D News M -:,End of • y Summer - X Savings 3 -page 'T' Regular features Ambulances forced off road? ❑ Social contract fallout By JUDI BOBBITT Staff Reporter AJAX-PICKERING - People needing an ambulance could soon be waiting longer for one to arrive and, when it does, it might be manned by a single attendant — who won't be able to transport a victim to hospital. That frightening scenario could become reality as the Ajax -Pickering Ambulance Ser- vice is forced to slash S72,000 from its operating budget under social contract legislation imposed by Queen's Park. Ambulance attendants who take time off work because they're sick or on vacation won't be replaced on shift under a cost-cutting proposal submitted Thursday to the provincial min- istry of health. That means an ambulance would be out of ser- vice for the duration of the shift, because each vehicle is normally manned by a crew of two. "Response times are going to go way up," predicts an atten- dant who refused to be identi- fied. "It could cause a life -or - death situation in certain instances." At night, the three ambu- lances serving Ajax -Pickering also cover Whitby as backup and have sometimes been dispatched to Scarborough, York and Markham, he adds. "If you're going unrealistic distances, you're going to push that (response) time and anything can happen. The coverage is get- ting ridiculous. It's getting to the point we're risking lives, includ- ing ours." Currently, our community is adequately covered with three vehicles at night and four during the day, says ambulance services director Steve Baric. But he admits response times could lengthen if attendants who can't get to work aren't replaced. "It doesn't sound good," he acknowledges. "There is no other way. It was a proposal I had to put together. There was absolutely no way around cut- ting that $72,000. This is why the (social) contract was so bad. It left us no other way because we're so wage heavy in our bud- ge[." As "a last resort", an ambu- lance might be dispatched to a call with just one attendant, he adds. That kxte attendant would be able to administer medical treatment at the scene, but would be unable to transport a victim to hospital until a backup crew arrived. "It's better than no ambulance," says Mr. Baric. Joe Atkinson, chairman of the board of directors at the Ajax - Pickering General Hospital, was unaware of the situation facing the ambulance department. "I have not seen that proposal, but that would not please me as Beaches unsafe AJAX-PICKERING - The lazy, hazy days of summer con- tinue, but you're being warned not to cool off at beaches here because of unsafe water condi- tions. Rotary Park Beach in Ajax and Frenchman's Bay Beach West in Pickering have been posted as unsafe due to high concentrations of Escherichia coh bacteria in recent tests. The bacteria can cause ear, eye, throat and intestinal infec- tions, warns Alex Connor, Durham Region's chief public health inspector. He blames high bacteria counts on street and pasture runoff which contains animal feces. A high number of water birds also adds to the problem. It's unlikely the waters will be safe again this summer because the bacteria thrives in warm conditions, says Mr. Con- nor. Staff Sgt. Sandy Ryrie said Durham Regional Police received several calls from downtown Oshawa businesses complaining about two people trying to pass suspicious American S 100 bills. A cop working the downtown beat spotted the pair and both were arrested. A total of five $100 bills were seized. Staff Sgt. More than 20 dead ducks, geese and swans have already been collected in a one-week period beginning July 31 from the shoreline near the foot of Sandy Beach Rd. About 100 birds were found there in the summer of 1991, reports Hilary ryPitte1 f Durham's Avicare Bird Rehabilitation Cen- tre. She is again working with the ministry of natural resources, a.; well as the University of Guelph and Pickering- Ajax -Whitby (PAW) Animal Control Service to test both sick and dead birds. The ministry is "90 per cent sure" the birds are dying from botulism, according to conserva- tion officer Mark Wickham, adding it's "not a threat to public safety." Botulism is a toxin associated with warm, still and low water levels. Under those conditions, vegetation deprived of oxygen becomes an ideal breeding ground for the bacteria that pro- duces botulism. Feeding water- fowl become sick and die, and maggots on their carcasses help spread the disease to outer birds, which eat the maggots. Fish remains can contribute to botulism as well, says Mrs. Pittel, pointing to fishermen who clean their catch and leave them on the beach as food. "People don't realize how bad that can be for birds. It's sad peo- pie know so little of an area they spend so much time in," she laments. If birds are in fact dying from botulism, there's nothing to be done except keep the environment clean of dead birds and decrease the density of birds in areas sus- ceptible to the toxin, notes Mr. Wickham. "We need guardians to help keep beaches clean," says Mrs. Pittel, who is urging people to watch for descending paralysis in birds, the "classical symptom" of botulism. It strikes the rear of a bird and works its way forward. The bird first has trouble walking and, because it must propel itself with its wings, it usually remains in the Maier. The bird's wings are affected wit and are held out stiffly at its sides. The paralysis then strikes the bird's neck, causing its head to fall into the water. It then drowns. But if rescued before it drowns, the bird has a chance of survival, says Mrs. Pittel. The birds are injected with an antitoxin serum and tube -fed electrolyte fluids to help flush the botulism out of their system. "The sooner we get sick birds, the better the chance we have of saving them," she notes, pointing to a handful of birds which have been returned healthy to a safe environment. If you find a sick or dead bird, place it in a cardboard box, using rubber gloves if possible. Call Mrs. Pittel as soon as possible at 723-9611. Other residents could now come forward with similar requests to fence Town land, admits acting mayor Kip Van Kempen. "1 think they could... If they are, they're certainly not going to get my support." Council's decision August 4 will allow two Grafton Court neighbors to erect a fence between their homes on property previously set aside for a road allowance. The move was strenu- ously opposed by Kathleen Hertzberg, for whose benefit the road allowance was included in the subdivision. One of the neighbors asking for the fence, Rob Davis, admit- ted to council he's "an old friend" of councillor Doug Wellman, who initiated the request on Mr. Davis's behalf and who argued in his favor during the debate. The road allowance was agreed upon several years ago for the benefit of Dr. and Mrs. Friedich Hertzberg, who currently have a driveway accessing Finch Ave. When selling part of their property to John Boddy Develop- ments, the Hertzbergs wanted to retain the option of building a driveway onto Grafton CIL, coun- cil was told. When the Premier first announced drastic reductions in provincial funding to the public sector, there were many people who expressed fears that emergency services would be jeopardized. That's exactly what's hap- pening in our community now, as there soon could be a shortage of ambulance attendants. Forced to take the scissors to his budget and cut 572,000, our local ambulance services director, Steve Baric, had no choice but to chop uages. Salaries make up over 90 per cent of his budget: the proposal he came up with is not to replace ambulance attendants who call in sick or go on vacation. Without two attendants per ambulance — one to drive and one to tend to a patient — that ambulance will have to come off the road until a full complement of staff report for the next shift- Or, in a situation that's just as scary, an ambulance could be dispatched to a call with just one atten- dant as what 'fir. Baric calls "a last resort". That means a victim would receive medical attention at the scene from the lone attendant. but would not be transported to hospital until a backup ambulance arrived. That's a potentially dangerous plan, but the blame cannot be laid on Air. Baric. The responsibility of ensuring the social contract doesn't crip- ple emergency services rests with Queen's Park. One can only hope the provincial government has the sense to veto Air. Baric's proposal and diligently search for altematives — or keep funding levels as they are. Ambulance departments all over Ontario are facing similar dilemmas as each tries to find the budget savings being demanded. The emergency services personnel in this community are a dedicated, caring group of professionals committed to saving lives. There is no doubt that. even under the strain of social contract cutbacks, they will continue to sieve to maintain their standards of excellence. But what can you say about a go%cmment that's making it harder for them to do their jobs properly' Is Queen's Park u illing to gamble a life on the social contract' Era�'J t LETTERS TO THE EDITOR Dedicated, highly trained NAFTA Kudos to ambulance workers To the editor, I would like to comment on your news article "Life savers hailed in spectacular crash" which appeared in the July 14 edition of your paper. I feel that a glaring injustice was done in that the third "Emer- gency Service," the primary one in regards to patient care, was almost completely overlooked in your report. I am speaking about the Ajax -Pickering Ambulance Service which played a vital role Crominals not law abiding people To the editor, I have before me your edito- rial of June 27 on gun control. And one cannot help but won- der at the mixed metaphors and examples used in your editori- al. Firstly, by definition, crimi- nals are not law abiding people. They will use firearms in their illegal activities regardless of the number and nature of the laws. As you are aware Bill C- 17 was recently passed by the Federal Parliament and the one provision that the legitimate firearms community pleaded that Prime Minister Kim Camp- bell include, a mandatory sen- tence for the criminal use of a firearm, was excluded. In cases of armed robbery, the first charge plea-bargained away is that of possession of an illegal firearm. This can easily be verified by the Durham Regional Police. As to your argument that it is dangerous to have firearms in the house due to the potential for burglaries, perhaps we should all get rid of our TVs, VCRs and of course the dread- ed jewelry. It is easy to condemn activi- ties in which one does not par- ticipate. However the classic definition of a democracy is a tolerance and understanding of the various minorities and sub- cultures that comprise our com- munities. When the courts get serious with the criminal use of firearms, the first applause will be from the legitimate firearms community. Bill Szulga, Burnt River at that incident. The people of Ajax and Picker- ing are fortunate to have this dedi- cated group of highly trained indi- viduals ready to respond to any medical or traumatic emergency. In this particular incident, two ambulances from the Ajax -Picker- ing Service responded to the scene. After assessing the three victims, the ambulance officers recognized the need for extra help and requested that the Air Ambu- lance as well as a Paramedic unit from Oshawa respond to the scene. These resources were dis- patched and I attended at the scene in the Oshawa ambulance. When I arrived on the scene, I found that the Ajax -Pickering arriNdance officers had the situa- tion well under control. The Air Ambulance was preparing to leave the scene with the motorcyclist and an intravenous line had been established on the driver of the car. The Ajax -Pickering ambu- lance officers had carried out fu -st- aid on both victims from the car and were directing the fire depart- ment's extrication efforts with due regard to the patient's injuries. After extrication was accom- plished, both victims from the car were transported to the Markham- Stouffville Hospital by ambu- lance. Your article acknowledged these efforts on the second page by a brief reference to the air ambulance transporting the motor- cyclist to Sunnybrook and a medic's comments which were overheard by Mr. Johnson. Af this scene, each of the Emergency Services performed their jobs well and may in fact deserve to be "hailed." The police took care of crowd and traffic control and investigated the cir- cumstances of the accident. The fine department took care of heavy rescue, the systematic dismantling of the wrecked car to free the trapped driver. The Ajax -Picker- ing Ambulance Service, with the help of the Paramedics on the Air Ambulance and the Oshawa Ambulance, took care of the injured victims and transported them safely to the appropriate hospitals. This team of emergency responders worked very well together under difficult and stress- ful conditions and to neglect the efforts of any of these groups is wrong. As the editor, when you review a story which involves any serious illness or injury, please look for mention of your ambulance ser- vice. If it is not there, it would be the same as having a story about a fire with no mention of the fire department. E. They called it Searching For Bobby Fischer. Sounds boring. To some of you it could be the cure for your insomnia. To others it could be a startling look at par- enthood; a look not associated with the seemingly highbrow game of chess. Who would think chess parents could be as maniacal as hockey or even baseball parents? But there they are, warts and all, exposed to us in this true tale of young Josh Waitzkin, child chess maverick. Josh, played by Max Pomeranc, is a seven-year-old master who, like so many youngsters, only wants to play a game. Somewhere along the way the big kids decided Josh and the other gifted chess marvels need to find out who was king. It's this kind of behavior that has every member of the preview audience wanting to shake most of the older folks in this movie by the lapels. It's only a game but it turns into a battlefield where the only ones hurt are the young soldiers sent out to fight the trumped-up chess bat- tles. This microcosm of the over- bearing parent exhibits how easily even the most objective and well- meaning parent can be whisked away by misdirected good inten- tions. That parent turns out to be free- lance writer Fred Waitzkin, played by Joe Mantegna. Waitzkin tries to encourage his son's love of chess Also playing._. Every emo- tion the family went through is portrayed magnificently by direc- tor Steven Zallian. He forces the viewer to examine motives through the characters on the screen. We watch the struggle between chess great Bruce Pandolfini (Ben Kingsley) and street -wise hustler Vinnie (Laurence Fishburn) with eagerness. We also get to learn a little bit about chess legend Bobby Fischer. There are a couple of minor problems with this movie and it has to do editing. Early in the movie the Waitzkins are enjoying a New York Yankees/Toronto Blue Jays game which is cool consider- ing the two cities were the loca- tions for the movie. For University of Toronto graduates, finding Hart House should be no problem. Back to the ball game, somebody forgot that once you are thrown out at first base you can't bat again. Oops. Then, when we stuck around to see the second movie, the clips showed a scene that wasn't in the movie. It looked like an integral situation too. These two gaffes aside, Search- ing For Bobby Fischer is worth aacking down to watch. And now we know who to watch for at all those big global chess championships, Josh Wait- zkin. determined to bring him in. Also stars Tommy Lee Jones. Based on the television series of the 1960s. Jenn Hunt, 18, and Kirsten Phillips, 18, of Pickering played for the Oshawa Dou- ble B midget girls' softball team which won the national title in Winnipeg, Manitoba recently. Oshawa Double B Sports posted a p c r f e c t 1 2 - 0 record at the nation- al midget champi- Jenn Hunt onships. In the final, Oshawa defeated the British Columbia White Rocks 4-2 in the champi- onship contest. Hunt plays right field and second base, while batting in the clean-up position with Oshawa, while Phillips is a utility infielder with the team. To get to the nationals, the Oshawa club went undefeated to win the Ontario provincial title in Ottawa. The team also went undefeated in capturing the regional crown in Belleville. In all, it was the Oshawa 'team's 27th consecutive vic- tory Hunt is now playing with the Ontario women's softball team at the Canada Summer Games in Kamloops, British Columbia. In semi-final playoff action Thursday, the Canadians dropped out of gold -medal contention after suffering an 8-2 loss to England. Canada closed the gap to a 4-2 score eariv in the second half of the contest. However, the Canadi- ans were hampered by what coaches say was inconsistent umpiring, which led to four unan- swered goals by England to seal defeat for Canada. Canada's top player, Anne Windover of Ajax, was ejected from the game in the second half due to a rough play call which coaches argued was questionable. Canada played one man short the rest of the game. In quarter -final action Wednes- day, Canada advanced to the semi- finals after defeating Wales 7-6 in a thrilling comeback win. Windover notched the decisive winner with 12 seconds to go in the contest to win it for Canada. Windover, 19, the youngest member of the Canadian squad, leads the team in scoring with 11 goals in three games.
