More than 100 people attended the forum at Archbishop Denis O'Connor Catholic High School, where the Family Action Council asked Ontario Riding candidates to rate their views on several issues, including the follow- ing: :3 Employment equity: Should the gov- ernment legislate who a business can and can- not hire? Page S Durham crime on decline DURHAM - While citizens are expressing growing concern over what they see as the murder and mayhem ruling our streets, it appears crime in Durham Region has actually been on the decline over the last two years. According to figures compiled by the Durham Regional Police Service, the number of reported crimes against persons (such as assaults, murder and robbery) decreased 5.2 per cent in 1992, and fell 9.9 per cent from January to June this year compared to the same period last year. Crimes against property (such as theft, break and enter, mis- chief, and fraud) declined 4.2 per cent in 1992 and 10.2 per cent from January to June this year. Councillor Maurice Brenner wants the Town to amend a bylaw that requires volunteer firefighters to be residents of Pickering. Mr. Brenner suggests eligible candi- dates include residents of Ajax who live within a five -kilometre radius of the Brougham or Bayly St. fire halls and residents of Uxbridge who live within a five - kilometre radius of the Claremont hall. Opposing Mr. Brenner's idea is the Pickering Volunteer Firefight- ers' Association, which issued a written statement urging residenLs to attend Monday's meeting to voice concerns. The association points out that municipalities hire volunteer fire- fighters from within their own boundaries to reduce response times and "to achieve a feeling of community involvement." Volun- teer firefighters are paid per call and full-time firefighters are usu- ally recruited from the volunteer pool. Mr. Brenner maintains his pro- posed new hiring policy has noth- ing to do with the support he's given Marlene Lambert, an Ajax woman who's complained to the Human Rights Commission because Pickering refused to con- sider her application for a job as a firefighter. "I'm still supporting Marlene Lambert in her claim for employ- ment equity, but this has nothing to do with that." The new policy. Mr. Brenner says, will remove the "confusion" that occurred with the Lambert case and will create "a level playing field so everybody knows the rules. It's clear, there's no misunderstanding." He says he has no idea if Mrs. Lambert lives within five kilome- tres of a Pickering fire hall, but Mrs. Lambert says she does. "I'm in that (radius) so I'm happy with that. I'm definitely supporting (Mr. Brenner's proposal), she said. "Even if I got a job at a firehall tomorrow, I'd still go through with this (human rights com- plaint). It's wrong. I'm a good candidate; why push me away? I hope (Mr. Brenner's notice of motion) goes through. If it doesn't, I'm going to let Human Rights take care of it." Hosted by Mayor Wayne Arthurs and members of coun- cil, the evening paid tribute to the following companies and developmentprojects: ❑ The merritton Professional Building: Situated on the north side of Sheppard Ave., across from Merritton St., the building was chosen best small redevelop- ment project. In a press release, the Town says the building has "revitalized and opened up an area that was previously run down and without a discernable image." Bramalea is said to have shown "a significant degree of environmental sensi- tivity" in the planning of 272 homes on the east side of the Rouge River Valley, west of Pinegrove Ave. The award was presented to Gordon Patterson of Bramalea. ❑ Tridel Corp.: The Tridel Corporation was given an award for "innovative urban residential design" with its casita project at Discovery Place. The company is said to have "encompassed unique and well -proven European design qualities to effectively address intensification" with its 180 casita units on The Esplanade North. L3Dutchmaster Nurseries: The company, operating in Pickering for 22 years, has developed a worldwide cus- tomer base and was the official supplier of trees and nursery stock for Toronto's SkyDome. "The Dutchman Tree Spade" was invented by company owner Henry Tillaart and is dis- tributed worldwide. PSB International was the first Canadian speaker brand to incor- porate results of extensive "psy- chacoustic" research into its products that's said to have earned the firm "an international reputation." Awards were accepted by Eric Kalmbach of Lenbrook Energy Systems and Pat McKeever of PSB Interna- tional. ❑ Nelson Industrial Fabricating Ltd.: The company specializes in custom metal fabrication and fin- ishes and recently expanded to New Jersey. It won a "sizeable" contract to supply special stain- less steel fabncations for the new Pittsburg International Airport and the achievements enabled the firm to maintain full employ- ment in Pickering throughout the recession. With other sales efforts, the company hopes to increase Canadian sales volume and stimulate growth in the country. President Paul Nelson accepted the award. ❑ Howard Marten Co. Ltd.: The firm is considered a lead- er in the design and supply of circulating oil lubrication sys- tems for industry. After 10 years, the company employs more than 50 people and its systems are found in every major country of the world, with 80 per cent of its manufactured systems exported. The company has secured several long-term supply contracts in Europe. The award was accepted by president John Shobridge. ❑ Alderbrook Industries: The company, manufacturers of Christmas lights, decorations and animated characters, won a contract to make and supply giant, moving lighted Disney characters for Niagara Fall's annual Christmas Lights Festi- val. The firm's manufacture of red Christmas bows alone con- tributes about $200,000 a year to our local economy, employs 10 full-time plant staff and 35 part- time staff, who tie 575,000 bows that are shipped as far away as Texas. According to the CCJS, the rate (incidence per 100,000 popu- lation) for crimes of violence decreased in Durham in 1992 by 3.3 per cent; while the rate for property crimes declined 10.8 per cent. So much, it seems, for the oft - repeated theory that hard eco- nomic times always bring more crime. But don't be so quick to draw conclusions about crime and the economy or crime and anything else, according to Gor- don MacKay, an information offi- cer with the CCJS. "There are all kinds of things that influence reported crime," he says. "It becomes very complicat- ed.,, Such influences can include changes in public attitudes, police policy and policing practices. "If you look at sexual assaults (for which the numbers have increased dramatically over the last five years), people's attitudes are changing about what is and isn't a sexual assault," says Mr. MacKay, explaining more women are coming forward to report sexual assaults and police departments are handling them differently. "Violent crime is rising, but it's primarily the lower levels of violence," notes Mr. MacKay as another example, explaining the numbers for serious assaults such as aggravated assault aren't increasing dramatically. Over the long term, the picture is just as confusing. According to statistics compiled by Durham Regional police, the incidence of many types of crime has increased significantly, even though there has been a decline over the last year or so. For example, robberies have increased by 150 per cent over the last five years, sexual assaults have gone up 68 per cent, other assaults have climbed 19 per cent, break and enters have increased 45 per cent, thefts over 51,000 have risen by 90 per cent, and fraud has gone up 70 per cent. (Durham's population has increased by about 25 per cent over the same period.) Except for one blip in 1991, the number of murders has remained relatively steady — six in 1988, five in `89, three in `90, 13 in `91, five in '92 and four so far in `93. But the long-term, overall, CCJS figures for Durham paint a somewhat less alarming picture. Between 1987 and 1992, the rate for crimes of violence increased 12.5 per cent — to 1,036 per 100,000 population from 92J. The rate for property crimes decreased 2.5 per cent — to 4,719 per 100,000 population from 4,839. The rate for drug offences (excluding uses dealt with by the RCMP) declined 23 per cent and the rate for all offences (including things such as abduction, obstructing justice and oMc�orn VWOWN-0 00 il'v tXX bow a Nowt oft Nook #Iowa-ttoor. 12; Ff. a Im liquor violations) fell 3.8 per cent. While statistics can be contra- dictory and confusing, crime is "generally on the rise" in Durham Region, according to Staff Sgt. Sandy Ryrie, spokesman for the Durham Regional Police Service. Of major concern is the fact that police are encountering more crime involving guns. "We're finding, particularly in the last two to three years, more instances of guns being seized from people who are arrested for drug offences," says Staff Sgt. Ryrie. He adds the use of weapons in crimes such as convenience store robberies also seems to be increasing. The drug scene in Durham is changing too. In recent years, special units such as drug squads and robbery squads have been formed to deal with particular problem areas, he added, so that their new methods may be having an effect on the number of crimes being reported. In Canada and Ontario, the rate for crimes of violence increased by 31 per cent and 25 per cent, respectively, between 1987 and 1992, while property crimes increased 6.6 per cent and 8.5 per cent, and drug offences dropped 14 per cent and 31 per cent. He arrived home from school with bad news. Some irresponsible person(s) had stolen his pride possession, a Steve Bauer mountain bike. We have taught our son the importance of taking care of his possessions and the need to lock up his bike so that no one would be tempted to steal it. The per- son responsible for taking his bike didn't let a chain and lock interfere with their desire to have his pride possession. My son and I immediately went back to the school (Exeter High School) and explained the inci- dent to the principal and vice- principal. They showed compas- sion and interest and advised us to take'the matter to the police. During our discussion, the prin- cipal mentioned that there had already been six thefts (such as leather jackets) since the first day of school. I would like to know what these young adults are being taught at home, if anything, regarding morals or even one of the 10 commandments, "thou shalt not steal". Outrage and dis- gust are the only feelings which sum up this situation. I hope the parents of these troubled young people take some interest in their children's lives and ques- tion them on how they acquired a new bike, leather jacket, etc. If anyone has any informa- tion about my son's bike, please advise the Ajax police or call me directly at 428-0490. On the contrary, the process is designed to support and encourage the democratic process. As set out in the Canada Elec- tions Act and as administered by the non-partisan agency Elections Canada, the process of appoint- ment gives all parties who have elected members of Parliament an opportunity to recommend indi- viduals for these jobs. Under the Act, which was sup- ported by all the parties in the House of Commons, the positions of district returning officer are filled from names recommended by the incumbent MP, regardless of party affiliations. The polling clerks are also appointed by Elec- tions Canada from names recom- mended by the party which place*tsecond in the previous election. Each party puts together its lists of names from those vol- unteers who have worked for their candidate. It would be impossible to hold elections without the thousands of individuals who are prepared to volunteer their time to work for candidates, whether it is the NDP, Reform, Liberal, Conserva- tive, National, or Natural Law party. The appointments process is designed to encourage and sup- port that kind of participation in our electoral process. If Mr. York would really like to participate in our democratic process, I encourage him to vol- unteer to work for the candidate of his choice. "Does (Liberal leader Jean) Chretien think the deficit is important enough to deal with at this time?" a Lincoln Alexander Public School student asked Ontario Riding Liberal candidate Dan McTeague at an all -candi- dates debate Thursday. "It's very, very important," assured Mr. McTeague, suggest- ing "putting people back to work" is the best way to tackle Canada's debt. A student who suggested the majority of crimes are commit- ted by immigrants was told by Reform Party candidate Don Sullivan "that's a fallacy. We're all immigrants." The party will, however, advocate the deporta- tion of illegal immigrants who commit serious crimes. Progressive Conservative incumbent MP Rene Soetens assured a student "alarmed" by his comments that "books just don't rate" that "it's important that you read." pointing to GST rebates given to schools and libraries on the purchase of books . Latest statistics from informal polling stations at nine Metro -am Lick's restaurants show the Liber- als have 33 per cent of the vote, with the Reform Party next at 29 per cent. The Tories are the choice of 26 per cent of voters and the NDP trail at 12 per cent. But locally, the Reform Party is in first place. Burger lovers at the .Pickering Lick's have given the Reformers 21 per cent of the votes, while the Liberals and the Tories are tied at 10 per cent each. The NDP is in last place with two per cent. In the league's Cup final against North Scarbor- ough, the Warriors posted a 2-1 victory in the recent contest at North York's Esther Shiner Stadium. Jonathan Friel and David Ufford were the Ajax marksmen in the win over North Scarborough. The Lennox Drum squad finished the season with an outstanding record of 34 wins, five ties and seven losses. The team scored 190 goals, allowing only 63 against throughout the sea- son. The defensive core of Tyler McGregor, Jamaar McLeggan, David Ufford, Daniel Brown and Aaron Chinn were credited with assisting goalkeeper J.D. Murphy with 15 shutouts. The leading scorer for the Warriors this season was Tayo Akinbiyi with 37 goals. Jonathan Friel was the runner-up with 32 markers, while Rvoma Ito had 24 and Adam Grayer 21. Other team members are John Reid, Jamie Hyde, Darrin Brown, Kirk Reid and Jon Carter. The Lennox Drum Warriors will carry on to the indoor season beginning Oct. 23 at Clairlea Arena in Scarborough. "It's a perfect place to learn," teacher Sarah Crawford says of the fust -ever marketing and retailing program offered by Dunbarton High School at the Pickering Town Centre. Sixteen students meet each morning to study the fundamentals of selling and in the afternoon put their lessons to work in stores and businesses throughout the mall. Their duties include maintaining stockrooms, taking inventory, working the books, and selling. "It's a new experience and it's fun to be away from school," says Margaret Ing, who's working at a travel agency. "It teaches you a lot of responsibility, even getting to class on time without a bell telling you when." For Sheila Thorsteingson, putting together displays at a retail store is "rewarding. It feels great to see the finished product and to know shoppers are looking at my work." The program has given Jeff Marra a new perspective on retail. "I didn't realize it was so competi- tive," he says of regular "spying" at other sports stores to check on prices. Meanwhile, Jason Spencer is learning how to ward off shoplifters at a record store, where alarms are placed on merchandise. He hasn't yet put into practice lessons on how to nab a shoplifter. An upcoming market research assignment will see students col- lecting postal codes from shoppers. Information gathered will be used by the mall to help it determine its market. In the meantime, students are busy planning the sale of T-shirts which will feature the winning entry in a logo contest they're run- ning with their school's multicul- tural council. Coletti, then a Centennial College mechanics student, employed five people 21 years ago and his chain now employs 80 people, including his wife of 21 years, Grace, son, Carmine, 21 and daughter. Sonia, 19. Adrian sold 200 tires in 1972 but the most important thing he sold to his customers was this maxim: An ounce of preventative maintenance is better, safer and cheaper than a pound of repair. He's mailing service reminders to his customers so they get their tires rotated every 6,000 to 8,000 lan. Under inflated tires wear out unevenly, leaving bald streaks and poorer traction, especially on treacherous wet or wintry roads. Coletti has always been passionate about oats. It was his love of cars that drove him to mechanics. And he mourns the early death of so many engines because of neglect. An average engine should last 500,000 km without any major valve or engine work — but it doesn't because people don't care for their engines."' "Fresh oil is the lifeblood of an engine and you have to protect your cooling system as well. Change your oil between 3,000 and 5,000 km or every three months." Different seasons require different types of oil, so regardless of mileage, you should put thicker oil into your engine in the summer and thinner oil in the winter. Anti -freeze should be refilled every two years and the anti -corrosive element added regularly. Coletti has adapted to the lean '90s by trimming his costs and prices. He's eliminated the middleman—or "jobbers"— by buying directly from tire and auto parts' manufacturers. "That's a 40% saving and I'm putting in a life -time warranty on parts (but not labor) on brake lines, shocks and struts, brake shoes, pads and front-end parts such as rack and -pinion for as long as they own their cars," he says. "If these people keep their vehicles for 12 years, that could be a saving of S2,000 depending on their mileage and general maintenance." Coletti can store plenty of parts in his two Southern Ontario warehouses. And his volume purchases of all the major brand names such as Goodyear, BF Goodrich, Michelin, Uniroyal, Yokohama and Pirelli ensure "the best tire prices in town."
