PICKERING - The Town is not
about to be dumped on again,
about 400 residents were assured
Thursday night.
"They haven't beaten us, nor
are they going to, but they keep
trying," said Mayor Wayne
Arthurs during an anti -dump meet-
ing at the recreation complex.
Vowed Lloyd Thomas, chair-
man of PACT. "We will stop this
devastation. We wiil stop it
because we are nghG"
The Town is rallying to fight
the provincial Interim Wastc
Authority which has targetted
Pickering with four of five poten-
tial dump sites. One site will be
chosen to serve Durham Region
for 20 vears.
Invited guests who didn't show
up at the meeting included Pre-
mier Bob Rae, Environment Min-
ister Ruth -Grier and IWA Chair-
man Walter Pitman. Three chairs
labelled with their names stood
empty at the podium.

pledged by MPP Jim Wiseman.

ment's policy not to allow
export of waste.

Scarpitti also spoke, saying the
two towns are committed to
fighting together. A huge can-
didate dump site that would
serve Toronto and York
Region sits on the Pickering -
Markham border, adjacent to
one of the Pickering candidate
sites.
"Our dumpsite and your
dumpsite are literally across
the road from each other," said
Mayor Scarpitti. "If (the two
sites) go ahead, it will be the
largest dump in the world.
That's just ludicrous."
He criticized the province,
which recently announced
North America's largest urban
panic in the Rouge Valley. "It's
just ludicrous. We'll have
North America's largest park
sitting neat to North America's
largest dump. That doesn't
maize sense and they've got to
hear tltat message."

Ajax Transit hiring under attack

Staff Reporter
AJAX - The Town has been
accused of nepotism, discrimina-
tion against unionists and viola-
tion of civil rights in hiring people
for Ajax Transit.
For the second time in two
weeks, councillors Monday beard
the allegations made against the
Town and transit director Terry
Barnett.
The Town took control of the
Ajax Transit operation on Jan. 1,
ending a contract with Charter -

metres (30 feet) and garage loca-
tions screened.
Those are two changes Ajax
council made to a zoning bylaw
regulating that area.
Council approved the new zon-
ing 7-0 (Wards 1 and 2 councillor
Roger Anderson had a conflict of
interest), which means the build-
ing of new homes on vacant lots is
one step closer.
On Jan. 11, council's commit-
tee of the whole set the building
height limit at 9.77m (32 feet).
Ward 5 councillor Pat Brown
said 30 feet was enough, adding a
two-storey home with a raised
basement could be built with that
height restriction.
Mrs. Brown also requested that
Town planning staff review new
garage locations so the view from
existing homes won't be "overly
affected." Council approved the
request.
Janis Mitchell, a Lakeview
Blvd. resident, said she'll be chal-
lenging the rezoning at the
Ontario Municipal Board.
The concerns of people owning
vacant lots were given more con-
sideration than those of existing
Pickering Beach residents, Mrs.
Mitchell said.
Earlier this year, the installa-
tion of sanitary sewers was
approved for the area. With the
sewers and the rezoning, a 20 -year
freeze on the consmxuon of new
buildings can be lifted.

Prior to the takeover, the Char-
terways employees who worked
for Ajax Transit made up a unit in
Local 222 of the CAW. That unit
ceased to exist when the Town
took over the operation.
Canadian Auto Workers'
national representative Gary Lil-
ley said Monday new transit
employees "told me they had to
do blood testing. I don't have to
tell you, with the (Town's) human
resources director (Richard
Pansotto) here, those people had
their rights violated."
Mr. Barnett said in an inter-
view later the blood testing is
"news to me. I can't comment on
that. I don't know where they got
their information from."
Mr. Lilley said the CAW will
take its allegations to an Ontario
labor ministry tribunal and the
Ontario Human Rights Commis-
sion.

by a citizens' group, PACT, show
the extra trash gave Metro $400
million in revenue from dumping
fees.
Among other monies, Picker-
ing's lawsuit will seek to recover
costs of cleaning up roadside
garbage dumped illegally after
Metro raised fees at the dump,
and compensation for the "hard-
ship" theTown has suffered.
The only way Metro can avert
the lawsuit is to close Brock West
and offer a financial settlement.
says Mayor Arthurs.
"If you're asking me if we're
going to kiss and make up, no."
Mayor Arthurs says he'll bring
the issue to council when PACT
finishes -gathering information.
PACT itself is planning legal
action to get the dump closed, he
says.
But, there's the question of
how the Town will fund a legal
battle against Metro.
"Legal action could very well
be initiated during 1993, b11t it
won't be next week."

DURHAM - Lunch. Nothing
more than a meal to pack for your
child to eat in the middle of the
school day, right?
Wrung. To more and more par-
ents, it's a challenge — not only
to pack a meal that's nutritionally -
conscious, but one that's environ-
mentally -conscious. In other
words, litterless.
"There's a lot of unnecessary
packaging that goes into lunches,"
notes Nauman Naeem, who visits
schools in the Greater Toronto
Area as a member of The Green
Group.
Funded by Environment Cana-
da and Ontario's ministry of the
environment, the group encour-
ages students to conserve and pre-
serve the environment.
,.One way of doing that is
through lunches," Mr. Naeem
explains. "As we tell students,
every Wide thing you do matters."
Students are encouraged to
carry their lunches in reusable
packages and to pack food in
reusable containers. And it's not
necessary to buy those items, Mr.
Naeem suggests, pointing to such
economic packaging as old mar-
garine containers.
If a student has no alternative
but to use paper and plastic bags,
group members suggest using the
items over and over again. They
prefer glass or plastic bottles over
drink boxes and are definitely
against food, such as cheese and
crackers, packaged in plastic trays.
The group visits schools
involved in the program three
times. On the first, a waste audit,
lunchroom garbage is sorted,
weighed and graphed by the stu-
dents.
On a surprise visit about two
weeks later, group members look
for a decrease in items that can't
be reused or composted. Four
months later, it measures the long-
term effect of the program.
"On most of our second visits,
the garbage has gone down," notes
Mr. Naeem. "Students become

watchdogs of each other. It's a
very effective program."
The group recently visited St.
Jude Catholic School in Ajax,
where the program "has had a very
positive effect on students,"
according to principal Frank Cor-
rigan. "The amount of litter has
definitely decreased and students
-are very enthusiastic."
Not only do students pressure
their parents for change, they pres-
sure school staff. "They asked us
why we use non -recyclable con-
tainers," Mr. Corrigan says of the
sale of milk in containers.
After contacting the milk com-
pany, the school arranged to bag
the conuiiners and send them with
the delivery truck to a recycling
site.
"Parents have also been very
co-operative," Mr. Corrigan adds.

Caught in
the middle
Ever been caught in the middle of an argument before in which
you're not sure which side is right?
Well, if you've never been in that situation before, you are now.
As a Durham Region resident living between two nuclear book-
ends -- Pickering and Darlington generating stations -- you've won
the right to decide for yourself how seriously to take an alarming
report released last week.
A two-year study commissioned by the Coalition of Environmen-
tal Groups (made up of high-profile groups like Greenpeace, Friends
of the Earth and Durham Nuclear Awareness) says the chance of a
Chernobyl -like nuclear accident in Ontario is one in 17. Up to
200,000 deaths and $1 trillion in damage could result from such a
disaster.
The report was prepared by an American consultant who has done
extensive work for the U.S. nuclear industry.
Ontario Hydro was quick to trash the study, calling it exaggerated
and based on assumptions. For one thing, the number of fatalities is
based on a westerly -wind direction blowing the nuclear fall -out
towards the heavily populated Greater Toronto Area.
But before you trash the document, consider the purpose behind it.
The environmental groups want people to think twice about the
future of nuclear power in Ontario. Is it worth getting billions into
debt to finance the construction of another Darlington?
And can you take to heart what Ontario Hydro really says about
the safety of its Candu reactors? Might the residents of the Ukraine
wondered the same thing when Soviet authorities assured them of the
safety of Chernobyl?
If nothing else, the report makes for good supper table discussion.
You just hope chicken Kiev isn't on the menu.
Flash not harmful
To the editor.
J write in response to Mr.
Kundu's letter "Boorish Photog-
raphers Irresponsible".
Mr. Kundu's letter was of
particular interest, since I know
the photographers involved. As
your readers have the right to
know the facts, I take the liberty
to correct the inaccuracies in Mr.
Kundu's letter.
Mr. Kundu's friend did not
experience the kind of encounter
he describes. This person
approached two photographers
in the process of photographing
Saw -Whet Owls. His questions
about flash photography and
how it related to the owl were
answered with courtesy. No owl
was assaulted as Mr. Kundu
wants your readers believe.
There was no -indifference or
blatant antagonism.- These pho-
wgraphers were not frying away
with reckless abandon as Mr.
Kundu The eP� mentioned
are not active members of any of
the clubs mentioned, nor
employed by any Ajax came=
store. One, in fact is a member
of The Pickering Camera Club,
heaoe my interest.
Phou raphy clubs are inter-
ested in protecting the environ-
ment, not damaging our main
source of subject Matta. Photog-
raphers in all clubs under the
banner of the greater Toronto
council of camera clubs follow a
set of photographic guidellines.
Scarborough, Oshawa, and Mck-
ering Clubs included.
The photographers in ques-
tion have 35 years of combined
photographic experience. Both
have been published and sell
their material to stock agencies,
whose criteria would exclude the
kind of photography Mr. Kundu
likes to attribute to photography
clubs and amateurs.
As a photographer, Mr.
Kundu should understand the
basics of fill flash photography.
He should know the soft dif-
fused light from a flash is less
harmful to the owl than the
headlights from a passing car.
Many internationally -respect-
ed photographers do indeed take
flash photos of owls, birds,
insects and amphibious crea-
tures. Can all these photogra-
phers be wrong? Thousands of
pets are photographed annually,
all with flash. Day-old babies
whose eyes are really delicate
are photographed every day- My
cats often pose and are not
frightened by studio flash.
I wonder are owls eyes
harmed by nature's flash, which
can be more intense and severe
than any photographic flash used
in the field.
I sincerely hope Mr. Kundu
doesn't drive a car because
every time he starts the engine,
he is polluting the Saw -Whet
Owl's environment.

Ode to Jamie
To the editor,
On Oct. 31, 1992 Jamie
Clarke, the best friend of my son
Ian, was killed in an automobile
accident that was truly tragic.
That night Jamie was at a
party, a "keg party;' the kind of
party that can get out of hand.
For an admission fee, our youth
can get into a party that supplies
all the beer they can drink.
Jamie is gone today, such a
waste of life.
Jamie was a fun loving man,
he was in the prime of his life.
lie loved to have a good time
with his friends. Jamie touched
the lives of all he knew, he
always had a smile, a joke to tell.
It has not been a long time since
we lost Jamie, his memory is
fresh in the minds of all who
knew him.
Jamie will always be a part of
our lives. At the time of the acci-
dent Ian was attending the Uni-
versity of Western Ontario, his
first year. The loss of his best
friend made Ian realize just bow
volatile life can be, "here today,
gone tomorrow."
The funeral was held at St.
Paul's Anglican Church; the
turnout was touching, even the
overflow section was full.

taking Ian, and another close
friend of Jamie's to the game.
Jamie was, buried in his Montreal
Canadien shirt. They will remem-
ber, they will laugh and they will
cry, for he would have wanted
them to remember and enjoy.
Life is precious, why can you
as youths not realize that you
must be responsible for yourself
and your friends. As parents, we
will always live in fear of what
may happen to our children.
In closing, Carol and Rodney
will always be in the hearts of
those who loved your son. He
will be forever in our fives, espe-
cially Ian's and mine.
I pray that this needless death
will benefit in someway his
friends to realize how precious
life is. My heart aches. it could
have been my son, it could have
been your son.

for about the thousandth time in
my life. "Don't work too hard,"
said the deadhead waitress. "I
won't," replied the customer in
the dead-end job.
Of course, neither knows the
meaning of hard work, neither
having come close. What a goal
to aspire to. "Don't work too
hard." Underachievers and proud
of it; trying to set a record proba-
bly.
What do these underachievers
really mean when they advise
"Don't work too hard"? Unfortu-
nately, they never mean "You've
been busting your butt for the
past 27 days straight. It's time you
wok a break Why don't you call
it quits after eight hours?" What
they usually mean is "If you work
hard... for eight hours...and do
your job well...you'll make me
look bad."
These are the type of people I
hear counselling each other on
ways to seduce the canine on the
job without being found out, peo-
pie who freely recommend doc-
tors wholl gladly write notes to
excuse them from work, people
who think they're somehow owed
days off for the difference
between the Limo they're absent
because of legitimate illness and
the sick days their employer
allows.
It's hard to believe that, in this
day and age when jobs are so
scarce, there are still people out

'Fire inspector' has El
restaurateur seeing red „mA.;
PICKERING - A man imper-
sonating a fire equipment inspec-
tor defrauded a Pickering restau-
rant out of $105 Sunday.
Durham Regional Police say a
man entered the Burger King at
1280 Kingston Rd., claiming he
was with the fictitious Chelsea
Fire Equipment Company and
showing fake identification.
After checking five fire extin-
guishers, he charged the restaurant
manager $105 and then left.
The suspect is white, 6'3", in
his 30s, and balding with blonde
or light brown hair. He was wear-
ing jeans and a white ski jacket.
"This goes on all too often,"
says Pickering Fire Department
inspector Rex Heath. Such inci-
dents are "more common than

PICKERING - A Pickering skating duo will skate in the
national championships after turning in a solid performance
at the Eastern Canadian Figure Skating Championships in
Oshawa last weekend.
Nicole Brittain, 17, and her brother Derek Brittain, 15, com-
peted in the novice dance section of the Eastern Canadian
championships. They skated to third place overall at the
high-level meet at the Oshawa Civic Auditorium Friday and
Saturday -
The duo was third after the compulsory competition on Fri-
day and, in the free dance section on Saturday, finished in
second spot to give the Brittain a combined third-place fin-
ish.
By finishing third, the Pickering dance duo qualified for the
Canadian Figure Skating Championships in Hamilton in
February.
The Brittain belong to the Upper Canada Figure Skating
Club in North York and are coached by Roy Bradshaw.
Both attend Dunbarton High School in the High Perfor-
mance Athlete program.

Make informed investment choices with TPA
Investing your money wisely is a subject
that requires serious consideration. It is also
an area where most people need some level of
help. Ideally, you should associate yourself

Two new rules:
Managing your money

The federal government has pro-
posed changes in legislation which
will be of considerable benefit to
Canadians who buy Registered
Retirement Savings Plans (RRSPs).
Parliament hasn't yet approved the
new legislation, but Revenue
Canada is operating on the basis
that it will be passed before the
March l deadline for purchase of a
1992 RRSP. One deals with under -
contributions, and the other deals
with excess contributions.
If you didn't contribute your max-
imum allowable amount to a 1991
RRSP• you can carry forward the
difference and add it to the amount
you're entitled to contribute to a
1992 RRSP.
For example, if you only could
afford to contribute $5.000 of an
eligible 510.000 for the 1991 tax
year, you can invest an additional
S5.000 to your 1992 RRSP any
time before March 1. 1993.
Let's suppose your contribution
limit for 1992 also is S10.000. then
you can contribute a total of
$15.000 to your 1992 RRSP and
claim that amount as a tax deduc-
tion when you make out your 1992
income tax return. That could earn
you a handsome tax refund, the size
depending on your tax bracket.
Under the new rule you can carry
forward the 'unused room' in your
RRSP program for at least seven
years• and claim the tax deduction
in a future year of your choice.
Ideally, you should endeavor to
contribute your maximum each
year. That's because your RRSP
investment grows within the plan
on a tax-free basis. The more
money you can shelter from tax,
the better. And the earlier the better.
There may be circumstances. how-
ever. when it may be to your advan-
tage to delay making a maximum
RRSP contribution.
For instance. if you expect to be in
a much higher tax bracket this year
than you were in during 1992 -
because of a big increase in your
income - it may be worthwhile car-
rying forward at least some of the
unused contribution room to your
1993 RRSP. Your tax deduction for
the 1993 tax year may result in
greater tax savings overall.
In essence, this new rule gives you
greater flexibility when you plan
your RRSP strategy.
The new rule governing over -con-
tributions to an RRSP is also a
helpful one. In essence, the new
legislation gives you leeway to con-
tribute up to $8,000 over and above
your maximum contribution with-
out penalty during the life of your
RRSP.
However, you should be super -
cautious when you take advantage
of this tax concession. If your
cumulative over -contribution is
more than $8,000, there will be a
1% monthly penalty tax on the
extra amount.
It should be clearly understood
that you cannot claim a tax deduc-
tion for any excess contribution you
make to an RRSP. You can only
claim the excess amount as a tax-
deductible RRSP contribution in
any future year that you have RRSP
contribution room available.
You also should keep in mind that
you have to 'use up' any excess
RRSP contributions before your
plan is de -registered.
The big advantage of keeping an
58.000 over -contribution in your
RRSP for as long as possible is that
the money can grow in your plan on
a tax-sheltered basis.

Markham jumped into a 2-0 lead in the first period, with goalie

Fasten your"sea'tbeits for unnerving Alive

Fasten your seatbelts.
These are wards worth heeding
if you plan to watch Alive.
It helped some of the unlucky
passengers on an ill-fated flight
from Uruguay to Chile. It will
assist moviegoers through the
screen adaptation of this harrowing
tale.
Nando Parrado, one of the sur-
vivors, has said the story is as
close to the actual events as direc-
tor Frank Marshall could get in a
two-hour movie.
"He is being very truthful to our
story," says the 42 -year-old Parra -
do. "We must bear in mind that
this is not a documentary, and it
has to be told in less than two
hours. To tell the whole story we
would need a mini-series.
"The quality of work is very
impressive — better than I imag-
ined it would be."
Better than anyone expected
It was one of those movies
where nobody moves, nobody has
to get more popcorn and the only
laughter is of the nervous variety.
This is just too intense a movie
to do anything but watch and mar-
vel at the unbelievable scenes
unfolding.
Scenes which leave the viewer
stupefied
How could this collection of
college rugby players survive 70
days in the Andes mountains? Peo-
ple will leave the theatre saying
"they couldn't have done what the
survivors did"
It's not a fair statement as Par-
rado points ouL
The survivors, 16 by the end of
the ordeal, only did what they had
to to keep themselves alive.
This includes eating the dead.
This is unacceptable in an ordinary
society, but being stuck on a
mountain with no food or water is
not a weekend away at the cottage.
This is no run-of-the-mill

the survivors did, making the story
one to remember. Hawke and Vin-
cent Spano (Antonio Balbi), the lat-
ter was in Rumble Fish, are the two

planning, developing and evaluating an anti -
racism workshop for youth, assisting with
production and distribution of promotional
material for the Centre, and assisting with
program development at the Centre; among
other duties.
This position wig interest a motivated
individual with good organizational,
communications and interpersonal skills and
a knowledge of race relations issues in the
Ajax -Pickering area. The salary for the job is
$425 per week.

Developing business systems ("Part 2)
In our last report we mentioned the
stages in the
development life
cycle of a com-
puter business
system.
The stages,
again, range from
the introduction
to the evaluation stage.
Some of the computer systems
that were developed had a very
high cost associated with them - in
:orae cases, millions of dollars.
A lot of the very early systems
lacked several system -balancing
.ontrols; the worst offender was the
lack of security -
Later, corporate auditors started
to be involved with a system after it
was implemented.
However, the auditors were most -
1v concerned with the checks and
balances of the system. The effi-
ciency of the system, the long range
from A to Z the financial planning
system for a company, without any
systems people involved. The user
(person that the system is built for)
was the vice-president of finance.
Before I designed the system I
asked him to look over "all" my
notes and verify their validity. If the
user representative can not perform
or have this performed, then that
representative has no business
being my user.
The user in this case was a vice-
president of finance, who
impressed me a great deal while we
worked together.
After some initial testing and veri-
fication, we both tested the system
together. When the testing was
complete, he signed the implemen-
tation order to implement "his- sys-
tem. He thought of the system as
his, and I thought of it as mine. We
both genuinely cared for this ,y, -
tem. This was truly a symbiotic

There are several reasons why the
financial planning system was a
success; the main one, in my mind,

must the systems professional listen
very carefully to what the user
