Politicians' pay probed again PICKERIM -The issue of Pickering politicians' salaries and benefits will once again be looked at by a committee. As in 1990, a three-person task force will be asked to make recommendations on remuneration offered to the mayor and six councillors. One per- son will be named to the task force by council, one will be selected by ratepayer groups and the third will be chosen from applicants as a result of adver- tising. The task force will be asked to make its report on or before May 31, 1993. Council's executive committee agreed Monday to establish the task force, as recommended by the initial committee struck in 1990. At that time, the committee recommended that salaries be reviewed every three years, that politicians should be paid based on the average wage of Ajax and Whitby politicians and that salary increases should reflect those given to town staff. Last year, however, council froze its own wages to help meet a zero -per cent tax increase. Put together by Durham Region's health services department, the model bylaw, to be considered by Ajax, Pickering and other munici- palities, is designed to protect non-smokers from the dangers of sec- ond-hand tobacco smoke. Statistics from Health and Welfare Canada show that up to 25 per cent of lung cancer deaths in non-smokers are related to second-hand smoke, while an estimated 4,000 to 5,300 deaths in non-smokers from „jieart disease and lung and other cancers are attibutable to second - Wand smoke. Further, second-hand smoke -- which no one should have to be sub- ject to — aggravates underlying illnesses such as asthma, certain aller- gies and chronic heart or lung disorders, especially in children. Under the proposed bylaw, smokers would be forced to butt out in hospitals and health care facilities, day nurseries, financial institu- tions, service lines, shopping malls (except designated areas in food courts), transit shelters, buses and taxis, schools and their grounds, concert halls, theatres, and public washrooms, to name a few. There would also be stricter regulations in restaurants, where patrons could light up in just 30 per cent of the available seating area. In bingo and billiard halls and bowling alleys, smoking would be per- mitted in 50 per cent of the premises. These numbers are reflective of the community, says public health nurse Sandi Schmidt. A 1990 Ontario health survey determined that 32 per cent of Durham residents aged 12 and over smoke. That leaves 68 per cent who do not, but have to put up with second-hand smoke from those that do. While the new bylaw has some smokers fuming, it is one that is Ong overdue. Non-smokers should not have to put up with someone else's bad habits. If a smoker chooses to pollute his or her own body, that's one thing, but sharing the pollutant is another. Even the washroom he used was separate from the regular boys' and girls' washrooms. That was the situation then. Now it is a completely different story. For the first time he was with his peas having a great time. As a result the group meets once a week and they have started to plan outings such as watching movies together, going swimming, shop- ping — just regular things that my son has never really done before with his peers. My son is 17 years old now and although be has just a few more years of high school left, I am sure that this time will be the most meaningful and valued for him. Trees, lights, ornaments and fireplaces produce extra haz- ards in our homes at a time when many are distracted because of the busy season. A little common sense can go a long way in making this festive season a happy one. Captain John Hunter of the Ajax Fire Department dropped by the office this week and offered the following Christ- mas safety tips. Most of them are common sense, but are worth repeating. - Always make sure you buy a freshly cut tree. Place your tree away from any heat source and out of the exit ways. - Keep electrical bulbs away from curtains or combustible materials and never use can- dles on or near a tree. Keep all Christmas presents away from the bulbs. - Don't let your tree dry out Make sure your tree stand has a good reservoir and keep it filled with water until you take the tree down. - Do not overload extension cords and keep all connections away from the water base. - Keep children and pets away from candles, electrical cords and fireplaces. Make sure your children are aware of the potential dangers of the Christmas tree. - Use weatherproof outdoor lights and cords for exterior decorations. . Unplug all lights before leaving the house or going to sle Never burn trees, decora- tions or wrapping ptaper in your fireplace. Wrappings and ever- greens barn rapidly at high heat, throwing sparks which can set the root" on fire. Common sense goes a way. "It's produced for parents, not educators" to show to children, believes Mrs. Ouenhof. "Iher+e's a special intimate relationship between parents and children that can't be and shouldn't be duplicated by a teacher." While the content is "quite mature," what the video doesn't say is equally upsetting to some. "Why do they never mention marriage?" Mrs. Ottenhof asks of the portrayal of a duple who fall in love and decide to have a baby. "Do sex and marriage have nothing to do with each other'? Orgasms and mas- turbation are discussed, but not mar- riage and commitment" Describing sex as "wonderful, saying it can be just for fun and gives you a warm, pleasurable feel- ing may entice early sexual activi- ty," believes the mother of three, none of whom have seen the videos. Further, referring to sexual inter- course as part of a loving, caring relationship may confuse a young- ster. "What does a loving, caring relationship mean to a nine-year- old? Their parents and friends? How does that help an incest victim who's told 'It's okay. I love you.' Children should not be having sex .and that's never stated." And while those characters shown having sexual intercourse are animated water colors, "to a nine- year-old, caravans are real. I do not condone material that does show explicit sex," says Mrs. Ouenhof. In her view, homosexuality is not dealt with appropriately in the video. When a boy asks instructors if it's "normal" for a man to love another man and a woman b love a woman, he's told two men or two women can have a loving relationship. "M question was raised, so it's important to answer," notes Mrs. Ouenhof. `But they passed over it lightly ... when other questions were answered Candidly and forthrightly. Endorsement is suggested through body language" as instructors nod their heads when answaing. Finally, information on AIDS is "misleading," says Mrs. Cuenhof, who's critical of presenting absti- nence and the use of condoms as equally acceptable methods of pre- vention. According to the video, one way is as good as the other. That doesn't support the board's abstinence policy. "I don't have a problem with sex education. I do have a problem with this," she adds. The school board will make a decision on the appropriateness of the video next month. --M6 Crea a z .4: 1Pelicious 7 .,/; Memories:` Far Every Oecedue, end *very bwd&M Lot we help you plant yew cess eecW even choose from our k"errtetiower rns, u. "I don't find anything in it offensive," the Quality Education Network's Patti Charbonneau says of the Growing Up series of videos now under review by the Durham Board of Education. The review follows complaints by parents offended by some 'of the mature issues discussed in A Head Full of Questions, the first video in the series, including mas- Oturbation and homosexuality — as well as those issues which are ignored, such as marriage and commitment. (The second video, Changes, examines puberty, while the third, Especially You, aims to foster self-confidence.) Designed for students aged nine to 12, the series is but "one of many resources" offered to board teachers, according to chair Louise Farr. Because it's not mandated by the ministry of edu- cation, it's at a teacher's discre- tion whether to use it. Service medals go to 29 residents AJAX-PICKERING Twenty-nine area residents will receive Canada 125 medals. They're among 40 Ontario Riding residents to receive the award which MP Rent Soetens says pays tribute "to people whose talents, values and actions have benefited the community." The medals mark the 125th anniversary of Canada and were approved by the Queen- ' Ajax recipients we Charles 'Chic' Presley, Jean Fidler, David Karry, Heather Karry, Anita Witty, Henry Westney, Alf Williams, Joan Azzapardi, Joe Pacione, Lawrence Baker, Olive Hanna, Olive Header - son, Joe Rooney, Joe Dickson, William Seymour, Thomas Veitch, Benny Severs and James Kelly. Pickering recipients are George Johnson, Kurrie Storey, John Earley, Thelma Bamber, Lucy Perri, John Hayden, Carl Young, Helen Paris, Jean Tyas, Rod Mason and Betsy Gummow. All MPs were allotted 40 medals. Mr. Soetens had submis- sions for this ares sent to him and he had a committee of two people select the winters from throughout the riding, which includes Pickering, Ajax and Whitby. presentation ceremony for the medals is tentatively set for Tuesday, Dec. 29 at St. Andrew's Presbyterian Church, on Church St. N., Pkkering Village. 4 Endorsed by the board's family life advisory committee last spring, the series was reviewed again last week by an ad hoc group comprised of board staff, trustees and a random selection of parents who sit on parent -teacher associations. Their recommenda- tions will be presented to trustees next month. Network members are hoping the series will still be available to teachers — on the condition schools inform parents when the video will be shown and educators allow them to pull their children from that particular class if requested "Only a parent can decide whether their child is ready for that kind of information," explains Mrs. Charbonneau, a Pickering resident. "It's one of the few areas where parents have a choice. I don't understand why there's a problem." But that information isn't shared by all schools, according to Carol Ottenhof of Uxbridge, a firm opponent of the series. "Some schools tell parents through newsletters: some have received nothing. There has to be a better way of telling parents." By not giving all parents a choice, "Too much responsibility is left to the teacher to discern the readiness of the whole class," says Mrs. Ottenhof, who believes the series "robs children of their natu- ral modesty and innocence." But Mrs. Charbonneau dis- agrees. Parents who know when their children will view the videos have a chance to "create conversa- tion about morals," she explains. "The videos allow parents to dis- cuss their own family values because it doesn't step on any- one's toes." Though Mrs. Charbonneau's 10 -year-old son hasn't seen the series at school, he viewed it at home six months ago after his mom borrowed it from the local library. "It opened the doors and he knows he can still ask questions," she notes. "I believe opponents have targeted the video as a springboard for other issues." Among the complaints put to the board is one that public health nurses who visit schools reported- ly encourage kids to call out "street words" for sexual inter- course and body parts and discuss the proper use of condoms. Other parents believe the board encourages homosexuality as an "alternate lifestyle" and worry about visits from members of a local AIDS committee. On the other hand, some are asking what programs and ser- vices are offered by the board to lesbian and gay students to com- bat discrimination. DAY. LL T11E 0_Mp1_p._U :MYlYR1S. It gives people authority. The crisply pressed attire com- mands respect. You automatically give that person's opinion more credibility. You pay closer attention. Even if that person is Tom Cruise. The golden boy of Hollywood draws a plum assignment as Navy lawyer Daniel Kaffee in A Few Good Men. He even gets to play opposite Jack Nicholson, the most commanding screen presence in the movie world. There is nobody else you would want playing the tough, intimidating Colonel Jessep — except maybe Douglas MacArthur. Nicholson and Cruise give, dare we say it, performances of Academy Award-winning calibre. Every scene Nicholson turns up in, he rules. He overshadows just about all the other characters. He is supposed to. He is so convincing in his con- tempt for lily-white lawyers from Washington, you leave the theatre thinking he really would knock Tom Cruise's head off if given the opportunity. Why not? Cruise comes across as a smug, wise -cracking snot. Who wouldn't hate him? Well, audiences. 'You will love Cruise by the time you leave your seat.
