Thirty-five people, includ- ing about 30 hired to work for the service are currently Char- terways employees working with Ajax Transit, says Town transit director Terry Barnett However, the Local 222 of the Canadian Auto Workers is charging "discriminatory hir- ing practices" by Ajax Transit, claiming people associated Gary Lilley, a national CAW representative, says the union plans to lay charges of discriminatory hiring practices with the Ontario Labor Rela- tions Board and the Ontario Human Rights Commission. One of the drivers not hired was Susan Collins, a 23 -year veteran with Charterways with an "impeccable" driving record, Mr. Lilley says. Ms. Collins is also the union chair- person at Charterways. "She had one interview. She's been driving accident - free for 23 years and she's not considered for employment I would say that's blacklisting," says Gord Vickers, chairperson of the Oshawa Transit Union being discriminatory, why See TOWN...Page A3 Fire leaves two homeless AJAX - Two Ajax residents have been left homeless after an early morning Boxing Day fire caused by careless smoking. A woman and her nephew are staying with friends after the blaze destroyed their house at 466 Maple Rd., in the Pickering Beach area, says Ajax deputy fire chief Mel Wadsworth. The Ajax Fire Department was called to the house at about 3:50 am. on Dec. 26. Both people living in the home were sleeping at the time and managed to get out. One suffered minor burns, Mr. Wadsworth says. Damage is set at $150,000 and the home is no longer habit- able. It took the Ajax Fire Department about 90 minutes to put the blaze ouL The department had four trucks at the scene. No charges will be laid, Mr. Wadsworth says. Chief Trevor McCagherty con- firmed the Durham police ser- vices board, at a recent meeting, agreed to pay out just over $10,000 to cover legal fees incurred by Sergeant Michael Michalowski. A member of Durham's foren- sic identification unit, Sgt. Michalowski is on medical leave, said Chief McCagherty. "Where an officer is charged as a result of an event flowing from the performance of his or her duties, the officer can ask — is indeed entitled — to indemnifi- cation." Sgt. Michalowski was charged with perjury and obstructing police by the OPP. Earlier this year, Ajax Transit advertised it was hiring and 508 applications were submitted, Mr. Barnett says. Ms. Collins says she had one interview for a driving position, but was notified in writing that she wasn't being hired. According to Mr. Barnett, 128 people were interviewed for driv- ing positions and the "best candi- dates" were hired. "All the people hired are coming with the appro- priate backgrounds," he says. The Town is taking over the transit for "financial savings and more improved operational con- trols," Mr. Barnett says. About $100,000 a year can be saved with the Town operating the system, he says. The move to take over the sys- tem is a "natural evolution", says Mr. Barnett. Of the 50 transit sys- tems in the province, 15 contract out services and 10 of those have less than 10 buses. Ajax Transit has a fleet of 25 buses. Mr. Vickers says the workers won't be covered by the union when the Town takes over the system and he's asked the Town to voluntarily recognize Local 222 of the CAW as the bargain- ing agent. In February, resident Gerry Hallett lost a brave fight against cancer weeks after going public with a wish that more money would be donated toward breast cancer research. Expansion of the Ajax -Picker- ing General Hospital began to nse above the ground in March, when construction on its tower addition began. In July, a study by the provincial ministry of health con- cluded the hospital needed "fun- damental change" to its opera- tions and management to help cure a proiected S5.5 -million deficit. Mayor Wayne Arthurs left his post due to a stress-related illness in late March and didn't return to his duties until after council's summer recess. Pickering firefighter Michael Gamba was named Canadian Fire- fighter of Year by the Insurance Bureau of Canada for pulling two men to shore when their boat cap- sized near the Pickering Nuclear Plant the previous February. Three thousand litres of tri- tium -contaminated water leaked from the nuclear plant in August, forcing the closure of the Ajax water treatment plant and spark- ing controversy over tritium safe- ty guidelines. The way was paved for devel- opment of the Altona Forest in September• when council voted to move on with planning applica- tions after waiting since late 1990 for the province to comment. In November, Pickering knew it had another dump fight on its hands when the provincial Interim Waste Authority announced that four of five landfill candidate sites in Durham were in Pickering. Local MPP Jim Wiseman, whose ow•n NDP government created the IWA, criticized the search pr(x:ess as being unfair, while council members and residents banded together for battle. The issue of the town's fire - protection services heated up in November and early December, as residents lobbied for a new firehall at Dixie Rd. and Finch Ave. Council finally gave the nod of approval, five years after the need for the hall was first identi- fied by consultants. Christmas was a wistful time for Valerie Lorenz of Pickering, as her son, Raymond Taylor, was among Canadian troops dis- patched to Somalia on a mission to carry food to the starving. The year ended on a not -so merry note when, reacting to the worst snowstorm in decades, resi- dents resorted to faking medical emergencies to lure snowplows. Sewers, water plant pave way for growth 0 0 0 Ll AJAX - One Town councillor stepped down, one stepped in, sewers were approved for Picker- ing Beach, and a 21 -condition OK was given for a new water supply plant here. Those were among the high- lights in Ajax in 1992, as the Town and residents continued to struggle with a slow economy. Compromise is the word that can best describe how Pickering Beach sewers and the water plant got approval. During budget talks in April, Ajax council approved the instal- lation of sanitary sewers for Pick- ering Beach. Durham Region will install the sewers over a four-year period, while the Town will pay the cost to rebuild the roads. Ajax dropped the inclusion of Stories that warmed, your heart... AJAX-PICKERING - In a year overshadowed by economic and political gloom, the silver lining of 1992 was found in the commu- nity, where residents stretched out their arms to help those in need. Little Benjamin Britskey touched the hearts of hundreds after his parents went public with their plight to raise enough money to send him w the united States to try an experimental drug in hopes of reversing his body's rejection of a liver transplant - Over the summer, donations and fund-raising events brought in more than 526,000. The three- year-old has made several trips to Pittsburgh and his parents Steve and Sharon remain hopeful he won't be forced to undergo anoth- er transplant. Other stories which warmed our hearts: - An Ajax teen helped rescue a badly -injured snowmobiler in Jan- uary. Ian Szabo, 15, was ice -fish- ing on Lake Scugog when he heard Larry Shepherd, 34, cry out for help. The man had been riding home when he was thrown from his snowmobile and broke both legs. His boots came off in the crash, which occurred in -20 Cel- sius weather. The Town of Ajax honored the young lifesaver. - Human rights activist Brom- ley Armstrong received the Order of Ontario, the province's most prestigious award, in April along with author Pierre Berton, former Ontario Lieutenant -Governor Lin- coln Alexander and jazz musician Oscar Peterson. The 66 -year-old Pickering man came to Canada from Jamaica in 1947. • This past Mother's Day, a woman whose son was abducted from her 12 years ago heard him say "I love you" for the very first time. Weeks later, Pickering's Leticia Etherington was reunited with her son Nicholas, who was taken to Cyprus by his father when he was just nine months old. - Friends came to the rescue of a Pickering family whose daugh- ter's medical care cost a bundle. Danny and Elaine Parrington faced huge bills after four-year- old Brittany underwent surgery for cerebral palsy and required extensive therapy to help her walk. More than $1,000 was raised in a golf tournament in May. • A heart -felt thanks was issued 7 77 H the Hospital for Sick Children by an. P' Ajax cou- ple whose AN" daughter under - w e n t open- h e a r t surgery t h e r e. Benjamin Britskey Anne and Dano Brennan thanked the hospi- tal for saving the life of their daughter Claire by donating $1,500 raised in dart tournaments and trivia contests during the sprang. - A giant case of puppy love in the hearts of a group of Pickering children returned an injured dog to her loving family in September. When the Donaldson family's 14 - week -old puppy was struck by a hit-and-run driver, the family faced putting the dog down or putting her up for adoption because they couldn't pay veteri- nary bills. Neighborhood children lent a hand and raised more than $200 and several companies donated funds as well. - Five-year-old Alana Dolmer of Ajax was credited with saving the life of her two-year-old sister Shaina-Marie in October. The tot almost hanged herself with the cord on a venetian blind in her playroom. - Pickering's Johanne and Robert Pierce reached out to help Toronto -area street people and were joined by about 75 volun- teers willing to knit mitts, scarves and hats for the homeless this winter. - A Pickering man was rescued from his burning vehicle by a passing motorist after a three -car accident in Ajax in November. Whitby's Greg Green, 31, was credited with pulling the 22 -year- old from his pick-up truck follow- ing the Hwy. 401 crash. - The locally -administered Arms of Jesus Children's Mission reached out to help needy children around the world and set up a cen- tre in Pickering in December. It arranges child sponsorship and administers services in such places as Kenya, Uganda, Ethiopia, Czechoslovakia and Vietnam. storm sewers for the area, as the cost for that project was estimated at S8-10 million. Pickering Beach landowners were surveyed in the spring — 114 of 152 questionnaires returned supported installation of sewers. In July, after hearing from the residents, council approved the project, thus ending a building freeze imposed on the area in the early 1970s by the former Town- ship of Pickering. In January, 1993, council will deal with a rezoning for Pickering :Beach, which could clear the way for new homes to be built there. The Provincial government gave the thumbs up for a new water supply plant on the Town's lakefront, but imposed 21 condi- tions Durham Region must follow. People opposed to the plant being located on the Ajax water- front were pleased with the 21 conditions and decided not to pro- ceed with a request for a more stringent environmental assess- ment to select the site. The Region, which is to build the plant, was pleased because work can now proceed on the facility. And, the Town was pleased because a prolonged delay in construction of the plant could have led to a development freeze. In August, a leak of tritiated water from the Pickering Nuclear Generating Station closed the existing water supply plant in Ajax. That leak slowed a derision . . . . . . . . . . . . . . . . . . . I , f a . , , on the new water plant. One of the 21 conditions includes tritium monitors for the plant. The new facility will supply 36 million gallons of water a day for Ajax and Pickering. On April ll, council gathered for 12 1/2 hours to hammer out a budget which passed on a 1.7 per cent tax increase to property own- ers. On a tax bill of $2,000, that worked out to an extra S1 a month in Town property taxes. To limit the tax hike to 1.7 per cent, councillors pared S427,100 from a S21 -million budget. Among items cut from the budget were council pay increases of four per cent and the Ajax Recreation Advisory Committee's annual awards night. he advisory committee awards night was later reinstated when Larry Labelle, of Labelle's Garden Cen- tre, picked up half the 56,000 cost and the Town the rest. Other than two firefighters, there were no Town staff posiuons added. Only seven councillors worked on the budget. as John Price resigned the `Hard 3 seat in early March for personal reasons. A byelecuon was held May 11 when Steve Parish defeated Jim Leckev to claim the seaL The Verona :Mall saga contin- ued, again with no end in sight. One party put forward a plan to develop a number of townhouses . on a property that was to be home to a mall, but the Town wasn't interested. Markborough Properties announced a one-year delay in the start of construction of a mall at Hwy. 2 and Harwood Ave. Plans now have the 500,000 -square -foot mall set to open in 1994 or 1995. Other highlights: • After almost 30 years with the Ajax Fire Department, Chief Taff Evans reached the mandatory retirement age of 65 and called it quits on Nov. 30. He was replaced by Tony Mintoff, a deputy chief with the York Fire Department. - Construction began or the expansion of the Ajax and Picker- ing General Hospital. • A housing policy statement approved by council called for owner occupancy in homes with basement apartments. The state- ment was sent to the province, which promptly ignored the sug- gestion. • A man living in a basement apartment in a home on Tulloch Dr. died in a fire last January. • A 55 -day strike by workers at the Rotherglen Centre, a maxi- mum -security facility for young offenders, ended on Dec. 16 when about 30 workers agreed to a first G On traC L • The offices of Durham Regional Police Service 24 Divi- sion relocated to a Town -owned building at the comer of Harwood Ave. S. and Weswey Rd. S. Police had been using space in the town hall. Letters Boorish photographers u'responsible To the editor, On Sunda), Dec. 6, I was called by a fellow member of the Pickenng Naturalists regarding an incident that had occurred at Lynde Shores Conservation Area that morning. Apparently a young Saw -Whet Owl, discovered rest- ing in the woodlot, was relentless- ly harassed by a number of pho- tographers — including members from both the Scarborough and Oshawa camera clubs, as well as an employee of a local Ajax cam- era store. These photographers, I was told, assaulted the small owl with bursts of flash, some from a dis- tance of less than two feet_ When my colleague approached the pho- tographers, his comments were met with either indifference or blatant antagonism. Using flash against wildlife, particularly owls and other birds - of -prey, is absolutely unaccept- able. Saw -Whet Owls, particular- ly, usually will not fly away when they are encountered during the day; they are generally submis- sive and lethargic, and will fre- quently allow themselves to be handled — hereby they become the perfect victim for obstinate photographers - While some veterinarians may suggest flash doesn't affect owls, others will testify that using flash could permanently damage or dis- able the optical nerves of the sub- ject. The controversy is not the point: the fact is that owls depend on their hearing and eyesight to locate and capture their prey: any action that could jeopardize this activity must be recognized as unethical and inappropriate. This does not even bring to question that continuous strobe affects must annoy these subjects. Humans do not appreciate continuous flash bursts directed into their faces; why would one think that owls would be any more tolerant? PUD The incident at Lvnde Shores Conservation area was not an iso- lated one. A contributing factor to this problem is that many local photography clubs have a fanatic preference toward 'perfect portrai- ture style lighting' in their images. This inclination is both unnatural and inaccurate for wildlife sub- jects, who are best portrayed in a way that suggests that they are unaware of the presence of the photographer. Unfortunately, this type of portrayal requires more skill than most amateur 'wildlife photographers' possess, so the inclination to blast away with flash will continue to compensate for a lack of artistic or technical talent. I hope that the members of these clubs will consider this at their next critique session when any perfectly -lit, close-up owl portraits are presented for evaluation. Being a professional wildlife photojournalist, I frequently come across other photographers in the field. From now on, if I ever encounter any boorish photogra- phers employing these uncouth methods, my reaction will not be as civil as it has been in the past. I am more concerned about the wel- fare of animals than I am of anv- one capturing their portraits, and I consider any wildlife photographer who will argue this point to be , irresponsible and pompous. It is critical that reputable camera clubs dedicate the time to examine this issue in detail: judging from that recent incident at Lynde Shores, there are certainly a number of candidate photographers locally who could use such a lesson in ethics. About 53.1 per cent of voters in Ontario Riding, which includes Pickering, Ajax and part of Whitby, supported the Charlotte- town Accord, bucking a national trend that saw the country vote 'No' to the unity deal, leaving us with the existing constitution. This past year also saw two parties nominate candi- dates for the next federal election, to be held some- time in 1993. Dan McTeague will rep- resent the Liberals in Ontario Riding while Don councillors into geographical fac- tions. In July, council pulled the plug on the Hilstone develop- ment, which calls for a $37-mil- Herrema predicted an all-out war when the province's Interim Waste Authority (IWA) decided to look at 17 landfill sites for , Sullivan is the Reform Party's standard-bearer. Yet to hold nom- ination meetings are the New Democrats and Progressive Con- servatives, who hold the riding with MP Rene Soetens represent- ing us in the House of Commons. Also this year, skyrocketing welfare costs translated into high- er taxes for area residents, whose recycling efforts pleased environ- mentalist_5 despite being dumped on for another landfill site. Other issues which made news included the following: • A proposed Regional admin- istrative centre, the issue that just wouldn't die, threatened to split unity deal lion, nine -storey regional admin- istrative centre to go up alongside a private office tower in down- town Oshawa. When Oshawa councillors vowed to revive the project and introduced another vote soon after, confusion over whether the plan could be reconsidered and procedures were criticized. An independent consultant was hired to look at the project, which could be reconsidered after all, it was decided. A better pack- age has been promised but hasn't been put before council yet. Stay tuned. • In July, Region chair Gary Work -to -rule campaign riled RC students in '92 DURHAM - Angry teens skipped class, pelt- ed a school with eggs and refused to wear uni- forms as part of their protest against a work -to - rule campaign which marked the beginning of 1992 at the separate school board. Just weeks into the new year, teachers at the Durham Region Roman Catholic Separate School Board's six English high schools began a work -to -rule campaign. It put an end to all extra -curricular activities, including sports and extra academic help, and angered hundreds of students. A mediator was called in and a contract was unanimously rejected before an agreement was finally reached about six weeks later. Meanwhile, French high school teachers were told to lower their pay demands by a mediator. A contract was reached without job action. Other highlights: • Catholic school supporters were hit with a 3.7 -per cent tax hike when the board passed a 5132.7 -million budget in April. That was down from the previous year, when they faced a 6.9 - per cent hike. • The board's French language section begin studying ways of governing itself in May, including becoming an independent board. • The board put out a want ad for two new trustees in October, when Ajax trustee Judy Feeney and French language section trustee Ginette McCann, who represented Ajax, Picker- ing and Uxbridge, announced their resignations. They were replaced by William Fawcett and Marc Lapointe, respectively. • Adult education received support in Octo- ber when trustees agreed to expand its continu- ing education program by opening a location aimed at Pickering and Ajax residents. It will open in the new year. • A condom booklet drew fire in November when trustees learned it had been shipped directly to schools by mirdstry of health consul- tants. It wasn't distributed to students. Durham s waste, seven to Pickering and the others in Port Perry and Bow- manville. Although Durham called for incinera- tion and the transportation of waste to Kirkland Lake, the IWA later cut its candi- date dump sites to five, four of which are in Picker- ing. • Residents received a (green) thumb up in their bid to help the environ- ment, even after curbside blue box pickup was cut from weekly to bi-weekly beginning in February. The amount of recyclable mate- rial picked up actually increased 16 per cent after the cut. • "Almost out of control" wel- fare payments were partly to blame for an S88 -million budget that cost the average household about $422 for most Regional services, up S37 or 9.7 -per cent over last year. They also paid about S40 for waste disposal, up $19 from last year. • Residents forked out an addi- tional Sl 1 when water and sewer rates increased 3.1 to 3.5 per cent over 1991. Industrial and com- mercial users, meanwhile, saw an increase of 3.3 to 3.5 per cent. The plan was approved just weeks after Durham called for a workers' wage freeze and months after councillors gave themselves a four per cent pay hike over the next three years. • Non-smokers applauded stiff smoking regulations recommend- ed by the Region in December. The model bylaw, to be consid- ered by municipalities in the new year, is designed to protect non- smokers from the dangers of sec- ond-hand tobacco smoke.
