"Ihese are very trying and very difficult times," said Durham Board of Education chair Louise Farr after a gruelling meeting in which trustees listened to presenta- tions and made decisions on what items to cut in the 1993 budget. Making budget decisions is very difficult every year, Mrs. Farr noted but this is "by far" the most difficult year considering the bud- get is already lean and mean. "It's not easy when we are con- sidering reducing the level of ser- vice to our student~ such as trans- portation," she said. "We are doing business differently. However, we still feel we can still continue to provide the services needed in our learning environment, but not in the same way and that is the reali- ty." The school board is facing increasing enrolment and declining funding. Trustees recommended elimi- nating bus passes at the high school level in each municipality that has Stolen vehicle link to recent robbery bid? PICKERIN*G - Police don't believe there's a connection between an attempted robber} here and the murder of a Scarborough convenience store cleric. But, a stolen vehicle found in Scarborough is being examined by Durham Regional Police for a pos- sible link with the Pickering rob- bery bid early Monday. The vehicle, a 4 -by -4 Suburban or Jimmy -type truck, was found in Scarborough around 10 a.m. Mon- day, nine hours after three shots were fined into a Becker's store at 512 Kingston Rd. The vehicle had been stolen Sunday night in Picker- ing, near the Becker's store, Inspector Tony Turner of 25 Divi- sion says. The force's forensic unit is examining the truck. "We'll have no idea if it's involved in our (attempted robbery) until the lab boys are finished," he reports. Around 1 a.m. on Monday, a lone clerk at the local Becker's store locked the doors because of a power outage. Minutes later, two would-be robbers showed up and fired three shots into the store after being told the business was closed. They then fled Meanwhile, Insp. Turner says there's "nothing to indicate any hook-up at this time" between the attempted robbery in Pickering and the murder of Horacio 'Ross' Diogo, 27, who was shot in the head during a hold-up early Tues- day morning at a Beeper's store at Weilson and Ellesmere Rds. Insp. Turner says, "Obviously (the recovered stolen vehicle) wasn't used in the Toronto robbery, but it would be nice to know who was using it out here." One suspect in the attempted Pickering robbery is described as male, black, with a shaved head, a thin build, in his 20s and wearing a dark blue jacket with a hood. At another meet- ing, trustees recommended reducing secretarial time at the elementary level by 10 per cent. These recommendations will come to the full board for approval at a meeting March 8. But. Grace dreaded the postman's visit because she didn't know what he brought, not until someone came to her hoots and read the mail to her. That's because Grace couldn't read or write. She led a sheltered and dependant life. The smallest chore required assistance. "I was always depending on someone else," says Grace, now 58. "It was a hard time to go through life.'. Simple things like paying the rent and getting around a new town presented problems. "There were lots of things I couldn't do because I couldn't read," she says. Instead of dining in restaurants that catered to her taste. Grace choses, eateries that had menus with pictures. She was "embar -asset!" to ask a waitress to read the menu for her. "If the restaurant's menu didn't have pictures I would ask for fries instead of a nice dinner bc- ause I knew most restaurants had fries". she saes. Instead of tackling her problem head-on. Grace tried to find ways of working around and disguising her dliteracy. For five years. Grace guessed what she should do at her house- keeping job because she couldn't read the:. instructions her employers would leave every day. At another job, she would pre- tend to read the newspaper so her wort: colleagues wouldn't disco%er she was illiterate. -I always found a way of cover- ing m} tricks, sa\ s Grace. Three years ago. she finally decided to go to literac} choses. Prompted by a television com- mercial on the sub)ect, Grace con- tacted the Literac\ Council of Durham Region and was enrolled in classes. Today, she can read and write. There are man more people out there with the same problem that Grace suffered. In fact, the Lit- eracy Council of Durham says one in five people in the Region needs help with reading and writing. Council coordinator Wanda Pitchforth says, "We want people to know it is not a sin to ask for help." The council refers people to the closest and most convenient free lit- eracy classes and provides students volunteer tutors, who donate two to three hours of their time a week. The council wants to "increase the awareness" of the problem dur- ing Regional Family Literacy Week from Saturday, Feb. 27 to Saturday, March 6. The cottncil is challenging peo- ple to go a day without reading or writing on Readless Wednesday, March 3, to get a taste of what it's like to be illiterate. After 10 years of leading Progressive Conservatives and eight govem- ing the nation, Brian Mulroney is stepping down. His legacy is a nation still struggling to accept fundamental economic and social change as it adapts to an evolving world. And Mr. Mulroney, the most unpopular prime minister in Canadian history, left in the same manner he governed the nation: unapologetically, firm in his beliefs, opti- mistic for a better tomorrow. Under Brian Mulroney, the Tories have experienced dizzying political triumphs and perilous lows. After leading his party to two successive majority governments he faced a nation growing increasinglN dissatisfied with his party's policies. Canadians endured the unavoidable pain associated with a U.S. trade deal, they felt the impact of a goods and services tax that hit them where it hurts most -- in the pocket book. Thee watched friends and family lose jobs as the countr} slipped Beeper into recession. Canadians watched their peacekeepers become combat pilots in the Persian Gulf, they watched interest rates rise as the Bank of Canada declared war on inflation, they watched as %lexico became a partner in a broader North American trade deal. Through it all. Mr. Mulroney remained defiant. You can be popular, said the prime minister, or you can take the hard decisions -- but you can't do bath. The federal Tories took the hard decisions. but their benefits wrrc hard to see by average Canadians. Yet even Mr. Ntulroney's critics concede histor will judge him in a better light: far better than the present. Certalnl%, Brian Mulroney is a superb politician. He led the nation through some of its most difficult times and now, ever a master of timing, realizes it's time to step aside. Canadians now have to look to the future. The plan for a community centre on Westney and Magill streets in Ajax gets closer to reality, despite the fact that Ajax has already two vast community centres. The cost of the project (,financed with prop- erty tares, provincial grant and lot levies) is estimated at SIO million. Meanwhile, the Ajax -Pickering hospital refuses to hire staff to help overburdened nurses. Durham's school board wants a new headquarters in Whitby at an estimated cost of S21.5 million to "improve efficiency". If the school board was for efficiency, they would cut staff and concentrate the remaining employees in the exist- ing head office in Oshawa. The following is a list of basic tools that will perform most, if not all, the operations required for a Bo - it -yourself project or home repair: • Claw hammer • Set of screwdrivers — four - inch flat blade, three-inch flat blade and three-inch Phillips head • Eight -inch and 10 -inch adjustable wrenches • Combination square • Sixteen -foot measuring tape • Carpenter's penal - • Twenty -four -inch carpenter's level • Crosscut saw, ripsaw and hacksaw with four blades • Utility knife • Safety equipment — goggles, dust mask, gloves • Pliers — seven-inch tongue pliers and groove and six-inch slipjoint pliers • Wood -handled awl • Power drill with adjustable speeds i problems do-it-yourselfers tackle is repairing holes in walls. "Repairing drywall can be an easy do-it-yourself project," says Tom Philbin, author of Home Fit -it Secrets of the Pros. "However, to get professional -looking results, you need the right techniques and products to get the job done." If drywall damage is larger than 15 centimetres (six inches), plan on installing a wire mesh backing. First, pull out the loose pieces of drywall and cut away torn surface paper with a utility knife. Roughen the edges of the hole with coarse sandpaper and brush away the dust. Use a light grade of wire mesh to form a backer, cutting the mesh about five centimetres (two inches) larger than the opening. Then loop a string through the mesh's centre. Coat the edges of the mesh with joint compound or spackling compound, working the entire piece into the hole. Holding the string taut, reach into the hole with your other hand and coat the hole's edges with the compound. Tie the string taut around a pencil, then twist the pencil against the wall to brace the backing firmly in place. Remove the pencil when the spackling - compound backing dries. "It is easy to get professional results when patching if you use the right technique and spackling compound." says Dave Fuller, group product director at DAP Inc. "You'll want to use a lightweight spackling compound that dries fast, doesn't shrink and, therefore. requires little — if any — sanding." Large holes or small, it is important to roughen remaining damaged drywall with coarse sandpaper and brush away loose particles. J'b done 0 Next, dampen the sanded area with a moist sponge and apply spackling compound. "You generally need to moisten an area to prevent the spackling from shrinking. However, you can eliminate this step when you use advanced -formula spackling compounds, which dry without cracking or sagging," comments Fuller. To fill the dent, pack spackling into the damaged area with a flexible putty knife, working from the centre to the outside edges until the patch is flush with the undamaged area. Then, sweep the knife out across the undamaged surface, scraping off excess compound. Finish the job by sealing the repair with primer and a top coat of paint. A large number of accidental deaths occur in the home. And many of these can be prevented by making simple home improvements. Check your home for safety by following the suggestions in this article and reduce the chance of serious accidents in your home. Most of the suggestions listed here take little time and money and can save the lives of your loved ones. • Stairways — Make sure stairways are properly lighted. Light switches should be installed at both the top and the bottom of the stairs and should be within reach of every family member without having to step up or down on the stain. Basement and garage steps are more visible when you add reflective tape strips to the edge of each step. Make sure to check the strips for wear on a regular basis. Frayed tape edges could cause slips and trips. An alternative is to paint white or luminescent lines on the edge of the steps. Handrails are necessities and should be installed on all stairways, regardless of the number of" steps. Regularly check to make sure handrails are securely attached. Doom at the top of stairways should always open away from the steps. If not people on the stairs will have to move backwards and could easily lose their balance and fall. • Bathrooms — Slippery surfaces are an accident waiting to happen and bathrooms are especially dangerous rooms in the home. Strips and decals made of non-skid material added to the bottom of the tub or shower stall can greatly prevent slipping. To help elderly or disabled people get out of the tub, side or grab bars can be attached. Shower doors should always be made of safety glass to prevent easy breaking. If a shower curtain is used, shower rods should be securely fastened since shower rods are usually the first thing a person falling grabs for. If you have small children, invest in a lockable medicine or one which is designed to make it impossible for children to open and get at dangerous drugs. • General — Avoid using extension cords, if possible. If you must, run them along the wall to avoid people tripping over them. Never place extension cords under a rug — regular stepping on cords can cause wear and expose wires which eventually will ignite the rug. To keep children out of cabinets where potentially dangerous. cleaning fluids or utensils are kept, install childproof latches inside the cabinets. Cover unused electrical sockets with safety plugs to keep children from placing fingers of toys in them and injuring themselves. To prevent windows from accidentally closing on someone's hands, check fasteners to make sure they will hold windows open and prevent them from slipping.
