Asked by Bell to endorse the proposed Community Calling Plan, council gave its support "with strong reservations over the substantial increases in user rates." Some Pickering residents will see their monthly phone bills increase as much as 60 per cent under the plan, which would allow toll-free calling to most areas in the regions of Durham, Halton, Peel, York and all of Metro Toronto. Public school taxes up $54 despite more program cuts DURHAM - The public school board has touched up a budget severely bruised by provin- cial cuts and will pass on a tax hike of 4.55 per cent — about S-54. The Durham Board of Education's finance committee unanimously approved Tuesday a 5381.1 -million budget, though with some "reluc- tance," admits chair Ruth Ann Schedlich. Board officials sharpened their pencils after losing millions to provincial cut- backs just days before it was set to approve a final budget o($383.3 million last week. A young couple entered Mike's Milk Store at 774 Liver- pool Rd. S. around 3 p.m. act- ing politely and friendly to the clerk, say Durham Regional Police. The woman went up to the counter with a bag of potato chips and gave the impression she was going to make a pur- chase. When the clerk rang in the purchase on the cath register, the woman suddenly pushed her to the floor. The male accomplice then pointed a small. black handgun at the clerk and ordered her to stay put. The woman then reached into the cash register and began filling her pockets with money. The two bandits fled the stone and made their getaway in a brown or beige, medium to full-size car. They were last seen beading westbound along Old Orchard Rd. The 44 -year-old clerk suf- fered minor injuries to her head and knee and bruises to her left side from being shoved to the floor. The board cut its half of a computer program which funds hardware for classrooms after the Province slashed its share of $1 million. Schools can still tap into the program on their own and will receive 74 cents from Queen's Park for every dol- lar they spend. • 20 portables slated for schools with increased student population after the Province chopped a grant of $90,000 to help pay for that expense. As well, the board will use $200,000 from its reserve (sav- ings) account for renovations needed at Harwood Secondary School in Ajax when it changes from a vocational to a full -pro- gram school in September. According to superintendent of education/business Brian Cain, the board was hesitant about using money from that account because it expects transfer pay- ments from the Province to be "worse" next year. Finally, staff won't be asked to find ways of saving another $1.2 million over the next year, as trustees had earlier directed. Earlier cuts include some 50 teachers, many in special educa- tion; busing for high school stu- dents; and half a Grades 7 and 8 family studies and design technol- ogy course. The board is expected to approve the final budget at its next regular board meeting, Mon- day, May 10 at board headquar- ters, 555 Rossland Rd. W., Oshawa. Snow removal cuts proposed Pickering looks to save bucks PICKERING - Shovelling out from underneath a mountain of snow might seem like a distant memory, but Pickering residents could be doing more shovelling than ever next winter. A proposal that would restrict the Town's snowplowing opera- tions will once again be consid- ered by politicians. The plan, which could see neighborhood streets left unplowed on week- ends, was initially before council last December, just days after a major snowstorm left the area paralyzed. During that storm, considered the worst in decades, some resi- dents attacked Town snowplows with shovels and others pelted them with snowballs. A few peo- ple faked medical emergencies to entice snow -clearing crews to their homes. Council refused to consider reduced snowplowing service at the time, sending the proposal back to staff. But the plan, designed to save about S125.000 annually in staff overtime. will be back before council's executive committee Monday. Pickering's current winter control policy is based on main- taining bare roadways at all times in all parts of Town. But under the new plan, only major collector roads carrying large volumes of traffic and Town buses will be given priori- ty, being cleared within four hours after a storm. Local streets, which include subdivision roads, would be plowed 24 hours after a storm Mondays through Fridays. If a storm hit on a Friday, residents would have to wait until Mon- day to see a plow, unless staff deem the roads are -impass- able". Public works director Steve Vokes also proposes to limit the amount of salt used on roadways for environmental reasons. Salt reduction will also contribute to the expected annual savings in the department's winter budget. Effective July 3, all GO trains will stop in Pickering during non -peak hours, with passengers travelling farther forced to board buses to get to Ajax, Whitby and Oshawa. It's a move that sends the service back to 1988 before train service was extended to Ajax and Whitby. GO will also reduce its fare -integration subsidy provided to municipal- ities by 50 per cent beginning July 3. On Monday, Ajax council voted unanimously to ask GO and the Province to look at other cutbacks as GO's current plans could cost Ajax Transit about $244,000. This shortfall may force Ajax Transit to charge commuters using Town buses to connect with GO Transit an extra 50 cents a trip. The situation in Pickering is the same. Under the current fare integration system, GO passengers with a valid ticket or pass can board a local transit vehicle at no charge. The local tran- sit authority receives a reimbursement from GO Transit equal to 75 per cent of the adult cash fare. Any move to up transit prices or reduce service will only force transit users to consider getting back in their cars. As Ajax resident John Haste states in a letter to the News Advertiser, "Thanks to the mismanagement of our NDP government, citizens of Ajax are about to have our GO train services decimated just in time for sum- mer. We can all look forward to being herded like cattle onto a bus, shut- tled backwards and forwards between stations." In a time when governments should be working toward getting motorists off our already -clogged highways and into the habit of using transit, it's plans like these that only serve to derail the objective of having a transit system in the first place. Letters Regional motto should be 'protect ourselves' To the editor, The following is a copy of a letter sent to Gary Herrema, chairman of the Regional Munic- ipality of Durham. Re: Severance pay for coun- cillors. Municipal elections were held in 1991 to elect representatives for various positions in the com- munities. These were held under the democratic process. The authority provided by the elec- torate was to operate the day-to- day business, within the budget provided, subject to any legiti- mate increases that would be required. It was extremely disappoint- ing to be advised by the local paper that the public representa- tives have accorded themselves a severance package without authority, debate, or input from the taxpayers. The regional coun- cillors voluntary took their posi- tions with the knowledge of the financial package and the risk of not being re-elected. The aspect of individual career advancement was their own decision. On this basis the "best peo- ple" obtained the positions, Ajax is represented by the mayor, Jim Witty and regional councillors Roger Anderson and Susan Dulny. Two of the three are long-term local politicians. It is the writer's position that the regional councillors were not elected for their own reward. There exists a political risk in not being re-elected, and this power is held by the people. By voting for their own severance package they bypass all that is decent and sen- sible. Do they forget that they are there to serve? A formal contract was made with the electorate when they were voted in to serve, and this has not been renegotiat- ed. Maybe the regional council motto should be to "protect our- selves". 1 feel strongly that this is an abuse of power without any accountability until the next elec- tion when this severance will be paid from the taxpayers' accounts. I therefore respectively request that the following be pro- vided and made public to the vot- ers: 1. Council members names and addresses that proposed the Ipo QlsiP. �Oa/` cfa� motion. 2. List of the names of the council members that voted for, and against, the motion. 3. List of council members years of service and their personal financial benefit from the motion. There appears to be a total lack of financial responsibility by these actions that will only be car- ried over to other local govern- ment employees unless stopped. Regional councillors have rewarded themselves on the back of the public. Are they so insecure of their own abilities and public respect that they require income guarantees? Can the taxpayer obtain similar guarantees from our representatives, when it comes to spending and budgets? E.G. The Ajax Organon select team took the league title recently by defeating Toronto Pleasantview in the best -of -five series 3-2, with another game ending in a tie. The fust game of the final series ended in a 4-4 draw, as Matt Muir connected for a hattrick, while Joel Hupe scored one and assisted on two. Strong forechecking by Shawn Leslie helped him pick up two assists, while captain Scott Frankland had a single helper. Pleasantview took the second contest 5-3, but Ajax bounced back to win game three 5-2, as Muir hit for four goals. John MacPherson had the other tally. Picking up two assists each were Hupe, Leslie and Kyle Vandegraaf while Joel Nodell and Chris Robertson had a helper apiece. Substitute goalie Karsten Ernst turned in a strong game for Ajax. Goaltender Paul Russell was sharp in game four, turning away all shots in a 5-0 rout. Hupe and Steve Erskine each potted two goals, while Leslie had the other. Ajax was one win from the championship, but Pleasantview came up big in game five to win a tight 3-2 affair. Muir and Vinnie Crupi netted singles, while Leslie and Robertson picked up assists. Both teams scored once in each Pickering tweens silver medalist at Barrie PICKERING - The Pickering tween 'B' ringette team settled for the silver medal at the recent Barrie Ringette Tournament. Assists went to Sarah Marshall with two and one each to Heather Kerr and Lisa Mountain. To get to the championship contest, the Pickering tweens defeated another Pickering squad — the Pickering petite 'A' team — 7-2 in the semi-final. While repairs need to be done outside, leaks are generally only noticed during bad weath- er. One course of action is to use pots, pans. and other con- tainers to catch the water and then wait for the weather to improve. That, however, is not the best approach. You need to locate the source of the leak while it is still raining. If you wait until everything has dried up, you might look forever for the source of that drip. If possible. look on the underside of the roof i from the attic, for example) for the spot where the water is going through the ceiling. This point of entry is rarely directly over the dripping, but mark the spot so you have a starting point later. Follow the drip (or wetness) to what appears to be its source. Look for water stains on rafters and, in the daylight, for pinpricks of light in the roof. Take a very careful look around anything that goes through the roof (chimney stack or vent pipe). Areas where two roof slopes meet, such as valleys. dormers and ridger,, deser%e special atten- tion. When you think you have found the source, mark it. At this point, all you may be able to do is find the source. If the problem is so bad it needs immediate attention, staple, tack or nail a sheet of plastic or building paper over the dam- age. The most likely places for leaks to develop occur where asphalt or wood shingles appear cracked or worn, or where slate and tile is broken or even missing. Take a careful look at all places where there is flashing (the metal seams around objects protruding through the roof), such as chimneys. Also examine areas where different roof slopes meet or where skylights exist. Small leaks often found around flashed areas can be fixed with a liberal application of roofing tar or sometimes more neatly with caulk squeezed from a caulking gun. Shingles which are torn, cracked or missing can often be made leak -proof by sliding a piece of flashing up under- neath, nailing it in place and then covering the nail holes and edges of the flashing with roofing tar. Force the flashing up with a block of wood. You may need to do this on several adjacent courses. Repairs which involve more than applications of roofing tar can become complicated and are probably best left to pro- fessionals. The same is true for repairs in which the shingles are excessively worn, cracked, lacking their gravel coating or, if wooden, covered in moss or split. Asphalt and wood shingles do not last forever. Their dete- rioration and replacement is eventually unavoidable. Although slate and tile are considerably more expensive, they will last much longer. In fact, just a few minutes of attention each month will help ensure longer life and perfor- mance. The key, experts agree, is to prevent problems before they occur. This is particularly true in the spring, when warmer weather entices people to embark on vacations or weekend getaways - "Tires are a vehicle's sole con- tact point with the surface of the road," says Russell Chick, of Yokohama Tire Corporation. "Therefore. they need to be prop- erly maintained as part of a com- plete car -care maintenance schedule. "Proper tire maintenance also promotes traction, smoothness and a quieter ride." Chick adds. A few of the maintenance pro- 1 cedures — such as inflation checks and visual inspections — can be done by the owner at min- imal cost. There are three other elements important to proper fire mainte- nance and life. Tire rotation and € balancing and wheel alignment € are generally performed by a tire dealer or service technician as put of a vehicle's regular service schedule. The most important aspect of tire maintenance is inflation Pres- . sure. Improperly inflated tires — whether overinflated or underin- flated — result in irregular tread - wear, poor fuel economy and generally poor performance. Tire manufacturers recom- mend checking air pressure in € tires at least once a month with an accurate gauge. Inflation pres- sure can be checked at service stations, usually for no charge. For best results, it is recommended that a good tire - pressure gauge be purchased (usually for about S8 to S10) since service station equipment can be inaccurate or inconsistent. Pressure should also be checked when tires are cold. Recommended air pressures usually can be found in the owner's manual or on the inside of the glove -box door. It is best to check with the tire dealer or the manufacturer if the vehicle's original tires have been replaced. Improperly inflated tires will sometimes "squeal" around cor- ners at normal speeds or feel ..mushy- during turns. A tire is considered seriously underinflated or overinflated if it is four or more pounds per square inch (psi) off the recom- mended level. Tires generally lose approximately 1 psi each month. There is, however, a growing number of car owners who use synthetic motor oils and think they are worth their weight in gold. These people know synthetic motor oils help a car — any car — run more smoothly and cleanly, which can add up to big savings in engine mainte- nance and longer life for the vehicle's motor. "The synthetic oil age is here," says Bill Maxwell, an engineer with Mobil Oil who helped develop the first com- mercially -available synthetic engine oil for automobiles. Mobil's first synthetic lubri- cants were developed in the early 1960s to solve a problem plaguing Navy airplanes. Wheel grease would solidify at high altitudes, then fail to flow quickly and easily when the planes slammed down on the deck of aircraft carriers. Later variations of synthetic technology enabled the big diesel engines powering oil rigs in Alaska to be started at -40°. Molecules in traditional min- eral -oil lubricants are immense- ly varied in shape and size. The larger molecules tend to clump together and thicken at cold temperatures. The smaller molecules boil off at high tem- peratures or attract oxygen and thicken into varnish or glue -like deposits on parts of the engine. This increases oil consumption and causes wear in the engine. The molecules of a synthetic lubricant are "engineered" to be of equal size. Being designed and "built" from basic chemical components. synthetic oils are more stable and free-flowing in extremely hot and cold temper- atures. Undesirable properties that may remain in a conven- tional mineral oil are excluded. The performance of a syn- thetic lubricant under varying temperature extremes intrigued research engineers. The fact the average family car, though not frequently required to start at - 40°, has its own temperature problems - Today's automobile engines run faster and hotter than ever before. Cylinder wall tempera- tures of a 155 -horsepower, __-fcmr-cylinder vehicle can roily reach 300°C. Add to that a car's potential workload, stop and start driving, quick accelera- tion, starting up after a cold night and you are putting extra strain on the engine and the oil lubricating it. It doesn't stop there. The auto industry continues to work on ways to develop smaller, more efficient engines that will run even faster and hotter — perhaps close to the tempera- tures of engines that power jet aircraft. In 1971, Mobil began devel- oping a synthetic oil for the consumer market. The product — Mobil I — became popular in professional motorsports, especially for the Indy cars. Still, North American motorists remain largely unaware of the benefits of synthetic motor oils. -Synthetic lubricants are more expensive than the con- ventional petroleum lubri- cants," says Maxwell, "but I think it is only a matter of time before the average consumer begins to realize the great pro- tection that an extra few dollars buys." Recently, Imperial Oil announced the availability of Advanced Formula Mobil 1 synthetic motor oil in Canada. This synthetic lubricant was rigorously tested by Mobil Corporation on critical parts in new automobile engines. Even after 300,000 kilometres at speeds up to 140 km/h, key engine parts were found to be still within new -engine specifi- cations. "The new formulation gives us improvements not only in wear, but also in cleanliness and high-temperature perfor- mance," says Maxwell. "That represents a breakthrough of the scale attained by the intro- duction of synthetic motor oil for automobiles in the 1970s." Imperial Oil believes the new Advanced Formula Mobil I is a notable improvement over the previous formula, which long represented a benchmark for synthetic -oil performance. Maxwell adds this development will set new stan- dards for synthetic oils of the future. Advances in the Mobil 1 for- mula provide increased stability at intense temperatures attained by today's more compact auto engines, which improves per- formance at high speeds. In standardized industry tests, Advanced Formula Mobil 1 is up to four times more sta- ble in hot -running engines than conventional motor oils.
