They have initiated an Alternate Response Unit to deal with non -emergency calls for help. "R's been an enormous success so far," according to Sgt. Gord McKechnie, who is in charge of the ARU and directed patrol unit. "Any non -emergency, when there's no threat to life, limb or property, will be handled by ARU." Police announced the new response unit at a press conference on Friday. The pilot Alternate Response Unit will operate in I District which encompasses Whitby, Oshawa and Newcastle. After an evaluation of the new service, it could be expanded throughout the region by 1994. Manned by two officers at Oshawa's 17 Division from 7 a.m. to midnight, the ARU will receive any non -emergency calls and deal with them over the phone. Members of the public can fill in their own reports at the police station or send the forms over by fax. If a non -emergency situation needs an officer to attend, the 4= unit will respond at a time that's convenient for the complainant. There are two mobile officers in Oshawa and one each in Whit- by and Newcastle for the ARU to attend calls in person when necessary. Non -emergencies include calls for services such as after - the -fact break-ins and thefts, frauds, noisy parties, dog bark- ing beefs, motorcycle or snow- mobile complaints, property damage, or youths loitering. The new system frees up offi- cers on patrol and officers who are needed for emergencies. Staff Sgt. Jim Adams of ; f Whitby's 18 Division said by handling non -emergency calls: over the phone, police can either deal with the issue, direct the caller to other agencies, or give advice on the situation. "Where we were sending cars in the past we'll direct those calls in a different way," said Staff Sgt. Adams. "It will free up time for patrol units and get the police more involved in the com- munity." The police department is now able to have six officers on foot patrol full-time. Two are in buds south Oshawa and four others cover the downtown core. The new system is getting the force back into community-based policing. "It's an old-fashioned type of policing when police officers get to know the public they're serv- ing," said Staff SgL Adams. From March 15 to March 21, the ARU handled 238 calls for service. Of those, five were redirected to the regular police units. Out of 233 calls, 76 of them required ARU cars to attend and the rest were dealt with over the phone. "It's a way of doing business in the `90s (in polic- ing)." said Sgt. McKechnie. WE'LL GIVE YOU SOMETHING TO SMILE ABOUT! Healthy teeth look better, feel better and last longer. Retailer EWS CH 28, 'If you don't come to fight dump, they build it' FROM PAGE 1 the message there's no opposition to a dump here, organizers fear. "If it looks like the community doesn't care, we're done," says David Ryan, chairman of a mayor's -citizens' task force against landfills. He calls the threat of another Pickering dump "the field of screams. If you don't come (to Thursday's meeting), they will build it." The IWA, in searching for a Durham -only landfill that will operate for 20 years, has targeted Pickering with four of five candi- date sites. But task force mem- bers are afraid the chosen site could end up taking garbage from all across the Greater Toronto Area for the next 30 years. And, they suspect the Province's preferred choice will be a site adjacent to the existing Brock West dump which — aceording to Pickering -Ajax Citi- zens' Together (PACT) for the Environment — is already being overfilled and is leaking toxic leachate into ground water_ A new Pickering dump could end up taking another Region's Ryan trash if that Region develops operating problems with its own dump, according to David Strain and David Steele, both members of PACT. "If Pickering doesn't fight it, it's going to be the garbage capi- tal of all Ontario," predicts Mr. Strain. "We've already put up with Brock West — the odors, the sea gulls, the trucks. We expect that to happen again...How much more abuse Business applauds bigger toll-free zone FROM PAGE l small business," says Andy Emmink, chairman of the Ajax -Pickering Board of Trade's government relations committee. "By and large, people are going to benefit. You're marketing on the phone, taking orders on the phone. I'm going to be saving money on my home rates, as well." The plan would see residential customers in Ajax and Pickering paying $17.30 a month for Bell service instead of the current $15.85; business telephone rates would jump to S57.75 from $54.50. On its face, it looks like a reasonable proposal," says Mr. Emmink. who'll be recommend- ing the Board of Trade endorse it. Tom Band, a section manager for Bell Canada, says local reac- tion to Bell's Community Calling plan has been balanced: Some people like it, some don't. "So far, there's been a number of positives. Yet, there's the same number of negatives," says Mr. Band. He'll be giving a pre- sentatiou on the proposal to Pick- eting council April 5 and is try- ing to arrange a date when he can speak to Ajau council. "It's cm- cial we get their support; there are big benefits to a lot of our customers." The CRTC will bold a bear- ing on tie proposal an May 17 in Hull, Aute.; local residents and groups are invited to participate. Meanwhile, Bell Canada has applied for a general rate incxrase, its first in 10 years, to take elect April 1. It was eapea- ing a decision by the CRTC on that application Friday. Adds Mr. Steele, "If you do not come and support the task force, and give your comments to Walter Pitman, you can expect the biggest landfill site, without any doubt, in Pickering...tf you don't come oui, don't complain when you get it." The IWA is scheduled to announce its preferred Durham Region dump site this summer. The agreement comes just weeks after fact finder Heather Crisp expressed doubt over an early settlement. She was appointed by the Edu- cation Relations Commission to report on contract negotiations between the board and its teach- ers. She suggested the Ontario Public School Teachers' Federa- tion (Durham) was "out of touch with social and economic reality" and should lower its wage demands. At the same time, Nis. Crisp said the Durham Board of Educa- tion's "doomsday scenario" was exaggerated and it should dig into its coffers for a slight pay increase. She recommended all salaries and allowances be increased by .5 per cent in the one-year contract for 1992-93. Teachers have been demanding 1.6 per cent, while the board has been offering zero. "She did not accurately report what was happening in Durham," criticizes teachers' federation president Bill Butcher. "She wasn't able to pick up what was important to both sides. She had no sense of what was going on." Negotiations "have been long and drawn out" since they began last June, Mr. Butcher adds. (Board chair Louise Farr couldn't be reached for comment.) Teachers will look at the agree- ment Wednesday and vote on it Friday. If it's accepted, school board trustees will ratify the deal at their next meeting, April 13. The public school board has 92 elementary schools, which have a combined enrolment of more than 35.000 students. MARCH 216"93TAGZ S Destreaming 'good for kids': principal DURHAM - Destreaming Grade 9 classes "buys kids critical time" before they make an important life decision, says a high school principal. "A child is not just a brain," Harwood Secondary School principal Lyn Parr said Wednesday at a meet- ing held at the Ajax school by the Quality Education Network (Durham). "This is good for kids" because they already face emotional and physical changes when they enter high school, she noted. Destreaming means students in Grade 9 won't choose their level of study — basic, general or advanced — until Grade 10. That extra year allows students to make a more informed decision, advocates say, pointing to the dif- ficulties faced by students who realize too late they want to attend university and need advanced -level courses. While critics believe the move may help middle- of-the-road students, they worry it will hurt those at either end of the spectrum — the learning disabled and the bright. Students with learning disabilities already "have fairly major disadvantages. This could be the straw that breaks that particular camel's back," warned Eva Nichols of the Learning Disabilities Association of Ontario. She's worried the province's 150,000 learning -disabled stu- dents will be hurt further because many boards are also cutting sup - Mteachers. ost of the 25 secondary teachers being cut by the Durham Board of Education in September work in special education. But "then will still be support" for students with special needs, according to Shirley Smith, presi- dent of the teachers' union.) Some parents fear high achievers will be held back in a destreamed class. But that hasn't happened at Dr. FJ. Donevan Collegiate Insti- tute in Oshawa, according to staff there who have combined Grade 9 general and advanced classes as their own pilot project. "Kids are eager in Grade 9," according to Anne Marie Laginski of the English department. "Bright students will choose the more complicated questions (when given a choice). If they don't, I will lead them." A self -described "traditional" teacher who taught general and advanced English for 10 years, Ms. Laginski says students in a destreamed class must be evaluated differently than in a streamed class. Teach- ers are looking not just at test marks but at skills and attitudes. "I had no discipline problems," in a combined class. "Social skills improved immensely" and stu- dents didn't insult one another's intelligence or appearance, she said. There are many ways to challenge bright students, added Chris Hall of Donevan's math department. He suggested teachers offer them a "problem of the week or problem of the day," take them out of class to prepare for math contests, and let them help class- mates. To Patti Charbonneau of QEN, that means "teach- ers are still streaming (students) at different levels in a classroom. They're just not Labelling them." Ontario Riding MP Rene Soetens made it known in recent weeks he was considering a shot at the leadership of the federal Progressive Conservatives. But, just as abruptly, he announced days ago that he wouldn't. To his supporters, Mr. Soetens' withdrawal and almost -ran status are disappointing. But one of the oddities of political life is this: out of the bad there will surely come some good. By many accounts, Mr Soetens is considered a low -profile par- liamentary figure. His image isn't instantly recognizable to Canadi- ans, he holds no cabinet position in the Mulroney government, and his vast political knowledge is underestimated by friend and foe alike. But he is a respected political figure in Parliament Hill circles, he chairs the Toronto Tory caucus and he's a politician deeply com- mitted to his party and to the members of his constituency. All this despite his unflagging belief in the policies and direction of Prime Minister Mulroney's party. By announcing his ambition and stirring up local support for his near bid for the leadership, Mr Soctens has turned some attention to his talents. His knowledge and intelligence, his untiring efforts on behalf of the Tories, his well-spoken and reassuring manner will hold him in good stead. If, as some polls suggest, the Progressive Conservatives could walk away with this election under the leadership of Kim Camp- bell, then Rene Soctens will be there with his party. And he'll do well in a cabinet post. Since Gingerbread is a non-profit co-op, parents become part owners of the school after their children's enrolment fees are paid. That means parents have control over hiring of tcach- ers, creating discipline guidelines, designing edu- cational and social develop- ment evelopment curriculum and setting enrolment fees. She criticizes him about his toilet seat weight and he leaves the tup. A marriage from hell? By mutual agreement, no; those are just minor things that bug Sherry and Wayne Sams about each other. The Pickering couple will be going public with a longer list of beefs on LTV's Shirley show this Wednes- day. "We did it really as a fun kind of thing," laughs Sherry. "We have a good marriage." The Senises, married for seven years, first appeared on the Shirley show a year ago, as part of a panel of married couples discussing the topic, "What drives you crazy about your mate?" The show drew high ratings and eight of the original 10 couples were invited back for a sim- ilar debate this year. The pre -taped show will air Wednesday at 1 p.m. After their first appearance on Shirley, the Senises found they were able to stop doing many things that were irritating each other. "Sherry probably told me many times what bugs her," says Wayne. "It went in one ear and out the other. When you do it on a show, it makes you think." He no longer complains when W teenage children are on the tele- phone and she's quit phoning him at the office when he goes back to work after dinner. "Before he made it in the (office) door, I'd be calling to see what was going on," admits Sherry. ('iihe two are co-owners of Realty World East in Pickering). "He felt I was check- ing up on him. I stopped doing that." On the latest show, says Sherry, Wayne pointed out how she com- plains about his weight and then bakes cookies. Other couples on the show "were much more open than we were," she adds. "One wife thought her husband didn't have sex often enough." Doing the show was difficult, they agree. "It's such a scary propo- sition to sit before a five audience," says Sherry. "Your mind isn't on what you're going to talk about. -It was daunting. Add 'teenagehood' to the equation and things just get "curiouser and curiouser," as C.S. Lewis once wrote. That general thought is as true now — if not more so — than at any time during our history. In an age of AIDS, the recession, and the constitutional crisis that still threatens the unity of our country, kids face a world in which nothing seems certain. Getting a degree from a university or college — once a sure-fire way to gain access to the job market — is less and less of an assurance. Having sex with- out a condom — once a risk that could lead to preg- nancy or a sexually transmitted disease — can now lead to the loss of life. At school, extortion and assaults have led to programs with names like "Zero lblerance." How are teenagers coping with today's dilemmas, and what can they expect for tomorrow? They are coping in a number of ways. As the refer- endum last fall showed, voices matter — and today's youth are beginning to realize that they have voices that also deserve to be heard. Although membership in the local youth wings of political parties is still low, those who are participating demonstrate an intel- ligent and sincere concern for the future of their country. If they don't like what they see, they reason, perhaps they can change it. And if this isn't going to happen overnight, they they can try and live with what they've got. Reces- sion -proofing is difficult, but a few.things seem to be doing the trick — at least temporarily. More and more youth are staying in school, for example. Regis- trations at post -secondary institutions are up across the country and similarly, graduate schools — once only for the truly dedicated — are becoming a place to hang out until things on the outside seem a bit more inviting. On the surface, it doesn't sound like a bad proposi- tion, but with increased demands, universities and colleges — also suffering from the recession — are having to close their doors a little tighter. The result? With school out of the picture for some, a new entrepreneurial spirit is arising, as is, unfortunately, the number of well-trained people working jobs not in their chosen fields. Despite these harsh realities, and the number of youths that are coping with them in an admirable fashion — not everything is sinking in. The "it -can't - happen -to -me" attitude still holds a high place in the minds of most teenagers — and is causing grave con- cern over some issues. The 17 -year-old who starts his own business to cope with the effects of the recession may also be having unprotected sex. And a young girl, ignored by parents concerned over their financial situation, may turn to risky criminal behavior at school in an effort to gain acceptance. The messages are out there loud and clear just waiting to be read or heard, but in some instances, few seem to be looking or listing. In a world like this, the future is hard to predict. Focusing on the recession as the mother of all evils is perhaps comforting, but it is also misleading. Even if the economy were to miraculously right itself tomor- row, problems would still exist. AIDS does not distin- guish between incomes, the rising crime rate will likely continue to rise and universities and colleges will continue to have over -crowding and underfund- ing problems — problems they had long before the recession began. The trick then, is to find ways to cope, ways that work in the context of individual lives and circum- stances. The future may look uncertain, but this is not new. What may turn out to be so is how an entire generation reacts to the uncertainty. "We also act as a resource for anyone in the community that needs us.public health nurses, ,, school s." Health Services at Durham College work m much the same way. Displays, guest speakers, activities, condoms being hand- ed out and posters are some of the things that we do," says Ms Ginter -Brown, adding that the whole process is stepped up dur- ing times like Sexual Awareness Uberar e buds_ .. B 4 and AIDS Awareness Weeks. We also work very closely with the Students' Administra- tive Council because we find that students relate better to peo- ple within their own peer group.- Dealing roup-Dealing with students, though, can sometimes be a challenge. "They ask for infor- mation so we try and provide it through guest speakers, for example," explai-as Ms Ginter - Brown, adding that the AIDS Foundation and vario;ts organi- zations from both Durham and Toronto have spoken at the col- lege. "We had Sue Johanson in to talk to the students. We set her up in the cafeteria. She had a captive audience and the people stayed and heard the message. "Other times, however, we'll have people into speak and end up with only 12 or 14 listeners." While the college deals always heeded — both Ms Gin- ter -Brown and Mrs. Daigle agree that there is still a lot of unpro- tected sex going on — communi- cation between educators and youth seems to be on the rise. "We get a lot of questions in counselling sessions," says Ms Ginter -Brown. By answering them, we can hope to influence the way some people conduct themselves. MAD DOG AND GLORY (AA): Robert De Niro stars as a gentle cop (nicknamed Mad Dog) who receives a strange thank you gift after saving the life of a tough gangster played by Bill Murray. The gift — one week with a woman named Glory (Uma Thurman). De Niro falls for Glory, despite know- ing that he will have to fight for her. Interesting love story. FALLING DOWN (AA): The day in the life of a laid -off defense worker (Michael Douglas), estranged from his wife and daugh- ter, and driven beyond frustration in an endless traffic jam. After leaving his car in the middle of the freeway, he crosses the city on foot leaving behind him a trail of destruction as his sanity begins to crumble. Also stars Robert Duvall as a police offi- cer. GROUNDHOG DAY (PG): Bill Murray and Andie MacDowell star in this romantic comedy about a self-centred television weatherman, Phil Connors, who has only one day to live — over and over and over again. Sent once more to Punxsutawney, Pennsylvania, to cover the annual Groundhog Day festival, Phil fmds himself stuck in time, endlessly repeating February 2. With no tomorrow to worry about, Phil becomes both master and victim of his peculiar predica- ment. SOMMERSBY (AA): Set after the Civil War, Sommersby follows a man as he returns home several years after he was presumed dead. He arrives armed with ideas and vigor, and soon br'i'gs his town back to prosperity and turns his once -bitter marriage into a passion- ate romance. Despite his many accomplishments, suspicions arise that Jack Sommersby (played by Richard Gere) may not be the man he says he is. Also stars Jodie Foster. MATINEE (PG): It's flashback time as John Goodman plays a movie mogul trying to sell his B film, Mant. It also happens to be 1962 — the year of the Bay of Pigs Cuban missile crisis in Key West, Florida. Scary stuff. SNIPER (R): Tom Berenger and Billy Zane find the jungles of Central America a landscape of action, adventure and suspense. The two men — a veteran marine sniper and his untried new partner — are not a match made in heaven and fight with each other more than the enemy. ASPEN EXTREME (AA): A ski instructor finds work among the beautiful and powerful people on the ski slopes of Aspen. The superficial life gets to our boy T.J. Burke (played by Canadian Paull Gross) and he sets out to find a more meaningful relationship. The scenery alone should draw people into the theatre. ALIVE (AA): This story, based on the bestselling book by Piers Paul Read, is about a Uruguayan college rugby team whose airplane crashed in the Andes Mountains 20 years ago. This is one of the most contro- versial and inspirational tales of sur- vival ever told. SARAFINA (AA): This celebra- tion of the human spirit stars the spir- ited Whoopi Goldberg. Nk hoopi is a South African Soweto township teacher battling government guide- lines. HEXED (AA): A hotel clerk with a runaway imagination gets more than he bargained for when he tan- gles with Hexima, a world famous but murderously demented mcdel in this comedy thriller. 599 Kingston Rd. PRICES EFFECT VE FPCM SUNDAY, MAR 29W To SATUFtDAY APR3M WE RESERvE THE FIGHT TO LIMIT .: Sunday Sports Pitcher t ack after stint down under Pickering hurler plays for three Aussie teams By AL RIVETT Sports Reporter PICKERING - A Pickering softball player returned from Aus- tralia last week with a wealth of experience on how they play the game in the land Down Under. Hubert Basilio, 20, pitched for three different softball teams while spending five -and -a -half months in Australia gaining new skills and honing his current tal- ents for the coming Canadian season. "It was a great learn- ing experience," says Basilio, who played his minor softball in Picker- ing. "I learned a lot about ball and a lot about myself. I guess it was worth it." The hurler's softball odyssev to the land of kangaroos and koala bears began with a stint on a local squad in Capital Territory where he lived with four other Canadian ball players. He later earned a spot on a team playing in the Australian National Fast -pitch League and spent two weeks with a state squad on a playing tour of New Zealand, competing against some of the world's top teams. Basilio says the seed to play in Australia was planted three years ago when he was pitching for Chinguacotsy at the National Soft- ball Championships in Milverton, Ontario. He was approached by the manager of another team about going to Australia to pitch. How- ever, he preferred to wait until graduating from Dunbarton High School before deciding to travel to Australia last October. In total, he pitched 30 games with the three Australian teams, winning 13 outings and losing six contests with the remainder being no decisions. His fust playing stop in Aus- tralia was with the Rene- gades, one squad in a four - team local men's softball league operating in the Capital Territory. He pitched with the team through to the end of February. Basilio got the Renegades to the semi-finals, where they fin- ished third in the league. At the same time. Basilio suited up with the Canberra Magnums, a -squad which competed in the Aus- tralian National Fast -pitch League. He played with one of two Canber- ra teams in the league, which played doubleheaders throughout Australia on the weekends. While with Canberra, he poste a .500 record on the mound and wound up hitting a whopping .400 with 12 home runs. However, the highlight of his stint in Australia was joining the Capital Territory state team which traveiled to New Zealand in carly January to compete in the Winfield Jubilee Cup Club Softball series. Ajax major atoms make semi-final of big tournament AJAX - The Ajax/Village Rockbrune Brothers Moving and Storage major atom 'B' rep hockey team advanced all the way to the semi-finals of the London tournament last week- end. The Ajax squad met up with a strong team from Woodstock in the semi-finals and was defeated 6-1. B.J. Noddle scored the lone Ajax goal, assisted by Paul Christiansen. ' The Rockbrune Brothers atoms started the tourney with a 5-3 win over the host London team. Randy Nichols, Kevin Com- panion, Gary Gould, Ryan Bran- nigan and Mark Moore all scored for Ajax, with assists to Jamie Burden and Andrew Wat- son with two apiece and singles to Brannigan, Brian Moore, Noddle and Neill Hutton. The Ajacians then played to a 2-2 tie with Tilbury in the sec- ond game. Nichols scored both Ajax goals, assisted each time by Burden. Playing the Scarborough Cougars in the third game, Ajax had to settle for a 4-4 tie. Chris- tiansen notched two goals, with singles to Nichols and Mark Moore. Drawing assists were Brannigan with two, Hutton, Watson, Noddle and Burden with one apiece. In exhibition play last Sun- day, Ajax defeated the Oshawa Little NHL Black Hawks 6-4. Brannigan paced Ajax with two goals, followed by Nod- dle, Burden, Chris- tiansen and Com- panion with singles. V1LlACsE Earning assists were Christiansen oeKty and Watson with two each, Mark Moore, Greg Petrie, Brannigan, Com- panion and Hutton with one apiece. Ajax wrapped up the second round of the playoffs by defeat- ing Bowmanville 2-0 in the fourth game of the best -of -five series. Ajax won the series three games to one. Brannigan and Petrie scored for Ajax, assisted by Compan- ion, Christiansen, Mark Moore and Hutton. Dave Nortes was outstanding in net for Ajax. The team thanks head coach Larry Nichols, assistant coach Tom Brannigan and trainer Craig Brown for a successful year. The Capital Territory squad played in Wellington and Auck- land against top teams from Cana- da and Japan as well as the pre- mier men's squads of the host country. As it turned out, Basilio's Capi- tal Territory team finished second in the series, losing in the final to the top club squad in New Zealand. "We met up against the best teams in the world. Not many peo- ple get the chance to play ball at that level," says Basilio, who pitched his side to three wins in the series. If there was a down side to the New Zealand tour, it was an injury he suffered to a tendon in his hand which got progressively worse through the two weeks of competi- tion. The injury later prevented him from competing in the Australia National Fast -pitch League cham- pion -ship with the Capital Territory team which won the title this past week. Basilio is undecided as to where he'll play softball this sea- son. He's had offers to pitch for men's teams in Oshawa, Napanee and Kitchener. He say's he'll probably pitch for an Oshawa squad in the Oshawa and District Men's Softha;l L,aiue.
