DURHAM - Public school board trustees
fear a tax hike of S74 is too much for ratepay-
ers to handle and will continue chipping away
at this year's budget.
After exhausting debate Wednesday on 52
proposed cuts, Durham Board of Education
trustees asked staff to make further reductions
from a draft budget of S384.4 million, which
would have passed on a tax increase of almost
six per cent to board supporters.
But the task of reducing the budget by one
per cent increments won't be an easy one.
"We need a lot of direction because you've
said 'No' to a lot of items," board superinten-
dent of business Brian Cain warned trustees.

dents and an outdoor education program for
all grades are among the items trustees
refused to chop at their most recent round of
talks.
High school social workers will also
remain, though trustees vowed to fight
Durham on the issue because social services
fall into regional government's jurisdiction.
"It's an absolutely critical need of our
youth," argued board chair and Pickering
trustee Louise Farr, who warned the board
can't continue to "jump in and fill the void."
Trustees also refused to cut counsellors
who work with students at risk of dropping
out of school at a number of schools, includ-
ing Harwood Secondary School in Ajar.
Oshawa trustee Audrey !MacLean criti-
cized the federal government for running
advertisements encouraging teens not to drop
out when the money "could be better spent"
in schools.
Trustees agreed to slash another 25 per
cent from supply teacher costs, which had
already been cut by 25 per cent this year. At
their next board meeting March 22, trustees
will likely eliminate bus passes for high
school students in municipalities where public
transit exists — Ajax, Oshawa and Whitby.
To reduce the mill rate by one per cent,
$2.1 million must be cut from the budget.
Doing so would save each taxpayer S 12.
The next budget meeting will be held
Wednesday, April 14 at 6 p.m. at board head-
quarters, 555 Rossland Rd. W., Oshawa. If
necessary, another meeting will be held Fri-
day, April 16. The public's welcome.

Jail would 'destroy' sex assault doe: pastor

AJAX - Jailing a former Ajax doctor con-
victed of sexually assaulting a female patient
would "destroy him," his pastor says.
Dr. Brian Nagahma, who has steadfastly
maintained his innocence, is a "mild-man-
nered PM
person" who has led a "very sheltered
life," Philip Holliday, pastor of a Toronto
Baptist Church, said Wednesday at the doc-
tot's seruericing hearing in Whitby.
Dr. Nagahara's lawyer Paul Morrison is
asking Mr. Justice William Lane to suspend
the doctor's sentence, have him serve a proba-
tion term of three years and perform 300

ment medical which included a breast and pelvic
examination.
The victim told the jury the breast examination
was normal until Dr. Nagahara squeezed and
caressed her in a way she believed had no medical
purpose. The pelvic examination was also normal
until the doctor tried to arouse her.
According to the woman, he asked her whether
she had a boyfriend, what her bra size was and
whether she was involved in a sexual relationship.
The examination ended when she got up, started to
get dressed and ordered him to leave the room.
Dr. Nagahara, a Willowdale resident who was 29
at the time of his arrest June 28, 1991, hasn't prac-
tised medicine since then because of the costs asso-
ciated with a bail condition that required him to have
a third party present during examinations.
Crown Attorney Michael Gillen criticized Dr.
Nagahara for not finding another job, perhaps related
to science. "It's not as if he hasn't had the time,- he
suggested.
The sentencing hearing continues this afternoon.

Tea'chers'out
of touch' with
pay demands

DURIIAM - Elementary teach-
ers at the public school board are
"out of touch with social and eco-
nomic reality" and should lower
their wage demands, an outside
mediator charges.
At the same time, the Durham
Board of Education's "doomsday
scenario" is exaggerated and it
should dig into its coffers for a
slight pay increase, suggests fact
finder heather Crisp.
She recommends all salaries
and allowances be- increased by .5
per cent in the one year -contract
for 1992-93. Teachers arc
demanding 1.6 per cent, while the
board has offered zero.
Ms. Crisp was appointed by the
Education Relations Commission
to report on contract negotiations
between the board and its teach-
ers. Though recommendations
offered in the report are not bind-
ing on either party, it aims to help
them resolve their differences.
While Ms. Crisp calls Durham
"fundamentally prosperous," she
points to "higher -than -average
unemployment' which has con-
tributed to "uncertainty and inse-
curity in the minds of residents."
That has resulted in "considLT-
able public pressure on the board
to reduce its spending" at the
same time the Province failed to
come up with promised funding
increases.
"It is ultimately the taxpayers
who decide what kind of an edu-
cation system they want to have,"
Ms. Crisp continued, "and if they
decide education is receiving too
much of the tax dollar, they have-
the
avethe right to express that and
school trustees have the duty to
listen to them"
Other outstanding issues
include:
- Class size: The student -teach-
er ratio has been defined as the
teachers' number -one priority.
Ms. Crisp believes that is due, in
part, to an attempt to prevent lay-
offs, which the board says are
possible. She believes the board
has that right, as long as the quali-
ty of education isn't hurt.
- Personal leave days: Teachers
are asking for two paid personal
leave days per year, an idea "vig-
orously opposed" by the board,
according to Ms. Crisp. She sug-
gests texhcrs be offered one per-
sonal leave day per year, with the
cost of a replacement teacher to be
shared equally by the employee
and the board-
- Benefits: Teachers want
increased benefits, though Nis.
Crisp agrees with the board "that
the current benefit package is a
good one" and wggesu; the pack-
age be restructured.
The public school board, the
second largest employer in
Durham, has about 2,400 tcachm-
and 92 elementary schools. which
have a combined enrolment of
more than 35,000 student%.
Ms. Crisp suggests "the ball is
really in the teachers' court"
because the board shows no sign
of changing its position. She is
not optimistic" about an early
contract settlement.

Jump on the election
wagon, not under it
If there arc unofficial frontrunners and members of the old guard
falling by the wayside, it must be an election year.
And in communities across Durham Region, once idle party machines
are starting to hum again as they gear up for the call.
And to the thick of it all are thousands of souls who would like to see
change.
Now is your chance.
By involving yourself in the fray -- today, right now -- you can exer-
cise your individual strength to sec that change does come about. Too
many Canadians denounce the policies of government, the state of the
economy. the isolation they feel, from the comfort of their living rooms.
Here lies an opportunity -- today, right now -- to get out of your
recliner and test the waters of change.
Today, right now is an exciting and critical time for the nation. A new
generation of political leaders are ready to challenge the leadership of the
Progressive Conservatives to lead the party into the next century. Preston
Manning's Reform Party is gaining ground (and a measure of credibility)
with disaffected voters who seek something new in Ottawa.
Canadians have begun to get over their collective constitutional hang-
over and are finding the optimism that's needed to look ahead. The coun-
try didn't break apart in the wake of the 'No' vote in last year's constitu-
tional referendum, and there are signs -- finally -- that the recession will
soon find its way into history.
Get out in your community, join the political party that most appeals
to you, lobby on behalf of your political beliefs. It is you, one at a time,
who will help steer Canada on its course of change.
It's no longer good enough to condemn politicians who appear on
your television screen at six and eleven o'clock. Take them to task when
they visit your community centre, make your views known now so they
are carried -- with the voices of a thousand others -- to Ottawa after the
next federal election.
These are exhilarating times for Canadians. You can ride the wave all
the way to the polling booth.

Skilled workers need jobs to go to
To the editor,
The threat to force welfare
recipients into training or work is
sarcastic, mean and cruel to the
bulk of those forced on to the
humiliation.
There are hundreds of people
craving for training and more
ready to work free if that would
meant accumulating precious expe-
rience to find a job. It really hurts
to know there are people with fat
salaries in government who think
the great welfare problem has its
roots in reluctance to work or lack
of adequate skills.
It is just an attempt by the gov-
ernment to appear to be doing
something. Yes indeed, groping
about in the dark and flattering the
taxpayer. Hundreds of welfare
recipients today are not that tradi-
tional laggard or TV coach potato.
I am not an economist but keen
observation indicates that these
"beep" politicians are talking
about yesterday, deaf to today and
not seeing tomorrow. We went
from about three per cent unem-
ployment to beyond 10 per cent.
The government ought to take
responsibility for this and focus
Like a laser on creating more jobs.
'lite most frightening aspect is the
revelation that recovery will not
have a dramatic decrease in unem-
ployment. Jim Wiseman and Rene
Soetens, what do you have to say
about this? What have your contri-
butions been and do you deserve
another mandate?
The talk about training and
retraining needs to be challenged.
Training without the creation of
more employment opportunities is
futile. All that happens is a shift in
the distribution of the unemploy-
ment hierarchies. There will be
more unemployed graduates as
technologists go to university, and
more welders as shippers get those
skills. A computer course may
enhance a personal chance at a job
but does not change the total job
deficit. Effectively, skills training
without an increase in jobs results
at best in a more equitable distribu-
tion of unemployment.
This cruel rhetoric reminds me
of a dog barking at its shadow and
thereby reducing on excess energy.
The stagnation of the S10 billion
Jobs Ontario program says a lot
about the need to train. Perhaps it
should have been invested in a
labor intensive venture and
employed 90,000 people for four
years. Any employer who fields a

one line classified gets at least 50
applications with adequate training
and has to depend on experience to
decide. There is an overwhelming
increase in self -sponsored college
enrolment.
While an employer in Oshawa
lacks a certain skill, a person in
Hamilton has the skill. The
prospective employee is unsure
how long the job will last. He
decides not to relocate. The
employer is reluctant to provide
training and experience to a resi-

dent. He is unsure how long there-
after the employee will stay. These
are some of the issues to be
addressed. Why are employers in
this country obsessed with experi-
ence yet unwilling to provide the
same? 1 have known people willing
to work free for experience. They
were unable to find a place because
of insurance complications. Maybe
the government should build a col-
lege of experience.

Teens charged in highmspeed chase
PICKS RM - Two youths were
arrested after a high-speed chase
through Pickering Tuesday night.
Durham Regional Police spotted
a black Jimmy parked in front of a
store at Delbrooke Plaza, 2200
Brock Rd. N. around 10 pm.
As an officer approached the
vehicle, three people jumped into
the truck and sped away.
The cop activated the police car's
roof lights and attempted to pull the
truck over on Finch Ave.
The driver of the Jimmy sped up
to more than 100 kilometres an hour
and ran three red lights at Valley
Bay Ridges
Library
cuts hours
PICKERING - Budget
restraints have prompted the
Bay Ridges Library to cut
back on its operating hours.
Effective April 5, the
library, located in the East
Shore Community Centre,
will be open 1-0 hours a week
instead of 30 hours. Its new
hours will be 10 am. to R p.m.
Tuesday; I to 5 p.m. Wednes-
day; and 10 a.m. to 4 p.m.
Saturday.
That means patrons will
lose three library hours
Wednesdays and seven hours
Thursdays. The library is cur-
rently open 1 to 8 p.m. both of
those days.
The cutback follows Pick-
ering council's recent decision
to cut $23,000 from the
library board's budget. The
budget slash was made while
politicians were wrestling
with this years municipal tax
rate.
Last year, the community
faced losing the Bay Ridges
branch altogether, but public
pressure prompted council to
add funds to the board's bud-
get to keep the branch open
another 18 months. The deci-
sion to cut the library's oper-
ating hours this year was
made to avoid closing it com-
pletely at the end of June, says
mayor Wayne Arthurs. "I
knew it would result in a
reduction in the level of ser-
vice," he says of the $23,000

cillor Kip Van Kempen says
the reduced operating hours
took him by surprise. "We
weren't told that," he says,
explaining he thought a new
staff position at the library
was being turned down. "I
didn't know anything about

With the cut, the board decid-
ed to reduce hours because of
the workload strain on the
current staff of two or three
people, he says.
The reduction in hours
won't affect staff paycheques;
they'll be put to work at other
branches.
"We regret the inconve-
nience to the Bay Ridges
community, but believe the
reduced schedule will provide
the best available service
within the budget allowance
we have," Mr. Farr adds.

The vehicle continued on Finch
Ave. io Beare Rd. where it skidded
over the centre fine and ended up in
a ditch on the other side.
The three occupants fled from
the Jimmy.
Police arrested a 14 -year-old
Toronto girl at the scene, and a 17 -
year -old boy, of no fixed address,
was captured nearby.
A third person, the driver of the
truck, got away. However, police
have a suspect in mind.
The truck had been stolen in
Toronto earlier that night, but, when
police contacted the owner, he
wasn't aware it had been taken.
The two youths were charged
with possession of stolen property
over 51,000. Cops are investigating.

Conceptual road pattern approved
Pickering proceeds with Altona F
PICKERING - The Town is moving
ahead with development plans for the
Altona Forest despite reports that the
Province intends to preserve it.
Pickering council's executive committee
Monday approved a conceptual road pattern
for the 330 -acre forest, slated to become a
subdivision. Councillor Kip Van Kempen,
the Town's representative on the Metro
Toronto and Region Conservation Authori-
ty, said the authority and the Province are
working to buy the forest from developers
in a $10 -million deal.
Mr. Van Kempen went public with that
news several weeks ago, but a formal
announcement has not yet been made by the
ministry of natural resources.
Mr. Van Kempen maintained the Town

shouldn't spend any more time or money on
the forest development process, while coun-
cillor Maurice Brenner called the road pat-
tern "premature...Maybe provincial interest
came a little bit late, but it has come now."
However, mayor Wayne Arthurs pointed
out the Town has nothing in writing from
the Province and suggested proceeding with
development plans would force the provin-
cial government to firm up its decision.
The executive committee's adoption of
the forest's road pattern will come before
council for approval in two weeks. Staff
will then undertake a zoning bylaw review
of the property.
The Altona Forest is roughly bounded by
Finch Ave., Rosebank Rd., Altona Rd. and
Sheppard Ave.

announce candidacy for the
party's nomination in Ontario
Riding.

with the free trade
deal, a situation
created by the idea
we can'! survive
without the free
trade deal. The

joins Whitby teacher Lynn
Jacklin in seeking the nomi-
nation that will he decided
Thursday. April 15.
This is the first crack at
political office for Mr. Per-
roni, a party, member since
1961 and a Whitby resident
I or 35 years.
He says he's come up with
an investment policy which
will eliminate the boom and
bust economic cycle and that
he's sent a copy of the plan to
renowned Harvard economist
John Kenneth Galbraith for
review.
"I'm really convinced it's
an effective policy. It will
attack the core of the problem
we've faced for 30 years," he
says.
While Mr. Perroni won't
reveal details of the plan until
he's heard from Mr. Gal-
braith, he does say it's a
"long-term solution to what
we're facing —
the problem of
long-term invest-
ment."
Ontario Riding
includes all of
Pickering and
Ajax, and most of
Whitby.
The NDP is the
only major party
not to have select-
ed a candidate for
the next federal
election, which
mint be called by
this November.
A person must be an NDP
member 30 days before the
April 15 nomination meeting
to be eligible to vote, says
Ontario Riding NDP Associa-
tion preside nt Doug Harvey.
Cost to join is $25 for
employed people or S3 for the
unemployed.
The April 15 meeting will
be held at St. Goorge's Angli-
can Church, at the corner of
Randall Dr. and Hwv. 2,

AJAX-PICKERING - A babysitting course for
youths is being offered by St. John Ambulance on
Tuesday, March 16.
Children 10 and over who successfully complete
the day -long course will receive a certificate, and the
registration fee includes reference materials they can
keep.
The course covers all aspects of child carie, includ-
ing first-aid and emergency procedures, meal prepara-
tion and tips for keeping children amused.
The course runs from 9 a.m. to 5 p.m. at the St.

once in a while you hear of an
athlete's dedication and persever-
ance finally being rewarded.
For some members of the
Oshawa Olympic Wrestling Club.

their mat skills against the best in
the country.
At the recent Ontario
wrestling championship in
St. Catharines, in which the
Oshawa club captured first
place in team standings,
eight of its wrestlers earned.

gas, the four wrestlers differ in
size and strength, but they all
share one common characteris-
tic ... an outstanding work ethic.
"Out of all the members that
we have, the people going on to
the nationals are our most dedi-
cated athletes," says Tzogas, one
of l'_ coaches at the Oshawa
club.
"That's a big factor for their
success. They Ire :he ones who
have been coming out to practice
regularly and it's paving off for
them."

ethic, these wrestlers are
equipped with equal amounts of
talent and experience, informs
Tzogas, and should produce some
strong results at the nationals.

well. The 16 -year-old Dunbarton
student is competing in his first
year at the junior level (16-18 age
group), but is a former two-time
national champion in the cadet
division 11.4-15).
Tzogas also predicts good
things from Ashley, Pearson, and
Thompson, all of whom have pre-
vious national experience.
"The rest of them, it'll be
their first time (at the nationals),"
notes Tzogas, "but they have

High School's boys' rugby teams
are across the pond for a playing
tour of England.
A total of 33 junior and senior -
age players on two Dunbarton
Spartans' rugby squads will play
a series of games against five
schools in England during their
two-week stay there.
The Dunbarton contingent left
for England Wednesday and will
arrive back in Canada March 24.
Dunbarton rugby coach Terry
Fallis notes the school's rugby
teams have toured England at
least a half-dozen times.
During this tour, the Spartans
will play against Broxborne and
Gofs schools, both of Hartford -
shire; Bristol Grammar school of
Bristol; Whitgift school of South
Croydon; and the Sixth Form
School of Cambridge. They'll be
renewing old rivalries with three
schools they've played on previ-
ous tours — Broxborne, Bristol
and Whitgift.
Both Dunbarton squads will
play a game against each school
during the tour.

AJAX - The Ajax/Village IBEW Local 353 minor

for the league championship.
With Orillia leading the six -point series five points to
three, Ajax lost the deciding game to the Orillia Terriers 3-
1 on March 1.

Ajax won game two with a 3-1 victory. Spectacular
goaltending by Wood paved the way for the Ajax win.

Harman. Assisting were Steven Balvers, Andre Vincent,
Russell Dabuzinskas, Kelly and Cameron O'Neill all had
one.
Ajax was blanked in the third game of the series 4-0 by
Orillia. The Ajacians could muster no offence, with solid
