By NORMAN NELSON
Durham Staff
DURHAM - The heir appar-
ent to departing Canadian Prime
Minister Brian Mulroney
brought her leadership campaign
into the NDP stronghold of
Oshawa Tuesday night.
And Defence Minister Kim
Campbell said she hoped to
leave with the support of some
traditional NDP supporters —
the auto wvwkers.
She noted that auto workers
are starting to realize that NDP
policy is "counter productive" in
bringing investment and indus-
trial growth that create jobs.
She was referring to the
recent decision by the Canadian
Auto Workers (CAVY), Local
222, which represents about
13.000 General Moors workers,
to cut ties with the NDP. and to
put the issue before the entire
membership in May.
The Conservative party, she
said, must communicate the fact
it supports decent wages and
decent jobs.
The meeting, at a jammed
Holiday Inn conference room,
was picketed by half a dozen
members of Real Women of
Durham.
Lorraine McNamara said the
pickets wanted to make it clear
that "Kim Campbell doesn't rep-
resent all women."
She said the leadership hope-
ful represents a radical feminist
perspective which is in "com-

Inside, Ms. Campbell, in
response to a question. gave her
own view about being a feminist.
She said it simply defines
someone who "works to achieve
the equality of women."
Since women represent more
than half the population. she said
she feels "passionately about
women participating in the polit-
ical system."
And she reiterated that no
woman can represent the view of
all women anymore than one
man can represent the views of
all men.
"I can't relvesent all women.

five candidates that have so far
tossed their hats in the rase. The
winner will be selected by dele-
gates at the Tory leadership con-
vention June 13 in Ottawa.
Ms. Campbell, however,
didn't have the other Tory hope-
fuls in her sight~, but saved it for
the opposition parties.
She lashed out at Liberal
leader Jean Chretien for an unre-
alistic view of handling Cana-
da's growing debt
"I only have two words to say
to Chretien — cash flow."
Handling the debt she said, is
"one of the most important chal-
lenges facing us."

Region gets Blue Box grant from Province
DURHAM - The Region has
received funding from Queen's
Park for teaching the once -
skeptical Province a lesson —
that haste may indeed make
waste.
Since the Region became the
first major municipality to
switch from weekly Blue Box
collections of recyclable goods
to pick-ups every other week,
the move has proven to be more
economical and productive.
Durham waste reduction
coordinator Glen Pleasance
reports that, since the February
1992 implementation of less
frequent collections, the quanti-
ty of recyclables picked up has
increased by eight per cent. In
other words, now that residents
are filling their Blue Boxes less
hastily, they're reducing the
waste they're putting out at
curbside for disposal at dump
sites.
Because the decreased fre-
quency of Blue Box collections
has proven successful, the
Province recently gave Durham
Region $1,812,656 for its Blue
Box program.
Other municipalities had
been receiving subsidies from
the Ontario government even
couple of months.
But since provincial officials

Three cars damaged
in police pursuit
DURHAM - Police arrested a
Scarborough man after a high-
speed chase Monday night.
A Durham Regional Police
officer spotted what he thought
was an impaired driver heading
eastbound on Hwy. 401 in the
area of Brock Rd. in Pickering.
The officer, who was trans-
porting a prisoner in his vehicle
and couldn't take up the pursuit,
radioed in the call.
Ontario ProvincW Police took
up the chase on Brock St. in
Whitby when they spotted the
1993 Oldsmobile being driven in
an erratic manner, says OPP Con-
stable Bill Garnet.
The vehicle exited the highway
on Brock St. and headed north-
bound.
Two OPP cruisers pursued the
car with emergency lights and
sirens activated, however, the
driver refused to stop.
The vehicle continued east-
bound on Hwy. 2 travelling in
both the eastbound and west-
bound lanes at speeds of up to
120 kilometres an hour in a 50-
kmh zone.
While it was being driven in
both lanes, the car crossed in front
of an OPP cruiser and sideswiped
it. The vehicle then continued on
and struck a passing motorist's
car in the area of Hwy. 2 and
Anderson St.
An OPP cruiser was finally
able to get in front of the sus-
pect's car to box him in at which
point the driver then backed up
and hit the cruiser he'd struck ear-
lier.
Police arrested a 33 -year-old
man and charged him with
impaired driving, dangerous driv-
ing, driving while prohibited, fad-
ing to remain at the scene of an
accident, breach of undertaking,
breach of probation, and failing to
stop for pollee.
Councillor Wellman flip flops
on preserving Altona Forest
Change of heart ager his opposition made public
By JUDI BOBBITT
Staff Reporter
PICKERING - A Pickering
councillor has had a change of heart
on preservation of the Altona Forest
after a letter of opposition he wrote
to Queen's Park was made public.
Doug Wellman, local Ward 1
councillor, wrote to the Ontario
cabinet suggesting the Province
can't afford $10 million to save the
330 -acre forest from becoming a
subdivision, and Pickering can't
afford to give up the development.
But after the letter was leaked to
residents' groups and the press, Mr.
Wellman softened his position, say-
ing he'd "have a hard time not sup-
porting" preservation of the forest if
all the wrinkles are ironed out of the
deal.
The Province is considering giv-
ing S 10 million to the Metro Toron-
to and Region Conservation
Authority so it can buy the environ-
mentally -significant areas of the
property from owner Bramalca Ltd.
Frankly, the Town needs the
levies of this development to meet
its future financial obligations,- Mr.
Wellman wrote to cabinet. '"Then,
the re is the (issue of) ongoing man-
agement of the property. It already
is used as a dumping ground, haven
for teenage parties and dirtbike
competitions."
lie argued the provincial gov-
crrnment has "done more than its
share of lard conservation in Pick-
ering" and called ministry of natu-
ral resources and MTRCA staff,
who have reported on the environ-
mental significance of the site,
"young, idealistic biologists who
can find noble reason to protect
every species of flower and vegeta-
tion everywhere."
Now, Mr. Wellman says details
of the deal could be worked out at a
meeting today, Wednesday, involv-
ing officials from the Town, Region
and Province. "If it all works out to
the satisfaction of our planning
department and it's their recom-
mendation to proceed, then I'd have
a hard time not supporting it."
He says he wrote to Queen's
Park out of concern "that the
Province was moving in a direction
without dialogue with the Town",
and that Pickering could have been
"forced" to chip in toward the pur-
chase price of the forest
His letter to cabinet angered
councillor Kip Van Kempen, who
sits on an MTRCA board and who
took it upon himself to announce
the $10-rnillicin proposal earlier this
year. "It will be unforgivable if

Help feed

the hun ry
The Daily Bread Food Bank's annual Easter food drive begins tonight
and your help is needed more than ever. b
Every month the Daily Bread Food Bank helps feed more than
160,000 people in the Greater Metro area, including Durham Region.
This number is up from 147,000 at the same time last year.
As in past years, News Advertiser readers are being asked to fill
donation bags which will be delivered with our Thursday, April 8 edi-
tion. You can take donations of non-perishable food items to any full-
time fire hall, Loblaws or the McLaughlin Armouries on Simcoe St. N.
in Oshawa, the Region's food drive headquarters.
Canned fish, powdered milk, canned fruit and baby formula are most
needed. Other suggested food items include macaroni and cheese din-
ners, beans, canned stews, vegetables, peanut butter and rice.
Goods collected for the Daily Bread drive are distributed here
through various agencies.
According to Ray McKenna, Durham Region's food drive spokesman
and past -president of the Optimist Club of Oshawa, the volunteer food
bank sector has evolved into an important part of our society's support
system.
"Children are going hungry in our own community, and we are
focused upon relieving that situation as best we can," he says.
This year's food drive begins continues through Easter weekend to
Monday. April 12.
Besides donations of food, drive organizers also need volunteers to
help out at the Armouries between 9 a.m. and 5 p.m. on any of the food
drive days between April 8 and 12. For more information or to volun-
teer, call 414-5111 prior to Easter.
Please help in anyway you can.

To the editor,
This letter is in response to
Anne Shipley's cogent submis-
sion re: landfill concerns "V1'hv

1. The concept of regional
governments since their concep-
tion in 1974 Aa, to enable a more
practical method of maintaining
the affairs of local municipalities
by a collective administration.

new NDP government came into
power two years ago.
2. Anyone who wishes to
examine the history of the Brock
West landfill operation that com-
menced in 1974 can appreciate
why the present town council,
P.A.C.T. — as well as all con-
cerned residents — harbor existing
attitudes and bitter resentments.
Had Metro not "steamrollered"
this community and defiled both
Brock West and Brock N. perhaps
the present dilemma might not
exist Pickering is compelled to go
to the courts because of the uncer-
tainty of the future.
3. Metro Toronto had agreed to
recycle religiously during the
expropriation/purchase proceed-
ings prior to 1974. Not only did it
fail to comply there, it broke every
promise including the extension of
its five-year tenure here in Picker-
ing. Recycling is not mandatory
but I can tell you in a war -time
scenario evervthing would be
saved. Perhaps legislation is the
way to go; but how many people
would welcome policing of their
garbage bags? The packaging
industry under the control of the
Federal government may lobby
hard if legislation affects them.
4. I agree, landfill practises
seem to be an obsolete and waste-
ful method but the incineration
controversy rages on. Solid waste
combustion is extremely expen-
sive and leaves about 30 per cent
toxic ash per volume that has to be
disposed of; which leaves us with
the NIMBY problem. Exacerbat-
ing theincineration scenario, we
have only to look at the Commis-
sioner Street facility which was
shut down several years ago. then
state-of-the-art it turned out to be
one of the planet's worst polluters.
PACT opposes shipping waste out
of the Region; not only is it uneth-
ical but our government could bse
a lot of revenue. We demand a fair
1WA process, not a con job
because provincially -owned land
is dirt cheap. Unfortunately our
regional government doesn't give
a damn about Pickering.

Councillor's logic escapes reader
To the editor.
During the Pickering counci?

her efforts to fight what she
referred to as 'abuses of power
Her comments were in reference
to the Town council's handling of

As Is usuaiiy the case with
Councillor Higdon. her logic

I feel the need to share with
you one man s point of view a ii
relates to these issues.
As a family man I look up to
and admire the man, vomer in

aunts or friends. they all pertorn.

They, care ter families, commit to
careers, enhance the communities
which the-, %e in and on occa-
sion they even get a peaceful
night's sleep.
If I were to take a retrospective
look at the complaining that I've
done when the pressures of busi-
ness started getting me down,
there to support me were the
women in my life. They didn't
counter with their own tales of
woe, rather. they took the weight
of m., proMen; and just added it to
the man-, they deal with on a daily
basis.
As a business executive I am
witnessing the rise of women to
their rightful piace in world of
commerce as full and equal part-
ners. In my opinion this evolution
is coming about because of the
active Imolycment of many
women in creating an awareness
of the enormous talents which
they pcsscss. Also. there is
mcreasea unocrstanding by busi-
ness that women represent a valu-
able resource for organizations
wanting to grow and prosper

in-home estimate
through the contributions of all of
its members, regardless of their
gender: and a growing sensitivity
by all members of society to the
injustices that women have
endured in the past.
It's refreshing to see that man
men now look up to women as
role models in their ability to han-
dle two or more careers, coupled
with all of their other responsibili-
ties. and do it all well.
But whe do these superwomen
look up te' Most i am sure have
role models of their own. and like
men. the-, often seek public fig-
ures that appear to parallel their
own Ryes
As council's lone female mem-
ber. Councillor Higdon is in a
unique position to fill that need
for many women in the communi-
ty. This is a big responsibility and
indeed a position of significant
power.
However. do. emotional out-
bursts at council meetings provide
the necessary role model for
women in this community" Does
faking falling asleep during bud-
eet sessions serve to enhance the
contribution that women are mak-
ing in our municipal government'?
Was she indeed faking? Does par-
ticipation in various side discus-
sions while delegations are
attempting to make a point display
the kind of sensitivity that pre-
sumably sets women apart from
many of their male counterparts"
For years women have been
battling an unfair stereotype of
being unable to deal with the
complexities of big business or
government professionally, and
these behaviors do little to help
them.
I share Councillor Higdon's
disgust with anyone who abuses
power, but as Michael Jackson
said. (or maybe he should have', if
she is concerned with abuses of
power, perhaps she should look at
the woman in the mirror.
Women's rightful place as full
and equal members of our society
without having to fight for it
every step of the way. will come
to fruition despite the damage that
some are doing under the guise of
attempting to enhance it.

Election
audit
request
denied
again
PICKERING - For the second
time, Town council has denied a
request to audit the campaign
paperwork of two candidates
who ran in the last municipal
election.
The audit is being sought by
resident and former politician
Alex Robertson, who's question-
ing the way election receipts
were filled out by councillor
Maurice Brenner and former
councillor Doug Dickerson in the
November 1991 election.
"I have no personal animosity
toward anybody," Mr. Robertson
told council Monday. He argued
an audit "will prove things one
way or another."
His request was supported by
councillors Kip Van Kempen
and Eileen Higdon, but denied
by the majority of politicians.
The errors made on receipts
were described as technical by
Town clerk Bruce Taylor in an
earlier interview.
Last year, Mr. Robertson
unsuccessfully sought an audit of
the declared campaign expenses
of Mr. Brenner, Mr. Dickerson
and councillor Rick Johnson. He
was turned down by both council
and the provincial Commission
on Election Finances.
But council may not have
seen the last of Mr. Robertson. "I
assure you, I'm not going to let
up on this until this council
shows everything is clean," he
told politicians_

Old home may be demolished
By KEITH GILLIGAN
Staff Reporter
AJAX - A 150 -year-old home on Hwy.
2 may be demolished to make way for a
new shopping centre.
Markborough Properties vice-president
Donald Logie says the home must be
removed from the north side of Hwy. 2
east of Harwood Ave. to accommodate a
500,000 -square -foot mall which will
include a Costco Wholesale warehouse.
Mr. Logie says an architect hired by the
company will report to the Town soon on
whether the house could be moved. That
would cost about $100,000, he says.
Ward 3 councillor Steve Parish told
colleagues Monday Markborough had
"assured" the Town the home would be
preserved but has since asked for an appli-
cation to demolish the building.
Ward 1 councillor Frank Schaper says
the home hasn't been designated a historic
property, but the Ajax Local Architectural
Conservation Advisory Committee
(LACAC) would like it to be.
Mr. Schaper, council's representative
on LACAC, says the home is historically
significant because of its age — it was
built in the 1840s — the thick granite
walls and the work around doorways.
"The doorways and windows are
unique. You won't find them elsewhere.
Certainly you won't find it anywhere in
Durham Region," Mr. Schaper says.
The Town has "no proof" the home can
be moved, he says.
"Only a historical architect can deter-
mine if the home can be moved and we
haven't had a historical architect say it
can be moved."
LACAC would prefer the home remain
where it is, but would accept moving it to
another location on the Markborough site,
reports Mr. Schaper.
Mr. Logie says the company
approached Cullen Gardens in Whitby
about taking the home. "They weren't
interested. Believe me, we've tried."
The layout and size of the home make
it unsuitable for a use such as a restaurant,
Mr. Logie says.
Markborough's demolition application
will be discussed by council's executive
and development committee at its meeting
tomorrow, April 8. It begins at 2 p.m. in
the committee room on the second floor of
theTown hall.

Scintillating Lenny Kravitz
goes his way with new disc
Lenny Kravitz - Are You
Gonna Go My Way (Virgin):
Kravitz was something special,
right from the start, but his influ-
ences (John Lennon, Jimi Hen-
drix, etc.) defined him, rather
than supported him. On this his
third LP, he's finally got it just
right, putting everything togeth-
er, but not overpowering his own
distinct vision. This may well be
his best yet, with some blistering
rock (including the scintillating
title track), but even more ele-
gant balladry. Kravitz has
arrived in that special place
beyond mere commercial suc-
cess.
The Chieftains - The Celtic
Harp (RCA Victor): This is the
third album in 18 months for Ire-

ferent. The first two show Paddy
Maloney and the lads at their
versatile best: live in concert and
in duet with several American
country music stars, as well as
rock icon Roger Daltrey. Their
latest is different still — a sub-
lime tribute to Irish composer
Edward Bunting. Several tracks
are performed with the Belfast

band rarely kick up their heels,

DURHAM - The opportunity
to go to summer camp may
seem remote for children with
asthma.
Young asthmatics find a day
without breathing problems a
privilege. For that reason, ven-
turing away from the safety of
home and going to camp could
be a frightening prospect.
But, the Asthma Society of
Canada makes summer camp a
reality for asthmatic children.
This year's camp for asth-
matics from seven to 15 years
old runs from Saturday, June 26
to Saturday, July 10.
Youngsters will enjoy all the
usual camp experiences —
swimming, canoeing, windsurf-
ing, kayaking, archery and
more — safe in the knowledge
there's 24-hour medical care
with two nurses present in addi-

the Don Beer Arena on the week-
