"We cannot keep being squeezed," says Janice Framp- ton of the local chapter of the Ontario Taxpayers' Coali- tion. "It scares me to death. I was in tears (after hearing the budget news)." The coalition will work with the Ontario Chamber of Commerce to protect taxpayers with legislation. she says. It's proposed that Queen's Park be required by law to have ratepayers' permission before introducing new tax hikes. She says similar legislation is in the works in Western Canada. "They're not going to be there forever," says Mrs. Frampton of the NDP provincial government. "We'll work on (the legislation) with the opposition parties. It's all very preliminary." The government is "being fiscally responsible. It would've been more dev- astating to let the deficit go higher, which the Liberals are recommending," Mr. Wiseman says. Wednesday's budget includes $1.6 bil- lion in tax hikes as the Province struggles to slash the deficit to below $10 billion. Treasurer Floyd Laughren is estimating a deficit of $9.2 billion this fiscal year, down from $12.1 billion in 1992-93. Treasurer Laughren said in his budget speech, "Not everyone will like all the details of this package. But everyone should know that it is balanced, it is fair and it is necessary." The government estimates a single -income family with two children and a gross income of SW,000 a year will pay 5505 more in personal income tax and retail sales taxes. Mr. Wiseman says, "People may be unhappy with the taxes, but we've made them progressive. It's an attempt to be fair. "I would ask the public, given the increase in interest debt payments and the need to get the debt under control, what do we do? We can cut even more out of health and education or increase taxes .. Mr. Laughren revealed the govern - merit borrows $1 billion a month and spends more on interest costs than it spends on the Province's schools. Bond and money markets have react- ed favorably to the budget, Mr. Wiseman says. He contends interest rates and the Canadian dollar will stabilize. Had bond markets downgraded Ontario's credit rating, interest rates would have increased, making it more difficult for people to borrow. "If (interest rates) stay low or decrease, it shows we're getting a grip on spending. Interest rates on money have more of an effect on the economy than taxes," Mr. Wiseman says. If the Province can't slash the deficit to below $10 billion by the end of the 1993-94 fiscal year, "more cuts will be coming," Mr. Wiseman says. "It's a disaster for school boards every- where." criticizes Bill Butcher, co -president of the union repre- senting public ele- mentary teachers here. Teachers will be the single biggest tar- get in the New Democratic Party's attempt to cut $2 billion in wages from the Province's S43 - billion public payroll. It hopes to win wage concessions of $520 million from school teachers and $170 million from college and university professors. "The trickle-down effect will be huge:' notes Mr. Butcher. "We (teachers) won't be buying new TVs and fridges, we'll be making old cars last a year longer" and the government will lose taxes on decreased income. "Teachers don't mind sharing the pain if that's what's needed," argues Durham's Catholic sec- ondary teachers' representative Blair Morris. "But we'll be paying increased (income) taxes along with every- one else and taking a cut in salary. It seems to me we're being asked to pay double duty.- Shirley uty "Shirley Smith, president of Durham's public high school teachers' union, agrees. "I don't believe -(teachers) are solely responsible for the debt. I don't think we should be solely respon- sible for solving it." Further, a decision to impose provincial sales taxes on insur- ance policies slaps another burden on school boards. which were forced to revise budgets just weeks ago when Queens Park announced funding cutbacks. "After its all done, then (the government) come and ding them again." notes Mr. Butcher. FRIDAY, MAY 2% IM Opinion Budget lacks serious waste reduction In bringing down its historical tax -grabbing budget Wednesday, the NDP government failed to be environment -friendly. Not only did it tax dirt, but it neglected the first of the three Rs -- reduce. Rather than substantially reduce spending by cutting wasteful and inef- fective programs, the government chose to further pick the pockets of already -overtaxed Ontario residents. Taxpayers are being hit with a record $1.6 billion in tax hikes. The budget includes a three per cent increase in personal income tax effective July 1, and retroactive to Jan. 1, 1993 forking residents to pay a years worth of tax in six months; a surtax on Ontario's wealthy (7) has been increased from 14 per cent to 20 per cent and kicks in at $51,000 a year instead of last year's $53,000 level; Ontario's eight per cent sales tax has been extended to include property insurance, parking, sand, gravel and dirt; and a new minimum corporate tax will hit 10 per cent of all Ontario corporations. As well, auto insurance will now be taxed at five per cent. Treasurer Floyd Laughren calls the budget balanced, fair and neces- sary Necessary to help reduce an escalating provincial deficit which his gov- ernment failed to address when taking office two years ago. Instead of calling for restraints then, the NDP started spending and hiked the deficit from $3 billion to just under $10 billion. And now we're all going to pay. According to Laughren, this new budget will help wrestle the deficit down to $9.2 billion this fiscal year from $12.1 billion in 1992-93. And while it's necessary to get the deficit under control, the timing of this hard -news budget is horrendous. It could seriously jeopardize any hope of an economic recovery in this Province. Reaction from businesses - - both large and small -- has been negative. Tax hikes only hurt consumer confidence and will do nothing to encourage spending. Ontario residents are being taxed to death and can only take so much. Serious spending cuts must be considered to help lift the burden off the shoulders of the taxpayers. Lbft I EP CMIM. The Durham Region Roman Catholic Separate School Board's 930 teachers will look at the ten- tative deal May 26. Their unions are recommending its acceptance when teachers cast their votes June 3. If it's approved, board trustees will ratify the deal at a special meeting to be called shortly after the teachers' vote. A provincial mediator was appointed several weeks ago to boost new life into contract talks between the board and members of the Ontario English Catholic Teachers' Association (OECTA, Elementary) and l'association des enseignantes et des enseignants Franco-ontariens (AEFO, Elemen- tary) Teachers had applied for mediation after receiving a fact finder's report in late March which predicted hard bargaining in tough economic times could result in "serious problems" for the two sides. According to the report, teach- ers made it "very clear" money was not the most important issue, but had demanded a salary increase of 4.4 per cent. The board had offered a 0.6 per cent hike. Teachers have also been look- ing for improved job security, an increase in preparation and plan- ning time, and two days of per- sonal leave a year. Details of the settlement will be released after ratification by both parties. The separate board has 41 ele- mentary schools and a growing ,student population that reached 14,600 last year. The latest figures from the Ontario New Home Warranty Program show that, for the sixth year in a row, the percentage of home builders with the highest (Excellent) rating has increased to 28.3 percent, com- pared with 20.4 per cent a year ago. "We are just delighted that so many builders now qualify for an Excellent rating," says Barre Rose, pres- ident and registrar of the Ontario New Home Warranty Program. The figures showing just how Ontario's builders are doing are contained in the warranty program's sixth annual Home Buyer's Guide to After Sales Service, which is now available free of charge to the general public. The guide is a'_00 -page "report card" on the 5.389 registered home builders in the province, with their marks being rated as Excellent. Above Average. Average and Below Average. Mane of the builders are not rated either because they have not been in business long enough or because they did not build enough homes to qualify for a rating. The guide. which is revised and improved every year. is regarded as "the bible of the industry." Those builders who earn an Excellent rating proudly display their Seal of Excellence certifi- cates in their sales offices. "There is no question that builders are acutely conscious of the positive aspects of a good rating." says Rose. "At the same time, they know that a poor rating will often lose them customers." Rose urged new home buyers to check out the rating of their builder in the Home Buyer's Guide to After Sales Service before purchasing a house. The number of chargeable concilia- tions against a builder compared with the number of homes sold in the past three years (1990 through 1992) deter- mines a builder's rating. A chargeable conciliation occurs when the Ontario New Home Warranty Program concili- ates a dispute between a builder and the buyer on after-sales service and rules against the builder. The number of builders listed in this year's guide is down considerably from the 6,137 in last year's guide. The reduc- tion in the number of builders reflects the long recession that has gripped Ontario's home-building industry. Of the 5,389 Ontario builders listed in the 1993 guide, 3,539 were active, 1,633 were inactive and 281 were part of - multiple listings. '0J` In total 1,611 ratings were allocated as follows: 1,527 Excellent ratings (21.9 per cent over 1992 figures); 10 Above 1 Average ratings (28.6 per cent decrease from 1992); 32 Average ratings (52.2 per cent decrease from 1992); 42 Below Average ratings (50.6 per cent decrease from 1992). t Rose says with the economic recov- ery believed to be beginning, many more players will want to enter the ranks of home builders to capitalize on increased demand. However, he advises that registration requirements will stress high standards of technical competence and financial strength The Ontario New Home Warranty Program is a private non-profit corporation established in 1976 to administer the Ontario New Home Warranties Plan Act. It performs a watchdog role to ensure that home builders in the province meet high standards and provide a quality product. Every home builder in Ontario must register with the program and enroll every new home built for sale in the province. New homes are guaranteed substantial warranty protection for two years and seven years for major structural defects. The Ontario New Home Warranty Program is funded entirely through registration and enrollment fees charged to builders. Since its inception, it has paid out more than S 100 mil- lion in claims for houses and condominiums.
