Town must curb car use and create jobs, say planners
PICKERING - Reducing automobile use in
a Town where traffic gridlock will worsen
and creating more job opportunities here are
among aims of planners in Pickering, which
will one day be home to about 200,000 peo-
ple.
The priorities have emerged in discussions
with residents and landowners as part of a
current review of the Pickering District Plan.
Town staff expect to have a new Pickering
Official Plan finished by 1994, which will
identify goals, objectives, policies and maps
showing how the Town intends to deN,e!op in
future.
In their first report on the ongoing review,
staff have identified the top 10 community
planning issues as:
O Articulating a clear community vision;
J Establishing a new municipal planning
framework (adjusting neighborhood bound-
aries);
J Respecting natural systems and features
(Ecosystem planning and environmental man-
agement),
0 Ensuring a healthy local economy;
O Maintaining a distinct rural area:
❑ Creating a vibrant, health} urban area:
O Reducing autornohile uu and dependen-
cy:
D Demanding quality community design
(establish a design -review process and
increase understanding of what constitutes
good design);
Establishing a Pickering pedestrian -
bicycle trail system;
Conserving Pickering's cultural her-
itage.
Each priority is examined in more detail in
the report, titled Planning Backgrounder No.

Construction begins soon
at Harwood Secondary
Changing nature of workforce needs
forces school curriculum alterations
AJAX - Construction will begin soon at Harwood
Secondary School in preparation for its change from a
vocational school to a full -program one.
The Durham Board of Education will enlarge two
science rooms and five classrooms there beginning
May 1. Work should be complete by the end of
August.
The classes, sized for a vocational school, now
hold up to 20 students. When the school becomes a
so-called regular high school in September, those
classes must accommodate up to 30 students.
In the meantime, classes disrupted by construction
will be held in an extra portable, the cafeteria, library
and shop areas.
The board will receive a grant of $175,000 from
Jobs Ontario for science room renovations. Cost of
construction is $349,000, while the total bill comes to
about $448,000, which covers such additional expens-
es as consultant's fees, a building permit and GST.
Among the reasons for the change to Harwood is
tbr, 0owng collum of workfgrcc nous, *A, q "un-
tied decline in enrolment at vocational schools.
(Harwood now has a student population of ahnost
600. That number was expected to drop to about 400
in the next few years if changes weren't made.)
The changes are also due to a ministry of education
initiative to destream Grade 9, which meals students
will be placed in one class rather than basic, general
or advanced levels.
Harwood will offer broad-based technologies
instead of specialized technical studies, as it does
now. Among the concepts which will be integrated
into the new program are communications, construc.
tion and manufacturing.
Students already enrolled in technical studies will
be able to complete their diploma. And all students
entering Harwood in 1993 will have the option to
select technical studies in Grades 10, 11 and 12. The
school also plans to offer an Ontario Academic Credit
(OAC) in technology.
Harwood will be renamed Exeter High School in

PICKERING - An urban

undertaken west of the Pickering
Town Centre, council has decid-
ed.
The study will focus on the
area bounded by Hwy. 2, Hwy.

bridge. The area comprises large
tracts of underdeveloped lands,
according to Town planners.
Council approved the study
earlier this month, agreeing the
Town will pay a maximum of
S10,000 on the project. Commer-
cial landowners will pay the
remainder of the study cost,
expected to total about $42,800.
Consultants propose the study
examine criteria that includes
traffic patterns, potential road-
ways, pedestrian links, ownership
boundaries, existing buildings
and their potential for redevelop-

Opinion
Too many questions
The decision to destream Grade 9 classes in Durham Board of Educa-
tion high schools could be a matter of too little, too early.
In tough times like these, there are too few resources going around to
make this potentially good idea work in practice. And it's too early in the
sense that the system is not yet prepared to handle the problems that will
undoubtedly arise because of destreaming.
Advocates of destreaming say it is long overdue. Grade 9 students are
too young to really know what they want to do with their lives, they say,
and these changes would give them some added maturity and the extra
time needed to make more informed decisions.
The way it is set up now students barely have time to adjust to the high
school environment before they have to choose their level of study, either
basic, general or advanced. In a destreamed system they wouldn't have to
make those choices until Grade 10.
But some parents are saying if the system is changed now it will put
children with learning disabilities at even more of a disadvantage than
they are at already.
They worry that such changes, in combination with cutbacks to staff,
will do more damage than good. At least 25 teachers working in special
education programs are being cut in September in the Durham system.
That means children with learning disabilities will get a double wham-
my -- they could be forced to deal with a program that is too difficult,
while traditional supports are being pulled from beneath them.
Parents of high achievers have concerns of their own. They say their
children will be held back in a destreamed system. 'Bright students won't
be met with the challenges they need to reach their full potential.
Destreaming may work in the future, but right now there are too man}
protests from unhappy parents and too many questions being asked for
comfort. It is a shame that we are unable to stride into this new program
with more confidence.
At this point the plarLs for destreaming Grade 9 in the Durham public
school system are set in stone. So, lets hope the yea -savers are right, and
that it turns out to be beneficial to those it will affect most -- the students
who are our future.

a witness, invited to comment on
the government's plans to
adversely change the U.I.C. pro-
gram.
Apparently, Mr. Soetens took
exception to the witness' sugges-
tion that cheating was more
widespread among members of his
Conservative government, as a
percentage, than among U.I.C.
claimants. So much for the truth
and the parliamentary tradition of
upholding the right to dissent.
MaoLle yon
Whatever explanation Mr.
Soetens might offer his con-
stituents in defence of this despot-
ic act of government by decree,
the real tragedy of this episode
was that the local media failed to
report what the "MP who would
be King" was doing in Ottawa
with even the most limited powers
afforded him as a backbench
member.
The news that "Prime Minister
Rene" had abandoned his bid to
seek the leadership of his party
due to limited national support
was hardly astonishing. His ruth-
less use of parliamentary hijinx
(otherwise known as "privilege")
to stifle criticism and gag the
opposition, represents for all
Canadians an odious abuse of
authority and a calculated attack
on one of our most cherished of
democratic tenets — the freedom
of expression.
With a federal election loom-
ing, voters and candidates, alike,
who dare to challenge the record
of Mr. Soetens and the Mulronev
government, both of which are
inextricably linked, would do well
to first familiarize themselves with
knowing one's rights and obliga-
tions in a democratic election.

Teen escapees
back in custody
after cops collar
truck thieves
DURHAM - Two young offenders who
escaped from an Ajax detention centre March
17 are today back in custody and in more trou-
ble.
They were among four youths arrested after
truck thieves led cops on a foot chase through
an Oshawa creek Tuesday night.
Durham Regional Police on routine patrol
around 8:30 p.m. near Storie Park spotted a
parked truck stolen from Ritson Rentals earlier
in the day.
Police called in the Tactical Support Unit
and staked out the truck. Four people
approached the stolen vehicle and, when they
spotted cops, they fled into the Oshawa Creek
area.
After chasing the suspects through brush
and waist -high water, police captured three of
them. The fourth turned himself in at Oshawa
police headquarters around 3 a.m. Wednesday.
Three males aged 14, 15 and 16 were
arrested along with one 15 -year-old female, all
of Oshawa. Two of the youths were AWOL
from Rotherglen Centre, a detention facility
for young offenders.
All four were arrested for possession of
stolen property and two were charged with
theft.
The truck had te=en damaged by the sus-
pects as they tried to disguise the vehicle by
removing decals, say police.

At the movies...
Born Yesterday cute
little comedy -romance
By BRUCE FROUDE
Durham Staff
v grandfather once
told me that husbands
and wives should
never work together.
There are just too many prob-
lems when loving couples decide
to share the same workplace.
Things like who makes the
first pot of coffee'.' Who empties
the waste paper baskets' And in
the case of Born Yesterday who
gets top billing:'
It's Melanie Griffith over Don
Johnson if you're wondering. As
a matter of fact Johnson is even
behind the big guy himself, John
Goodman.
My grandad should have
talked to Johnson and Griffith
about this working together stuff,
not to mention Woody Allen and
Mia Farrow.
Born Yesterday is a cute
movie about a show girl, her
domineering boyfriend (Good-
man) and a newspaper writer
(Johnson).
The problem is nobody really
believes that Johnson and Grif-
fith can't keep their hands off
each other. We know they are
going to end up together, so why
tease us with 90 minutes of
filler''
Billie Dawn (Griffith) is an
amply -designed show girl with
the class and smarts to match.
It's this lack of polish that makes
Harry Brock (Goodman) decide
to hire Paul Verrall (Johnson) to
get out his sandpaper to refine his
mann squeeze.
The main problem with Billie
Dawn is she just isn't dumb
enough. She's more aloof and
,lazy than dumb.
Born Yesterday is supposed to
be about Billie Dawn discovering
there is more out there than her
bullying boyfriend.
This movie of discovery
reveals very little. And what it
does reveal is done with the sub-
tlety of a see-through blouse.
The story, taken from the play
by Garson Kanin, is old and
somewhat tired. It isn't very grip-
ping or appealing. But some peo-
ple out there are going to find
this movie a whole lot of fun.

TWO GREAT WEEKENDS A
Credit the supporting cast and
not the lovebirds.
The best characters are Good -
man's Brock and Max Perlich's
I.J. These two roles are interest-
ing, but Griffith and Johnson hog
Also playing, , ,
MAD DOG AND GLORY
(AA): Robert De Niro stars as a
gentle cop (nicknamed Mad Dog)
who receives a strange thank you
gift after saving the life of a tough
gangster played by Bill Murray.
The gift — one week with a
woman named Glory (Uma Thur-
man). De Niro falls for Glory,
despite knowing that he will have
to fight for her. Interesting.
FALLING DOWN (AA): The
day in the life of a laid -off defense
worker ('.Michael Douglas),
estranged from his wife and
daughter, and driven beyond frus-
tration in an endless traffic jam.
After leaving his car in the middle
of the freeway, he crosses the city
on foot leaving behind him a trail
of destruction as his sanity begins
to crumble. Also stars Robert
Duvall as a police officer.
GROUNDHOG DAY (PGI:
Bill Murray and Andie MacDow-
ell star in this romantic comedy
about a self-centred television
weatherman, Phil Connors, who
has only one day to live — over
and over and over again. Sent
once more to Punxsutawney,
Pennsylvania, to cover the annual
Groundhog Day festival, Phil
finds himself stuck in time, end-
the spotlight when they shouldn't.
Let's hope they spare us the
bother of having to watch them in
another movie together. At least
it appears Woody and Mia are
going to.
lessly repeating February 2. With
no tomorrow to worry about, Phil
becomes both master and victim
of his peculiar predicament.
SOMMERSBY (AA): Set
after the Civil War, Sommersby
follows a man as he returns home
several years after he was pre-
sumed dead. He arrives armed
with ideas and vigor, and soon
brings his town back to prosperity
and turns his once -bitter marriage
into a passionate romance. Despite
his many accomplishments, suspi-
cions arise that Jack Sommersby
(played by Richard Gere) may not
be the man he says he is. Also
stars Jodie Foster.
hIATINEE (PG): It's flash-
back time as John Goodman plays
a movie mogul trying to sell his B
film, Mant. It also happens to be
1962 — the year of the Bay of
Pigs Cuban missile crisis in Key
West, Florida. Scary stuff.
SNIPER (R): Tom Berenger
and Billy Zane find the jungles of
Central America a landscape of
action, adventure and suspense.
The two men — a veteran marine
sniper and his untried new partner
— are not a match made in heaven
and fight with each other more
than the enemy.

DURHAM - A Cantel telephone
used by registered nurses for emergen-
cy calls was lost in Ajax Tuesday
morning.
The Durham Association for Fami-
ly Respite Services, which depended
on the phone in medical emergencies,
is appealing for its return. It's now of
no use to anyone else as Cantel has
cancelled outgoing calls on the phone
and incoming calls are being re-rout-
ed.
But the loss of the $350 phone is a
blow to the Whitby -based, non-profit
association, which provides in-bome
care by registered nurses to sick chil-
dren. The nurses take over the care of
the child when parents are absent from
the home.
The missing telephone was regular-
ly carried by a nursing supervisor. so

and nursing staff could reach her in
the event of a medical emergency.
Some of the children cared for have
special medical needs, and all are on
medication.
"It's a pretty big loss for a non-
profit association to take," says Mary
Wilson, coordinator of volunteer ser-
vices.
The telephone has been replaced,
but the association doesn't know if it-,
insurance will cover the cost, says
executive director Mayah Sevink.
The telephone was lost by an off-
duty, on-call staff member on the
beach at the foot of Pickering Beach
Rd., Ajax, between 9 and l 1 a.m.
Tuesday morning. Anyone finding it is
asked to return it to a Cantel location:
no questions will be asked.

or a spec[ is term.
The alternative is to purchase an indexed annuity. These start with lower payments than a comparable non -indexed annuity, and increase gradually
according to a predetermined formula.
But even indexed annuities do not provide you with much flexibility; like any other armuity, their payment schedules are calculated in advance,
based on current and anticipated inflation and interest rates. So, if inflation rises faster than expected -- you could have a substantial reduction in the
purchasing power of your retirement income.
In general, a very effective way to protect yourself from inflation is to choose a registered retirement income fund, or RRIF Why? Simply, because
a RRIF, like an RRSP, gives you the freedom to choose how your retirement capital is invested, thereby allowing you to respond to changes in
economic or market conditions.
For example, let's say that the current rate of inflation is 3 per cent and that interest rates are 8 per cent. If you purchase an annuity, you lock
yourself in to these rates -- which may not present a hardship to you if the rate of inflation remains stable (or declines), but may become a financial
concern if the inflation rate rises sharply in the future. With a RRIF, you control the way your capital is invested and can diversify to avoid being
locked in to one rate or term.
RRIFs also allow you to hold other types of investments -- including stocks, bonds, mortgages, money market instruments. or mutual funds that
invest in these securities — many of which may offer even better opportunities to combat inflation. Bear in mind however that with a RRIF, there is
the potential of sustaining losses, depending on the investments held in the RRIF.
We'll look at some of these opportunities in part six of our series.

Ajax women lead Ontario field lacrosse team
Six local players set to suit up for provincial squad at nationals in Oshawa in July
By AL RIVETT
Sports Reporter
AJAX - Area players will form
the heart and soul of the Ontario
women's field lacrosse team
which is shooting to become
national champions in Oshawa
this summer.
Six Ajacians are part of the 19 -
member Ontario women's team
set to compete at the 1993 Intra
Travel Canadian Field Lacrosse
Championships, slated for
Oshawa's Civic Fields July 1 to 4.
The championships kicked off

provinces,
including

Anne Windover Columbia,
Alberta,
Saskatchewan, Manitoba and
Ontario, will vie for the 1993 title.
The same five provinces are
expected to compete in the Cana-
dian junior championships, also
hosted in Oshawa.
Ontario head coach and former
Ajax High School physical educa-
tion teacher Barb Boyes says the
Ontario team is poised to take it
all this year. After seven silver
medals at nationals, including a
second -place finish at the 1992
championships in Calgary, the
Ontarians will be looking to
unseat perennial champs from
B.C. for the gold medal this year.
"I don't think we'll be satisfied
with anything less than a win,"
says Boyes, who's also the nation-
al team coach. "We'll definitely
be playing to win at home in
Oshawa."
Kelly Courtemanche, Jennifer
Del Monte, Kyla Gray, Audrey
Kelly, Deb Nolan and Anne Win-
dover — all of Ajax — will all be
on the field for Ontario at the
nationals.
Courtemanche, 20, and Del
Monte, 17, both in attendance at
the press conference, say they
have mixed feelings about playing
in the national championships so
close to home.
"It's exciting, but there's defi-
nitely more pressure on you," says
Courtemanche, in her third year
with the Ontario 'A' team. "All
your friends and family will be
watching you, so obviously it's
going to be a little nerve wrack-
ing."
Del Monte, now with the 'A"
provincial squad after three years
in the 'B' program, adds the
Ontario squad has more experi-
ence this year and will be better
able to handle the pressure of the
nationals.
"We're used to the routine and
the pressure. We have a few new
players, and it's a bit difficult
learning to play together, but the
more we play together, the m(we
confident we'll get," says Del
Monte, a Grade 12 student at
Denis O'Connor High School in
Ajax.
Gray, 21, has played with :he
Ontario 'A' side for four years,
while Nolan, 21, joins the provin-
cial squad this year.
The Ontario squad also boasts
two national women's team mem-
bers from Ajax. Anne Windover,

chosen for the national squad last

Puck stoppers can stop hunger
at upcoming free goalie clinic
AJAX-PICMUNG - Hockey goalies can learn the fine art of stopping
pucks while doing some good for the area food bank at a unique clinic at
Art Thompson Arena in Pickering.
The first Break the Ice Food Drive is set for Good Friday,
April 9. Organized by Todd Lawson Goalie School and pie_
Mitchell Enterprises Custom Design Equipment, the
event is free to minor hockey goalies, with a dona-
tion of non-perishable food items.
"Me purpose of the clinic is to replenish the Ajax
and Pickering Food Bank at the Salvation Army for
Easter. Instead of $10 or $15 for ice time, those who GV"
come out can bring that amount in non-perishable food
items instead," says Lawson, who ran a similar clinic in
Pang Sound which proved to be a great success.
The goalie clinic starts at 2 p.m. on April 9 with a half-hour off -ice ses-
sion on the sizing, storage and protection of goalie equipment. The on -ice
session features two full hours of instruction from 3 p.m. to 5 p.m.
Each player will receive a souvenir jersey and a picture which will be
mailed at a later date.

It is a common sight in auto-
motive advertising these days. It
seems every car manufacturer
offers a "special edition- version
of its models. It almost leads one
to question. "What is so special
about it""
This week's Roadtest deals
with one of these "special" vehi-
cles — the Acura Integra RS
Special Edition sedan. And, no
one had to twist my arm to get
me to test drive this vehicle.
a is a special treat
The Integra is an affordably -
priced upscale automobile. The
real treat is that Honda —
through its upscale division.
Acura — brings this vehicle plat-
form to the marketplace starting
under S20.000.
The Integra is already a popu-
lar model. but Acura decided to
offer a "special edition" vehicle
for the 1993 model year. The
Integra is available in four trim
levels — RS. LS. GS and the GS-
R performance coupe, which fea-
tures Honda's acclaimed Variable
Valve Timing and Lift Electronic
Control (V TEC) engine produc-
ing 160 hp.
This "special edition" vehicle
is a base -trim RS with a few bells
and whistles thrown in to make
for great value. The Integra RS
Special Edition sedan can be had
for S 19.995. That price includes
air conditioning, upgraded sound
system with power antenna.

Committed to total
customer satisfaction
When a business has a Ione
history in a certain area, it is easy
to sit back and rest of the laurels
of past service. That is not some-
thing Kingchurch Nissan is about
to do.
The Ajax dealership has cer-
tainly been selling and servicing
automobiles in Durham Region
for a number of vears. but there is
a whole new attitude.
"Ihe dealership changed hands
in 1991." says Kinechurch Nissan
sales manager William Chu. "we
are operating a new dealership
with a new owner and new staff.
but the quality service we provide
remains the swme.
As the name implies.
Kingchurch Nissan started out at
the intersection of King and €
Church streets in Pickering
Village. in the late 1980s. the €
dealership moved into a more
modern facility at 375 Bayly St.
W., just east of Westnev Rd. in
Ajax. But that is not where the
growth stopped. Kingchurch €
Nissan, like Nissan itself, contin-
ues to strive for total customer sat-
isfaction.
"Nissan wants to establish an
image that is uniform through the
whole corporation right down to
the retail level," Chu explains.
"Everyone is trying to accomplish
those goals and you have to be
really creative."
The Kingchurch sales manager
admits that is one of the reasons
why he joined Nissan.
"In this business, you can't get
away with following in other
people's footsteps. You have to be
creative," he says, "and that is €
what attracted me to the Company
and why I joined Nissan."
Nissan Canada places a lot of
emphasis on the customer satis-_.
faction. The company relies on
discussions and meetings, where
the manufacam "likes to listen to ;
llle dealer,~ Chu says.
"We are the outlet that deals
with the public." the sales manag-
er says. "Because the company
places so much emphasis on cus-
tomer satisfaction. it is up to us to
convey that to the public."
Nissan leads the automotive
industry in many areas including
developing and implementing
programs that address environ-
mental concerns — like CFC -free
air conditioners and water-based
paint — and was fust in establish-
ing a 24-hour telephone -service to
field customer questions and
problems. With those programs in
place, it is up to the dealership to
carry on with the commitment to
customer satisfaction.
"Being a dealership is not just
about selling cars.- Chu says. "We
are more than just an outlet to get
the vehicles out to the people. We
look after people's all-around
needs.
Kingchurch Nissan offers com-
plete service. parts and body shop
facilities. The service department
is open from 8 am. to 6 p.m. from
Monday to Friday and from 9 am.
to 3 p.m. on Saturday. The dealer-
ship offers "shuttle bus" facilities
to pick up and drop off people at
home or at work while their vehi-
cle is in for service.
We look at each and every
customer as a long-term cus-
tomer," says Chu. "Our job and
our association with people
doesn't end at the time when sell
them a car."
Dependable cars and friendly
service — that is what you can
expect from Kingchurch Nissan.
Afterall, the customer doesn't
deserve and shouldn't expect any-
thing less.
"You wouldn't buy a car or
trust your car to people you don't
feel comfortable with," Chu says.

fortable and we are committed to

The appeal of the Integra
starts with its styling. The car is
built low to the ground and looks
very sleek. Even in the test car's
sedan body style. the Integra
looks ready to tackle the road.
This is no ordinary family sedan.
Driving position is comfort-
able and offer goods visibility.
Instrumentation is within easy
reach and equally easy to under-
stand and operate, which is no
surprise — it's a Honda afterall.
The inside tan color compli-
ments the dark green exterior
perfectly. hly only gripe about
this car is that the top portion of
the dash is black. A dark color
comes in handy in cutting down
glare, but it detracts from the
overall interior look of the car.
What attracted me to the
Integra, the first time I drove one.
was the car's road manners. It is
stable and gobbles up curves with
ease. The ride• thanks to the inde-
pendent double -wishbone with
coil springs and stabilizer bar•
offers a smooth ride. I take all
my test-drive vehicles over one
particular route, which allows me
to get a comparison feel between
cars. This route offers a myriad

of road conditions and the Integra
handled them all with flying col-
ors.
Earlier. I mentioned Honda's
VTEC powerplant which pro-
duces 160 hp and is available in
the Integra GS -R. The standard
engine. which powers the other
Integra models (including the test
vehicle), is no slouch either. The
1.8 -litre. double -overhead
camshaft (DOHC), 16-valver
generates 140 horsepower and
produces 126 lbs./ft. at 5.000
rpm.
Our RS Special Edition sedan
came with the optional four -
speed automatic. This gearbox
didn't drain the engine of any its
power — as is the case with most
automatic transaxles — and pro-
vided smooth acceleration, both
from a standstill and when pass-
ing. which made the Acura
Integra RS Special Edition sedan
a special treat to drive.
But being a special treat to
drive is only part of the appeal of
this vehicle . The Acura Integra
RS Special Edition sedan offers
great value for the dollar. It is not
everyday you can put an upscale
vehicle in your driveway for
under S20.000. Then again, you
can't find a car like this everyday.
Washing cars for charity
The folks at Pickering Toyota want to wash your car.
On April 10. the Pickering automotive dealership is hosting a food
drive in conjunction with the Salvation Army.
Bringing in a non-perishable food item or making a cash donation
to the Salvation Army gets your car washed ahsolutely free.
