The camp offers two-week programs in July and August in Huntsville and features such popular activi- ties as swimming, sailing and canoeing. It's unique because three doctors and several nurses attend full-time to monitor the children's diabetes, which makes the camp costly to oper- ate. Donations such as the one from the Ajax Optimists help keep costs down. Children wanting to attend the camp are invited to apply now. The asso- ciation also accepts applications from those who can't afford to pay the whole cost. Atx)ut 40 placard -carrying picketers — some memtx-rs of the Toronto -Central Ontario Building & Construction Trades Council and others with the International Association of Machinists — marched peacefully outside Mr. Soetens's con- stituency office on Old Kingston Rd. in Ajax at noon. The Ontario Riding MP was in Ottawa at the time. The protesters were representing 60,000 work- ers in Toronto -area construction unions and about 3,000 local members of the machinists' associa- tion. "Within the construction industry, people are terribly upset," says John Cartwright of the trades council. "For us, the issue is really about people having some dignity. Any free person, man or woman, should be able to quit their job. We're not serfs. "We don't know where our revenue is going to come from," the Durham West MPP said dur- ing a pre -budget discussion with members of the community Tues- day night. "There are very, very few places left to raise taxes" Queen's Park will be "lucky" to hold its deficit at $12 billion this year, he told about seven peo- ple who showed up at an invita- tion -only discussion at the Picker- ing Recreation Complex. "We could eliminate every ministry except health, education and wel- fare and still barely balance the budget." Mr. Wiseman said Ontario's debt is increasing and it's being forced to borrow money from for- eign countries; interest payments alone amount to $5 billion annual- ly. Revenues are predicted to keep dwindling over the next few years, "a serious problem" that has never happened in Ontario before, Mr. Wiseman said. Part of the revenue loss is due to shrinking transfer payments from the federal govern- ment, he added. "We're not get- ting the money transferred to us and yet we have the (financial) obligations." Projected revenues were off this year in the areas of personal income tax, corporations tax, employer health taxes, land trans- fers, LCBO profits and more. In 1993-94, revenue will be S4.2 bil- lion below 1992 figures, he added. The province has the options of raising more revenue, letting its deficit rise, reducing its spending or implementing a combination of those options in its next budget, he said. In asking for feedback from his audience, Mr. Wiseman got an earful from Durham Board of Education chair Louise Farr, who maintained the province should nix plans to introduce junior kindergarten. Sixty percent of the program's operating costs would be borne by the board. "We're saying we can't afford it; taxpayers are saying we can't afford it." argued Mrs. Farr. It's common practice for con- struction workers to quit jobs or ask to be laid off in order to take advan- tage of another, longer -lasting job, says Roger Quinn of the trades council. "It's very seasonal in many of our trades ..(the legislation) really attacks the nature of our business." If someone quits to take a new job and then loses that second job, they can't collect Unemployment Insurance, maintains Mr. Cartwright Adds Colin Cherry of the machinists' association, "Even if people get fired for just cause, It could take months to get a grievance reversed ... We can't quit a job if the job is detrimental to our health. The government is giving employers all the rights." But Mr. Soetens says anyone who quits to take a new job will be eligible to collect benefits if they're laid off from that new job: and any- one who wins a grievance over tmjust dismissal will receive retroac- tive benefits. As well, the legislation includes hamrdous working condi- tions among the justifiable reasons for quitting a job. '"Ibe unions who are protesting outside my door figure it's okay (to collect benefits after being fired for misconduct). My sympathy is simply non-existent for people in those circumstances." The Unemployment Insurance changes will save Ottawa between $600 million and $800 million annually, he says. The machinists' association was also protesting the fact it was kicked out of hearings on Bill C-113 in Ottawa recently. Mr. Soetens, a member of a committee hearing presentations on the bill, asked that its spokesman be removed from the hearing and his comments stricken from the mord. Mr. Soetens says the association had made accusations of "corrup- tion" against Progressive Conserva- tive MPs. "I took exception, as any Member of Parliament would do. It really wasn't necessary." David was diagnosed as y having cancer in 1989 when k's he was two years old. ty When Janet heard the teal diagnosis, she asked, "Why fow) my child? Why should it P, happen to him?" -Cttair Then began David's S, treatment. Janet says it was et torturous to watch her son her being tested, "poked and d l prodded by doctors. "When you see the things le he goes through, you would le give absolutely anything for is him not to go through it," at Janet says, sitting in the fam- ily's Ajax home. by Even though she felt like oen ! "breaking down and crying,.. —i Janet wouldn't let her emo- tions show during the family crisis. Janet believed it was her job to be the tower of strength, so her fear and depression were kept bot- tled up. "I couldn't let go; I had to be strong." David underwent surgery when he was three years old. The opera- tion was a success and it stopped the spread of cancer, the nature of which Janet prefers not to disclose. After the operation, Janet final- ly dealt with her suppressed emo- tions. "After it was over I fell apart." She cried for a whole day following the surgery. Doctors have been monitoring David during the three years since the operation and now feel confi- dent he's in perfect health. It's easier today for Janet to find positive memories of the experi- ence because "now I have a per- fcctly healthy boy." To help others who have chil- dren with cancer, Janet is involved with the Living with Cancer Sup- port Group for Parents, new to the Ajax -Pickering area. "It is beneficial (for parents) to talk to someone who has been er through it," Janet says. "I am there for emotional support and guid- ance." She points out that, like herself, many parents of cancer victims try to confront the problem alone. She wishes the support group had peen around when her family faced can- cer. When your family is up against cancer "you have to lean on peo- ple," Janet notes. The Canadian Cancer Society also offers the Living with Cancer Support Group for Adults with cancer and Living with Cancer Support group for Children with cancer. The parent and children ,upport groups meet the last Monday of every month at the Holy Trinity Anglican Church, 91 Kines Cres., Ajax from 7 to 8:30 p.m. The two groups meet at the same .ime and place in different rooms :o the entire family can get supppm. Janet believed it was her job to be the tower of strength, so her fear and depression were kept bot- tled up. "I couldn't let go; I had to be strong." David underwent surgery when he was three years old. The opera- tion was a success and it stopped the spread of cancer, the nature of which Janet prefers not to disclose. After the operation, Janet final- ly dealt with her suppressed emo- tions. "After it was over I fell apart." She cried for a whole day following the surgery. Doctors have been monitoring David during the three years since the operation and now feel confi- dent he's in perfect health. It's easier today for Janet to find positive memories of the experi- ence because "now I have a per- fcctly healthy boy." To help others who have chil- dren with cancer, Janet is involved with the Living with Cancer Sup- port Group for Parents, new to the Ajax -Pickering area. "It is beneficial (for parents) to talk to someone who has been er through it," Janet says. "I am there for emotional support and guid- ance." She points out that, like herself, many parents of cancer victims try to confront the problem alone. She wishes the support group had peen around when her family faced can- cer. When your family is up against cancer "you have to lean on peo- ple," Janet notes. The Canadian Cancer Society also offers the Living with Cancer Support Group for Adults with cancer and Living with Cancer Support group for Children with cancer. The parent and children ,upport groups meet the last Monday of every month at the Holy Trinity Anglican Church, 91 Kines Cres., Ajax from 7 to 8:30 p.m. The two groups meet at the same .ime and place in different rooms :o the entire family can get supppm. They belong to the 150 or more local families currently turning to the Ajax -Pickering Salvation Army for help in putting food on the table. Now, the Salvation Army needs your help if it's to continue aiding the hungry. With food supplies running low at the Sally Ann Family Services Centre in Ajax, the community is being asked to donate much-needed items to make up the shortfall. And even as Family Services coordinator Joan Ham, goes public with that appeal, she's aware that many people aren't in a position to help out. "A lot of people have said. 'I used to give, but I can't give anymore'," she observes. That means those of us who can give -- especially those of us who only fill up a bag at Thanksgiving or Christmas -- are being called upon to open our hearts and our cupboards. With approximately 120.000 peo- ple living in Ajax and Pickering, imagine the difference we could make if all of us who can afford it packed just one grocery bag. People don't just walk off the street and take free groceries from the Family Services Centre. They're interviewed and asked questions about their income and expenses: they're limited to collecting food once every three weeks. Those who are using the service are those who really do need it: they re haying trouble making ends meet and turn to the Salva- tion Army for that little extra boost. The number of recipients is grow Ing: Ms. Harry now sees between 150 and 15-t families even month and can count on -10 first -timers walk- ing into the centre every four weeks. Its not Christmas: it's not Thanksgiving and this latest appeal from the Salvation Army isn t a formal Easter Drive. It's just a necessary request from people trying to help other people, because hunger and hard times aren't exclusive to holidays. In the fust of two games, Forest Hill defeated Pickering 2-0. How- ever, Pickering rebounded for a resounding 5-2 win in the second •game. A third game was played March 16 to break the tie. RRIFS MAY BE AN EXCELLENT CHOICE FOR MINIMIZING TAXES Over the next few decades, retirement income plans will become an increasingly important supplement to government and emplover pension benefits. In this article, the fourth of a six -part series, we look at how your choice of income plan can help to minimize taxes, and provide more money for your retirement. What you put into your RRSP is important. But ultimately, it's what you take out of your RRSP that counts. Because the fact is that RR.SP savings are not "tax free" (as many people believe); rather, thev are tax deferred. Which means that every dollar becomes taxable as soon as you take it out of your plan. How much tax you pay depends on how you choose to receive the proceeds of your RRSP. Consider, for example, what would happen if you cash in an RRSP and received the proceeds in one lump sun. If the value of the plan were $200,000, the entire amount would be treated as income and would therefore be subject to tax at a significantly high rate. In fact, assuming a maximum federal -provincial tax rate of 45"i,, you could end up keeping only $110,000 of your hard-earned money. (The actual amount will depend on the province in which you live.) But there is a better alternative: transfer your savings to a retirement income plan such as a registered annuity or a Registered Retirement Income Fund (RRIF). This will allow you to a withdraw vour money gradually and could therefore attract a lower rate of !ax. Meanwhile, vour undistributed retirement savings will continue to earn tax-deferred income - How much tax will this %aye? Well, let's say that you put your 5200,000 RRSP into a fixed -term annuity. Assuming an interest rate Of S percent and a term of 20 years, you'll receive $0 3 0.44 a near, for a total pay -out of 5407,409. If your other sources of retirement :ncume add up to less than $10,000 annually, the tax rate applied to your annuity payments will only be about 26 percent. On an After-tax basis, then, your total pav-out from the annuity over the 20 years will be just over S. )0,000. For many people, an annuih is the most suitable type of retirement income plan since it provides tax benefits, as well as a ,onsi%tent stream of generally, fixed payments. But what if there are some years when you don't really need that much annuity :ncume' You could end up raying, more tax than you should. In such cases, it may male more sense to choose a RRIF. Why? Simply because a RRIF allows you to withdraw only as much taxable) income as you need in any given year, providing the amount meets or exceeds the minimum set by law. (This is calculated as a percentage of the total value of your plan, factored by your age)- Consequently, you may be able to leave more money in your Ian, and thus, keep earning tax-deferred income on a larger balance. Pickering has been targeted with four of five potential sites for a Durham -only dump: the IWA is also searching for a landfill locale in each of the regions of York and Peel. A preferred site in each region will he announced this summer. Locations of the upcoming workshops have not vet been determined. On Wednesday. April 14. a workshop will be held to discuss equity. The public is invited to help identify ways to ensure fairness in assessing_ the benefits and burdens of a landfill site to a local com- munity. A discussion paper titled '-Equi- ty in Landfill Siting" is now available from the INVA. A workshop Saturday. April 24. will deal with another discussion paper on "Step 6 Criteria" — how criteria will be used in the final landfill -selection phase to compare the environmental suitability of each site.
