AJAX-PICKERING - Patients are in jeop-
ardy in the emergency department of the
Ajax -Pickering General Hospital because of
staff shortages, the Ontario Nursing Associa-
tion charged Friday.
The association has 1.000 fa cs of "dexu-
mented evidence” proving "unsafe care" in
the emergency room, ONA president Mary
Jane Christianson claimed at a press confer-
ence. That documented evidence, however, is
confidential, she said.
Ms. Christianson said hospital administra-
tion refuses to provide enough nurses to
ensure a "minimum level" of care.
"I hope there's no incidents where there's
a major outcome — that's a nice way of say-
ing I hope there's no deaths."
Incidents of patients being left alone, wait-
ing and doing without the care they require
were cited by Ms. Christianson. But hospital
administrator Bruce Cliff assures the hospital

DURHAM - Read it and weep.
The Durham Board of Education
recently released its review of stu-
dents' writing, and a local education
watchdog group says the report
leaves much to be desired.
"We were really disgusted," says
Patti Charbonneau, co-founder of
. the Quality Education Network of
Durham Region. "We were under
the impression that in the fall they
would show the 'success of whole
language' according to (director of
education) Pauline Laing.
"She was so pleased to be able to
show it to the parents in the fall. I
would like to know where Pauline
Laing sees that success."
The review found that three-
quarters of students in Grades 6 and
10 have a secure command of story -
writing, and two-thirds use punctua-
tion, grammar and spelling correct-
ly.

conducted in Grades 6 and 10 of
Durham Board of Education
schools shows our success. These
results will be published in the fall.

Mrs. Charbonneau wonders how
the board can call a review of stu-
dents' writing a success when there
is nothing to compare it to.
"They have standards (in the
report) — Levels 1, 2 and 3. How
do they compare to other school
boards? They are their own stan-
dards," she says. "Maybe my expec-
tations are too high, but they classify
a Level 3 student as good for Grade
10, and I don't think I would be
very pleased or proud of that"
The study defines Level 3 as
writing in which the reader is able to
discern beginning, middle and end.
" lihey should be able to do that
in Grade 3," says Mrs. Charbon-
neau.
At level 3, students' spelling is
usually correct or reasonably pho-
netic, and misspellings are consis-
tent throughout text.
"How do you define this Level 3
in Grade 10 as being a good level of
writing? Do they feel a Level 3 with
these characteristics is a good stan-
dard?"
She says there's nothing in the
document that shows the success of
whole language.
Mrs. Charbonneau will attend
the board meeting on Monday to
ask trustees if they feel it's a good
standard. She'll also write the diroc-
u r and trustees of her concerns.

"Should any inquiry
be conducted, we would

fy "allegations concern-
ing the crime scene.
"It was this Crown Attorney's
office and this police service that
initiated the investigation into the
handling of the evidence at the
crime scene that led to a call for an
OPP investigation, which led to
charges against our officer.

The Durham police force, he
says, will "just continue to work on
oar skill and knowledge. We learn
from these things.

"Patient care here is as good
as any hospital in Ontario," he
says. "I have not received com-
plaints."
But Ms. Christianson said
;patients often become angry.
Using examples she said were
.from 1990, she claimed:
. A nurse had to leave four
patients — a child on a heart
monitor, a child who'd suffered
seizures, a patient who'd had an
asthma attack and another person
who was having a stroke — to
help care for a teenager who was
unconscious and in shock. The
nurses "did not have time to give
adequate care" to a 10 -year-old
and 31 -year-old who'd been
involved in separate accidents;
- One nurse was given the
"incredible workload" of caring
for two patients bleeding inter-
nally, a patient with a collapsed
lung, an unstable patient with
severe abdominal pain and anoth-
er patient suffering from a drug
overdose.
She also said nurses are sent
off on ambulance trips and are
not replaced in the emergency
room.
Four nurses staffing the emer-
gency department on a night shift
might have to care for as many as
128 patients, she said, adding that
nurses "aren't asking for the sun
and the moon" but only for one
additional on-call nurse.
But Mr. Cliff suggests reorga-
nizing the department to provide
for an on-call nurse without hir-
ing extra staff. Currently, the
department depends on nurses to
voluntarily put their names on an
on-call list.
"There's never been an occa-
sion when we couldn't get a
nurse," points out Tracy Paterson,
community relations director.
There are a minimum of seven
Registered Nurses in the depart-
ment on day shifts and four on
night shifts, says Mr. Cliff. He
says he's hired clerks, aides and
housekeepers to help with non-
medical duties. Another nurse has
been added to weekend shifts on
a trial basis, he adds.
"I don't think the quality of
patient care is an issue at this
hospital. We're into a major
recession. I feel there's enough
resources in the department but
we're not utilizing them in the
most effective way."
Mr. Cliff, head of the hospital
for just seven months, says the
association never approached him
with its concerns.

But Ms. Christianson said the
ONA has been trying to resolve
concerns with hospital adminis-
tration for three years. The asso-
ciation asked for an investigation
by an independent committee,
which held hearings Sept. 25-27,
1991. She says the committee
supported the concern of nurses.
But an Operational Review of
the hospital, paid for by the min-
istry of health and finalized in
July 1992, recommended cutting
12 Registered Nurses from hospi-
tal staff. Ms. Christianson claims
the ministry review was only con-
cerned with funding, while nurs-
ing experts are concerned about
patients.
She calls the current expansion
of the hospital "a terrible
irony ... Is the hospital going to run
this addition without
nurses? ... There's something
wrong when bricks and mortar
mean more than human lives."
She called the press confer-
ence the nurses' "last chance to
get somebody to take notice."
But Mr. Cliff says he believes
the nurses' concerns can be
worked out through discussion. "I
think we'll sort out the problems
in the emergency department. I
have the highest regard for the
nurses in that department."
Soetens after PC nominaton
AJAX-PICKERING - Ontario Riding MP Rene
Soetens is "not afraid to run on my record or the
record of the (Mulroney) government" in the next
federal election, which he believes could be held
next spring.
Mr. Soetens is the fust person to announce can-
didacy for the Ontario Riding Progressive Conser-
vative Association nomination.
Local Tories will choose their candidate for the
next election at a nomination meeting Wednesday,
Jan. 20 at 7:30 p.m., in the HMS Ajax Room of the
Ajax Community Centre.
Mr. Soetens says that, when he first got into fed-
eral politics, he had goals he wanted to accomplish.
"My fust goal was to restructure Canada so it
can be economically competitive with the rest of the
world," Mr. Soetens says.
His second goal was to find out how Ontario
Riding "fits into the national scene.
"Ontario Riding can clearly win if we meet the
fust goal I espoused."
Mr. Soetens was elected MP in November, 1988
after serving as Ajax Ward 1 councillor for eight
years, beginning in 1980.
Dan McTeague has been selected as the Liberal
candidate, while Don Sullivan will represent the
Reform Party. Ontario Riding covers all of Picker-
ing and Ajax, and most of Whitby.
A federal election has to be called by the middle
of November, 1993, the end of the government's
five-year mandate.
Mr. Soetens says, "I personally believe (an elec-
tion) will be in June, but that's strictly a guess on
my part-"
"The basic issue is, does Canada want to contin-
ue to change, to move forward and be innovative, or
go back to the old, archaic ways? Or worse, go
socialist all the way? Ontario has that," he says.

DURHAM - What goes down
the drain in Durham Region is not
lost.
The bits of fruit and vegetable
washed down the drain and the,
ah, stuff flushed down the toilet
(totalling an average of about 120
gallons per person, per day) is ulti-
mately turned into a high-grade
fertilizer that is spread on
Durham's farms.
With about 180,000 tonnes of
sludge trucked out to area farms
each year, the program actually
rdwarfs the much more publicized
blue box pick-up, which diverts
about 24,000 tonnes of trash.
As more people put more stuff
down the drain, however, Durham
Region is finding itself blocked
up.
Over the winter, when it's near-
ly impossible to apply the fertiliz-
er, so much of it will pile up that
the Region's sewage treatment
plants will have trouble storing it.
Experts hired by the Region
have determined that the best
option is to build storage tanks.
This would require building
enclosed storage tanks, at a cost of
about $11 million, or outdoor
lagoons, at about half the cost.
Many other solutions were
looked at, such as removing the
water from the sludge in order to
either bury or dump it.
Not only would these two
options be "very costly", they
would also waste a resource that
has proved useful and valuable to
area farmers, notes Durham
Region waste management direc-
tor Andy Lapinski.
In order to have a solution
approved by the Province, not only
do all the options have to be stud-
ied, but public input must also be
sought.
The public will get its first
opportunity to review and com-
ment on the options at the Brook -
lin Community Centre on Dec. 9
from 2 to 5 p.m. and 7 to 9 p.m.

Tuesday, Nov. 17, 1992. It was a day of fasts for Ajax's Nigel Wilson, It
was also a day a great many baseball fans in Canada and, especially in
Ajax, looked upon with great pride.
On that day, Ajax's first-ever major leaguer Nigel Wilson was the first
selection of the national league's Florida Marlins in major league baseball's
expansion draft in New York City.
The 61", ", 185 -pound outfielder and Toronto Blue Jays minor league
prospect was drafted by the Marlins after the Blue Jays didn't include him
on their 15 -man protected list. After the other expansion club, the Colorado
Rockies, took rookie Atlanta Braves pitcher David Nied first overall, the
Miami -based Marlins selected Nigel.
Not one to let anything, including his Canadian nationality, stand in his
way, Nigel has proven through six years of minor league training what hard
work can accomplish. Improving year after year, Nigel had a big season
with the Jays' Knoxville 'AA' affiliate in 1992. He batted .274 with 26
home runs, 69 RBIs and 13 stolen bases for the Southern Baseball League
squad.
As much as family, friends and Nigel himself wanted to make the jump
into the Blue Jays' outfield, the Marlins will offer Nigel a legitimate shot to
be a starting major league player, perhaps even -this season.
While Florida will be Nigel's baseball home, Ajax will always be his
one and only home. He grew up here, attended public school, graduated
from Ajax High School where he starred in varsity basketball and baseball.
And, most importantly, he learned how to play his chosen sport right here
with the Ajax Spartans Minor Baseball Association, starting in T -ball, and
progressing up through the ranks of rep baseball.
Most of all, Nigel has shown himself to be a positive role model for the
youth of Ajax. Last spring, he instructed a baseball development camp for
area youth at the Ajax Community Centre. This weekend, he's attending a
Christmas party here in town, meeting with youngsters and signing base -
MIS.
Nigel has bucked the odds with persistence and plenty of hard work. We
at the News Advertiser wish him well in his career. He's done his home
town proud.

The letter entitled: "Whole language, misunderstood", in the
News Advertiser on Nov. 22 didn't convince me about the efficiency
of the whole language method. The authors of the letter lay stress on
the needs of students. What do students need? To learn properly their
own language, that is the English language. The purpose of any pub-
lic school is to teach them how to write and read. Schools have a
long way to go; surveys revealed that one-third of the students in
Grade 6 and 10 still can't write.
By reading the letter "Whale language misunderstood", one real-
izes that grammar, spelling, are taught incidentally and not systemati-
cally. What prevails is the theme or topic that has been chosen.
That's what parents criticize, with good reasons.
The letter mentions that students are encouraged to write about
their own experiences and interests. We all know what the results
are: violent and sexist writing, bravo! Naturally, you can always
blame society and T.V. but, it's also true that many parents have lost
control of their children. Education in Ontario is very expensive: $9
billion in the provincial budget. Teachers in this province are
extremely well paid: an average of $50,000 per year. Parents have
the right to be demanding.

negative impact on the individu-
al's sense of self worth and accep-

This editorial talks about femi-
nist oppression and the right to
pornography by expression. Let
me clarify that there are two
camps on this issue of porno-

attempt to legitimatize, glamorize
and ultimately desensitize the
masses to the effects of pornogra-
phy.
The choice is not between

Choice is between civil rights and
civil responsibility.

to think
of others
As that magical day
draws near, local
businesses and orga-
nizations are getting into the
Christmas spirit by working
towards helping others.
For most, Christmas is a
happy time when families gath-
er to eat, drink and be merry.
For others, especially during
these recessionary times, it's just
another day in which they strug-
gle to put food on the table.
Fortunately, hard times like
these seem to bring out the best
in people. Food, clothing and
toy drives are being organized
all across Ajax and Pickering --
all with one goal in mind, to
help give a needy family a
happy Christmas -
The staff at Canadian Tire in
Ajax, for example, has got
together and agreed to sponsor
three needy families. Each fami-
ly will receive a hamper with a
turkey, other food and gifts.
Aside from a great meal, the
generosity shown by these
employees will probably make
this Christmas extra special for
these families. It's always nice
to know that someone cares.

Soetens chairs DrugA
DURHAM - Ontario Riding MP Rene Soetens has
been named chairman of a federal committee that will
review proposed changes to Canada's pharmaceutical
laws.
The committee will study Bill C-91, an Act to
amend the Patent Act, which would strengthen patent
protection of brand-name pharmaceuticals and control
drug prices -
Among proposals in Bill C-91 are:
- Eliminate compulsory licensing for pharmaceuti-
cal products created after Dec. 20, 1991. Compulsory
licensing allows generic copies of patented drugs to be

• Strengthen brand-name pharmaceutical protection,
increasing patent protection to 20 years from 17;
• Strengthen the Patented Medicine Prices Review
Board. The board could order price reductions or
penalties when brand-name drug prices are excessive,
• Allow the board better control over introductory
prices for new patented drugs;
• Provide for fines and imprisonment for failure to
comply with the board's orders;
• Give the board's orders the same force and effect
as an order of the federal court.

Volunteers -needed]
by March of Dimes
for new campaign
DURHAM - If you've been
thinking of helping your com-
munity through volunteer work,
the local chapter of the Ontario
March of Dimes would like to
hear from you.
Early in the new year, the
York -Durham chapter will
launch a campaign to raise
$41,500 in aid of physically -
disabled adults. To reach that
goal, the chapter needs volun-
teers for door-to-door canvass-
ing, telephone work and orga-
nizing special events.
"This will be one of our
region's most challenging cam-
paigns," says fund -raking coor-
dinator Denise Malley. "We're
trying to raise a substantial
amount of money in a very dif-
ficult economy."
'The campaign goal is
$16,500 more than was collect-
ed last year, when about
$25,000 was raised. Each year,
the Ontario March of Dimes
helps thousands of physically -
disabled adults through assis-
tive devices, independent living
assistance, computer training
and vocational rehabilitation.
About 1.2 million people in the
province are physically dis-
abled, says the organization.
The 1993 fund-raising cam-
paign kicks off Jan. 11 and
continues until Jan. 16. For

Durham Region A.C.T. and the Productivity Improvement Centre (P.I.C.), Durham College have an ongoing
commitment to provide quality training programs to meet the needs of individuals in the manufacturing and
service sectors in Durham Region. The following courses are offered:
Total Quality Management (40 Hrs.) - January 5 - February 6, 1993
Tuesday: 6:00 p.m. -10:00 p.m., Sat.: 8:00 a.m: 1200 noon

This course will introduce the basic principles that underlie TOM. Course content takes participants through the
systematic and coherent approach to TOM. Successful completion of TOM gives the student credit for the
subject in the Total Quality Certificate Program, P 1 C, Durham College. TOM is an elective subject for the Multi
Skilled Wbrker Certificate Program Advanced Level and one (1) credit towards ACT s Total Qualify Basic program.

This course will benefit those who have no previous experience in quality, or those who have no formal quality

College and one (1) credit towards ACTS Total Quality Basic program.
Designed Experiments (40 Hrs.) - February 8 - March 10, 1993

A desgned experiment is a powerful tool to achieve process optimization through reduced variation. using
designed experiments will identify the significant components of variation thereby allowing you to reduce them
or optimize the conditions that are created by them Successful completion gives a credit for PICS Level 2
Quality Certificate Program and one (1) credit towards RCTs Total Qua/ ty Advanced program.
These courses are held at Durham College. Oshawa and are for employed persons. Any spaces left ten days
prior to the commencement of a course will be made available to people outside the region. Unemployed people

Get your fangs into Dracula

DURHAM - Don't believe the
hype.
That's the first thing that cross-
es my mind when an "epic"
movie is thrust upon us by the
boys of Hollywood. The early bar-
rage of trailers, interview shows
and media blitzes is usually a clear
sign the movie is in trouble,
although it hasn't reached the cin-
emas. The spin doctors get out
there trying to control the poten-
tial damage critics can do to the
movie.
We all saw the gory, sexy and
dramatic snippets to promote
Bram Stoker's Dracula. We saw
the star-studded cast saying what a
pleasure it was to work on the film
and how they were forced to really
act. Push themselves, delve into
the roles.
You know, all that blah, blah,
blah that accompanies box-office
busts. We hear the tired old line of
an actor being one with the char-
acter.
Oh brother, give us a break. It's
acting, not brain surgery.
Some even said these were
parts to die for. Some of the actors
even die in the movie, too.
The most astounding bit of
information "leaked" to the media
was the fact one of the technical
support staff involved with the
film was sick at Francis Ford Cop-
pola's uncut screening of the
movie.
This is sure to be a dud, I con-
cluded.
Boy, was I wrong.
Dracula is every bit as good as
the promos said it would be.
Gary Oldman, Winona Ryder,
Anthony Hopkins and, yes even
surfer dude Keanu Reeves, are
true to their characters. Not once
during this movie did I think about
other movies these players had
starred in.
No visions of Hannibal the
Cannibal. No thoughts of Sid
Vicious. No daydreams about
mermaids. No flashbacks to Bill
and Ted.
Just riveted movie -watching.
The classic love story, taken
directly from the James Hart
script, is what makes the movie
work. There is none of that Holly-
wood storytelling that is so irritat-
ing when it comes to bringing the
classics to the big screen.
Filming was first rate and some
of the camera tricks are amazing.
The costume work, makeup
artistry and set design are truly
memorable.
The only drawback was some
of the accents. At times it was
tough to understand Oldman and
Hopkins.
Everything else in this movie
works. No question.
Recently reviewed: Home
Alone 2 — Lost in New York.
Macauley Culkin is back with a
vengeance. The irascible 11 -year-
old can't seem to keep himself out
of trouble, and this year he ends
up in New York, while the rest of
his family is vacationing in Flori-
da.
You can imagine the field day
Culkin, as Kevin McCallister, has
in the Big Apple.
Joe Pesci and Daniel Stern are
back as the bad guys and we find
them trying to get back at little
Kevin for sending them to jail.

But two idiot crooks can't out-
smart one kid.
The slapstick humor is outra-
geous. Some of the stunts are the
same as the original Home Alone
— but if something ain't broke,
don't fix it.
That's exactly what producers/
writer John Hughes and director
Chris Columbus have done with
the second lost vacation for the
McCallister clan.
They have even thrown in a
don't -judge -a -book -by -its -cover
message in the middle of the
flick. It's not subtle, so the kid-
dies should get the message.
One word of caution: don't try
any of the tricks at home.
Jonathan Harker (Keanu Reeves) is confronted with one of Dracu-
la's (Gary Oldman) distinctive incarnations in the provocative Bram

Dunbarton wrestler captures title
at second consecutive tournament
PICKERING - A Dunbarton High School wrestler claimed his
second consecutive title at the Chinguacousy Wrestling Champi-
onships in Brampton last Saturday.
Chad Pearson, a Grade 13 student at Dunbarton, won the high-
ly -competitive 138 -pound category. In the final, he pinned Mani-
toba wrestler Gene Butler to claim the title.
To get to the championship match, Pearson first had to contend
with old nemesis Adrian Wooley in the semi-finals. Pearson
defeated Wooley, who he had beaten in the final of a Brampton
meet last weekend.
In fact, Pearson went the entire tournament without giving up a
point.
Meanwhile, Dunbarton's Richard Azevedo placed second in the
131 -pound weight class at the Chinguacousy meet. He lost to
Derek Ortensio of the Matmen Wrestling Club of Mississauga in
the final.
In the novice wrestling tournament at Chinguacousy last Sun- .
day, Dunbarton's Bruno Azevedo claimed the top spot in the 130 -
pound weight division.

Pickering most valuable play-

PART LOT 10, CONCESSION I
Mr. Richard Rondeau. representing 783751 Ontario Limited has
submitted the above -noted application to the Town of Ajax to
permit the development of a residential project comprising 44
townhouse units, 2 semi-detached units and the retention of the
existing Arnold Estate. The Arnold Estate is proposed to remain in
its existing location and would function as a single detached
dwelling.
The subject property is currently designated -Living Area" by the
1992 Durham Regional Official Plan. This designation permits the
proposed devek>pment.
The Ajax District Plan designates the subject property as a
"Special Study Area." A previously submitted Official Plan
Amendment Application to designate the subject lands "Mixed
Use - Residential' was approved by Ajax Town Council in April,
1991 and is awaiting final approval by the Ministry of Municipal
All airs.
The subject property is currently zoned 'A' - Rural Agricultural by
By-law 3036, as amended. The applicant has requested that the
subject property be rezoned to an appropriate zoning category to
implement the proposal in accordance with the provision of By-law
35-77, as amended.
