, the car exhaust wafts through the neighborhood in which Fami- lies B, C and D have children with asthma, a condition car exhaust helps to trigger. One family wants a warm car, the others dread the onset of asthma outbreaks which sometimes lead to their children's hospitalization. I'd like to offer a few simple suggestions for how we can all work on solutions to the many problems caused by our cars.. Resolve to drive less! Walk, bike, carpool, and use public transit more. Dress appropriately for the weather, then warming up the car (something which is bad for the engine, anyway) won't be necessary. When sitting for longer than 10 seconds, turn the engine off! If these simple mea- sures seem too much of a strain, think of them as a gift to our children and grandchildren, who are having to grow up with a rapidly dwin- dling supply of clean air. The Ontario Ministry of Transportation has created a poster - great for store windows - which says "STOP IDLING" and explains briefly why we need to do so. l created a handout which I give to people who sit in cars with engines idling. We're living proof of some- one who ignored that sage pearl of wisdom and is now waiting for the axe to fall. We stepped in it about seven years ago as this newspaper's editer, er editor (See why we lost cher job?) when we came into work a few hours late on a day we were to interview a young college kid about why she thought she was so good that we'd want to exploit her, put her to work for 73 hours a week (on the slow weeks) and pay her nothing ... no bucks, no back pats, nada. And, not only would we give her all the bum jobs, we'd make her the butt of cruel practical jokes, with the help of one of her former journalism classmates who we'd already exploited to the max before we were forced to pay him. Someone told us something about an event called the industrial revolution or the abolition of slave labor or some- thing like that. Industrial slave lackey and us worked up a few practical jokes we thought were a little more innovative than the old page stretcher trick. ('Istat involves the editor telling a cub reporter that her story's too long for the page it's going on so she'll have to go around the entire office asking everyone she runs into about the whereabouts of that greatly -cov- eted device -- the non-existent page stretcher, of course.) Whether this cub reporter took the bait isn't important. We've forgotten by now. We only hope that she's forgotten too ... Maybe even forgiven? Because the kid who several years ago we called 'kid', junior', 'cub' and 'coffee fetcher' is now our editor, er managing editor as the title reads on the door we grovel before. You can call her Wendy. But, we'll refer to her as 'Ma'am', 'Ms. Gallagher', 'Boss'. She's won that respect because she hasn't yet subjected us to any cruel practical jokes. Like "Here's your pay slip, Blake. It matches the color of my blouse... pink." Which reminds us, we're run- ning out of ink. Our space is nearing an end. Maybe we'll go look for the page stretcher on our way to the coffee room. "Was that one cream, Boss, or two?" CANCER: The Living With School board names new building DURHAM - After months of consideration, the public school board has selected a name for its new $21.5 -million headI• The administrative building will be named the Durham Board of Education Centre, trustees decided Monday. The social contract is a provincial attempt to cut back on municipal grants in an effort to reduce the provincial deficit. Ajax mayor Jim Witty believes the social contract is badly flawed. "I disagree with it completely." He believes the provincial government has "messed up" and is making the municipali- ties pay for Queen's Park's deficit problem. He lives in Ajax with his wife and three children. Mr. Shaw volunteers a lot of his time to charitable causes, because "I'm a very lucky person, and being lucky I have a respon- sibility to help other people. I think I have a responsibility to my community and it makes me feel good to take part in those events and to help other people. There are lots of people who do it." He began his career at CIFTO in 1972 with an entry-level job. He did things like set up micro- phones and TV sets, and he even- tually worked his way up to being a news anchorman. "I was paid S104 a week and all the video tape you could eat," he recalls of the early days. u Mr. Shaw says young people interested in journalism should get a broad education because they'll need knowledge about all kinds of different things to bring to the job. "If you're the type of person who likes to read the newspaper, watch the news and listen to it on the radio, then you're probably a a very good candidate to become a reporter." He would like his own chil- dren to become journalists only if that's what they want to do. I don't think they know what they want to do. I just want them to have a career that would make them happy." Mr. Shaw says he feels "fine" when he's recognized in public. "It doesn't make the job any more special, perhaps, or it's not any more reflection upon you as an individual, but it's kind of nice to know that people are watching and they feel comfortable enough to say heuo." The Block Parents Association of Pickering hosted a show starring Mr. Dressup at Picker- ing High School, selling 600 tickets at $7.50 each. Mr. Dressup, who lives in Picker- ing and whose real name is Ernie Coombs, feels his career is fun. If children choose him as their hero, that's fine with him. "It's nice to be a hero instead of a heel," he says, adding that he enjoys being appreciated. "I don't want to quit because I enjoy my work." He believes the Mr. Dressup show is a success because it's simple and honest. He started his career as an artist, working with scenery in the- atre, became an actor and later got into children's theatre. Mr. Dressup has been on televi- sion for 26 years, and Mr. Coombs has been portraying the character for 28 years. In all, he has 36 years expe- rience entertaining children. Ajax resident Bill Carroll is one who did, play- ing in the league from 1979 to 1987. As he reflects on his pro- fessional hockey years, he advises children who are play- ing sports to keep their school- work first. When he was a child growing up his hero was Bobby Orr. During his career he played with the Detroit Red Wings, the Edmonton Oilers and the New York Islanders. He won four Stanley Cups, three with New York and one with .Edmonton. Carroll isn't sure why "he became a hockey player. "It just happened." His toughest opponents ;:;were Bryan Trottier and Mark ..Messier. When he looks back at some of his games on tape, ..:his most memorable moment is beating out Pittsburgh in the :first round of Stanley Cup :playoffs in 1982_ Mr. Carroll says the NHL is different now ..because the guys are a tot big- ger and faster. Maureen Anderson and Jean McCarthy advise children to wait for the second whistle when crossing with the help of guards. Kids are also advised to walk their bikes across the street and not play around. Drivers are asked to obey the rules of the road, meaning they must stop when the stop signs are up and they must not start up again until the guards aro on the sidewalk. Crossing guards must dress appropriately for the weather and must be aware of the road conditions. Ms. Anderson has been a crossing guard for four years and Ms. McCarthy has been on the job for six years. They say their reward is that most of the kids from St James school are especially nice and friendly. In Room 105 there is a chil- dren's program called the Primary Associated Class. The Primary Associated Class is a class for children who have problems such as disabilities or impediments. Most of the children are cogni- tively and developmentally delayed and need help developing communication skills. "Since September, we have worked on sitting, listening, attending and following direc- tions," says teacher Lesley Calder. The children have individual goals based on their needs. In this program, the students are taught appropriate behaviors needed to work in a regular class- room. Some children will be par- tially integrated into regular class- es (kindergarten or Grade 1). There are about nine full-time students in the program and two half-day students. Miss Calder says she chose to work in the pro- gram because "special education really interested me and I felt I had a lot of patience and caring and that's what these students really need." Rainbows bring smiles By SARAH NASH Ajax Junior Reporters' Club AJAX - Rainbows, a support group to make kids feel wanted and to help them cope with a loss, is "very effective", says a teacher at Lord Durham Public School. In the Rainbows program, a group of four to five students and one facilitator meet once every six-day school cycle to talk about their problems. For example, they might discuss death or divorce. Last year in Lord Durham Public School there were 70 to 80 students involved, says teacher Yvonne Eefting. Don't cut program By SARAH NASH Family Studies and Designing Technology (FSDT) is a program that helps children unndestand how to get through life and how to use basic life skills. In Family Studies we learn how to sew and cook. In Designing Technology we learn how to use machines, such as the bard saw. If FSDT benefits children, why are the school boards cutting back on the program? Last year, the Grade 7 and 8 classes from Lord Durham Public School got to go to Duffin Bay Public School for FSDT. This year, only the Grade 7 students get to go, and next year the Grade 7 classes don't even get to eo to FSDT. Our teachers and parents are angry, and I think that if the people on the school board gave it more thought they would bring Family Studies and Designing Technology back into our curriculum. Most Durham Region schools have Rainbc vs and are either in the fust or second year of offer- ing the program. The main goal of Rainbows is to make kids feel that they are not alone in their situation. "I think that it is an excellent program and it is very effec- tive," comments Miss Eefting. "When I grow up, I want to be a teacher, a sports reporter or a book author," says the 10 -year- old. "The reason I like this program, I want to improve my skills and I like writing." Ryan Skalko, 11, enjoyed meeting CFTO-TV's Ken Shaw for an interview. The St. Jude school stu- dent joined the program to improve his writing skills and feels he's achieved that goal. He was also inter- ested in learning a bit about journalism. Laura Tegelberg, 10, is a student at St. James Catholic school. She joined the Junior Reporters' pro- gram to improve her writing skills and believes she has. Disaster, right? What if you made a sequel and it didn't live up to the origi- nal? Totally expected, right? This is what we get with Wayne's World 2, the sequel to the enormously funny and suc- cessful Wayne's World of a year ago. The two lead characters, Wayne Campbell (Mike Myers) and Garth Algar (Dana Carvey), are just as silly the second time around but now they have a pur- pose in life and it seems to ruin the whole premise of the pair. Wayne wants to accomplish something with his life and it takes some nocturnal interven- tion by a naked Indian and Jim Morrison to set him on the course. Morrison tells Wayne in a Field Of Dreams sequence that the bands will come if he books them. And so begins the epic journey to adulthood for the boyhood buddies. Wayne's fertile imagination tells him holding Waynestock, the biggest concert since Wopd- stock, will bring him closer to being a man. The long and winding road carries the pair to England in search of the greatest roadie of all time, Del Preston (Ralph Brown), to assist them with the show. Along the way to staging the concert, the lovable losers wind up in several humorous situa- tions — the funniest being Garth's romance with Honey Hornee (Kim Basinger). There are the obligatory sight gags, slapstick pratfalls and movie takeoffs throughout Wayne's World 2, but the bloom appears to be off the rose. Sure they have recruited Christopher Walken, Drew Bar- rymore and Aerosmith, but they are just window dressing.
