He doesn't think that number is outrageous, given that there were more than 18,600 claims handled. Figures are not available, however, for other welfare recip- ients who tried to make a claim but were turned down. He says "several disincen- tives" are in place to prevent abuse. First of all, any welfare recipi- ent making a claim for lost money "must report it to police". A person making a false claim "can always run the risk of a public mischief charge or fraud," Mr. Cloutier says. "We figure that should weed out the vast majority of incorrect statements." A second deterrent is that wel- fare recipients "can only do it once.' If they come back six months later, he says, the policy "is not to replace it." If that leaves the welfare vic- tim in dire straits, staff would try to alleviate any hardship by involving other relief agencies. And when a case is deemed to be legitimate, the recipient doesn't exactly get a windfall, notes Mr. Cloutier. "It's a rare occurrence to replace all of the money stolen." The portion that is provided often doesn't end up in the recip- ient's hands but may go directly to a landlord, for instance. "All studies we've done indi- cate welfare fraud is probably around three per cent at the top and," he says. Police only dealt with five slayings in 1992 compared to 11 the previous year. And one of the murders still on the books is actually an old case. Last February police charged Stoney Creek resident Peter John Stark with first-degree murder in connection with the disappearance of 14 -year-old Julie Anne Stanton from her Pickering home in April, 1990. Last year, Oshawa gained notoriety as the number -two murder spot in Canada (on a per capita basis), behind Sudbury. At the time police cautioned about reading too much into yearly statistics. The previous i1/ie.r0% year, for instance, there were only three murders. Over the long term, Durham Region has been averaging four or five slayings a year, says Staff Sergeant Sandy Ryrie. One murder from last year remains unsolved. Just after mid- night on Feb. 22, wealthy Whitby businessman Dhian Thapar was shot as he drove his gold Mer- cedes into his driveway at 31 Sil- verbirch Place. Durham Regional Police are "comparing notes" with Metro Toronto police on the assassina- tion the previous year of another prominent East Indian leader, broadcaster Lah Vig, who was gunned down behind his College St. studio. Arrests have been made in all other murders from last year: - On June 11, just before 5 a.m., the body of a 44 -year-old man was found concealed at his Oshawa home on Hillcroft St. Police said the cause of death was a single stab wound to the chest. The victim's 17 -year-old son, who was arrested a short time later in a nearby field, is charged with first-degree mur- der. After an investi- gation, police charged 20 -year- old Luke Lawrence Sullivan with second-degree murder. - On Nov. 2, a newborn infant was found dead in a Pickering home. Camille Mohamed, the 21 -year-old mother, has been charged with second-degree murder. Arrests have been made in all 11 murders from 1991. This weekend, hundreds of Girl Guides will be door knocking in hopes that you'll buy a box, or maybe two or three, of their cookies. Anyone who doesn't know the benefits of buying Girl Guide cookies has been living in a cave. Two-thirds of the Guides' operating finances come from the annual fund-raiser. The Girl Guide movement, just like the Boy Scout movement, pro- vides a wonderful opportunity for children and youth to take a leadership role in their community. The groups provide youth an opportunity to experience accomplishments that might not be provided them in their home or school settings. Both Girl Guides and Boy Scouts give to many children the chance to do something good for themselves and for their community. To those who take the time, and give up the S2.50 for a box of the Girl Guide Cookies, we thank you. We also express our appreciation to those volunteers who make Guides and Scouting possible. Letters Cutbacks put disabled at risk To the editor, Your editorial of January 22 is right on the mark. Currant budget cutting by the Durham Board of Education must not harm children. This is especially true for the most vulnerable of them - die learning disabled One in 10 Canadians is learning disabled. These people are of nor- mal or above -normal ability. Unaid- ed, they often become under- employed and frustrated - prime candidates for involvement with the social welfare and court systems. Given help, they can became happy and valuable contributing members of our community as many of them are. Obviously, the earlier these prob- lems are identified and dealt with, time barn. Often this involves more individual educators in the school system. A committee of the Ontario government has recently recognized the importance of help- ing learning disabled adults - a cost- ly and often belated proposition. It's better and cheaper to face the situa- tion earlier in life. Also, in September of 1993, stu- dents meting grade 9 of secondary schools will be placed in de- streatned classes containing students with different abilities and learning styles. In-service training of teachers and creative mesttods will only go so far in meeting the needs of the learn- ing disabled students h is important to steep specially -trained teachers and academic withdrawal services at the secondary level. Go take a look at cancer patients all you dinosaurs — you may be responsible for some of these suffering people's plight. Think about it. You are costing us so many lives, from unborn babies on, not to speak of the budget -busting expenses you cause. Use the better part of your brains and never use that poi- son again. Be clean and free, be a better person. Become a friend. William Maurer, Ajax 'Wise' council costs us To the editor, when most ordinary people are elected to political office, many are by means of some mystery, endowed with a wis- dom and power unavailable to the rest of us. This wisdom enables them to know what is best for us, and this power allows them to force us to accept the wise decisions they make. By means of this unique democratic system — although Ajax taxpayers we $6.7 million in arrears with tax payments, News Advertiser and the Town was forced to borrow between $1 and 2 mil- lion from a reserve because of this slack; and although some strictly -budgeted citizens had to dig deeply into their savings to pay their ever-increasing house taxes, plus the increases in hydro, water and other necessities — Ajax Town council recently pondered on how it could come up with $8 million to fund the first phase of a proposed community cen- tre in North Ajax that's final coat will not be known until the 3 tender is awarded. According to the News Advertiser of Jan. 20th, council voted 7-1 to seek tenders. "I'm not out there to show something good, bad or indiffer- ent about myself or women. I'm trying to do the best job I can," confessed the 26 -year-old. Still, Ms. Teasdale is proud of her record as the first woman ever to compete at the Toronto and Vancouver Molson Indies and her 177 first -place finishes to date. "When I first started, I had a hard time because I'm a woman. Many people think it's a glam- orous job, but it's a lot of work and is very intensive. I'm busy almost 24 hours a day, seven days a week," said the former skier who turned to race car driving following a serious knee injury. Ms. Teasdale encouraged females to "go after" the career of their choice, whether it's "tra- ditional like a secretary" or something less common. Further, she reminded stu- dents to keep their options open by studying such topics as math and science. "I did okay in math but didn't see its purpose" because she wanted to be a wat- er. Today, Ms. Teasdale is grate- ful she didn't give up math. "I didn't think I'd ever be a race car driver," she recalled. "But it's given me a great deal of sat- isfaction...and definitely needs math so I can communicate with engineers." The huge birds will actually be hang-gliders who, thanks to a hydraulic winch, will be enjoying their hobby in the skies over north Pickering fields. Michael Robertson, owner and instructor of High Perspective Hang-gliding and Para -gliding school in Claremont, purchased the winch that makes hang-gliding from flat surfaces possible. Powered by a 2.2 -litre engine and costing around $20,000, the winch works like a spool of string attached to a kite. As the winch maintains constant tension, the line is let out and the hang-glider rises like a kite. When the hang- glider reaches the desired height— sometimes as high as 2.200 feet — the line is released and free flight begin. Mr. Robertson says hang-glid- ing is like a dream becoming real- ity and the reality is the effortless flight the sport offers. Now that Mr. Robertson and the Pickering Hang Gliding Club can fly shnost anywhere, he says, "Our long -tern dream is to buiW a flight peak in We Pickering area." While the High Perspective office is in Claremont, the training courses are presently offered at Centennial Park in Etobicoke. Mr. Robertson's teaching program, Robertson's Charts of Reliability, is the required instruction method in American hang-gliding schools. This spring the last stages of the course will be taught in Pickering and he's hoping to offer the entire course here within two years. Members of the Pickering Hang Gliding Club have been fly- ing with the winch in Claremont all winter. The club had a little setback in January when two men suffered minor injuries after crashing their bang -gliders in separate mishaps in a 24-hour period. Mr. Robert- soe says those were the fust acci- dents he's seen in his 20 years of teaching. The cruise is a first for the South Pickering Seniors Club, which is organizing the trip. About 45 people ranging in age from 55 to 82 are signed up to go. says trip coordinator Evelyn Barbour.
