Believing another man was asleep in the home. Mr. Johnston searched the second floor, including a bedroom where a mattress was fully engulfed in flames. Mr. Johnston completed a third search — still without protective clothing, equipment or backup — because "I knew he'd die if I didn't go in." Mr. Soetens "personally sup- ports i1" but would vote according to the opinion of constituents if the issue ever came before Parlia- ment. Mr. Sullivan supports capital punishment for first-degree mur- der and said his party is calling for a referendum on the issue. Mr. McTeague opposes it. "Taking another life does not right a wrong" and innocent peo- ple have been wrongly executed, he explained. All candidates agreed the Young Offenders' Act should be revamped. Mr. Soctens said Ottawa is looking at lowering ages in the Act and releasing names in some circumstances in a study due out soon. Provincial governments must support changes because children aged 16 and under fall under family law, a provincial jurisdiction, he noted. Reformers believe the Act should cover children aged 10 to 16, noted Mr. Sullivan. It now covers 13- to 17-year-olds. According to Mr. McTeague, "These kids are sick" and need help, so he aims to "get them into the system." Ms. Jacklin believes the age should be lowered to I l in "vio- lent crimes with serious physical harm." An election date hasn't been set yet, though it's expected to be held in the fall. An emergency summer drive to restock food bank shelves has been extended until the end of July in the hope a food shortage can be allevi- ated. The drive was launched earli- er this month as supplies dwindled at the food bank, operating out of St. Paul's -on -the -Hill Anglican Church, Pickering. Airport lands get improved but no planes on horizon PICKERING - The federal government is sprucing up its Pickering airport lands but run- ways aren't on the agenda, says local MP Rene Soetens. Tenders for bridge and road improvements now being called by Public Works Canada are part of maintenance work Ottawa carries out annually on the airport property, the Ontario Riding MP assures. Improve- ments to rural residential drive- ways are also part of the tenders. Although tenders were called for the "New Toronto Airport Project" in advertisements in Wednesday's News Advertiser, that name has been used by the government since it expropriated the lands in 1972, Mr. Soetens adds. In those years, Ottawa had no doubt it would build an air- port in Pickering, he says. "It's safe to say there's sub- stantial doubt today," he com- ments. While Ottawa is now selling off some of the property deemed surplus to any future airport, nothing will happen with the property it retains until a current aviation study is fin- ished in about two years, he assures. And, while some tenants of the airport lands have com- plained in the past that Ottawa hasn't taken care of the proper- ty, Mr. Soetens says more money is now being spent on maintenance to alleviate those concerns. Many local families and single parents need the food bank to put a meal on the table. "It's a little slow," reports food bank coordinator Ginny Butler of the current campaign. "We didn't feel it would be enough to get us through. We feel if we keep plod- ding on an extra week, we can meet our goal to stay open until Thanks- giving. We didn't want to close down." There's "always the danger" the food bank will have to close its doors until donations come in, she says. "If the food's not there, there's no point." Needed are non-perishable food items of all kinds, such as tinned pasta, tinned fruit and vegetables, baby formula, soups, stews, pasta sauce, juice, sugar, flour, rice, pow- dered milk, peanut butter, desserts, coffee, tea and cold cereal. And those are its good points. The Senate is an old institution, created when the country was new and the term 'government waste' wasn't quite as well -used as it is today. The Senate isn't exactly what you would call efficient. It costs us money and basically serves no purpose; it has no decision-making power and has little influence to alter decisions made in the House of Commons. For many people the last straw came recently when senators let it be known they planned to give their own expense accounts an annual S6,000 boost. Canadians were furious and let Ottawa know by keep- ing phone lines at Parliament Hill jammed until senators reluctantly changed their minds and decided not to do the unsavory deed. And, not too long ago, public outcry and opposition from our own Member of Parliament, Rene Soetens. also prompted senators to drop plans to give themselves an extra S153 a day just for showing up for work. These things made many realize just how out of touch the Senate is with reality. How could they even think of such an outrageous idea as boosting expense accounts when so many people in this country are unemployed or facing reduced paycheques`.' I would like to thank the News Advertiser for its support in publicizing our March fund-rais- ing campaign. Carole Scannell. a \%'hiiby mother of two, is in Davis Inlet. Labrador where she's trying to help improve life for native Canadians living in the remote community. A teacher at Si. Isaac Jogues separate school here. Mrs. Scannell is staying with Mary Jane and Patrick Andrew acid their three small children. a native fwiiily. This marks the first time a nun -native person will share living qu.3rters with a Mashuaua Innu family. Mrs. Scannell is a member of Innushare. a newly-formcd Durham group dedicated to helping the people of Davis Inlet. This particular trip is being sponsored by Whitby's St. John the Evangelist Coun- cil of the Knights of Colum- bus. Davis Inlet got nation-wide attention a few months ago when it was discovered young people there were committing suicide by sniffing gasoline. Poverty, in addition to alco- hol and drug abuse, added to the feelings of hopelessness among the teens, claim men- tal-health authorities. Mary Wood, president of Innushare, says the alcoholism rate in Davis Inlet is 90 per cent. Determined to help reduce abuse of booze and other drugs, Innushare is working with the women, the chief and the Skueuts Kamiti, a women's committee, says Mrs. Wood. While she's at Davis Inlet, Mrs. Scannell will set up a Moms and Tots program. "I'll help set up an early childhood education -type program. I will take direction from the women. They know better than anyone what is needed." Innushare is not trying to turn the Innu women "into Whitby homemakers," says Mrs. Wood. "We're support- in- their own ctforts to rebuild farnil- lilt " The program will see babies get early childhood education %% hilt the mothers will learn craft and parenting skills, she explains. As a teacher. Mrs. Scannell has set up kindergarten pro- grams in Durham. An after-school program for young people is up and running in Davis Inict. "-This is riving the teens something_ productive to do with their tune." says Mrs. Wood. The Davis Inlet villagers "suffer the worst living condi- tions" in all of Canada. she claims. "Some journalists compare it with the worst of "Third World countries. Some homes have bathrooms but there is no running water and no sewage facilities." Mr. and Mrs. Andrew will point out what needs to be done in Davis Inlet. '['he Andrews are "leading lights" in the effort to rebuild life in the remote area, notes Mrs. Wood. Mrs. Scannell came to Durh•un from South Africa in 1066. While she's in the north. her husband, 17 -year-old daughter and 13 -year-old son will fend for themselves. "This is my first time in a remote area. It will be quite an experi- ence." Here at home, Innushare is attracting a great deal of atten- tion. "We've got wonderful support from Durham," says Mrs. Wood. Innushare recently shipped a load of toys and clothing to Labrador. "We've already shipped 500 kilograms of soap, shampoo, toys and candy for the (Indian) band." Educa- tional toys and sporting equip- ment are still needed. Additionally. A paint job not only lightens and brightens the typical cave -like appearance of basements, it also seals the concrete. Unsealed concrete is a continuous producer of dust. This concrete dust drifts throughout the house. While this is not a serious problem by any means, it does exist, and a paint job will eliminate it. Most people paint the floor but never think of the walls. Painting the walls makes a tremendous difference in the look and feel of a basement, transforming it into a much lighter, wanner -feeling, space. If you decide to paint both the walls and floors, start with the walls first. Use a latex paint only. A satin lustre sheen, is recommended. First, vacuum the walls to remove dust and loose material. The next step is optional, as it may prove diffi- cult, but highly recommended because it makes the job much easier. In New Wet down a section of the wall that you are going to paint first by rolling water on with a fluffy roller or mist- ing it with a garden hose. The hose can be attached to your clothes washer faucet. Concrete draws the moisture out of latex paint and subsequently it does not have a chance to cure properly. Wetting down the walls so they are quite damp when painted helps pre- vent this process and allows the paint to cure properly. The result is a longer lasting, better wearing, paint film. A nice side benefit of wetting down the walls is that you use less paint and it goes on much easier. Apply the paint with a split foam roller. Work on sections that are about three feet wide. A nylon or polyester brush should be used to cut down from the ceiling and around pipes and other protrusions. Roll at least three full roller loads of the upper half of the three-foot section using a large 'M' or *W* motion, then do the same on the bottom half. Continue across the wall in this manner, pre -wetting or re -wetting the concrete wall with water, as neces- sary. Prepare your floor for painting by first vacuuming and then, if it is dirty or greasy, washing with TSP and hot water followed by a rinse with clean water. The next step in the preparation process is to etch the floor. Don't skip this step. Remember when floors are poured they are power trowelled to a very smooth and shiny surface, which makes paint adhesion difficult. Etching microscopically roughens the surface of the concrete so that the paint has a tooth to adhere to. Etching also neutralizes the alkalinity on the surface of the concrete. If this is not done you run a high risk of pre- mature paint peeling. Preparation is now complete. Allow the floor to dry for at least 48 hours before painting. To be sure the floor is thoroughly dry, leave a rub- ber or plastic mat on it overnight. If when you remove it the next day there is a damp outline of the mat, or a damp spot, then the concrete needs more drying time. Polyurethane floor enamel is a rec- ommended paint. It costs a bit more but it is far more resistant to scuffs, scrapes, and wear -and -tear longer than oil-based enamels. It will also last two to three times longer. Polyurethanes are also available in' hundreds of colors so you can be a little more daring in your color scheme than the old battleship grey. Use a bristle or synthetic brush to cut in from the walls and around pro- trusions. Roll the paint on with a low pile roller; about a 7 mm pile is rec- ommended. The painting is a two -coat process. Thin the first coat about 10 to 12 per- cent with mineral spirits and apply the second coat full strength. Allow 24 hours between coats but re -coat no later than 48 hours after the first. It is best to pour the paint right onto the floor and then roll it out. A paint tray is not recommended. This saves clean-up time.
