AJAX-PICKERING - GO customers will soon have to pay more for less. Pickering will be the end of the line for eastbound train passengers travelling during off-peak hours weekdays and weekends, as of July 3. Commuters headed for Ajax, Whitby and Oshawa will be bused from Pickering. Higher ticket prices could also be in store for commuters, as GO is seeking approval for an average two per cent fare increase across the system. Cuts in service were approved by the GO board Thursday. Next year, higher fares will also hit com- muters using Town buses to connect with the GO train, as both Ajax and Pickering will be forced to charge riders 50 cents a trip. Cur- rently, passengers with valid GO tickets can ride Town buses to the train free of charge in a fare -integration program. GO pays munici- palities 75 per cent of the adult cash fare that would otherwise be charged to riders. The Province cut $6.5 million from GO's operating subsidy and service reductions were needed to make up the shortfall in funding. The provincial ministry of transportation will pay to keep the fare -integration program going until the end of 1993, in a move that will save the Towns from dealing with cuts mid -way through the budget year. ■ Lowei: i ra I_xyiym*f*iireT.4 i Durham's teens big smokers DURHAM - Area teens have the highest smoking rate in Ontario, claims an official with a newly -formed anti-smoking group. Peter Smith, a member of HEALTH (Help End All Lethal Tobacco Hazards), reports 22 per cent of Durham's teenagers smoke com- pared to a provincial average of 18 per cent_ Tobacco is a worse addiction than "crack cocaine or heroin," Mr. Smith contends. The Province is moving to change that somewhat as it gears up to pass new tobacco laws in the fall. It's calling for the legal age to buy tobacco to be raised from 18 to 19 years. And, the Province will set a minimum level for restrictions on smoking in public places and will allow municipalities to keep or add bylaws with further restrictions. The Region has drafted a model bylaw which Durham officials hope mwticipalities will copy when they come up with their own bylaws. PAGE 4 -THE NEWS ADVERTISER SUNDAY, MAY 23,1993 Ajax puts Bell plan on hold By KEITH GILLIGAN Stair Reporter AJAX - Town officials have, for the time being, politely said 'no' to Bell Canada's community calling plan (CCP). Ajax council hung up on the proposal Monday although residents and businesses here could save money under the plan. The politicians fear Bell's plan may hurt the Town's efforts to lure new business. In doing so, council endorsed a business develop- ment department report which says the plan is prema- ture until some outstanding issues have been resolved. "I felt the recommendation in front of you is appropriate. It says 'no thank you' in a delicate way," said Ward 2 councillor Scott Crawford. Some of the unresolved issues include whether it might be cheaper to switch long-distance service to one of Bell's competitors, and how many Bell customers in Ajax would pay more under the CCP. Bell has applied to the Canadi- an Radio -television and Telecom- munications Commission (CRTC) to introduce community calling for municipalities within 40 kilometres of Moro Toronto. The plan would enable Bell customers to make toll-free calls from Bowmanville in the east to Burlington in the west and (hx=sville to the north. To off- set the losses in long-distance billing m the plan area, the basic monthly phone rate would i,x�ease substantially. With the CCP, Bell Canada would increase the basic monthly residential rate in Ajax from $15.85 to $21.95 and the business rate from $54.50 to $64.50. Without extended toll-free calling, the monthly residential rate would climb to $17.30 and the business rate to $57.75. The average monthly residential phone bill, with long-distance calls, in Ajax is now $57.28, but that would drop to $55.72 with the CCP. The average business bill of S165.55 would dip to S163.41 with CCP. Bell reviewed a Town phone bill and found the municipality could save 5325 a month in long-dis- tance calling under the CCP. "However, this analysis does not recognize poten- tial savings the Town may realize by obtaining long- distance service through one of Bell Canada's com- petitors," the report states. In addition, the Town has a certain appeal for some businesses looking to relocate as calls to Toron- to aren't long distance from here. Implementation of the CCP would see the Town lose the marketing advantage it has over municipalities where Metro is a long-distance call. .............................. • BALANCED. Further, Grade 8 students grad- uating from Immaculate Concep- tion Catholic School in Port Perry, St. Joseph's Catholic School in Uxbridge and Holy Family Catholic School in Beaverton are faced with the tough decision of continuing their Catholic education or switching to a nearby public high school. The stress of entering high school is "enhanced by the breakup of classes and friend- ships" when students choose dif- ferent school boards, Mr. Robb added. While there's no quota on the number of students waiting for a new school before it's approved by the ministry of education, "the process is very complicated," noted board director Earl Lagroix. If a school was approved and built in a central location, some students would still face a long trip, warned trustee Kathy LeFort, who represents the northern com- munities. As well, the school would likely be made up of porta- bles until a permanent building was established. When asked, parents said they'd be willing to begin with a Grade 9 class and add one grade a year until a full high school was achieved. They also agreed to a less extensive course selection than at present high schools. The board's property and transportation committee will study the issue further. And, it's evident smoking's becoming more deadly -- an act of violence in fact. Yet, some people continue to pollute the air with their disgusting practice. Non-smokers are fed up and, it would seem, they're not going to take it any more. in fact, several area residents have banded together to form a citizens' lobby group -- the Durham HEALTH Network, HEALTH being the acronym for help End All Lethal Tobacco I lazards. They joined forces because of a shared concern about the hazards of second-hand tobacco smoke and intend to lobby municipal politicians throughout the Region to pass tough anti-smoking bylaws. They have our support in their campaign and they have the backing of facts and stats uncovered by themselves and other agencies: The Environmental Protection Agency in the 11.S. has now classified second-hand smoke as a Class A carcinogen, right up there with first- hand smoke, asbestos and gasoline fumes. The Council for a Tobacco -free Durham Region, gearing up for World No Tobacco Day May 31, last week reported some findings of the World Health Organization: Tobacco smoke is the number -one cause of indoor pollution. Over half of all fires in which children are killed are caused by care- less smoking. At least one-third and probably as many as one-half of all smokers will eventually die from their drug addiction. Smoking kills at least two million people a year in developed coun- tries. It', not known how many die of second-hand smoke -- victims of an act of homicide. If you're a smoker, butt out. We can all look forward (or should it be backward) to being herded like cattle on to a bus, shut- tled backwards and forwards between the stations, or better still you can play that once popular sport at Pickering station of "Hunt the Parking Spix". So much for going to the Blue Jay games in comfort or being able to take a train direct to the Ex. When these events are on I person- ally have seen the platforms at Ajax jam-packed with people using the rail services, so under what criteria does GO Transit snake their decisions? Presumably like the nit of Ontario government departments they don't know or even care what the public wants. I well remember the ballyhoo when Ajax got its GO train service and taking a ride to Whitby for the opening ceremonies — all pomp and brass bands, local dignitaries beaming with self-satisfaction and the Minister responsible at that time telling us how this was only the first stage, etc., etc. Well of course we cannot blame him because he obviously did not real- ize what a complete hash the incumbent so-called government would make of things. Perhaps our MPP Jim Wiseman could host a closing down party on the last weekend train and then make a speech and tell us how far backwards his party intends to take us before, thankfully, he and his gang are returned to the unemploy- ment lines with the rest of us. I must com- ment than I was not happy to see an establishment of this nature open in our community. I realize that all of the regular video stores in the arena tarry these triple X explicit films. In fact in most cases the arras set aside in regular video stores are usually in a back corner or behind a partition. There is little or no control over these areas. Teenagers and young children are easily able to gain access to the explicit boxes on display. I believe that under staffmg and poor store location are some of the reasons for the lack of control. I suppose the only good thing about the all -adult video store is that it restricts its patrons to 18 years of age and older and the contents of the store are behind closed doors. I must com- ment than I was not happy to see an establishment of this nature open in our community. I realize that all of the regular video stores in the arena tarry these triple X explicit films. In fact in most cases the arras set aside in regular video stores are usually in a back corner or behind a partition. There is little or no control over these areas. Teenagers and young children are easily able to gain access to the explicit boxes on display. I believe that under staffmg and poor store location are some of the reasons for the lack of control. I suppose the only good thing about the all -adult video store is that it restricts its patrons to 18 years of age and older and the contents of the store are behind closed doors. The brunch is intended to "reach out" to area youths, says association present Brian Shed- den. "It's intended to open the door to the political process for the thousands of young people who may feel distant or shut out from participating in the development of policy which will directly affect the rest of their lives." And it is all because of the lat- est Stephen King work to fmd its way to the big screen. George Romero has taken King's The Dark Half and transformed it into a funny, dark and twisted feature length film. A film that eclipses the book. The author's Dark Half was somewhat disappointing, but Romero has captured the thrill and chills that seemed to go missing in King's effort. It's the gripping confrontations in the movie that make it over- shadow the book. Timothy Hutton stars as Thad Beaumont, a good writer who turns to a pseudonym and churns out trash novels. These formula books are eaten up by the public and they can't get enough. Beau- mont has had enough of his alter - ego George Stark and elects to dispose of him. It makes one wonder if this was autobiographical on King's part. The attempt to bury Stark liter- ally opens up a can of worms as the big, bad guy comes to life and causes Beaumont all sorts of prob- lems. Crimes that have Beaumont the main suspect in a number of murders. It's hard to imagine King sit- ting still long enough to watch The Dark Half. Bets are he would like the Romero product. King is everywhere these days. His Tommyknockers was recently aired on the small screen. Later this year Needful Things will be brought to movie theatres. Unlike Michael Jackson, Madonna and New Kids On The Block, the market saturation hasn't blown up in King's face. Instead, he's like John Olerud — connecting with everything.
