He made the comments Wednesday shortly before Durham council voted 28-0 to oppose the recently -announced cuts. Council also wants regional chairman Gary Herrema to take a strong stand against the cutbacks when the GO board of directors meets May 21. Mr Herrema is a member of the GO board, along with the chairmen of other Regions in the Greater Toronto Area. Page 5 $5 -MILLION SUIT THREATENED Smoker fumes over hospital butt -out rules By JUDI BOBBITT Staff Reporter AJAX-PICKERING - A Pickering senior says he'll slap a 55 -million lawsuit on the Ajax -Picker- ing General Hospital because he wasn't allowed to smoke in the emergency deprartrnent. Gordon Potts, a two - pack -a -day smoker, says he wanted to light d up in the hospital after being admitted on a 911 call with a suspect- ed heart attack. He ended up smoking out- side on an April night clad only in under- shorts, a robe and slip- pers, still hooked up to an intravenous stand. "When I'm deprived of cigarettes, I get very ' agitated and very abu- sive," explains Mr. Potts, 66. "1 had to threaten physical vio- lence before they allowed me to smoke." The "embarrass- ment, dismay and Gordon Potts humiliation" of stand- ing outside half-dressed prompted his decision to launch a court battle, he says. Groen Knifeman robs store PICKERING - A man armed with a knife made off with a small amount of cash after a hold-up at a convenience store here. Durham Regional Police say the man entered Mac's Convenience at 376 Kingston Rd. near Rougemount Th. around 11:55 p.m. Wednesday and demanded cash from a 33 -year-old male store owner. The owner, who was stocking shelves, surrendered the cash and there were no injuries. He noted the licence plate of the getaway car, which had been reported stolen in Toronto. The suspect is described as white, 5'8" to 510", skinny build, 180 pounds. 25 to 28 years old. Ile has short, blond hair and thin moustache. tie was wearing a plain black baseball cap, a black jacket, blue jeans and running shoes. Police advise anyone involved in a hold-up to hand over the money. "Your life is worth more than what's in your till," reminds Inspector Tony Turner. Mr. Soetens, chairman of the provincial Progres- sive Conservative caucus, had earlier considered making a bid for the job himself. But he gave up the idea because of funding constraints. Mr. Soetens says he's chosen Ms. Campbell "for her commitment to open up the process of govern- ment in dealing with not only economic challenges, but also the other fundamental decisions the government must face." He says the defence minister's experience in "negotiating sonic very difficult issues through cau- cus in her previous ministerial capacity" is a significant factor in his decision to support her. They're not. in the opinion of the 19 teachers at Ecole Sec- ondaire Catholique Charles Gar- nier in Whitbv. In current contract talks, mem- bers of I'association des ensei_nantes et enseignants fran- co-ontariens (AEFO Secondary) are looking for a number of con- cessions they claim will make their school more competitive — and increase job security. But the Durham Region Roman Catholic Separate School Board opposes costly initiatives in tough economic times and is skeptical of teacher concerns over quality of education, according to fact finder Robert Lunch of the Education Relations Commission. Mr. Sweeney adds. AEFO demands include reduced class size, the addition of minor department headships, and redefinition of the term "small school." which would provide additional teachers. But the school already has five teachers over and above a staffing formul& a concession which costs the board almost $300.000 a year. notes Mr. Sweeney. Mr. Lynch suggests a review on how the board ensures "equal edu- cational opportunity" at Charles Garnier. According to Mr. Sweeney, stu- dents interested in courses not offered at Charles Gamier can take them in English through the board's continuing education pro- gram, either at night school or summer school. Other outstanding issues include wages. AEFO has asked for a three per cent pay raise. while the board has offered 0.6 per cent in the second half of a one-year contract. Teachers are looking for wages equal to those earned in compara- ble boards, but Mr. Lynch believes their employer receives less gov- emment funding than other boards and is at a "disadvantage". ("Normal" negotiations contin- ue, despite the Province's pro- posed social contract which could freeze salaries for three vears, notes Grant Andrews, the board's associate director of business.) On the issue of professional development, the board wants to reimburse teachers' tuition fees for only a religious education course which is a requirement for employ- ment with the board. Whitby mayor Tom Edwards said most other municipalities affected by the cuts have taken a stand similar to the Region's. If the cuts go ahead, parking problems will recur at the Picker- ing GO station, predicted Picker- ing's Kip Van Kempen. Mr. Herrema said, if the Province scrapped the commercial concentration tax, GO could make $7 million a year just by charging motorists 50 cents a day to park at its train stations. With the tax in place, most of the revenue from parking fees would end up in provincial cof- fers. Mr. Edwards told the News Advertiser he thinks the Region has an "excellent chance" of stop- ping the GO service cutbacks. "We're not the only Region opposed. Other Regions feel the same way." With cuts in GO service, "We're depriving ourselves of future economic development. We'll lose opportunities for jobs and we'll lose opportunities for income," Mr. Edwards added. Meanwhile, on the same day regional council was meeting, GO chairman Lou Parsons was named the Ontario Transportation Person of the Year by the Ontario Com- mittee for National Transportation Week. The award goes to an indi- vidual who has helped improve and advance the transportation industry. In addition, "There's quite a number of patients there who have medical conditions where any cigarette smoking would be dis- tressing to them." At the end of May, the hospital will tighten up its smoking policy, taking away current smoking areas in the cafeteria and coffee shop, Mrs. Paterson adds. Mr. Potts, who's been puffing for 50 years, says he doesn't believe smoking causes cancer or that second-hand smoke is danger- ous. "It's the biggest scam the world has ever seen." He's contacted the Smokers Freedom Society for help in his battle with the hospital. "I expect to win it. I've got to win it to :a--Ize a point. I'm not doing it for the money; I'm doing it for the principle. This is my stand." He predicts a court case will cost him "many thousands of dol- lars" and suggests smokers unite to set up a defence fund so "if anybody wants to break bylaws" financial help is available. Mr. Potts would be the first to use the fund. "I want to make sense of it," he says of anti-smoking laws. "If (smoking) is that bad, it should be illegal. If it's not that bad, don't keep harassing people." If smoking were outlawed, the government would pay for treat- ment programs to help smokers, Mr. Potts adds. "I object to paying (for treatment) for something that's legal." Luc Dumulong, vice-president of the Smokers Freedom Society in Montreal, says Mr. Pott's appeal for help will be considered. "We'll study his case very, very seriously. It involves a lot of money." PAGE ti -THE NEWS ADVERTISER Ft l[DAY,-MAY 14. 10113 Opinion Green light for new licensing p Ian Ontario's new graduated licensing system -- expected to take effect next spring -- may seem harsh to many of our young people, but it's a move that's long overdue and one that should help reduce the carnage on our highways. More than 90,000 people are injured on Ontario roads each year and traffic accidents are the leading cause of death for people between the ages of 16 and 24. Motorists in this age group represent only 16 per cent of all drivers, but account for 25 per cent of all people killed in acci- dents. Under the graduated licensing system all new drivers will enter a two- level process lasting a minimum of 20 months. In the first level new motorists can only drive when accompanied by a fully licensed driver with at least four years' experience and a blood alcohol level of less than 0.05 per cent; will be allowed to carry only as man}passengers as there are seatbelts in the vehicle; must maintain a zero blood alcohol level; will not be permitted to drive on 400 -series highways, and some multi -lane urban expressways; will be restricted from driving between the hours of midnight and 5 a.m.; and be required to display a vehicle sign identifying themselves as a new driver. New motorists stay in level one for 12 months, but can reduce the time to eight months by successfully completing an approved driver edu- cation course. To enter level two, motorists must pass a basic driving test with a government examiner. At this level more privileges are granted, but blood alcohol and passenger limitations remain. At the end of level two, drivers will have to pass an advanced test focusing on their ability to rec- ognize hazardous situations and take appropriate actions. A similar graduated licensing system in New Zealand has resulted in a'_5 per cent reduction in the number of deaths of young drivers. The new system gives drivers appropriate practical experience in low- risk conditions and will make our highways much safer for everyone. Lets hope the plan gets a green light. I would also like to com- mend Gloria Mills for her dedi- cation to the cause of support for SIDS parents. %Iy family was also devastated by SIDS through the loss of our five- month -old son, two and a half years ago. Since that time we have been very involved with the support and information ser- vices offered by the Canadian Foundation for the Study of Infant Death. For parents, fami- ly and friends of SIDS victims this foundation offers another avenue for support, in addition to the wonderful newsletter edited by Mrs. Mills. Harwood Secondary School's Terri Decarle will put her baking skills to the test in the United States Skill Olympics next month after winning a gold medal here in a provincial meet. Pickering High School's Eddie Maste will join her after earning top honors in electronics at the Ontario Skills Competition, held Saturday at the Metro East Trade Centre in Pickering. The two are among five Durham Board of Education stu- dents who won gold medals here. The others — from Uxbridge Secondary School and Whitby's Henry Street High School — also qualified to compete in Louisville, Kentucky on June 21. The provincial competition, sponsored by Skills Canada, fea- tured 30 contests, including cabi- net-making, carpentry, photogra- phy, architectural drafting, and residential wiring. Its aims include rewarding stu- dents for excellence, involving industry in evaluating student performance, and ensuring train- ing is relevant to employers' needs. The fourth annual contest involved more than 425 students from across Ontario who won their contest within their school and also within their school board or college campus. Twenty-eight of those students represented the Durham board, picking up a total of 12 medals. Other winners were Harwood's Richard Kennedy (silver, brick masonry); Shawn Muscutt, Aron Muscutt and Andrew Townsend (silver, horticulture); and Clint Ewing (bronze, brick masonry). By HENRY X GAR+MAN PICKERING - Woodruff s Tavern is at 1850 Kingston Rd., east of Brock Rd., in the Town of Pickering. But don't decide to go there for a drink, because the last round was served more than 150 years ago. The last soldier departed, the last trav- eller having said 'Goodbye', the tavern became an ordinary house as it stands today. The family arrived in Pickering about 1800. The tavern was built soon after by young Noadiah Woodruff. Whether it was intended as a tavern or as a house is not clear. Whatever the reason for its existence, it became a traveller's rest, and was ideally situated for the purpose. War with United States came in June 1812. American forces soon invaded Cana- da at Niagara. Canada was defended by "a mere handful" of British troops, augmented by Canadian militia and Indians. There were victories and defeats on both sides. During the winter the shores of Lake Ontario echoed to the sounds of ship- builders, as vessels were built to gain con- trol of the lakes. When the hammers ceased, the sound of cannon rolled over the waters. On April 17, 1813, the Americans captured and burned York. (York became the city of Toronto in 1834). As the battle raged, Woodrvff's tavern, only 22 miles away, was in full swing. Imagine British Redcoats teasing his sis- ters as Noadiah served food and drink. He was 29 years old, and could have shouldered a gun, but had his reasons for not doing so. Instead, the hospitable smoke of his catering fires rose in the woods beside Kingston Rd. There is a world of difference between Kingston Rd. then and now. The township in 1800 was described as "a vast wilder - am" traced only by surveyors' routes and Indian paths. Not much could have changed in the ensuing 12 years. The light in Noadi- ah's window must have been a welcome sight in that wilderness. The log structure then must have smelled as sweet as the new pine of its construction. On any typical evening the odors of wood, rum, tobacco smoke, and leather perhaps went unnoticed amidst the buzz of conversa- tion. News travelled slowly. Anyone who could tell of the progress of the war had to be the centre of attention. Noadiah should have been particularly anxious to question any traveller who might have word of his sister, Melinda. She had married, and was living much nearer scenes of conflict. If York was burning, who could feel safe anywhere? If American warships had sailed into Frenchman's Bay, bullets and cannon balls would have been flying through the trees. If American troops had appeared from the woods, the tavern might have become a small fortress. As it was, no attack was launched on Pickering by land or water. Noadiah went about his business, amidst "war and rumors of war" - (to quote from the bible). He was a Quaker — one of the religious sect known as The Society of Friends. He must have been a temperate and peace -lov- ing man, for that was part of his faith, and that of the other Quaker families with whom he had come from Pennsylvania. Born there in 1873, he was 16 or 17 when he came to Pickering. The war ended in 1814. In the long peace that followed, the Woodruff name was always pan of the roll -call of those who shaped Pickering's future. Competing in the kids' and bantam divisions at the Canadian championships in Fergus last week, Durham squads won both team titles and five wrestlers brought home the gold in their weight class. The championships attracted 24 clubs from across the coun- try. This generally involves a strip being dug around the outside perimeter of the house, though, as with cracks, sometimes only isolated sections need repair. Once the trench is dug and the weeping tiles are replaced, a three-part waterproofing sealant and mesh membrane are applied to the concrete walls. Without this membrane, the sealant would split and crack with the settling of the house. This combination makes the foundation completely impermeable. In cases where it's difficult or impossible to dig outside the house, a similar set-up can be installed indoors. A trench can be dug around the interior perimeter of the house, and filled with weeping tiles and gravel in the same manner as the outside system.
