The fourth annual fund-raising tournament is set for Monday, June 7 at Lakeridge Links Golf Course. Golfers can spend a day competing for prizes in the sun- shine, then relax and enjoy din- ner at the clubhouse. Over the past three years, the annual tour- nament has raised more than $15,000 for hospital equipment. Tickets are S75 per person, the same price they've been since the tournament began. A ticket includes green fees, dinner and prizes. Tax receipts are issued for a portion of the ticket. The owner of the home says that, without the efforts of firefighters, the 14 residents may have perished in the Tuesday inferno. "I would like to personally thank the fire- men because, without them, I don't think these people would have survived," Delta Alexander says. "I really appreciate what they did. My greatest concern was the people in the house." Many of the residents in the home at 1257 Westney Rd. N. had to be carried out by Ajax firefighters. "It was one of the largest rescues we ever had," says captain John Hunter. He notes that most of the residents had to be rescued from the boarding house because the smoke and heat rendered them unable to escape on their own. The blaze began in the front foyer of the home around 2:45 p.m. Seven of the residents were rescued from the boarding house shortly after the fire department arrived, while the remainder were carried out once the blaze had been extinguished. See FIRE...Page 3 Bobsledder wins medal for Canada By AL RIVETT Sports Reporter PICKERItiG - Jeremy Stewart just can't lose. The 20 -year-old Pickering resident excels at every sport he takes up. A few months ago. he was kick returner for the St. Mary's university Huskies football team which made it to the national final for the Vanier Cup. A few days ago, he and his partner won a bronze medal for Canada at the World Junior Bobsled Champi- onships in Corti- na, Italy. With Stewart as brakeman and Edmonton's Pierre Lueders in the driver's seat, Canada's junior bobsled team finished third in the world in the two- man bobsled event last Thursday. In his first-ever trip to the worlds, Stewart was also a member of one of Canada's entries in the four -man bob- sled event. He was the brake- man for our country's num- ber -one junior team of driver Lueders, along with Guy Scheffer and Mark Trenke, both of Calgary. However, the foursome crashed in a training run on Saturday and didn't race in Jeremy Stewart the actual event last Sunday. During their stay in Europe, Stewart and h I s Canadian junior teammates par- ticipated in train- ing runs with Olympic bob- sledder Chris Lori at Munich, Germany and Innsbruck, Austria. Jeremy's proud father Steve Stewart recalls that his son was selected for the junior team in early January after a training session with the Ontario bobsled team in Calgary. The younger Stew- art has been with the Ontario team for the past three years. Durham council Wednesday approved a S92.8 -million budget, which will see you pay 3.5 per cent more for Region services than you did in 1992. The average Durham home- owner will have a Regional tax bill of S437 this year. In Ajax, the average tax increase is S15, which means townsfolk will shgll out S416 for services provided by the Region. The increase in Pickering will average S22, bringing the Region- al tax bill to 5582. A good chunk of the budget goes to providing welfare. Social assistance will cost the Region almost S27 million in 1993, the final year Durham will be hit with those costs. The Province current- ly covers 8n per cent of the wel- fare costs: In Durham, that totals S151 million for the year. The Province is expected to take over dft I Earn s po��� w o� ru9hn� the full costs of welfare in 1994. The entire social services bud- get — for welfare, homes for the aged, day care, and family services — will total about S196.6 million. with Regional taxpayers responsi- ble for about S333.9 million. For the second year in a row, no new police officers are being added, something that could cost the Region a lot of money in the future, says police services board chair Jim Witty. "It's only a matter of time until it catches up with us. With polic- ing, requests and demands aren't going down," he says. "I've always felt we should add five or 10 (officers) a year. If you do it on a regular basis, you don't get hit by the need one year of adding 40 people." Policing will cost S52.9 million in 1993, with S7 million picked up by the Province. Cost of serving and protecting Durham is increas- ing three per cent over last year. Mr. Witty says low level calls, such as parking complaints made at a busy time, will again go unan- swered this year. The Region will hire 32 new people in 1993 — 28 of them for the social services department, including 19 to handle the increased welfare caseload. The Provincial Interim Waste Authority is holding a series of compensation workshops in Durham, Peel and York this month. The IWA is looking for a dump site in each of the three regions. In Durham, four of five possible landfill sites are in Pickering. The workshop here is set for Monday, Feb. 22 from 6:30 p.m. to 10 p.m. Eric Pelletier of the IWA says the location wasn't being made public in advance, but Pick- ering mayor Wayne Arthurs was told it would be held at Dunbarton High School. Marion Thomas of the White - vale Residents' Association is criti- cal of the IWA for not releasing the workshop location. "This public consultation process only looks good on paper. All they want is a tick mark to say they did it." Mr. Pelletier says residents liv- ing near the candidate sites were notified of the meeting through the mail, but Mrs. Thomas says no res- idents here received the informa- tion packages. The workshop will be held on the same night as a Pickering coun- cil meeting. "I had no intention of going anyway," says mayor Arthurs. "That's a staff function, through our lawyers and consul- tants." However, council will be watching the process "very careful- ly", he assures. "We're not pre- pared to take any position in respect to compensation until a preferred site is identified." The first round of layoffs, affecting two part-time and four full-time nurses, could come in oarly April, says hospital director 4 community relations, Tracy Paterson. That could be followed by the elimination of one full-time job in June and another two in July. But that's a "worse case" sce- nario, says Ms. Paterson. "Why I say worse case, is often positions come up. Somebody quits or goes on maternity leave or whatever. We're optimistic the number of people laid off is going to be lower than that." The ministry of health had rec- ommended 14 nurses be laid off, following an operational review of the hospital last summer. The answer itself invites a multitude of questions, but the News Advertiser believes when society puts its trust in the justice system and then willingly twists the system to serve its own purpose, it is justice gone bad. Every citizen of this country is entitled to trial before a judge or jury of his or her peers and to a proper defence. And that process includes the presumption of innocence until it can be proven otherwise. This brings us to a difficult question: should the police release the photograph of a person charged with sexually assaulting a child, and subsequently released on bail, for "the protection of the community"? There is a good case to be made in favor of this move. It can be logically argued that the public deserves to know their own children might be at risk. But, the operative word in this scenario is charged We believe our police forces use every means at their disposal to Find a dan- gerous suspect when they seek the public's help, through the media, by releasing a photo of the suspect in the hopes someone will know where to find him. At that point the police can start him through the process known as the justice system. But if the person is already in custody, police have done their job. It is then up to the court to decide whether or not the person charged should be released on bail. This is done with benefit of a defence attorney, a justice of the peace and a representative of the Crown. We must not forget the presumption of innocence. That same person will be tried only on his present charges, not a past criminal record. Convicted criminals have presumably been punished. Again- our system of justice punishes a crimi- nal and once you have completed that punishment, you are said to have paid for the crime. Each new charge is just that, new -- it stands on iLs own. Ord y in sentencing are previous crimes rightfully taken into account. R'e believe that a convicted pedophile, being released early from prison, is a fair subject for the photo game. Not having completed his or her sentence, the convict should be identified to the public for its own protection — evidence the Joseph Fredericks case. But justice must be even-handed and it fails when one segment of the justice system undermines another by overstepping its bounds. -- Letters � Stronger emphasis needed on'benefits of abstinence To the editor, The following is a copy of a letter sent to the Durham Board of Education. Sexual abuse is known to be extremely harmful and damaging to children. Such abuse may not involve touching the child; dis- playing genitalia is enough to result in legal proceedings being brought against an individual, and rightly so. Yet we are think- ing of using cartoon form to show to children a man and a woman having sexual inter- course. I am referring to the video, "Head Full of Questions", currently being considered for presentation to children in Durham public schools. It is true that diagrams of the sex organs in cross-section allow cleanliness, function and proper terminology to be taught; but an animated display of actual sexual intercourse moves from the edu- cational to the pornographic and, as far as I am concerned, becomes a form of mental sexual abuse and molestation against children. Arguing that this is presented in an educational context (the school) or a loving heterosexual setting (as in the film) does not make it acceptable and merely begs the question I am asking, which is this: on what basis do you decide that this is not a form of mental sexual abuse and molestation? The second concern I have, which will lead to my second question, is the clearly pro -homo- sexual position taken by the film. A student asks the question, "If two men, (like), made love, or two women, would it be bad, nor- mal or what?" The question is clearly and unmistakably refer- ring to the rightness or wrongness of homosexual intercourse. Barbara Duncan's response is, IlaiiCle-C "Two men or two women can have loving relationships. They like the closeness of being togeth- er. They have a need for each other and they can give each other love." Given the question she is answering, there is not the least bit of doubt that her answer con- dones and thus promotes homo- sexual relationships. Yet the majority of parents do not want this promoted in public schools. Is this film an indication that you are promoting homosexuality? If it is, then you must ask yourself, as a board, if you are betraying the trust of the majority, a majori- ty who do not want homosexuali- ty promoted. Finally, as others have pointed out, the healthiest and safest route for our children and students is premarital sexual abstinence. This does not mean that those who choose to ignore this advice should be denied information they need to minimize the risk to themselves and others. However, given the clear benefits of absti- nence, it makes sense to put a much stronger emphasis on this approach. What plans does the board have to increase this emphasis? Fresh off a championship victory at a Detroit tourney, the Spartans wast- ed little time in posting straight -set wins over Pickering High School and Ajax High School in matches played at Dunbarion. The Spartans defeated Ajax 15-3, 15-0 and went on to defeat Pickering 15-4 and 15-9. Pkkering High won straight games over Ajax 15-4,15-4. Dunbarton coach Jim Higgs says the team's overall consistency and leadership from Tina Armstrong, Jennifer Law, Julie Marvin and Sarah Farmer paved the way for the wins over Pickaing and Ajax in the last set of LOSSA regular -season games.
