Controlled classroom test results from a provincial review of writing in Grade 12 English shows 42 per cent of Durham Board of Education advanced students have writing skills below standards set by the provincial interpretation panel. All Durham public secondary schools par- ticipated in the testing. which was for Grade 12 English students enrolled in advanced, general and basic courses. Each student sub- mitted two pieces of work including an assigned one completed in controlled class- room conditions, and a best piece previously written. While the advanced students were below average in the assigned portion of the test, they were close to the provincial average in the best -piece category. Elliot Beharrell, program facilitator for the Durham board, believes the lower scores on the assigned task may be the result of environ- ment. "According to our study, 67 per cent of the advanced students do most of their writing at home," says Mr. Beharrell. "As a teacher I've found that most of the students prefer working at home where they may have a computer and reference materials." Students were judged on a scale of one to six, with one being the lowest writing skill. Steve Wildgoose, 39, of Rosebank Rd. lost his fight for life around 12:30 p.m. Thurs- day in Toronto's Sunnybrook Health Science Centre where he was transferred from Ajax and Pickering General Hospital hours after the gruesome mishap. The accident occurred around 11:20 a.m. at Ashmoor Machinery at 595 Mackenzie Ave. when Mr. Wildgoose's clothes became tangled in a metal lathe and his left arm was amputated at the shoulder, according to Ontario ministry of labor investigator Fred Iacovoni. He was rushed to Ajax hos- pital where surgeons and staff struggled for hours to keep him alive. Students at the basic and gen- eral English level exceeded both provincial averages and the expectations of the provincial interpretation panel. In the general English level, 73 per cent of the students were ai level three or higher in the assigned writing test. For the basic level students, 84 per cent finished at a level two or higher. Whatever the findings, board director of education Pauline Laing says the results can only help to improve the quality of education. "We support this kind of test- ing," says Mrs. Laing. "It's far superior to set a test with realistic expectations while working in realistic conditions." Each of Durham's public sec- ondary schools will be developing a separate action plan based upon individual results from the study. Doug Wilson, board superin- tendent of education programs, says one of the main components will be the increased use and effectiveness of computers in the schools. "Every principal will develop a plan to maximize the use of com- puters and make sure they are used across secondary schools and not just in some depart- ments." Mr. Wilson notes. Hosted by Pickering -Ajax Citi- zens Together (PACT) for the Envi- ronment, the meeting will focus on a new landfill site chosen by the provincial Interim Waste Authority to take Durham's trash for 20 years. Known as EE 11, the site is north of the existing Brock West dump, south of Taunton Rd. The trash pit will affect every cit- izen of Pickering, PACT warns in a press release, pointing out the dump will be "as close as it can be to the urban area of Pickering." The citizens' group cites reduced property values, increased truck traffic, public health threats, stench, noise, dust, windblown litter and increased property taxes as effects of another dump here. PACT says it will lead the fight against the landfill but "must have the full support of every resident of Pickering to be successful." The group needs help raising money, generating publicity, planning strat- egy, distributing literature, writing letters and telephoning. But too often children playing in area parks stumble across dis- carded needles. Nobody, except the person who left it there, knows what these O \ instruments have been used for -- and curious children picking them up could easily be taking their lives in their hands. Of course, this should never happen. but unfortunately it does. 100People are being exposed to HIV, hepatitis B and a host of other blood-borne diseases because of another person's brainless and care- less behavior. But the problem is not one that can be solved overnight. It takes time, education and money. It also takes programs such as Project X. This Durham region needle exchange program has been in opera- tion for almost half a year but hasn't received the attention it needs from the public or the medical community. The pilot project allows people to bring used needles to the John Howard Society. When people arrive, they are handed informational material on drug abuse, along with their clean needles, and are given access to counselling..a, At the same time the public is benefiting by having these deadly needles disposed of properly. The agencies involved in the project should take a bow for their forward thinking on this important subject. (Project X is managed by D a committee of agencies including the John Howard Society. the Addiction Research Foundation. AIDS Committee of Durham Region- and Durham Regional Police.) C` The problem needs to be tackled, and the quicker and more effec- tively it is done. the better. _ Who knows how many people this program has protected from the s indiscriminate spread of a killer disease:. But even if only one has been spared, that would be enough. LETTERS TO THE EDITOR Stop fighting water plant To the editor, They're at it again! The Save the Waterfront Committee, led by the Willards, first concern was where the new water plant would be locat- ed, not about the quality of the water or the tritium level. The Durham Region then approved the location of where the water plant would be built and knowing this the concerned citizens decided their next crusade would be to address the water quality. Several issues were addressed including birth defects. They then forced the Ontario Government to complete a study of, standards pertaining to the new plant. The results were favorable. The comple- tion of the plant on the designated site and in the manner specified met or surpassed all questioned areas After many hours of the con- cerned governing bodies valuable time the committee now has decid- ed to bring forth their latest "scare tactic". They now report that the incidence of prostate cancer is extremely high in the area serviced by the existing water plant. If in axa findings prostate need for a larger and more efficient water plant? I don't know about other citi- zens' views on these issues, but in my opinion I feel all pertinent ques- tions and concerns have been answered to ensure the safe growth of Ajax. Durham passed the new official plan in June 1991 and it took the provincial ministry of municipal affairs two -and -a -half years to approve the document. Some of the highlights of the official plan, which spells out where development can take place and what type of growth will be allowed: J A population prediction of about 970,000 residents in Durham by 2021 (way up from the current 410,000 residents); J Expansion of the urban areas in municipalities, which will lead to more development; J The Seaton area in north Pick- ering will be developed; J Some areas will be desigrmated as 'permanent agricultural reserve'. Ms. O'Connor reported that "97 to 98 per cent of what council pre- sented" to the municipal affairs min- istry is included in the new docu- ment_ The new plan replaces one that had been in place since 1976. Planning committee vice-chair- man and Ajax mayor Jim Witty says all new development applications will be reviewed under the new land use document while both the new and old plans will be used to judge applications already working through the system. When the new plan was sent to the Province for approval in 1991, ministry staff indicated their review would only take three months, Mr. Witty says. "[ben it became three months to get their comments back and it watt on and on. It sumhed on so long, it prompted some people to put in referrals to the OMB." The approvals process took so long, "1 was prepared to abandon the entire process and deal with in lhrid- ual amendments to the old plan," Mr. Witty says. While he believes the expansion of urban boundaries is "logical" because of the growth that took place in the 1980s, Mr. Witty notes the plan does include "strong (safeguards to protect) the environment." He predicts that, by the end of the century, Clarington may be a major development area Ms. O'Connor says the Region will likely seek fund- ing from the Province for developing the official plan. Referring to the massacre of 14 female students at a Montreal uni- versity Dec. 6, 1989, Durham House official Pam Reiner said, "Montreal is here and in your own backyard. Women aren't being killed collectively, but one at a time and children see it everyday. It's not so far removed from your own backyard." Ms. Reiner said Durham House, a mental health facility for children aged two -and -a -half to 12 years, has dealt with kids threatening to kill their parents and youngsters who have seriously hurt other chil- dren. Durham District Community Support rep Dr. Wil Amons said, "To understand youth, you have to find out where violent behavior comes from." About 75 per cent of high risk youths "haven't attached to their year -o tradition, Rape Crisis Centre - Oshawa Durham spokesperson Laurel Hansen noted Her agency annually gets more than 4,000 calls from Durham resi- dents and sees more than 200 women and children each year. However, "We're not making a drop in the bucket. We're not mak- ing a dent" in stopping violence against women, Ms. Hansen said. She noted one in two girls is sexually assaulted before their 18th birthday and one in three boys before turning 13. Ms. Hansen reported that this Region is part of an "incest belt that goes from Durham up to Ottawa.'. To stop violence and sexual assaults, "We'll have to take a long hard look at it," she added. Where the first Sonnenfeld film had problems, this attempt learned from those earlier mistakes, although too many of the funny bits turn up in the promotional work for Addams Family Values. Unlike the recently -released Beverly Hillbillies, the Addams Family works. While both are ,:omic returns to the old television ;howl, the Clampetts lacked the I ernistry the Addams possess. Gomez and Morticia Addams, skillfully played by Raul Julia and Angelica Huston, return to the big screen in Addams Family Values with a delightfully -cute bundle of boy, Pubert. The latest addition to the family means the married Addams' need a nanny and find one in Debbie Jellinsky played by Joan Cusack. This nanny must have attended the Pcyton Flanders (Rebecca DeMornay) school of child care. Unlike Flanders, Jellinsky doesn't bother with baby Pubert, rather, sets her sights upon Uncle Fester (Christopher Lloyd). The big lunk is instantly strick- en by the nanny with a question- able past. She too finds Fester desirable, but it's for his money, not his quirky personality. And, as the days go by, the taste of victory remains sweet for Andrew Stinson and Stuart Brindle. The U of T football Blues, on the chopping block last year because of budget restraints, rose from Vthe ashes to win the university's first national champi- onship in 28 years, defeating the Calgary Dinos 37-34 at Toronto's SkyDome Nov. 20. For Stinson, 23, a special teams player and back-up linebacker, the Vanier Cup win represented his swansong from U of T football, as he graduates with a history degree this year. Brindle, 21, the place kicker with the U of T team, will stick around for a possible repeat per- formance as he has two more years of study toward a physical education degree. The (U of T's football) pro- gram was almost scrapped, so to win the national title was truly incredible," says Brindle who, along with Stinson, were graduates of the Pickering High School foot- ball program. The Ajacians played pivotal roles in the Blues' victory in what proved to be an emotional roller coaster of a contest. Stinson was in on a game -breaking play by the Blues. With nine seconds left on the clock and the Dinos attempting a game -tying field goal, Stinson was part of an all-out Varsity Blues' rush on the Calgary kicker who had his field goal try blocked. "1 remember the Calgary kicker saying 'if it hadn't been (U of T's John Raposo who blocked the 20 - yard attempt), it would have been eight other guys'. He had never seen that much penetration on a field goal block," says Stinson. Two weeks after the game, Stinson still carries a reminder of the Vanier Cup. In the second quarter, he came off the field limp- ing from what he thought was a sprdinod, left ankle. "We taped it up, I took a couple of aspirins and went back in," says Stinson, who played the rest of the congest. However, two days lacer, X-rays revealed he had fractured his ankle, and now wears a cast (in blue plaster of pans, of douse). "That was the last game I would play and I was playing for the national title. so (the injury) didn't maser at that point," says Stinson. Meanwhile, Brindle was mas- lerful in the Vanier Cup titlegame, booting three field goals — his longest a 38 -yard gem — and ticking the point after on four U of T touchdowns. His last field goal turned out to be the eventual margin of victory for the Blues. "It was the best game of my life, coming off the Concordia (Churchill Bowl) game, which was the worst game I've ever played," says Brindle. "I made a small change in technique and beat on myself mentally to prepare for iL The 38 -yard field goal was my longest kick all season." But when positive news is there, it Will 1994 bring wealth and happiness to all? Although I hope it will, I think it will be a few years till prosperity shines on us all. The most common questions asked nowadays are 1) what will rates do next year and will values ever start to rise? WELL IT'S UP TO YOU AND ME. Rates and values are dictated by supply and demand, THE MORE DEMAND, the higher values will go and thus rates will al so increase. The greatest problem today is not rates, values or inflation, it very simply is the concern of all people whether or not they will have a job over the next year or if their company will even be in existence over time. Hopefully our new government recognizes this and will work diligently to install some confidence in both the public and corporate world. ON THE POSITIVE SIDE: The housing market in Scarborough is moving quite well, and the high price homes have suddenly started to sell with a great flurry. Pickering has started to become more active, and Ajax and ■ - f 1 t .C. S t. seems to find some small out of the way space in some section no one ever reads? INTERESTING ! ! ! ! ! ! As long as houses keep selling• the supply will eventually slow down and then we will finally get some stability back. Interest rates should be relatively stable for at least the first half of `94 with some minor glitches up and down, just to make it interesting. "DON'T GIVE UP," `'HANG ON," "IT WILL GET BETTER" I would like to extend to our many customers, friends and family the absolute best of the festive season, and wish health and prosperity not only in the coming year, but in all the years to come. I would like to welcome our two newest members, Arlene and Lincoln, and wish them and all the staff much success (P.S. = they are the best group around, and are truly concerned for their clients best interest.
