Only those cranes which are specially -manu- factured or adapted for bungee jumping are allowed and a safe code of practice has been intro- duced. A coroner's inquest also probed the death of the for- mer Archbishop Denis O'Connor Catholic High School student, who'd reportedly made more than 150 jumps prior to his fatal fall. In April, it called for the above provisions, as well as the establishment of a certified training pro- gram for all bungee -jump personnel, the inspection of all sites before jumping is allowed, and a minimum $1 -million liability insur- ance before operations begin. Meanwhile, reaching a social contract with municipal employees has been delayed because of changing information from the Province. Ajax treasurer Greg Kirkbride told Town council's budget advisory committee Thurs- day changes to the budget will mean a surplus of $659,600 for the year, down from the $1.4 million the Town had at the end of 1992. Mr. Kirkbride said the .84 per cent tax hike that accompanied the budget passed by council in April won't be affected by the changes to the fiscal document. Town officials had to reopen the budget because of a drop in provincial unconditional grants and a decrease in municipal revenue, such as money made from building permits. Rick Pearsall To trim $659,600 from the budget, money has been taken out of reserves, some projects have been shelved and each Town department has reviewed operations to find savings. The reductions "don't adversely affect the level of service" provided by the Town, Mr. Kirkbride reported. In 1994, however, "Council is going to have to consider lower levels of service." Council will consider the budget changes during its meeting Monday at 7:30 p.m. in the Town hall. The public's welcome. The budget savings don't apply to the S452,000 the Town must slash as dictated by the NDP's social contract. Chief administrative officer Dave Low said more information is needed before the Town can move ahead on a social contract. He'll report to council's executive and devel- opment committee Thursday. "One tab at a time, the project really does work, though I never thought it was possible," admits the Whitby resident. Mr. Woitzik is a quadriplegic following a tragic initiation acci- dent at Hamilton's McMaster University in September 1991. He struck his chin on the ground while performing a mud slide and dislocated his neck. The Henry Street High School graduate spent 13 days in inten- sive care before being moved to a rehabilitation centre in Toron- to, where he spent the next ten - and -a -half months relearning such skills as shaving and brush- ing his teeth. The collection of pop tabs here gained momentum follow- ing Mark's accident when his mom's co-workers at Northern Reflection in Oshawa learned of a Fergus -area man named Ray Pearse who sells tabs — the only part of a can that's pure alu- minum — to Alcan Aluminum in Guelph. All money earned from Mr. Pearse's exclusive sale of the tabs goes towards the purchase of wheelchairs for the physically disabled. Though the project was rumored at the time to be a "hoax" because of similar failed attempts to collect tabs. Bill Todd, whose wife works with Nfark', mom, responded to a let- ter in a local newspaper from Mr. Pearse, who was looking for someone to collect tabs in the Durham area. "When Mark had the accident, it brought home to me the impor- tance of this kind of work." recalls Mr. Todd, a Bowmanville High School teacher. "I became involved because it was some- thing good I could do. "I thought I'd be collecting a box here and a box there. We're now taking them down by the van -load." says the Whitby resi- dent, who's fielded more than 220 phone calls, some from as far away as British Columbia, Nova Scotia and Florida. He had hoped to visit them before summer break, but his wheelchair arrived several weeks too late.) "It's a great project for stu- dents," according to Mr. Todd. "They learn the task is impossi- ble if one person does it alone. But if they work at it as a com- mon goal, it can be done." In the past five years, enough money has been raised to pur- chase 25 chairs. Mr. Woitzik was on a list of people needing wheelchairs about one -and -a - half years before receiving a- new compact wheelchair which will allow him to participate in sports as well as drive a special van when he returns to York University in September. And remem- ber it the next time you see someone in a wheelchair. The collection of pop can tabs is something just about everyone can do, and though the task of collecting enough to purchase a wheelchair seems implausible, it's not impossible. Just look at Mark Woitzik, a Whitby man whose life turned around when he struck his chin on the ground while performing a mud slide during an initiation ritual at McMaster University in September, 1991. He dislocated his neck and is now a quadriplegic. Just when he should have been planning a career in business, Mark was re -learning how to brush his teeth at a rehabilitation cen- tre. But Mark isn't bitter. As he sits proudly in a compact new wheelchair purchased through the sale of pop tabs to an aluminum company, he's excited about now being able to play wheelchair rugby and drive a special van when he returns to York University this fall. He also talks of a seven-year-old boy who handed him 15 tabs one day and is overflowing with thanks to all the community groups, companies, schools and families who've responded to the call for pop tabs. "One tab at a time, the project really does work, though I never thought it was possible," Mark admits. But he knows only one per cent of available pop tabs is collected and is hoping to increase that number dramatically because, "There are a lot of other people who need wheelchairs. LETTERS TO THE EDITOR ough:*Ls enough Mr. Rae To the editor, Re: Taxation through dramatic increases in government filing fees. Everyone knows that the provincial government is basically bankrupt financially (if not moral- ly), and has increased various taxes as a result. What is not generally known by the public, but what hits almost all of our law firm's clients like a heavy wet tuna to the face, is the dramatic increase in government registration charges that have been implemented last June, 1992, then more recently m the last provincial budget, with further increases rumored to be around the comer. Whether you bury a home, try to get an uncontested divorce, or want to sue someone, the government will now take more of your money than the lawyer, and this burden falls, as usual, most heavily upon the members of our society that can least afford it. Take buying a home. The buyer's lawyer must search execu- tions. In plain English, we must submit the names of the pur- chasers, the names of the vendors, and in many cases, the names of all vendors on the property for the last 40 years. The government then charges a fee for each of these names. The lawyers must do this in 'drder to determine if any of these persons have been sued, and simi- lar names must be checked. Because of the stupidity of the liti- gation system, persons who are sued are not listed by their Social Insurance Number. This certainly keeps a lot of bureaucrats employed. In May of 1992, the government charged $4 per execution name. Then, quite abruptly last June, 1992, the government raised this fee to $11 per name, or a jump of a whopping 175 per cent. The scale of the increase was unprecedented in Ontario history, and the history Canada, North probably ica, and the planet earth. This means that for a purchaser Social contract provincial matter To the editor, In answer to Ernestine Vallee letter Sunday, July 4, 1993. I could not believe after reading her letter that a teacher would not know that this letter should have been sent to our provincial government through Jim Wiseman, not Rene Soetens. Does Ernestine not know that bargaining contract is with Queen's Park? There is a few other items in her letter that she should have looked into before writing to Mr. Soetens and to the editor. This letter from a teacher? 1 cannot believe it. Florence Ritchie, Ajax of a home whose name is John Smith, Mary Wong, Ranjit Singh, or Van Nguyen, the total execution search may add S250 to the cost of his or her home. Rumor has it that soon the gov- ernment will increase this to a stag- gering $25 per name, which is another 125 per cent increase, or 525 per cent from May, 1992. Therefore, John Smith will pay $550 extra. The recent Ontario budget also increased the filing fee for a deed or mortgage from $27 to $50. When added to all of the other disbursements for the 10 to 15 other searches that the lawyers must order from the government, an affordable lawyer's legal fees become puny by comparison. Not to mention the Land Trans- fer Tax that the provincial govern- ment grabs and that adds a couple of thousand dollars to the cost of an average home. So let's say that you choose to get a simple divorce instead of buy- ing a home: last May, the govern- ment increased the typical dis- bursements from $350 to $475. And the filing costs for suing -someone, or defending against a lawsuit, also went up dramatically. In other words, the party that won an election with a platform dedicated to helping the working person has created a very sneaky way to sock it to him. Some of these increases might not be too bad if the taxpayers at least got their money's worth. However, the government is cut- ting jobs and services. In fact, at many Registry Offices, the users of the system have to pay more for less service. At one particular Reg- istry Office, the user must retrieve the government document; this used to be done by a government employee. No, unfortunately these hidden tax increases are not going towards improving the system. It is obvious that the increases are part of an overall plan to squeeze blood out of a once sympathetic elmorate now turned to stone. Since this is not the kind of hid- den tax that attracts a lot of media publicity, and yet which affects vir- tually everyone in an insidious way, let's try to block the $25 exe- cution fee increase. If you buy a home, write a "Dear Bob" letter expressing your views on the astronomical increas- es in disbursements. I am sure that Your lawyer will be only to happy to point out the details, and it is Pretty easy to find the address for Queen's Park. Every real estate agent should also get involved, since the unpleasant surprise that clients get with their closing costs only leads to unpleasantness with the agent - client relationship.
