Before long, they were almost 200 strong and were lobbying local school board trustees and provincial politicians for educational reform. They're members of the Quality Education Network (QEN). And while the group recognizes the "excellence" of much of what is provided in Durham's publicly -fund- ed schools, it also points to "serious deficiencies" in an introductory newsletter. Among the network's goals is a shift in emphasis from teaching methods to teaching outcomes and higher priority on such basic skills as reading, writing and arith- metic. QEN members also believe parents should be more actively involved and have greater influence in their children's education. "We were reluctant to start," recalls Patti Charbon- neau, a founding member and Pickering resident. "We knew it would be a full-time commitment but also knew our concerns were too important to be ignored and had to be tackled." Mrs. Charbonneau first questioned the system when she noticed her son was experiencing reading problems. But when a local group set out to raise awareness of academic standards and achievement in Durham, it "didn't realize how much moral support we'd be giving to parents," admits Mrs. Charbonneau. "We tell them they have every right to ask ques- tions and keep asking questions until they get answers. "Most are intimidated because they were brought up in the system and still see princi- pals and teachers as persons of authority," she explains. "We encourage parents to talk to them as an equal, someone who is equally concerned about their children." While the group "is trying to put infor- mation out to people; it's not trying to sway people in one direction or another or alien- ate teachers," adds Whitby's Anitta Trotter, another founding member. Setting standards for students is among QEN's top concerns. "The product has to be consistent. The math skills students need are going to be the same everywhere," explains Mrs. Charbonneau, pointing to the provincial government's proposed benchmarks as a "good idea",, but one that doesn't go far enough. "It focuses on what chil- dren should be learning at different levels. There seems q` to be so much concern about s�.. the process (of teaching) — activity -based and child -cen- tred are just two examples. "Benchmarks are very vague and can be interpreted in many different ways," crit- icizes Mrs. Charbonneau. "The benchmark will fit the child, rather than the child matching the benchmark. That will give false reassur- ance to parents." QEN is equally concerned about destreaming, which rotten R will lump Grade 9 students into one class, rather than breaking them into basic, general and advanced levels. "It's a good idea because its aim is to put equity back in the education system ... and to give everyone as high a quality.of education for as long as possible," notes Mrs. Char- bonneau. She suggests evaluating students before they enter high school and "do everything possible for remediation on their weak skills and try to get them to some sort of common place" before they hit Grade 9. QEN is also concerned destreaming places too much emphasis on social and communication skills and may not help stu- dents make a wise decision when choosing a stream in Grade 10 unless students under- stand the difference of marking in a streamed and destreamed classes. Durham's QEN meets with groups from Toronto, York, Hamilton, London and Wentworth and publishes regular newslet- ters. It charges an annual membership fee of $5. "As long as there's a clear commitment that But- tonville and Oshawa (airports) exist, I don't see any need for Pickering," he says. "I don't believe they'll be able to justify a Pickering airport." Transport Minister Jean Corbeil announced Thurs- day that three new runways will be built at Pearson International Airport, Toronto. The decision means Ottawa can now get on with a Southern Ontario Area Airports Study, says Mr. Soetens. The question of a Pickering airport will be addressed in the study, which he predicts will be completed within six months to a year. "Now that they know what the capacity of Pearson will be, they can deal with other needs and other air - Waterfront meeting date changed AJAX - A public meet- ing on the waterfront study has been postponed for two weeks. Council's committee of the whole will deal with the terms of reference for the study on Monday, March 8, at 7:30 p.m., in the council chambers at the town hall. The meeting was to have been held Monday, Feb. 22. However, the agenda for tomorrow's meeting includes a development proposal for the Arnold Estate, a study dealing with the Greater Toronto Area and a rezoning for a piece of land near the Markbor- ough Properties site at Hwy. 2 and Harwood Ave. The waterfront study will address ways to protect and enhance the lakefront. Isobel Thompson of the group People or Planes, which has been fighting a Pickering airport since the 1970s, predicts Ottawa won't be able to afford an air- port here. 'They can't afford both. It never worked," she says, pointing to Montreal's Mirabel airport as an example. "Two airport systems doesn't work eco- nomically." Meanwhile, Ottawa is getting ready to sell off some of its airport lands in north Pickering. About 4,000 acres of the property, expropriated in the '70%, has been deemed surplus to any future airport. Mr. Soetens says the federal treasury board, which will make the decision to proceed with the sale, will hear a presentation on the subject within the next few weeks. YANCH idd s up to a better, successful future for 'Disgraceful' treatment of Town staff slammed PICKERING - Recent "slan- derous remarks and name call- ing" of Pickering Town staff has a politician fuming over "the lack of leadership by our mayor". Regional councillor Kip Van ,Kempen, saying he's "not going to sit silent anymore", has issued a written statement criticizing mayor Wayne Arthurs "who has sat silently while these personal attacks have taken place." During a recent council meet- ing, Richard Ward of Blackstock called staff "corrupt" and singled out a senior Town employee in his accusations. No one on coun- cil did anything to stop Mr. Ward's verbal assault; no one asked staff to respond. Last November, in what Mr. Van Kempen calls "a vicious attack", fire chief Steve Stewart was summoned to councillor Maurice Brenner's office where he was confronted by a television news crew and questioned about the Town's hiring practices. Mayor Arthurs says the inci- dent involving chief Stewart was "dealt with internally... There were privacy issues raised and it was dealt with in that fashion." Mr. Ward will be asked to refrain from addressing council again until he apologizes, mayor Arthurs adds. "Whether I had an obligation to respond as mayor (at the time of Mr. Ward's attack) is up for debate." Mr. Van Kempen complains the chief never received an apolo- gy. "This is disgraceful... If the only way to get Arthurs to do something is to crank up the heat on him, so be it. I'm not going to sit there and allow this berating of staff to continue." He says he's written and spoo- ken to the mayor several times on the subject, "but still no action." Mr. Van Kempen, who's accused the mayor of "lack of leadership" several times in the past, denies he's gearing up to run for the position of mayor in the next election. But it's never too late to make a difference in a child's life by volunteering with the Big Sisters Association. In doing so, you might just find you've made a big difference in your own life. In Ajax and Pickering, about six youngsters are hoping they'll soon meet their "match". Big Sister volunteer Carol Klaren says she loves having a Little Sister. "This is not even like volunteer work. It's just like having your own little sister ... you can see she's having fun and enjoying herself." In addition to Big Sister -Little Sister matches, the association also offers programs pairing boys and teenage mothers with the companion- ship of mature women. Adult volunteers are carefully interviewed and screened, and must go through a police check before they're accepted. I:'Is. Klaren and her Little Sister enjoy activities such as swimming, visiting the zoo and baking cookies. "It's easy to do things without spend- ing money," she says. To the editor, In recent months there have been many articles and editorials published criticizing the choices of possible landfill sites. All atten- tion had been focused on the peo- ple and groups that are against another landfill site in Durham Region. I believe it is time for someone to print a more positive attitude toward our present predicament. My husband and I are residents of Pickering, and my husband is employed by Metro Toronto to transport waste to the Brock West Landfill from a Metro Toronto transfer station. I am sure we are not alone in believing in the fol- lowing: 1. From what we have read in the papers, the proposal is for a Durham waste only landfill in Durham Region. What is so wrong with Durham looking after itself? Are we so special that we can expect another community to take our garbage? We strongly feel that both personally and as a community people should be responsible for their own actions. If the residents of Durham gener- ate garbage, then we should be willing to find a location or means of disposal within our own juris- diction. 2. It now appears that the Town of Pickering has decided to sue the Municipality of Metro Toronto for breach of contract in regards to the Brock West Land- fill. Is this not a case of Pickering cutting off its nose to spite its face? How many residents of Pickering drive into Toronto to work every day? Pickering may seem self-sufficient, but we're not. If Toronto suffers hardship, we all suffer. A lawsuit will be costly for Pickering taxpayers as well as suffering the fallout effect from Metro's legal costs. It would be the result of a domino effect. Metro Toronto cannot afford an expensive legal suit or to pay a high compensation to Pickering without going back to its taxpayers. It has been proven over recent years that higher municipal property taxes are caus- ing businesses to close, claim bankruptcy, and/or lay off work- ers. If a Pickering resident loses their Toronto-based job, who do they turn to for social assistance? Pickering. Putting an extra burden on our Town budget. As you can see, The Town of Pickering could quite likely lose twice over if a legal battle evolves. 3. Reuse, recycle, reduce. We are all familiar with this new phrase. We are by no means against recycling, in fact we are all for it (we dutifully put our blue box at the curbside each fortnight and compost in our backyard). However, we strongly believe that communities would get better results for their publicity dollars if their attention was aimed at the manufacturers and packagers. Is it not better to go directl% to the source if you want success? Look at the pressure Toronto placed on the daily newspapers to use recy- cled paper. They had to comply in order to be able to continue using Reader says... the street newspaper boxes. Boycotts and consumer pres- sure have also proven effective. The absence of McDonald's Sty- rofoam boxes is a perfect example. 4. Trying to locate a site for a landfill is not the only solution. Technology has improved tlx: per- formance of incinerators to the degree that they are not harmful to the air, and they can even produce much needed energy. It might be a more expensive solution initially, however, if you look at the long range plan it makes more sense. Good farmland would not be destroyed and harmful methane gas would not be seeping into the air. When you put the cost of an incinerator in perspective against the cost of transporting waste to Northern Ontario it will be even more appealing. Experiments have proven how ineffective it would be to transfer by train waste to Northern Ontario. The waste would have to be taken to a spe- cial facility and frozen to delay rotting, then transferred into a rail container, then trucked to the final destination. I refer to the headline news of the formation of the Concerned Citizens for Progressive Sex Edu- cation (CCPSE) which was fol- lowed by an editorial, requesting parents who have expressed con- cern over progressive sex educa- tion, to remain open minded. My comments and concerns are as follows: Concerned Citizens for Pro- gressive Sex Education — . It would be of interest to know how many of the CCPSE members have children of their own in the school system. Do they really have the same concern for school children as parents do? The CCPSE refer to the 'hate war' being waged against gays. Such words are exaggerated and certainly have the ring of propa- ganda. As I understand it con- cerned parents have been express- ing their reservations about ele- ments of the sex education pro- gram that their children are being exposed to. "Hate war" I don't think so. Defense of their children — yes. " It is a relatively unknown fact that abstinence is the only 100 per cent safe course of action for avoidance of AIDS and other sexually transmitted diseases. I challenge the proponents of 'pro- gressive sex education' to come up with statistics for their next best alternative (condoms), which arc as impressive as that Why is abstinence so unthinkable? It works — even in 1993. That can be backed up. Come on Mr. Edi- tor — be open minded on the opinion. • The CCPSE are proposing pushing their ideology on my children. As a parent I disagree with this and resent them turning my children's education into their ideological playground where agendas other than education are being pursued. • I find it unacceptable that a school board trustee (Ms. Koch) should be taking such a partisan stand on these matters and is able to participate in voting on these issues at the Durham board level. Surely she has a ditty to represent the majority of the parents in her area who I am quite store do not agree with 'progressive sex edu- cation'. If she persists with her 'closed attitudes' surely she must declare a conflict of interest when these matters are dealt with at Board level and abstain frau any voting. Perhaps Mr. Editor we do see and understand all options and have reached the conclusion that abstinence is the only method that works and therefore the one that we should be teaching and strongly encouraging our children to follow. • I agree with the editor that we should have 'faith in our chil- dren's ability to make intelligent decisions' and also that they `should have all the (relevant) facts before them'. Based on this line of reasoning the teaching of abstinence and its benefits should be thoroughly taught, as a solid alternative to 'safe sex a la con- doms.' After all the facts are clear — abstinence is 100 per cent safe and condoms are clearly not. Yes I agree Mr. Editor we should be presenting the facts fairly. Our children aren't stupid — but they do need all the facts. Custom Racks needs to expand because of increased business, says president John Scelsa. The company will share a 65,000 -square -foot building on Burns St. in Whitby with Can - Vac Metalizing of Toronto. Cus- tom Racks will occupy about 40,000 sq. ft. It currently operates out of a 25,000 -square -foot building on Fuller Rd. in Ajax and employs 45 people. Among the products the com- pany makes are racks used to store car parts for shipping, push carts, marina docks and metal steps. Mr. Scelsa says the company has enough work to add a third shift, but doesn't have the room in Ajax. "To keep up our efficiency and the quality of work we do, rather than speed up or try to squeeze in a third shift that would've lacked quality, we're moving to Whitby. It's helped us out a lot," Mr. Scelsa says. About 20 people are working at the new location to get it ready for production. He's hoping to increase Whitby plant personnel to 25 in April and to 40 by June. If business continues to grow, another 25 to 30 could be added by the end of the year. About half the company's work is with General Motors in Oshawa. "We feel the vehicle is worthy of further testing and further evaluation," says Inspector Derek Denson of Durham Regional Pblice. The police department purchased a Chevrolet Lumina from Geral Motors last September to test as a police car. Insp. Denson says he has heard pros and cons from officers about the mid-size car. -Some love it and some hate it." The police force has been using the larger Caprice Classic for years. "(The Lumina) has met our expectations. It hasn't fal- tered," says the inspector. -Mechanically it hasn't been any better than the Caprice Classic and it hasn't been any worse " General Motors won the tender for supplying Durham's police cars. Players/GM Motorsport series racer Paul Duckworth drove for the Sony/Tim Horton DonutsBieri Racing Team which also consisted of Indy car driver John Jones, Players/GM champ Kenny Wilden and Players/GM stand- outs Neil Jamieson and Jeff Lapcevich. The drivers had to overcome numerous mechanical problems with their Ford -powered Alba car during the full day of racing, but still managed to finish seventh in the Camel Lights class. The racing team completed the 16th hour of the 24-hour race. Duckworth replaced Jones at the one -and -a - half -hour mark of the gruelling event. Duck - worth's turn behind the wheel went without incident before he handed the car over to racer puts pe dal to the metal at 24 Hours of Daytona Jamieson during a full -course yellow flag. However, one lap later, the car sputtered to a halt with fuel pressure problems. After two hours, a rescue crew finally got the car back to the pit area. Another two hours were required to replace the camshaft. The car finally hit the track again with Wilden, Jamieson, Lapce- vich and Jones taking turns in the driver's seat throughout the night. Fate dealt the racing team its Paul Duckworth final blow in the late stages of the race. With Wilden at the wheel, the motor let go, sending the car down the track, completing three 360 -degree spins before skidding to a halt_ Several days prior to the race, the drivers had a private testing of the car at a track in Savan- nah, Georgia in preparation for the 24 Hours of Daytona Race. The test day gave the five drivers a chance to iron out the kinks after a long lay-off from racing and it enabled them to get used to the new equipment. Practice runs and preliminary qualifying heats at Daytona two days prior to the race pro- vided the drivers more time to learn the omi- nous Daytona circuit before race day. In the qualifying session, Jones drove the car to fifth place in its class, an impressive 25th overall among 60 entries. The racing team will compete next at the 12 - Hours of Sebring on March 20. The tournament featured eight teams from as far away as Walker- ton, Stratford, Exeter, Hanover, Lambeth and Ennismae. In the consolation final game, Pickering faced off against Ennis - more. Pickering fell behind early, but responded with two goals to take a 2-1 lead after one period of play. Pickenrig's Tara Winter made several big saves to keep it close. With three minutes to play in the game, Pickering added an insurance marker, before giving up a goal with 18 seconds left for a 3-2 win and the consolation trophy. Pickering earned its way to the consolation round after a come - from -behind 6-5 win over Lambeth. After being behind 3-0 at one time, Pickering broke a 4-4 tie with six minutes left in the game. First there was Forever Young, then The Bodyguard, and they were followed by Sommersby. Now, there is Untamed Heart, without question the best of the bunch. This talc, starring Christian Slater, Marisa Tomei and Rosie Perez, of two lonely people is much more than a film about teenage angst. It has the breadth and depth which is unexpected in a little publicized offering like this. On top of the solid acting, the script is excellent. It is spiced with several good laughs, all this Review By Bruce Froude despite a plot that weighs itself down at certain moments. Slater, who seems mute (it would be safe to say he is almost ape -like at times) for much of the first half of the movie, shines as the broken hearted Adam. Adam is a busboy at Jim's diner in Minneapolis and has a bad ticker. He worships a waitress, Caroline (Tomei), at the restaurant from a distance. Burke (played by Canadian Paul Gross) and he sets out to find a more meaningful relation- ship. The scenery alone should draw people into the theatre. ALIVE (AA): This story, based on the bestselling book by Piers Paul Read, is about a Uruguayan college rugby team whose airplane crashed in the Andes Mountains 20 years ago. This is one of the most contro- versial and inspirational tales of survival ever told. SARAFINA (AA): This cele- bration of the human spirit stars the spirited Whoopi Goldberg. Whoopi is a South African Sowe- rapists. It starts the cute couple on its route to romantic bliss. This really is a love story you could fall for in a big way because it's believable. Why wouldn't this pretty young thing fall for the strong, silent type? It seems as though she has fallen for every other type of guy, so why not the goofy, strange guy that does the dishes in the back room:' But Untamed Heart isn't just a mushy melodrama: the characters are real people, and not cardboard cutouts. Slater and Tomei convey the lovey-dovey emotions with the best of them. The pair play a real-life couple who challenge the medical community in order to save the life of their apparently terminally ill son. This medical drama combines a potent mix of tragedy, heroism and hope. USED PEOPLE (AA): An all-star cast featuring Shirley Maclaine, Jessica Tandy, Kathy Bates and Marcello Mastroianni. They team together in a story about a widow reluctantly finding love after the death of her hus- band. SCENT OF A WOMAN (AA): Al Pacino stars as a blind, hard drinking, woman chasing, retired colonel. Pacino is terrific. Also stars Chris O'Donnell. THE CRYING GAME (R): Another one of those naughty, sexy movies. This one is set in London. Irishman Neil Jordan plays up the IRA aspect of the movie to offset the provocative sexual theme that pervades. BODY OF EVIDENCE (R): They say it's not for the faint of heart. Well, it's not for the dis- cerning moviegoer. This collage of courtroom scenes, bedroom scenes and sex scenes between Willem Dafoe and Madonna just don't cut it. NOWHERE TO RUN (PG): Jean Claude van Damme is back in all his action -packed glory as an escaped convict. He ends up at Rosanna Arquette's house which, incidently, the land mongers are trying to steal from the young widow. The film also features Kieran Culkin, Macauley's broth- er. CHAPLIN (AA): The story of the screen giant falls short of the brilliance Charlie Chaplin pre- sented during his career, but it is a good film. Robert Downey Jr. is fantastic as the Little Tramp. HOFFA (AA): Jack Nicholson stars in this dull tale about union boss Jimmy Hoffa. Directed by Danny Devito. A FEW GOOD MEN (PG): Excellent all-star cast including Jack Nicholson, Tom Cruise, Kiefer Sutherland, Kevin Bacon, James Marshall and Demi Moore star in this sensational flick about military courtroom drama. show his emotions through body language and facial contortions because he is unable to overcome his shyness to speak at first. His pain at being unable to communicate his feelings can be felt in every seat in the cinema, it is that obvious. Untamed Heart will cause peo- ple to question their judgmental motives. This movie shows that people, regardless of appearances, are all alike. It also reveals that love is out there for everyone, if they, just look in the right places. Like Caroline and Adam, love was right before them, but her ini- tial inability to get past appear- ances blocked the route. All it took watt the pair daring to take the plunge and find out how the other felt. It won't take long for viewers to discover this movie is worth getting wet over.
