The incident is the latest in a series to upset Maple Ridge Plaza business owners, who say they're losing customers because of the swarm of students who gather at the Liverpool Rd. site. But no one from the NDP government showed up at the press conference, says Don Studholme, Kirkland Lake's director of economic develop- ment and tourism. "Some citizens are afraid to go to the plaza. The root of the problem is there are so many kids going to school and so many kids coming from school and they're congre- gating at the plaza." Police have stepped up enforce- ment with regular patrols of the area, but that's "a band-aid solu- tion," he adds. Contributing to the problem are a bus stop near the plaza, traffic congestion and the sheer number of students due to the nearby schools Pine Ridge Secondary, St. Isaac Jogues and Maple Ridge Public School, Town officials say. A meeting was called recently to discuss the issue, with those in attendance including school board representatives, Town councillors, police and parents. The bus stop will likely be moved to help alleviate student congestion, says ward councillor Eileen Higdon. She also hails police presence and more garbage pails in the area as solutions. "The concern is it could take months; it could be spring before we get these suggestions imple- mented. It's very frustrating because school teachers only have jurisdiction as far as school prop- erty goes." A visually -impaired student and the father of a child with a learning disability were among several peo- ple to address trustees during a pub- lic consultation meeting on the pub- lic board's upcoming budget delib- erations. "The great thing about the Aca- demic Resource program is that each student receives individual attention," said Chris Maley, a visu- ally -impaired student at Dunbarton High School. Teachers in the Aca- demic Resource program ensure his notes and exams are photocopied and enlarged so he can keep up with his lessons, he explained. "I under- stand that cuts have to be made, but don't cut a program that has been so successful." The board may revamp or cut 34 programs and services in an estimat- ed budget of $380.4 million. With- out cuts, its supporters face a tax increase of 6.71 per cent next year. Kindergarten programs could be revamped to eliminate the need for noon -hour busing, the future of a French immersion program is up in the air, and gifted students may face changes to their programs. Changes or cuts are also pro- posed in a number of other areas, including instrumental music and family studies and design technolo- gy for Grades 7 and 8 students, out- door education, prologue for the per- forming arts and computer class- room programs. Mr. Maley told trustees the help of Academic Resource teachers has enabled him to achieve marks that reflect his ability. "In my academic career, this was the best feeling and attitude I had ever had; my self esteem rose, my anger went away and I was making plans for universi- ty." Parent Dave Tunstead, whose daughter has a learning disability, said it would be "short sighted" to Town council to debate spending on Altona Forest PICKERING - How much money, if any, the Town should spend on preservation of the Altona Forest will be debated by Pickering councillors Monday. At least $3.8 million is needed by the Metro Toronto and Region Conserva- tion Authority to buy 21 acres of the environmentally -significant site, and the agency expects Pickering to chip in. To date, 110 forest acres have already been bought by the MTRCA with a $10 -million cheque written by the provincial government. The acquisition pro - jest has saved the forest from becoming a subdivision. Pickering should shell out $3 for every resident annually for the next four years, for a total of $834,000, suggests councillor Kip Van Kempen, the Town's representative on the MTRCA. He says the money could come from a parkland reserve account and therefore wouldn't cause any tax hike. 'To date, Pickering has contribut- ed nothing," he points out in a press release. "A meaningful contribution from Pickering, which is the benefit- ting municipality, is critical to set the pace for others to similarly con- tribute." The MTRCA will be seeking financial help from other levels of government, the conservation foun- dation and citizens' groups, he says. The Town treasurer has suggest- ed Pickering contribute $400,000 to the project, in a report that was tabled by council earlier. Mayor Wayne Arthurs says the issue should prompt hot debate. The Town, when approving a subdivi- sion in the forest, was interested in preserving 119 hectares as an urban forest, he points out. "I fed no par- ticular obligation to acquire addition- al property the Town has no interest in." The mayor adds he "would be interested to see how much the MTRCA puts into the pot." The good news is that our average youngsters have writing skills better than their peers in the rest of the Province. The bad news is that our brighter teens don't measure up to advanced stu- dents throughout Ontario. The news came this past week when we learned the results of provincial tests of writing by Grade 12 Durttarn Board of Education students. Advanced or bright teens aren't writing at acceptable English standards while close at the basic and general (average) levels exceed expectations. Alat should we make of -the results.' Should we panic that our best stu- dents aren't so great and call for more emphasis on at least one of the basics of education -- writing? Or should we sit back content that our average teens are better than average? Neither would be the correct approach. Tbc Durham Board of Education knows what approach its taking. Each of the region's public secondary schools will develop a separate action plan based upon individual results from the study. Because the study revealed that advanced students seem to do better writing at home where thew may have access to a computer and reference material, one of the main components of those plans will be the increased use of computers in the schools. That's a sensible approach ... to a point. If students do better work on com- puters, it makes sense to ensure computers are available in schools. But, cash- strapped schools and oyer -burdened taxpayers can hardly afford to shell out any more money to buy such equipment. Instead, maybe the educators should look at the flip side of what the tests show and what a board facilitator believes -- that environment seems to be a significant factor in the quality of the advanced students' work. As revealed in the test results and as stated before, bright tors appear to do better work in the home than they do in the classroom because they prefer working at home. The facilitator will only say that the students' preference for working at home "may" be due to the presence of computers there. Or. perhaps it can be attributed to the presence of something ominous in the classroom. If there is something wTong in the classroom, it must be set right --before educators can profc l} address bright student~' sub -standard writing. During the night its limbs shelter our chickadees, cardinals, blue jays and sparrows. It is nature's gift to us. Our gift is to preserve its life. We shield and protect it. It shelters us from the north winds. In the darkness of the night, we stand in awe, seeing it so majestic under the stars. A record snowfall Dec. 11 turned southern Ontario into a win- ter wonderland or, more appropri- ately, a winter blunderland. It made driving treacherous at best; closed schools, businesses and other non- essential facilities and services; and gave just about everyone with a driveway a pain in the lower back. Snowplow operators in Picker- ing were attacked with shovels and verbal abuse, and a few people faked medical emergencies in an effort to lure snow -clearing crews to their streets. Thousands of calls were logged at the Pickering Civic Complex, where mayor Wayne Arthurs and other senior personnel manned the switchboard. Town staff were on the streets '.pushing cars out of the way," recalls Tom Quinn, executive director of operations. "Looking back, I feel a lot of the criticism of the Town was very unjust." It was mid -summer before all the storm damage was repaired. "We're not allowing it to snow anymore," jokes Mr. Quinn. The Town has re-examined its after-hours emergency plan in the wake of last year's storm, he adds. While no new equipment or staff have been added for another major storm that might not occur, steps that have been taken include: • An inventory of both Town equipment and privately -owned equipment that could be available to aid Pickering's snow -removal operations; • The training of additional staff to act as "wing men" on snow- plows, riding in the passenger seat of the machines to keep an eye out for obstructions on streets. That's because the centre has been working out of its new loca- tion since September and centre instructor Sgt. Alan Mack reports, everything has turned out even better than expected. "What we've gained overall are the resources we can now tap into," says Sgt. Mack. The centre now has its own skills development area to teach officers techniques in such areas as self-defence and proper use of a police baton and handcuffs. It also has access to as many classrooms as it needs, as well as the college's library, gymnasium• equipment, and the expertise of college staff. Of particular advantage has been access to the resources used in the college's law and security courses. Before the move, the training centre was operating out of the cramped confines of the second floor at 18 Division headquarters in Whitby. The only facilities there were a classroom and some administrative space. Skills devel- opment sessions were usually held at the McLaughlin armories in Oshawa. Most of us probably have the idea that police training is for cadets only. But for all officers at all levels, training is a continuous, and endless, process. For example, each year all offi- cers have to be re -certified in CPR techniques. If there are changes in legislation that affect law enforce- ment, those have to be taught to officers and often civilian staff as well. New initiatives such as com- munity policing require the train- ing of officers, and police also receive instruction in areas such as defensive driving. Fortunately, the week ended on a high note for the Ajax squad, as the Axemen claimed a big road victory in Barrie, running roughshod over the Colts 8-2 in Provincial Junior 'A' Hockey League action Thursday. The win followed on the heels of two tough outings by the Axemen earlier in the week. Ajax dropped a 6-3 decision in Collingwood Monday and lost at home to the second -place Newmarket '87s 7-5 Tuesday. The victory creates a three-way logjam for third place in the league's East Division stand- ings. The Barrie Colts, Markham Waxers and the Axemen each have 28 points. Ajax's record stands at 12 wins, 10 losses and four ties. Accordine to Axemen co -coach John Blackburn, the team executed a simple game plan to beat the Colts. Ajax returned to basic hockey, using the 'dump -and -chase' tactic to force the Barrie defencemen to make mistakes in their own zone. "We've got a lot of AA" offensive talent and I AXEMEN think we were just getting too fancy," says Blackburn. "Last night we wanted to dump and chase and really force their defence - men." The Axemen got out of the gate quickly, piling up a 5-0 first -period lead. However, as has been the case in recent games, Ajax didn't take a vacation for the rest of the contest. Rather, the team continued its tight -checking, disciplined play through the second and third frames. "We didn't want to give them any chance of getting back into the game," noted Blackburn.
