"It ensures midwives will be able to offer the kind of care women want," Carol Cameron says of plans to license and fund midwives in Ontario within a year. Though the province is now home to about 80 practising mid- wives, there is no regulation of the profession and women must pay for the services themselves. In hospitals, a midwife now acts as a support person, where she is usually welcomed by staff mem- bers. Under new legislation, mid- wives will be given greater access to those hospitals which endorse them, and will be allowed to admit and discharge patients and manage births themselves. If problems arise, however, they must consult or hand over the delivery to a medi- cal doctor. (The Ajax and Pickering Gener- al Hospital's obstetrical committee is in the "initial stages of studying the legislation" and may form a committee to investigate it further, says Pat Blom, vice-president of patient services.) Though Queen's Park hasn't figured out how it will pay mid- wives, consumers won't be picking up the tab. It may be financed per patient, rather than per visit, notes Mrs. Cameron, a member of the Association of Ontario Midwives who sits on a legislative committee on funding. Midwives now set their own fees. Many use a sliding scale based on a client's income and charge from $400 to 51,500 for before and after delivery care. While Mrs. Cameron credits a dedicated effort by midwives to become regulated, she believes "consumer pressure identified the need," pointing to about 4,000 women a year who are "willing to pay" for their services. In September, a total of 26 mid- wifery students will begin a four- year bachelor's degree at Hamil- ton's McMaster University, Sud- bury's Laurentian University and Toronto's Ryerson Polytechnical. That number will increase to 122 students by 1996. Ontario will be the first province in Canada to regulate midwifery, but Mrs. Cameron predicts it will soon be followed by British Columbia, Alberta and Quebec. Ajax Hydro general manager Axel Starck says the increase is needed to offset an 8.2 per cent hike imposed by Ontario Hydro. Municipal utilities such as Ajax Hydro buy their power from Ontario Hydro. Mr. Starck says 82.8 per cent of Ajax Hydro's expenses go to buy power. In 1993, that will wok out to about $30 mullion. To peep the incise in billing down as much as possible, Ajax Hydra's board of made cuts to the utility's butler. One of the sedan the commis- sioners took was to freeze staff at 46 for 1993. Also, a $1.5 million subsdtion planned for the industri- al area around Dowty Rd. has been delayed until 1994 or 1995. The substation now in that area is meeting needs, so "we could push this one off without any risks," Mr. Starck says. As most of Ajax Hydro's costs are paying for power, the utility had to pass Ontario Hydro's increase on to its customers. If Ajax Hydro didn't pass on the increase, "We'd go bankrupt in a couple of months," Mr. Starck says. Last week, Ontario Hydro can- celled several projects and plans in an effort to keep its costs down, One of the plans was to buy $13.5 billion in power from Manitoba Hydro - Hydro bills rise by $90 PICKERING - Pickering Hydro customers will likely sec an average hike of $90 in their annual electric bills beginning Jan. 1. The 7.56 per cent increase over 1992 rates has yet to be approved by Ontario Hydro. Eighty per cent of Picker- ing Hydro's bill covers the cost of purchasing power from Ontario Hydro, which is pass- ing along an 8.52 per cent hike in rates to the local utility. Pickering Hydro's costs reflect upgrades it's staking to its distribution system and new customers it's serving. The town has 24,000 Picker- ing Hydro users, of which 20,000 are residential cus- tomers. 5t , • ..J M .House prices slirise ghtly AJAX-PICKERING - Ajax - Pickering real estate prices have increased slightly over the past three months, according to a survey carried out by a national real estate company. The Century 21 survey showed in Pickering a detached, two-storey, three-bedroom house rose to $171,000 from $166,000. In Ajax, the same house rose to $165,000 f►% from $164,000. In Oshawa, prices declined slightly. A typical detached three- bedroom bungalow cost $143,000 in late November, compared to $144,000 in August. The survey, released on Mon- day, compared price changes of houses that are typical to a particu- lar community. In Ontario, the largest price increase occurred in Markham, where the average selling price of a 0 Ll typical four-bedroom, two-storey, linked house rebounded up 5.8 per cent to $223,000 after falling 9 per cent during the third quarter. The largest price decrease carne in Toronto's Riverdale, where the average selling price of a typical detached three-bedroom, two-storey house dropped 6.6 per cent to $261,000. House prices in most parts of Canada remained relatively stable throughout the constitutional refer- endum and November's gyrations in interest rates. The chief operating officer of Century 21 in Canada doesn't expect any significant increases until Canadians start to feel confi- dent about the economy. "People who are worried about their jobs don't go out and buy big- ger houses," said Don Lawby. Pickering's Louise Farr was unchallenged in her bid to return as chair, and Whitby's Patricia Bow- man won another term as vice -chair by acclamation. Choosing standing committee heads was equally smooth. Scugog's Bobbie Drew will lead the program committee, while Oshawa's Nancy McLean will serve as vice -chair. The finance and trans- portation committee will be headed by Pickering's Ruth Ann Schedlich, with Ajax's Duncan Read serving as vice -chair. Santa himself couldn't have \\AMEqAUGE been more generous than the people of Ajax and Pickering were in donating r :' items to the many agencies, businesses and organizations which saw to it that the less fortunate among us weren't ignored this festive season.We wish le could be as ISP generous all year long _neighbors helping B g r neighbors, lending a hand to those in need. It doesn't have to cost a la o. money; in fact, people don't need to spend a penny. If you'd like to feel warm all over all year long, be filled with the spirit of `u O o o� Christmas every day, it doesn't take much time or effort The rewards can be p o huge. �� p For example, you could join one of the many arca service clubs that do ., fine work to help out others. Maybe you could volunteer a couple hours a week to an agency that reach- es out and touches the lives of many people. Those agencies are countless.IR There's Community Care, for instance, which provides services to seniors .: to he them live independently . " IP pe yin their own homes, thus delaying a move to a nursing facility. There's APPLE House, which houses and helps abused women and children. There's the Distress Centre of Durham Region, the Red Cross, the Ajax -Pickering General Hospital... the list goes on. All of those– _ - agencies and institutions and many more rely on volunteers to help them do their fine work. ► - So, as you bask in the glow of this holiday season, consider this: You can — - - feel the spirit of Christmas all year long. It is better to give than receive, 365 times better when that giving doesn't end with Christmas. Allan Graham, Greenwood Landfill sites cause of numerous problems To the editor, With reference to the short list dump sites, how can the Interim Waste Authority consider estab- lishing more sites in close proxim- ity to populated areas after the dis- graceful perpetual care program at the closed Beare Rd. landfill. We are forced to breathe toxic fumes, some known to be carcino- genic and for the past five years have fought unsuccessfully to have remedial work done at the site, working with the Ministry of Environment whom we strongly suspect of working hand-in-hand with Metro Works. The final report. prepared by MOE regard- ing emissions of toluene, butane etc., etc., stated levels to be acceptable. Interesting to note an air sampler placed by the Ministry to collect an air sample and acti- vated by us during a severe period of toxic fumes was "lost" at the Ministry's laboratory, It appears to me that the own- ers of the landfill, Metro Works, may be violating Ontario's Envi- ronmental Protection Act Section Qtor-C Do you Plan to do any Boating Day shopping? 6 of Regulation 308 which clearly states: No person shall cause or permit to be caused the emission of any contaminants to such an extent or degree as to (a) cause discomfort to persons or (b) cause loss of enjoyment of normal use of property. The hostel, located on Simcoe St. S., Oshawa, provides lodging to men and provides meals, coun- selling and support for men, women and children. The Region gives about -$50,000 a month to the hostel, $20,000 of which funds meals. It's trying to work with hostel administration to "come up with an alternative program," says Garry Cubbitt, commissioner of social services. Budget debates, which are open to the pt.blic, are scheduled for Mon- day, Jan. 4 and Tuesday, Jan. 5 beginning at 9 am. each day. Councillors will sift through each department's proposed budget and make revisions they feel are appropriate before setting the 1993 municipal tax rate. Chief Trevor McCagherty has lashed out at "an attempt at chirac- ter assassination" by the program that delved into the police investi- gation and two court cases that arose out of the Christine Jessop sex slaying and the subsequent conviction of Guy Paul Morin. "I'he conduct of police officers is subject to complete public accountability," he said. "It is my fervent wish that the same account- ability mechanisms existed for this type of television broadcast." He said it has been a "difficult Lime" for two Durham Regional Police officers and their families after CBC aired an interview with a woman who said a Durham cop investigating the Jessop murder asked her for a date. The interview given by the estranged wife of one of the initial suspects prompted Chief McCagherty to launch an inquiry. The program narrator related how two Durham detectives (crow staff sergeants), who had asked vivid questions relating to the woman's sexual relationship with her estranged husband, eventually "lost interest" in the suspect, "but not in (his wife)". The announcer related that one of the officers "slid up to her" and asked for a date. The woman said she was asked out by a detective who was "intrigued" about her sex life, and it was about a week later "the other detective..asked the same thing". She wondered in the interview "When you're talking about two officers of the law, who do you Complain to?". "We focus on small, manage- able steps to a healthier lifestyle," says course instructor Melissa Jaeger. Motion -sickness drugs haven't worked. My doctor and I are now discussing surgery. He recom- mends aprocedure called vestibu- lar neurectomy. What are the com- plications of this procedure? What is the chance of getting Meniere's disease in my right ear? I still hear in both ears. - Lisa T. A: A vestibular neurectomy cuts the balance nerve running from the inner ear to the brain. Studies show that patients who have the surgery have some risk of complications, including hearing loss, infection and headaches. Once Meniere's disease affects one ear, there's about a 10 per cent to 15 per cent chance of develop- ing it in the other ear. Several studies show that among the individuals (treated or untreated) who did develop Meniere's in both ears, roughly 75 per cent did so within five years of the start of symptoms. Half devel- oped it within two years. Meniere's disease is a disorder of the inner ear characterized by a r sensation of whirling motion, or vertigo; ringing in the ear, called tinnitus; a feeling of fullness in the ear, and fluctuating hearing loss. About 250,000 people develop Meniere's disease annually in the United States. The most distressing Meniere's symptom is dizziness. It can be so severe the sufferer is unable to work or remain inde- pendent. Treatment of Meniere's dis- ease generally focuses on reliev- ing the vertigo without losing hearing. There are several non- surgical approaches discussed in *4e medical literature, including ofiet or drug therapy. If surgery is needed, there are several procedures that may be used. Vestibular neurectomy is the most common. Studies show it is successful in stopping vertigo while maintaining hearing more than 90 per cent of the time. "Vestibular neurectomy is the gold standard," writes Dr. Julian Nedzelski, a leading Meniere's authority and director of the Dizziness Unit at Sunnybrook Health Sciences Centre in Toron- to. The current vestibular neurec- tomy technique was developed in 1978 by Dr. Herbert Silverstein, president of the Ear Research Ooundation in Sarasota, Fla. In it, a hole about the size of a silver dollar is drilled in the skull behind the ear to let the surgeon locate and cut the balance portion of the eighth cranial nerve. This delicate procedure is major surgery- Patients generally spend five to six days in the hos- pital afterward. A person can function after losing one balance nerve, since the good nerve in the other ear compensates for the loss. Vestibular neurectomy is never done to both ears. g ) The most current studies, pub- lished in the past few years, list these post-surgical complications: 15 per cent of the patients lose some hearing in the affected ear, about one per cent lose all hear- ing in the ear, 10 per cent get wound infections, 15 per cent suf- fer from headaches, and three per cent have small leaks of brain or spinal fluid. "We had cerebral fluid leak of less than one per cent," Silver- stein said, "virtually zero per cent of headaches ever since we stopped drilling bone around the nerve, and an infection rate of less Man one per cent." There are alternatives to surgery. Aleading Meniere's expert and surgeon, Dr. Michael Glasscock, President of the Ear Foundation in Nashville, Tenn., states that surgery should be a last resort. In his practice, Glasscock was able to control the disease in 85 per cent of the patients who suffered from it by prescribing a low -salt diet and/or diuretics, both of which reduce the amount of fluid in the inner ear. The rBher 15 per cent of patients may need surgery. And Toronto's Nedzelski reports he was able to eliminate vertigo in 89 per cent of his patients with antibiotic therapy. He delivers the antibiotic gentam- icin directly to the middle ear through a carefully placed tube. Patients received three 17.35 mg dose of gentamicin each day for four days. Besides the elimi- nation of vertigo, hearing was improved in 36 per cent of the Patients, unchanged in 39 per cent and worse in 25 per cent. Nedzel- ski's results were published in the February 1992 issue of The Jour- nal of Otolaryngology. Says Glasscock: "If the data on gentamicin holds up for the next few years, we may all abandon surgical treatment of 'Oeniere's entirely or save it for a few cases." Scott Haley, 15, and his horse Last Legacy won both the Governor General's Cup and the Lieutenant Governor's Cup during the `Royal' at the CNE grounds. Both Conformation Hunter events attracted riders and three-year-old horses from across Canada. Each horse was judged on conformation, move - Wt and substance. wThe two major wins at the Royal Winter Fair capped a great year for Haley and Last Legacy which was purchased from Jack and Judi Cooper of Cooper Farms in Udora, Ontario — well-known breeders of Canadian sport horses —this past May. Haley and Last Legacy entered shows across southern Ontario this past summer, plac- ing consistently near the top throughout the season. Haley plans to be back on the road again this summer, show - UjLast Legacy in the Confor- on Hunter class. Haley has been riding for he past five years and is coached by Christina LeMasurier.
