Emergency services strained to respond to dozens of accidents caused by a foot of snow that fell between Thursday morning and noon Friday. Those who didn't have to leave home stayed put; some people who ventured out did so on snowmobiles. Durham Regional Police were called to 105 accidents m the storm's fust 24 hours ending 9 am. Friday. Four- teen of those accidents involved injuries, none of them life-threatening. Local OPP responded to "a couple dozen" -mostly minor' mishaps Friday moming alone. At least one man suffered a heart attack while shovel- ling snow and was admitted to Ajax -Pickering General Hospital, where several nurses had walked to work to relieve night staff. Manv residents were literally snowed in and couldn't vet to work. "Ibis is the first tune I've heard of this num- ber of people who were stranded and couldn't get out of their subdivisions," said an official of one of the region's largest employers. In fact, Bell Canada's circuits were overloaded by snowbound people reporting they wouldn't make it to work Friday morning. "Everyone in Durham was trying to call into work — all at the same time," said local Bell manager Joan Robertson. "It was getting severe, and the overload was setting off alarms in our central office." 'Our biggest problem is people phoning up saying, 'Wben is my road going to be cleared.,.,. reported Picker- ing public works director Steve Voices. "It's just wild in bere„ All employees and equipment were out all Thursday night, struggling against the biggest snowfall anyone in the department could remember, said Mr. Voices. One Town of Pickering snowplow operator on Green- wood Rd found his path blocked by a tree, and turned his machine around only to find that another tree had fallen at the other side of him, completely hemming hirn in, said Mr. Voices. He was rescued by colleagues a short time later. In Ajax, all 25 works department employees and about 10 contractors were out trying to clear roads and parking lots Friday. "I can't ever remember having one (storm) this bad and I've been bete since 1978," said department staffer Chris Bradley. The Barbara Blade Centre for Youth Resources, operating out of the East Shore Community Centre at 910 Liverpool Rd., Pickering, has run into financial difficulty after failing to get an expected $50,000 grant from the Ontario ministry of health. Now, a minimum of $10,000 will have to be found to keep the centre operating until the end of its fiscal year in spring, says Cathy Walker, president of the centre's board of directors. The money is needed to keep the cen- s trained, full-time coordinator staff, she says. "We've got community sup- port, but not a good, solid funding base. We've done marvelous things on a shoestring." The centre, which offers youths a wide range of services from recreation to counselling, started as a project of the Social Development Council and opened its doors in September, 1991. It operates on an annual budget of $45,000 and attracts between 20 and 40 youths a day. At the cen- tre, they're able to talk to their peers and counsellors on subjects that include eating disorders, AIDS and sex. lRegion freezes 1993 water, sewer rates DURHAM - Homeowners and businesses will be given a break on their water and sewer bill next tear, though that could lead to a ining tax hike down the road. Durham Regional councillors agreed Wednesday to freeze water and sewer rates at the 1992 level, though a study suggests rates must increase an average of 6.4 per cent each year from 1993 to 1999 to finance proposed pro- jects, including a new Ajax water supply plant. Newcastle mayor Diane Hamre was among those pushing for a gradual tax hike instead, claiming "it's false financing" to use a reserve fund to offset costs. `The time will came when the reserve fund is empty or you Choose not to use it. You're set- ting yourselves up for a kick in mthe head," she told colleagues. 1111111uggesting a two or three per cent bicrease next year instead. Pickering mayor Blayne ,Anhuus agreed, saying it's -short- sighted" to offer a zero per cent `increase. He's worried users will face an eight to 10 per cent hike in 1994. "I dolt h1w 1D see that be But works committee chair `iohn Aker stood by the recom- mendauon. "I think it's the abso- htte correct decision for 1993," he amid, pointing to a rate stabiliza- tion fund which now stands at $19 million. About $2 million will be drawn to give Durham &Sidents a break next year. The Region doesn't expect to hold the line on property taxes and is working to keep next year's increase under five per cent. Educational and local municipal taxes snake up the rest of the property tax bill. "It's successful; that's why we want to keep it going," says Joan Skelton, executive director of the Social Development Council. The news that the centre is in difficul- ty was taken well by the youths, she says. "They're really great. They want to know what they can do to help." The centre was counting on getting the grant from the min- istry of health, says Ms. Skelton. The board of directors was intend- ing to broaden a health program at the centre addressing issues such as self-esteem and nutrition. "It's really left us in an awk- ward, difficult position," says Ms. Skelton of the ministry's failure to approve the grant. "I know there's only so much money in the pot, but we haven't received a clear idea as to why we didn't get it. The government has been very supportive of the work we've been doing" However, Ms. Skelton says she met with a ministry of health poli- cy advisor Thursday morning, who said she'd check funding possibilities. Even if the centre is forced to close in January, Ms. Skelton vows it won't be the end. `"There are irons in the fire for the future. This is a setback-, it's not going to stop it — not if I have anything to say about it." The youth centre, which is also staffed by 20 volunteers as well as the full-time coordinator, is a reg- istered charitable organization that receives funding from the United Way, the ministry of community and social services, community service clubs and other organiza- tions. Space and utilities at the East Shore Community Centre are donated by the Town of Pickering. I .tn1s news DURHAM -Tired of never being able to find a Christmas tree that's just right? Find the artificial ones too tacky? You might want to join the many Durham residents who cut their own trees. There are several farms offer- ing a "cut your own tree" service in southern Ontario. And, there are 33 cut -your - own -tree locations between Peter- borough and London, according to the Christmas Tree Growers Asso- ciation of Ontario. Among the farms near here are Murcott's Rolling Meadows Tree Farm at Ashburn Rd. and Town - line Rd. in north Whitby, 655- 3295, and Spademan Tree Farm on Durham Rd. 21 eight kilome- tres east of Coppins Corners on Brock Rd., 985-7291. If you want to cut your own tree, the tree growers' group has several pointers: • Determine where you'll dis- play the tree. Knowing this will tell you how tall the tree can be and whether all four sides must be suitable for display. • When heading out, make state everyone dresses warmly and has dry footwear, overcoat, mittens or gloves, and a hat. • Use a saw instead of an axe. A saw is safer, easier to use and will cut the tree trunk more clean- ly. Some tree farms provide saws. • Pick a tree with a good green color and a noticeable fragrance. A way to determine freshness is to take hold of a branch about six inches from the end between your thumb and forefinger. Pull toward the end of the branch. Town council's budget advi- sory committee approved a fare increase on Thursday and full council will consider the hike Jan. 4. Seniors fares are expected to double to 50 cents from the cur- rent 25 cents and adult fares may jump to S1.25 from S1.15. Handi-transit fares would increase to S 1.25 from S 1.15 . The current fares of S 1 for stu- dents and 50 cents for children under 12 would remain the same. Adult monthly passes will stay at S42, but student monthly pass- es will increase to S32 from 530.50. A new monthly pass for peo- ple 55 years and up will cost S10. Twelve student tickets will cost SI I and 10 handi-transit tickets S12. The major snowfall we're still trying to dig our way out of had more than just a few Pickering residents worried that reduced snowplow opera- tions were already in effect in the Town. Pickering's public works director Steve Vokes reported Friday moving that phones were ringing off the hook in his department, as people demand- -ed to know when their streets would be cleaned. Many residents were udder the impression that a proposal to cut back on snowplow services, yet to be voted on by council, was the reason for impassable roads, said Mr. Vokes. It wasn't, but perhaps residents have just had a little taste of things to come. Or things not to come -- like snowplows. However, even if reduced services are approved by council, the new policy would be thrown out the window -- or into a snowbank — during major snowfalls like the one we've just had. Mr. Votes says all equipment would be on the roads and staff overtime would be authorized. Because major arteries with heavy traffic are always plowed first, residents might still have a bit of a wait before subdivision streets are cleared. That's what happened Friday, and that's the way plowing operations have always been organized. But, with less than two -and -a -half inches of snow on the ground, things would be different under the new policy. Staff wouldn't be putting in any overtime on local streets. If a snowfall ended Friday, plows wouldn't come around until Monday. The new policy, scheduled to be considered by council's executive com- mittee Monday, is expected to save 5125.000 in overtime fees. We suspect it's not a proposal likely to be popular with taxpayers. What affect will it have on senior citizens trying to get around the com- munity? What about children walking to school or the bus stop? Wouldn't an unplowed road with two inches of snow make the going rougher for ambulances and other emergency vehicles? The reduced service level could wind up being a bit more than just a minor inconvenience for taxpayers. Surely, if extra dollars must be found within the department's budget, they could be found in another area. Or maybe councillors could reduce staff overtime just by being less long-winded Monday nights. During the next snowfall, perhaps frustrated residents could ensure that the only phones ringing off hooks are the phones in politicians' homes. Editor's mail There's nobody like 'Myron Baloney', not even the'New Dipper's'Bob Rae To the editor, Rc: Editorial "No Rae of Sun- shine" —Wed., Nov. 18, 1992. When the "unthinkable" hap- pened on Sept. 6, 1990 and Ontario elected a bright young man and his "untried" radically different party affectionately called "New Dippers" — almost at once, the media (greatly assist- ed by the elite of the business and financial community) began a campaign of condemnation unparalleled in the history of Ontario. It's the end of our province they howled, our way of life is finished they moaned. Did we not hear the same proclamation last mouth about the whole country just before the big "R" vote from the mouth of Sir Ego? It didn't work eh? At least not in six out of 10 provinces — democracy tri- umphed. Apart from the usual rantings and ravings I've beard over and over about how dreadful our Rhode's scholar premier is, I was amazed by that bit about Conrad the Destroyer" Black; how the New Dems would "destroy" the province. With the reputation he MPP speaks out for constituents To the editor, It was very gratifying to turn on the Ontario Parliamentary channel last night and catch a question directed by MPP Jim Wiseman, our local member, to Ruth Grier, Minister of the Envi- ronment. As Mr. Wiseman correctly pointed out, successive Liberal and Tory federal and provincial governments have saddled this community with a nuclear power station, a Brock Road dump, a proposed airport and a York - Durham sewage treatment plan. He inquired whether or not we had borne our social respoosibrTi- ties ahtmdy. It's pleasing and rare that a member would speak out as strongly as Mr. Wiseman has for his constituents. Too often we've see politicians meekly accept the -dictates of their leaders over dump sites or attempt to justify harmful policies such as a regres- sive goods and services tax. I know Mr. Wiseman has done some good work to protect wet- lands such as those at Caruthers ,Creek in southeast Ajax, has insisted on and got reasonable conditions on Durham Region's plans to expand a water treatment plant on Ajax's waterfront, helped to solve a problem over Frenchman's Bay lands, achieve hospital expansion and is work- ing on an Endangered Species Bill. These initiatives took some apolitical courage because they were not all popular ones in his pay. Keep up the good work Jim. Such a strong, independent and thoughtful approach is exactly what Durham West needs in a long-term MPP. Gordan McKay, Ajax bas — if he was employed by any daily or weekly paper even remotely connected to that "python", I'd be doing a whole lotta shakin. Given the minimum of praise the "New Dipper" received last year to save jobs at Algoma, Kapuskasing, etc. — it will be interesting to see the reaction from Arnprior, Ontario (Rae secures millions for high tech Plant from Japanese — News - World Nov. 20). You state that Canadians have a liking to vote governments out, and not in — that is precisely what happened in Ontario in 1990, B.C. and Saskatchewan in 1991 — even our southern neighbor got the idea Nov. 3. In an attempt to ridicule "Gentle Bob" as he makes an effort to try and bring some "sunshine" into the lives of our struggling fellow Ontarians, writer Frank Michaud asks if Mr. .Rae thinks he is the prime minis- ter of Canada (letter Nov. 20). Answer — nobody but nobody could be like Myron Baloney. Jinn McLean, Ajax ...And some psycho killers in the • family tree... Are you going home for the holidays'? The mayor, in a jovial mood after holding an outdoor press conference in the middle of Thursday's snow storm, is full of dump fight fund-raising ideas that include snow frolic and dancing. "We've got some serious busi- ness to do, but we've got to have some fun along the way," he says. Thursday morning, mayor Arthurs met with Markham mayor Frank Scarpitti on the Pickering -Markham Townline, west of the hamlet of Whitevale. In the midst of blowing snow, the two made a deal to jointly fight the province's proposal to create regional dumps in the two munic- iues. Pickering is targeted with four of five candidate sites for a Durham -only dump, while a huge Metro Toronto -York Region landfill is proposed on the Picker- ing -Markham border. Serious stuff, but not so seri- ous that we can't have fun while righting, says mayor Arthurs. Accordingly, he's announced a "sNOw dumps" contest that will be held sometime in February complete with prizes and judges. Details on what a sNOw dump is are a little vague, but it involves Ouilding snow sculptures meant as mini -replicas of the Brock West landfill. Residents will build their *NOw dumps based on the con- tours of the Brock West dump, t•ays mayor Arthurs, "only build them 40 feet bigger like Metro does." He's referring to recent charges by Pickering -Ajax Citi- zens Together for the Environ- ment (PACT) that Metro Toronto, owner of Brock West, is deliber- ately overfilling the dump. sNOw dumps ("little s, big N, :Big O, little w", advises mayor Arthurs) must be entirely biodegradable (meaning they'll melt) and must include a sNOw dump sign. They won't include actual garbage, but they'll be more than piles of snow, insists the mayor. "We've got an awful lot of imagi- native people in the community" Further details on how to build a sNOw dump will be forthcom- ing. A Foodland Ontario Share- holders program is also being launched for Pickering and Markham residents. Because environment minister Ruth Grier is the only shareholder in the provincial Interim Waste Author- ity, residents will now have a group that they can be sharehold- ers in, explains mayor Arthurs. Shares will be sold to residents at various denominations, and a shareholders meeting will be held April l at the Metro East Trade Centre, where all shareholders will vote on whether they want another dump in their town. "We expect the vote to be unanimous," quips mayor Arthurs. Money raised from the pro- gram will be used to offset the community's legal and environ- mental bills incurred in the dump fight_ However, any bills racked up by council in a formal fight launched by the municipality will be paid through municipal funds. Shares are not yet for sale, but will be available at a future date through the mayor's -citizens' task force against dumps, operat- ing out of storefront space in the Pickering Town Centre. Steven Yau, 39, was fined Dec. 1 in an Oakville courtroom after earlier pleading guilty to carrying on business as a mortgage broker without being registered by the Registrar of Mortgage Brokers. Mr. Yau had received a $10,000 fee to arrange a mortgage for the purchase of a hotel in Fort Erie. The mortgage wasn't arranged and the fee wasn't refunded Ministry of financial institu- tions spokesman Elliott Katz said Mr. Yau met the victim, a Hamil- ton man, in an Oakville bar in the auttnnn of 1989, at which time the two men entered a contract con- cerning the mortgage arrange- ment. Mr. Yau was charged in the autumn of 1991. The court finding means the vxmm can now take civil action to regain the $10,000. The corm pro- ceedings took place in Oakville because it was in that jurisdiction the deal took place. ... ►. +. f. LSI. . l . l . Twenty -foot high animated, lighted Walt Disney scenes adding Christmas color to Queen Victoria Park in Niagara Falls are the shin- ing achievement of Alderbrook Industries on Sandy Beach Rd. "We're taking technology about as far as we can take it," says company president Charles Parker. "We've done things even we weren't sure we could do." The Pickering firm has been commissioned for the past seven years to do the Niagara Winter Festival of Lights. But this sea- son's Disney creation is by far the most intricate display the firm has done. "The level of sophistication we've reached is not matched any- where in North America," says Mr. Parker. The 10 Disney scenes, animat- ed through the use of flashing lights, include Snow White wav- ing goodbye as the dwarfs set off for work. smoke puffing out of Aladdin's lamp. and a waving mermaid whose hair is floating on a sea current. The displays are between 15 and 30 feet in length and were entirely manufactured in Picker- ing. Sketches, provided by the Dis- ney Corporation, were trans- formed into full-size working drawings by an Alderbrook designer. Metal frames were then welded together to conform to the outlines of the drawings, and lights were attached. Colors of lights had to match to colors spec- ified by Disney, says Mr. Parker. "The Disney Corporation is not just world class; they're in a class of their own. You cannot just make a rendition of Mickey Mouse — it has to be Mickey Mouse." Mr. Parker says the displays delighted the Niagara Parks Com- mission and the City of Niagara Falls, which holds the Festival of Lights to attract tourists in the off- peak season. "They love it. The response from visitors is all positive... the Disney people are thrilled." Local people will be able to view the displays when a New Year's Eve celebration is televised from the park. Mr. Parker is hoping his firm will now get similar contracts in the United States and other parts of Canada. v OUR WHOLESALE OUTLET OFFERS BRAND NAME FACTORY SECONDS TO YOU AT DISCOUNT PRICES, JUST IN TIME FOR HOLIDAY SEASON ENTERTAINING. Fines will be suspended for overdue library materials start- ing Monday, Dec. 14 and con- tinuing until the end of the month. Instead of fines, library users are being asked for a non- perishable food donation for each overdue item. The dona- tions will help our community food bank make Christmas mer- rier for the less fortunate. The amnesty ends in January, when fines will be increased. Card holders can use a com- puter at the central library to check whether they have any items still to be returned. No questions will be asked about overdue items during the amnesty. Well he did it again. He conned us all. We all thought he would be able to get his career back on track and make us laugh at the same time. Maybe, just maybe, he has tacked his career correctly and is about to break out of the doldrums. Maybe, just maybe, there were more than seven laugh lines in The Distinguished Gen- tleman. Maybe I missed them. His latest Hollywood film, The Distinguished Gentleman, has many wishing he had stopped making movies after Beverly Hills Cop in 1984. Murphy's assault on Capitol EVIEW Hill grows tiresome very quickly. The Saturday Night Live alumnus has fallen into the trap of doing the same old thing every time out. Granted, he is with Hol- lywood Pictures for just this movie, which is its good fortune. Sure, he'll bring the company six or seven stacks of cash at the box office, but not a memorable movie. Just ask the people over at Paramount Pictures. Paramount signed the comic for one film and didn't let him anvwhere near the director or producer chairs. We're glad of that. One thing is certain, it would have gone downhill faster. From the beginning this movie lacks in many areas. Murphy, who plays Thomas Jefferson Johnson, gets the wise idea to run for Congress. His name happens to be the same as the former Con- gressman and he uses that as his election platform. It's as sturdy as the rest of this movie. He, of course, wins and is set loose on Washington. Once in the home of the big con, Murphy starts playing the big wigs of Washington to his advantage. Murphy is a great funny man, but he needs a good straight man with him. Nick Nolte has accom- plished that in the past, but the likes of Lane Smith, Joe Don Baker and Victoria Rowell just don't cut it. And that Grant Shaud fellow, you know the neurotic Miles Sil- verberg of Murphy Brown fame, is typecast as a little weasel. It's too bad, because his character could have added more to the film. Actually all the characters could have done more, which leaves one to guess that Jonathan Lynn couldn't pull this funny story line together. There are a couple of times the viewer is left waiting for the obvious gag and it never happens. Save yourself the trouble and wait for this one to hit the video store shelves. A 0 A6RTs&ENTERTAnqMX1iT OFF THE RECORD If you're still looking for a some Christmas music to shore up your collection for the holiday season, there's a number of new releases in the stores ready to cater to the the tastes of almost any music fan. By far the most versatile, and certainly the one that most embod- ies the Christmas spirit is A Very Special Christmas 2 (A&M Records). It's a follow-up to the hugely successful No. 1, which so far has raised more than $17 mil- lion for the Special Olympics since its release in 1987. The concept is heartwarming: Producer Jimmy Iovine contacted a few of his friends in the music business and, voila, an album full of traditional and original Christ- mas music was delivered by many of the superstars of pop. On this release, which to my taste is musically even better than the first, we're treated to all manner of styles, from rock to big band. Some of the stars include Randy Travis, Aretha Franklin, Tom Petty, Bonnie Raitt and Sinead O'Connor. A particularly interesting track is the technologically intergenera- tional recording of Sinatra's I947 rendition of "Santa Claus is Com- ing to Town," with 1992 duct vocals added by pop waif, Cyndi I.auper; although in the spirit of the season I would have preferred that the producers chose O'Connor (whose ass, of course, Sinatra promised to kick last year when she refused to have the U.S. national anthem played before her con- certs!) The second "must" album for this year or next is Amy Grant's Home For Christmas (A&M). It's the Christian pop singer's second Christmas album and hopefully not the last. Much more traditional than A Very Special Christmas, Grant nonetheless mixes in some original songs with standards such as "O' Come All Ye Faithful," "Joy to the World," and "Winter Wonderland" If for no other reason (and there are many, including Grant's won- derful voice, accompaniment by the London Philharmonic Orches- tra and songs penned by the likes of Carly Simon), buy it for the bril- liant ballad, "Breath of Heaven (Mary's Song," a moving account of "the traumatic, thrilling and lonely road Jesus's mother Mary travelled.") By the way, if you ever won- dered about such things, Grant's Christmas album was recorded in June. From general to the specific, here's some snapshots of other Christmas stuff that's out there that might appeal to particular tastes: The Night Before Christmas - A Musical Fantasy (A&M) is the unique work of Sounds of Black- ness, which combines traditional Christmas carols with original compositions using the musical spectrum of African-American music — gospel, jazz, blues, R&B, rock & roll, rap and funk. For the dance club fan frequenter in the family. The RCA Victor label has a tri- umvirate of albums for the season. Jazz fans can bop along to such classics as "Deck the Halls," and "Silent Night" with clarinetist Richard Stoltzman's Bark!, while the more traditionally minded will enjoy Peace on Earth - A Bavarian Christmas, featuring James Galway and others interpreting such classi- cal composers as Handel and Bach. The third entry is by far the most amusing and imaginative: Chung King Christmas, by the Ori- ental Echo Ensemble, was recorded in }long Kong "with an Oriental flavor." You really have to hear it to believe it. Suffice to say, you've never befoic heard "White Christ- mas" or "Rudolph the Red Nosed Reindeer" performed quite like this. And last but not least, you may wish to remember The Chieftains' Bells of Dublin (BMG), which was the critical hit of last year's holiday season. And being a fanatical of Celtic traditional music, I might add that this one remained in my CD player well into the spring. —Michael Buginsla (Donna Ryc;e & Brenda Guest Manager Personal Manager Customer Banking Service Together with their staff wish to extend their "SEASON GREETINGS" and Best Wishes for 1993 r ROYAL BANK OF CANADA 705 Kingston Rd, Unit #15 (Hwy. #Z Whites Rd.) 420-8700 QUITAIS. • . Brent Gaylor, 18, in his first year with the Port Perry Mojacks of the Central Junior `C' league, tallied three goals in 18 seconds during a game against the Lake - field Chiefs in Port Perry last month. With the contest tied 1-1 in the second period, the 61", 185 - pound right winger scored his first goal at 3:43 of the period, his second at 3:53 and the third at 4:01. The previous record holder for the fastest three goals in junior hockey was Tom McDonnell of the OHL's Ottawa '67s in 1976 and by the Western Hockey League's Jim Harrison of Este - van, Saskatchewan in 1966. Both accomplished the feat in 24 sec- onds. For good measure, Gaylor added one more goal in the third period to lead Port Perry to a 6-2 victory over Lakefield. Gaylor played all his minor hockey in Ajax, graduating to junior hockey after playing for the Ajax midgets last season. He has five goals and two assists so far in his rookie season. 6 • 0 0 By AL RIVETI' Sports Reporter PICKERING - A Pickering teenager had the thrill of a lifetime while attending a Toronto Maple Leafs game last Saturday. Most of us are familiar with VCRs. Some people use the VCR machine to play a movie or to record a show on television. If a person wishes to record a television show while watching another show, then it becomes a lit- tle more complicated depending on the existing connections. If you want to program the VCR to record a show several days from now and another show hours after that one, but on a different channel, well! This may be too much effort for some people. It is not a physically heavy chore. It is, however, a men- tally demanding series of instruc- tions to follow, once you have understood the technical manual that comes with the machine. For some people, even setting the clock on the VCR machine is too difficult. Because of these difficul- ties you might say that the VCR machine is not user friendly. Some of the earlier models were quite complex to control for the described functions. On-screen programming is more user friendly, but still not as easy as co it should be. I wish to compliment the VCR makers on recognizing New computers and software lets users knit words and sounds together with graphics, video and animation, in a package that lets the user control the images and. Because desktop computers have become so powerful, they can now hold and manipulate enough infor- mation fast enough to produce con- trollable television images with breathtaking resolution - pictures far sharper than on a conventional TV That could mean, for example. images of every picture in the Louvre can be stored for retrieval by art lovers or students who could zoom right in on Mona Lisa's smile, clear as a bell. this ergonomics problem and improving on the situation.
