A special dedication service will be held Sunday, March 7, at 1030 am. The church's junior choir will be joined by Silence Is Golden, a children's sign -lan- guage choir from Pickering. The system, which is of benefit to even those who suffer from a profound hearing loss, is worth about 54,000 and was purchased with the aid of fund-raising events, donations and a provin- cial government grant. In Durham, a man was killed recently while using an Oshawa crosswalk. others have been injured. Safety concerns over the stan- dardized design of crosswalks are being reported all across the Province, local politi- cians say. "They are a safety trap for children,- says Oshawa councillor Mike Armstrong, in whose ward the fatality occurred. "They scare me." Durham might postpone installing any trap. The Town already has a five-year capital forecast detailing proposed pro- jects that would be paid for out of reserve (savings) accounts. The operating forecast is pro- posed by councillor Enrico Pistrit- to, following suggestions made by residents during recent budget debates. Henry Ramjass, of St. Monica elementary school in Pickering and a member of the Durham Region Roman Catholic Separate School Board's race relations and ethnocultur- al equity committee, says the rapid growth of visible minority students could create tension between whites and non -whites. Mr. Ramjass made the comments at a board -sponsored panel discussion on race rela- tions and ethnocultural equity and in an inter- view with the Flews Advertiser. He said educators here have to "take into account racial tensions" already displayed in some Toronto schools and one in Pickering so the conflicts can be "nipped in the bud." Motorists, who are meant to keep an eye out for pedestrians, are instead paying more attention to the overhead sign and aren't swpputg. "On surety days you can't see a thing: on any day you can't see a thing," says John Aker, chairman of Durham's works committee. "They were supposed to be the 'be all' and the 'end all', but it has not worked ouL" The consensus among many local politicians is that the color of the flashing lights must be changed, but the Province recently decided the flashers will be moved further out from the main sign, says Mr. McMullen. "I would think the municipalities aren't going to be satisfied. - Adds Mr. Aker, "We perceive a problem. There seems to be a con- nict. The ministry doesn't see that problem." A Regional comminee has been struck to look into the issue, says Mr. Herrema, and the subject will be raised at an Ontario Traffic Cow ference this May. Purham Region formed race relations com- ­�tnittees after rumors circulated of a pending trace war at Pickering High School. Skinheads as far away as Mississauga reportedly received pamphlets urging them to join in the rumored fight. The threat of large-scale racial unrest in local separate schools is not imminent, Mr. Ramjass said, but just because the problem appears to be "under control" doesn't mean racial confrontations do not occur. Mr. Ramjass could not elaborate on how frequently there are ugly racially -motivated incidents in Durham's separate schools. He reported that roughly 40 per cent of stu- dents in local separate schools are of visible minorities while only five per cent of teaching staff are non-white. "We have to make the school system more reflective of the community itself, not just the teachers, but also the curriculum content." Mr. Ramjass speculated that, if black and native Canadian history courses were added to the board's curriculum, students of various racial backgrounds could learn to appreciate and understand one another. Hiring more teachers of visible minorities and changing the board's course curriculum "will help different groups of students relate and interact." Mr. Ramjass said people of all races have to get involved to ward off unrest and to cre- ate a school environment where individuals of all ethnic backgrounds can live in "peaceful harmony". He particularly wants the white community to get more involved in improving race rela- tions. Mr. Ramjass said many whites believe "race relations is something that does not affect them," but that's not true. "Racism affects everybody." Oshawa councillors Brian Nicholson and Pauline Beal wanted the Region's finance department to com- pare the costs of shipping garbage north to the option of dumping_ at landfills here under the provincial Interim Waste Authority (IWA). On Wednesday, Ms. Beal told regional council, "Taxpayers should know somewhere down the road what it's going to cost us:' The IWA is searching for landfill sites in Durham, York and Peel Regions. The Durham dump would only take garbage generated in the Region. Metro Toronto had been looking at shipping its garbage by rail to Kirkland Lake and dumping it in abandoned mines, but former provincial environment minister Ruth Grier killed the idea, saying garbage had to stay in the area it was generated. Pickering councillor Maurice Brenner said the Pickering -Ajax Citizens Together for the Environ- ment (PACT) has done extensive research into the IWA process and shipping garbage by rail to Kirkland Lake. "We don't have to hire staff when we have a coun- cil liaison with PACT. A lot of research has been done by David Strain and other experts. We don't have to hire experts when there are experts out there," Mr. Brenner said. Newcastle mayor Diane Hamre said, "Unless the province changes its position and allows us to look at alternatives, this is a waste of time", adding the motion is "premature. grossly premature." The council voted 24-6 to defeat the motion. Also on Wednesday. the coun- t 11 cil approved a S 12.5 million solid waste management budget for 1993. The tipping fee for private haulers at Region -owned dumps and the Metro -owned Brock West landfill will remain at the 1992 level of S152.25 a tonne. Also remaining at the '92 level is the charge of S105 a tonne tipping fee for private haulers dumping at regional recycling and compost- ing centres. Municipalities will pay $70 a tonne to dump at any regionally - owned or Metro -owned landfill site, transfer station or recycling centre in Durham. A chlorine -like smell wafting from Temuss Products Canada on MacKenzie Ave. prompted com- plaints as far west as Sir John A. Macdonald Public School in Pick- ering. where students reported feeling ill. Parents were asked to take their children home and staff at the Ajax -Pickering hospital were alerted in case of admis- sions. Chief administrative officer appointed for Durham Region DURHAM - The Region has a new top bureaucrat. Garry Cubitt was appointed chief administrative officer for Durham Region on Wednesday. He succeeds Don Evans, who retired last month. Durham council went behind closed doors for about two hours to select the new CAO. Mr. Cubitt, 44, an Oshawa resident and the Region's commissioner of social services since 1987, was one of 72 people who applied for the posi- tion. "It's a different focus to what I've been doing for the Region. My style and focus fit the Region," he says. Workers voted to stop their union dues from automatically going to the NDP. It's a blow to NDP brass in what was traditionally a harmonious marriage between the party and labor groups in Ontario. This is the first overt step by disgruntled union workers within the New Democrat fold to disassociate themselves from a government that is falling deeper and deeper into disfavor among voters in the province. For years workers have forked over their union dues, and a percentage of them headed straight into the pockets of the NDP party. Certainly the relationship between unionized GM workers and the New Democrats is one built on tradition, but an evolving shift in philosophy has become more evident, particularly since the New Democrats came to power in Ontario. A perception has taken root that the New Democrats have failed to honor commitments to labor since taking office (although several pieces of legislation they have since passed would contradict that notion) and voters feel abandoned. Despite the intellectual argument about this shift in beliefs, the fact remains that individual GM workers who have never supported the party are finally speaking out about their convictions. If a union -wide referendum shows there is no support for funnelling union dues into the HDP purse, then so be it. If nothing else, the New Democrats have shown in the last 30 months that they have had little success in reconciling their philosophies with their policies. And Ontarians have been hit with a double whammy since Bob Rae took power: socialist governing policies at a time when the country was sliding into recession. The result is a government whose tax policies have reached panic proportions as it tries to stave off an exponentially mount- ing deficit. If the government isn't working, there is no reason for the rank and file workers at General Motors to continue supporting its failures, just because it is the past practice of the company's unionized workers. Today, the streets are not as safe and I think that it is about time someone stood up and thanked police officers everywhere for the service they provide to our community. Men and women of the police service risk their lives every day to provide families with the safest streets possible. Unfortu- nately, most of their work goes unappreciated. My mother has carried this prayer with her for many years and it is now time to pray for our officers again. I would like to dedicate this prayer to the Durham Regional Police Service and especially to the officers who spent many years away from their families fighting for justice for Christine Jessop. I appreciate your dedica- tion. All taxation was designed to share the burden of paying for necessary services in an equitable and fair manner, but bigger and better computers, expensive phone systems, cellular tele- phones, grand buildings, and expensive furniture and furnish- ings, hardly constitute necessary services. I for one resent being told I must pay for politician's insurance policies and indexed pensions. Times are tough right now and many people through no fault of their own find themselves in dire straits, they are coping with the stress and tension of coming to grips with their loss of income, their loss of esteem, their lack of confidence in themselves. It is impossible for any govern- ment to lose money on residential taxation, because when a house is disposed of, the first dollar paid is for back taxes, interest is accrued, but eventually every penny is recovered. Every government has a reserve fund they can "borrow" from to temporarily keep them afloat, so the threats and harass- ment arc really unnecessary. How nice it would have been if the correspondent you mentioned had gone to the tax office with her plea and been told "I am really song I cannot help, but here is a list of agencies set up just to help people in your situation, maybe they can assist you". Compassion and understanding can and do defuse most difficult and embarrassing situations, as I have found out many times to my everlasting pleasure. Sometimes all people need is a word of hope. In conclusion I would like to say that yes taxation is a realty, but the taxation we are straddled with today is an abomination, and politicians and civil servants alike should realize that people any- where can only be pushed so far, as history has shown us over and over again. The Canadian Auto Workers (CAW), Local 222, which includes the huge General Motors unit, voted Thunkby night to end a long- standing financial affiliation with the NDP which stretched back to 1962. The move will hit the NDP in the pocket book to the time of about 53,000 a month if union dues are no longer channeled into party coffers. The move, however, might only be temporary. Union members also voted to settle the question, once and for all, through a binding referendum of the 22,000 -strong membership. That referendum is slated to take place in conjunction with union elections in May. ■mut in the meantime, funding of the NDP "is over," agreed union vice president Jim Nimigon, who is actually a fierce supporter of keep- ing rite party affiliation. He said he will be urging the membership to reinstate affiliation with the N -DP. While he doesn't like all the moves made by the Bob Rae9ov- se u on - ernment, he said "I still think you're better off fighting from within." Prior to the Thursday night vote, the two sides had engaged in a fierce debate that included a peti- tion of 8,000 names in favor of dropping political affiliation and a visit by national CAW leader Buzz Hargrove urging members to keep funding intact. There were so many people at the meeting that only one side was able to vote at a time in the union hall auditorium. They then filed out of the auditorium, and the other side came in to vote. Truck plant worker Doug Gam- mie, who campaigned to end the party affiliation, was pleased with the results "Before I carne in here tonight, I couldn't have called it (which way the vote would go)," he said. "I knew there was a lot of support in the plants (to end the party affilia- tion). "1 also knew people were inter- ested in keeping us affiliated with the NDP. The two forces were strongly at work." He said he doesn't support the "socialist government in Ontario" and he doesn't want his union dues going there. Ms. McKay, a community vol- unteer and deputy clerk for the Town of Pickering, died last year after a brief illness. The Lung Association of Durham Region is offering its smoking cessation program Countdown, beginnmg Tuesday. March 23 at the central branch of the Pickering Public Library. Countdown has been offered across Ontario for nine years and has a success rate of 74 per cent. The seven -session course is offered over five weeps and par- ticipants will learn to identify smoking triggers, to apply cop- ing techniques and to alternate behaviors. The scenery alone should draw people into the theatre, Alumni concert swansong for music teacher ❑ Fred Pleasants hangs up baton offer 27 years AJAX - After a 27 -year career teaching music, Fred Pleasants is hanging up his baton. "I'll be close to 63 when I do retire," says Mr. Pleasants. "I feel, while I still have my health. I'd like to do some travelling." But, not before one last big concert — featuring former music students. Mr. Pleasants has taught for 12 years at Ajax High School, where he's head of the music depa mneru. Before coming hem, Mr. Pleasants spent eight years at G.L. Roberts Collegiate in Oshawa. Among the many highlights of his career are two concert band trips to England and one to British Columbia during a world Expo there in the '80s. Mr. Pleasants is hoping his final concert will be equally memorable. It's set for Sunday, June 6, when he'll conduct an alumni band of former music stu- dents from Ajax High and G.L. Roberts. "Them are a lot of kids I know who are still around the area. There are university kids here in the summer," he says. "If they had four or five years of music at high school and they've been out four or five years, they'll be rusty, but you don't lose it. It's like riding a bike. You can get back in the saddle patty quick."
