Ajax Fire Department captain Jerry Hannon reports the Gregory Rd. blaze began in a kitchen garbage pail when tossed -out cigarette butts re -ignited. Flames worked their way up the inside of a wall and into the attic, causing extensive damage to the roof. Photos on Page 9 The blaze began around 2:30 p.m. and was quickly put out by l l fire- fighters dispatched to the scene in two telesquirt trucks and a rescue vehicle. Blaze busters remained on site for about two hours, checking walls and the roof. A man at home at the time escaped injury in the blaze, reported to the fire department from a neighbor's house. Damage is estimated at $40,000 and the house isn't habitable until repairs are made. It's not known if the house can be fixed before Dec. 25 or if the family lost any Christmas gifts in the inferno. "We're ahead of the game," he noted at a Tuesday cere- mony at the separate board during which participants signed the newly - developed protocol. Durham Board of Education director Pauline Laing agreed. "We don't have huge numbers involved in violent incidents," though she warned, "when it happens, it's more likely to be (a) serious (occur- rence)." Threats and ganging up on others top the list of violent incidents at each board, which recently began vacking such occurrences. "While we all recognize that, at times, a police presence is necessary within a school, this protocol serves to define the police role and the school's responsibility in those instances," Durham Regional Police chief Trevor McCagherty noted. 'Isle school provides the officer with a mailbox, which students can use to voice their comments and concerns anonymously. During off -school hours, the officer keeps an eye on the building's security and safety. "Having a police officer in the school helps students see the police as problem solvers and a source of though principals are asked to co- operate if the need is immediate. • A student who is to be inter- viewed or arrested by police should be escorted from their class by the principal. (Calling their name over a public address system could alert other students who may see a police car in the parking lot.) • Neither a school administrator nor an educator has to be present during a student interview with a police officer — and can be exclud- ed on the request of a student. Nor can a school official offer legal advice to the student, though they may remind the student of their right to contact a lawyer. • Police officers have the right to demand entry to a school to make an arrest or carry out a search for weapons or drugs. The protocol also points to an Adopt a School/Adopt an Officer program which has already been introduced at some Oshawa and Whitby schools. Metro Toronto Police report a man wearing a bal- aclava robbed a Canadian Tire store in Scarborough around 6:30 p.m. Tuesday. Mechanics tried to arrest the bandit in the parking lot, but backed off when he threat- ened them with a knife. Soon after, police found the robber's abandoned truck smashed into a tree on Twyn Rivers Dr. on the Pickering -Scarborough bor- der and called in their search dog. Money, clothing and a shoe were recovered during the search, which took police and the dog along railroad tracks to Woodview St. in Pickering. Around 10:20 p.m., a video store worker at Rougemount Dr. and Hwy. 2 called police when a man entered the store, saying he had been beaten and robbed. A 35 -year-old of no fixed address confessed to an earlier robbery in November at the same Scar- borough store. He now faces two charges of rob- bery, wearing a disguise while carrying out an indictable offence, and use of a weapon while carrying out an indictable offence, as well as one count of assault with a weapon. Town council Monday cut the seniors' fare on the Canada 125 flag bus to 50 cents from the current $1.25. All other passengers pay $1.25. The reduced fare, in effect until March 31, will be reviewed when council works on the 1994 budget. Seniors pay 50 cents on regular Ajax Transit vehicles. The flag bus travels a fixed route, starting at Westwood Manor in south Ajax before going to major destinations such as the hospital and shopping facilities, and winding up at the Pick- ering Town Centre where it turns around and reverses its route. Wards 1 and 2 regional councillor Roger Anderson proposed the fare cut because he wants "consistency" in seniors' charges. "When seniors are getting on a (regular Ajax) transit bus, they've been paying 50 cents. It doesn't matter what bus, they're getting on a bus," he noted. It will cost the Town $250 a month to cut the fare, Mr. Anderson pointed out. While describing the intent of the senior's fare reduction as "worthy", Ward 3 councillor Steve Parish didn't support the move, calling it "ad hoc fudging of the budget." Residents of Ashley Manor on Kitney Dr. use the flag bus because it's the only public transit vehicle that stops there. Without it, seniors wanting to go to the Harwood Place Mall or the Ajax Plaza would have to cross Bayly St. Ward I councillor Frank Schaper supported the reduction, but said that, for equality sake, if seniors get a discount, others like the handi- capped should also be given a break. We cringed as we heard about teenagers carrying weapons to school and listened to stories about classmates killing and maiming each other. We no longer need LJ.S. television programs to tell us about school violence. It's happening in our own classrooms. While local officials are quick to point out that violence has by no means reached a crisis level here, they have taken a proactive step to try to douse the embers before they erupt into a raging inferno. Police and school board officials announced Tuesday a formal pro- cedure to be followed by all parties when dealing with school vio- lence. The procedure outlines protocol for both cops and educators to fol- low when police presence is necessary to investigate a violent act at school. It provides protection for the student, school and police. It appears to be one of the few times that various levels of bureau- cracy are not ortly working well together, but working together before a crisis occurs. All too often policies and protocol, rules and regulations come about in a reactionary way. This time, local groups looked down the road and decided to take action before they had no choice. In Durham's particular case, officials sat down at the drawing table in September 1992. It was more than a year later the ministry of edu- cation woke up and decided it should look into violence in schools. Kudos to our local leaders who look the bull by the horns. It's comforting to know we have people in our community who don't wait for the word from (Queen's Park before making changes. LETTERS TO THE EDITOR Time to cut perks Dan To the editor, This letter is as much directed to Dan McTeague as it is to the residents of Durham Region. The last two weeks I've had to endure the ranting and raving about cutting fat and reducing costs of government by Paul Martin Jr., now minister of finance. If he's not prepared to do something now about MP's pen- sions and other "perks" on Par- liament Hill I wish he would "SHUT -UP" about it until he does. For those of you unaware of what hidden costs the last elec- tion incurred let me enlighten you. There were 130 MPs fired by the voters, a policy which if one of us in the private sector found ourselves in would, under the revamped UIC legislation, dis- qualify us from collecting bene- fits. You see if you're a politician in this country, even a miserable MP, you have left over a six- year term an "indelible, unmea- surable" contribution to the land- scape of the country you served. This "entitles" you to a cash for life pay out for this remark- able service you rendered to the Canadian electorate. Never mind you were fired by them, this is the repugnant dou- ble standard Canadians have had to live with foisted on us by "Do as we say, not as we do", poli- tics. Paul if "everything is on the table" like you say, then let's start with pension reform, and what this time honored tradition of Government Pork is costing us. Have a nice day, Dan. P. "If people wait until the 24th (of December), there's absolutely no way we're going to be able to get it out to the families this year," said Sandra Mackey, who is co-ordinat- ing the drive. Ideally, people should phone the drive's "Christmas depot line" (at 427-1620), by Dec. 20 if they wish to have their donation passed on to a needy family or child by Christmas day. A van will be sent out to pick up their donation anywhere in Durham Region. "No donation is too small," said Mrs. Maekev. N ]PAGE 26 -THE NEWS ADVERTISER FRIDAY, DECEMBER 17,1!93 New search team is at the ready By GORDON FENNY Special to the News Advertiser DURHAM - The tragic 1990 disappearance of Picker- ing teen Julie Stanton led to the formation of a rare special task force dubbed Project I litchhiker. It was one of two such task forces created by public outcry and pressure from the police and the public. The other. Pro- ject Green Ribbon, emerged after the slayings of Kristen 1-rench and Leslie Mahaffey in the Niagara region. The estimated tab for both investigations is nearly SS mil- lion (funded by the solicitor - general's office). Such inquiries can place a huge bur- den on Ontario taxpayers. There is an alternative, however. It is one which eases the province's financial burden and gets members of the com- munity involved in an orga- nized and positive way. In Durham Region, it is called the Volunteer Emergen- cy Response Team (VERT) and is operated by the SL John Ambulance Brigade. The brainchild of Shane Ilarbins(m and Bill Rothney. both members of the brigade. VERT is deigned for ground- .&;,� fated searches in both urban and rural areas. Although there are several search and rescue units operating throughout the northern regions of the province. VERT is the only organized volunteer ground search and rescue unit (4ticiml- ine in southern Ontario. In the past, almost all ground se'arche s, were c(rdUct- ed by Police, auxiliary police, fie department personnel. and a few civilians who volun- teered their time and efforts to search for missing people. Now. kxal police will be able to call upon VERT and its pro- tcssionally-trainer! members to carry out future searches as needed. *'What we are hoping to do as provide the community with teams of highly -trained and skilled volunteers who will work closely with the local police on search and rescue missions," says Mr. Harbin - son. "We (St. John Ambulance Brigade) feel that we ale in a position to offer these services, .especially since we now offer first aid and CPR (cardiopul- monary resuscitation) classes to the general public, and also have trained members avail- able for athletic and special events. Search and rescue will just be an extension of our pre- sent duties." Harbinson and Rothney approached Durham Regional Police with their idea of falai- ing a search and rescue unit to vdork with local authorities.' oudinmg'fi it specific roles in ' -'a letter to the chief of police; r and waited for an answer. Having interested the local authorities with their unique proposal, they later met with -,Staff Sgt. Dave Ktxhma, who sat down with them to iron out the details. Armed with manuals from the U.S.-based National Asso- ciation for Search and Rescue and the National Search and Rescue Secretariat in Ottawa, as well as other materials from search and rescue organiza- tions in Ontario, a training manual evolved for use by VERT. "We had some Ideas of our own which we integrated into our program," says Harbinson, the program's training officer and an instructor of first aid and CPR for St. John. "We feel that it will take about two years before we have the entire program fully staffed, trained and operational.- To pera conal "To date. VERT has about 50 members in various stages of training. Comprised of a tracking section, two search sections and two rescue sec- tions. led by deputy coordina- tors and head coordinators in each section. the team is head- ed by two headquarters staff members working out of the mobile conunand post while in the field. Searches fall into three cat- egories: Hasty, Gid, and Con- finement. In most instances. VERT will initiate a Hasty search - one designed to cover as much ground as pas- sible in the least amount of time, but one which is not as thorough as the others. The Grid search is the most labor-intensive of the three and utilizes the most thorough techniques. The Tracking sec- tion is sent in fust to find a trail or signs which indicate which way a victim may have gone. The Search section follows, covering the grid with a fine- tooth comb. When the victim is located, the Rescue teats is called in to retrieve the victim and administer any necessary emergency medical service. The Confinement search is primarily for city use or in urban areas. A search is set up by perimeter and teams search within that area. "VER -t is very well orga- nized and fully equipped to handle all situations." says Mr. Kuchma- "and will prove to be a valuable asset to future search and rescue operations. Since all members are fully trained in first aid and CPR, they will be able to administer initial miedlCal treatment where needed." While VERT has yet to be called out for searches as a group, several members were on hand to offer first aid ser- vices during the Stanton search in the Pickering area, as well as during a search near Port Parry in the spring of 1992. "We're training more team members now," says Harbin - son, "and we expect to have more than 100 fully -trained members in the fold by the end of next year. Since our services are of a professional and 'skilled nature, we have ongo- ling training sessions to keep members up to date on new methods and to sharpen their skills.11 St. John is always looking for dedicated people who are willing to volunteer their ser- vices for various duties, both with the St. John Ambulance Brigade and VERT.
