"It has been our feeling the ministry of education would do this," admits Durham Board of Education chair Louise Farr. The ministry has scrapped a proposed law that would have made junior kindergarten mandatory across the province by 1994. Instead school boards will have until 1997 to set up the program. There were a number of witnesses to the murder, say Metro Toronto Police. Implementing junior kindergarten during difficult economic times "would have been at the direct expense of students now in school." Mrs. Farr explains. The announcement "is not a sign we're backing away from junior kinder- garten," according to Durham West MPP Jim Wiseman. "It's an indication we've been listening to what school boards have had to say about its cost at this time." While the New Democrat is "disappointed" to see junior kindergarten put on hold, "it makes sense to slow down and do a com- plete review of early child- hood education and meet the ,reeds of young people." Despite welcoming the news, the board "reserves the right for further com- ment" on the announcement until the ministry announces under what conditions the programs can be delayed, says Mrs. Farr. She wonders if a $4.7 - million grant earmarked for junior kindergarten will be put on hold, if it can be put toward "more pressing needs,- such as additions at elementary schools, or if it will be sent back to provin- cial coffers. Mrs. Farr is disappointed the board "is such a major partner in education and would have to read about (the announcement) in the morning paper" as the Province hadn't by Thurs- day morning informed edu- cators here about the delay in junior kindergarien. The Durham Region Roman Catholic Separate School Board isn't affected by the announcement because it introduced junior kindaprien years ago in an effort to woo new studeats. High-rise condos and hotel proposed for Verona Mall site By KEITH GILLIGAN Staff Reporter AJAX - The mothballed Verona Mall site could be home to a hotel and high-rise condo- miniums. Ajax business development director Grant Whittington told Town council Monday that a party close to buying the property has proposed it be the site of a high-density residential pro- ject and a hotel with retail stores on the ground floor. Mr. Whittington said in his department's quarterly report to council that the unnamed party which has conditional approval for the purchase of the property with the court-appoint- ed receiver could file a development applica- tion with the Town within the next three months. But, he wouldn't say much more. Ward 3 councillor Steve Parish tried to ques- tion Mr. Whittington about the proposal, saying it was a planning item and should be dealt with on the council floor. The proposal, Mr. Parish said, was "preponderantly residential." Mayor Jim Witty told council it was "inap- propriate" to discuss the proposal now because aspects of the plan are still confidential. Mr. Parish argued the matter shouldn't be kept confidential because it doesn't deal with the Town buying land and it's not a legal or personnel matter. A closed -door meeting was held recently with councillors and the developer to review the proposal. Mr. Witty said a lawsuit is before the courts relating to the mall site, but added the Town wasn't named in the suit. The developer will be "upset" when he hears the plan was discussed before an application has been filed with the Town, Mr. Witty said. When Mr. Parish said he had a right to ask about the plan because it was mentioned in the business development report, Mr. Witty ruled him out of order. The partially -completed mall is at the comer of Monarch Ave. and Bayly St. Construction work stopped in January 1990 when the owner of the site, Mater's Management, was placed in receivership by the provincial ministry of finan- cial institutions (MM. Mater's had been telling investors the site was valued at $160 million, but the MFT had the property appraised at about $70 million. The Ontario ministry of umsportation reports that drivers wearing seatbelts are twice as likely to escape injury in a clash. Passengers not wearing seatbelts are nine times more likely to be killed, and four times more likely to be hospitalized than belted passengers. As well, children who are properly restrained are 14 times more likely to escape death or major injury than tuuesuamed children. "You only need to see the injuries and fatalities resulting from motor vehi- cle accidents to realize the importance of wearing a seatbeh," says Staff. Sgt Fred Schell, a member of the traffic enforcement management committee of the Ontario Association of Chiefs of Police. "The simple click of the seatbelt or child safety seat can save a lot of fives." And besides, it's the law. The fine for not wearing a restraint is $90 and drivers are responsible for any passenger under 16 years of age who is not properly fastened in a seatbelt or child safety seat Durham Regional Police are currently taking part in a Province -wide crack- down on people neglecting to wear their seatbelts. Statistics show that although seatbelt use is mandatory in Ontario, only 84 per cent of drivers obey the law — three per cent fewer than the national average. The local police force's seatbelt blitz last October found only 75 per cent of area motorists buckle up. "What we want to achieve is 95 per cent seatbelt use," says Durham Regional Police Staff Sgt Ryrie. "From the statistics that we now know, it shows that seatbelts definitely do save lives_ We're going to be more vigilant in the enforcement of wearing seatbelts_" The campaign is aimed at the 2.5 per cent of Durham residents who for whatever reason fail to buckle up. This Sunday from 10 a.m. to 2 p.m., approximately 75 divers and their families from the Northumberland and Durham Divers Association will scour the waters of Lake Ontario and the nearby beach, near Rotary Park in Ajax, for in an effort to clean up the shoreline area. Spearheaded by the Ajax Scuba Club, with help from members of the Dolphin Divers of Oshawa, Port Hope Dive Club, Oshawa Dive Club and the Oshawa chapter of Save Ontario Shipwrecks, the event will see experienced divers search under water for all types of garbage to be collected on shore and hauled off to appropriate facilities. Their families will pick up litter off the beach. And, the divers hope to make the clean-up a yearly affair. "It'll definitely be an annual event," says Rick Bates, presi- dent of the Ajax Scuba Club. "We envision picking a different beach every year. Rotary Park will be the fust stage and we'll just go from there." Bates is unsure of how much garbage will be hauled away from the beach at Rotary Park. A diving team sent last week to dis- cover the extent of debris in the water near the site was unsuc- cessful due to murky waters. Rotary Park beach "is not near a marina or a wharf (where peo- ple tend to discard garbage), so I honestly don't know. But, if you go by the beach conditions with pop cans and other garbage, there should be some (trash in the water)," says Bates. Sunday's dive will be limited to about 50 feet out from the Lake Ontario shoreline for safety reasons. "We want to keep the divers close to shore," he says. The weather conditions may play a role in the success of the dive, notes Bates. In inclement weather, the divers may be forced to stay out of water, but the beach clean-up will go as planned. Moving from the junior 'B' category up into the higher belle 'B' bracket, the Ajax squad put together a perfect record throughout the tour- nament to lock up the regional ringette crown. Pitted against Beaverton in the championship contest, the Ajax juniors skated their hearts out to record a 5-4 come -from -behind victory, notch- ing the game winner with 1:45 remaining in the game. Ajax opened the tournament against top-ranked Beaverton. In an exciting tilt, The Ajax juniors eked out a 4-3 victory. Ajax then overpow- ered a strong Ennismore squad in the second game 9-4. In its final encounter of round-robin play, Ajax outworked Sunderland for an 8-5 win. Incredibly, the Ajax junior 'B' squad has lost only one game all sea- son, winning all their league and playoff games and capturing three of four tournament ticks, including the Central Region championship. When you are recognized by your piers for your hard work and dedication, the word success takes on special meaning. Glenn Willson fits into both of the above categories. Since 1972, he has run Ontario Motor Sales. the business his grandfather start- ed seven decades ago. Recently, Willson was honored as business person of the year by the Oshawa Chamber of Commerce. ""This (award) really holds spe- cial meaning.- he told Wheels Durham. "People honoring you for doing well in business and in the community really gives you a good feeling." The annual award presented by the Oshawa Chamber of Commerce honors businesses and the people running them in the community. Members of the chamber of commerce make nom- inations. The nominees are cut down to approximately 20, who are interviewed to pare the num- ber down to three finalists. Willson says he was quite sur- prised. -and honored.- to know he had made the top -20 list. "It feels good,- he says. "I was born in this community and have worked in the community, but when people recognize you as a vital part of the community that means something special.- Besides pecial "Besides his position as presi- dent of Ontario Motor Sales, Willson is heavily involved in community projects. He is a fund- ing donor of the Robert McLaughlin Gallery, donated the lobby of the Men's Hostel and was a big part of Oshawa General Hospital's fund-raising drive. Willson is also chairman of the National Dealer Council of Canada, a member of the Mayor's Task Force on Economic Development, president of the Dealer Marketing Association and is part of the board of directors for Trent University and Packwood. He is quick to add that now the honor has been announced. it is back to business as usual at Ontario Motor Sales. "In this business. there is no time to reflect on your laurels.- says Willson. -August to now has been the toughest time I have seen in my 20 years in the industry. The car business is in recovery, but there is still a lot of work ahead. - Willson says the current focus for the auto industry is on cus- tomer satisfaction. Ontario Motor Sales has always considered the customer as its priority, but that has never been as important as it is now. Willson explains. In this article, the last of a six - part series, we look at the various investment options that are available for your retirement income plan. Retirement should be a time when you settle back and enjoy the rewards of a lifetime's hard work. But if you're like many people, you may be slightly uneasy about the prospect of living without a regular source of employment income. Sure, you'll have government and perhaps company pension benefits. And you'll have the income generated by the savings in your RRSP. But will it be enough? After all, your retirement may last for 20 or 30 years. And during that time, who knows what economic changes might take place? Such concerns are understandable -- particularly when you consider that government and employer pension benefits may not provide adequate protection against inflation. (In fact. given the growing financial constraints faced by governments these days, there's no guarantee that Canada/Quebec Pension Plan and Old Age Security Benefits might not decline in the future.) But if you've contributed regularly to an RRSP over the years, you have an important financial resource which, if properly managed, may allow you to generate the income you need under all kinds of economic circumstances. So what will you do with your accumulated RRSP savings.' Well, you could use the monev to purchase an annuity. This would provide you with guaranteed monthly payments for life, or a specified term. But if you want the flexibility necessary to enable you to manage your returns (and your income) over the long term, you'll probably find that it makes sense to put your savings into a Registered Retirement Income Fund (RRIF). Like an RRSP, a RRIF allows you to choose from a wide range of qualified investments including term deposits, GICs, and mutual funds. Similarly. a self-directed RRIF allows you to invest in stocks, bonds, mortgages (including your own), and other investments -- similar to a self-directed RRSP. The RRIF investments you choose will depend on a variety of factors, such as your age, your financial goals, and your personal approach towards investing. For example, if you have just retired at the age of 65, you may want to allocate a certain percentage of your RRIF to investments that offer the potential for long-term growth. Or, if you are older, you may prefer the safety of capital and predictable earnings of one or more income -bearing investments. You can set up a RRIF to be as elaborate or as simple as you like. (After all, not everyone wants to be an investment manager). But in most cases, you'll probably want to hold several different kinds of investment or at least, investments maturing on different dates. This is call diversification, and it's one of the most effective ways that you can improve your chances for gain, while minimizing the potential effects of any investment that fails to perform as well as expected. Bear in mind however that with a RRIF, there is the potential for sustaining losses, depending on the investments held in the RRIF. The important thing is that you could have the ability to respond to changes in market conditions.
