"Every kid and adult has one if they're important at all. Pagers are very common in the drug world," Constable Dan McKinnon, a member of Durham Regional Police drug unit, said at Tuesday's sub- stance abuse seminar spon- sored by the News Advertiser. He also urged parents to doubt other explanations for the pager, such as they're carrying it for a friend who's in the DJ business but can't take calls at home. If your child is hooked on crack cocaine, "the main drug around here," they could be sleep- ing a lot and missing school, Const. McKinnon advised. "They're like zombies if they don't get it.' while Metropolitan Toron- to Police Sergeant and Picker- ing resident Rod Lawrence agreed crack cocaine is the "main problem" in Toronto and Durham, he pointed to a number of other popular drugs, including heroin and such hal- lucinogens as LSD and PCP. It was also completely out of place in an environment where other municipal politicians -- the same councillors, at a lower level -- have agreed to freeze their pay. Both Ajax and Pickering councils will receive no pay increase this year. That environment also includes massive welfare costs and a provincial government that is finding it extremely difficult to stick to its spending promises. The Region had been promised I per cent more in 1993, back when the New Democrat government thought it still had money. Now it is obvious even to Premier Bob Rae that the cupboard is bare, municipal grants for 1993 are in serious peril. Facing this situation, it speaks volumes for councillors' sense of self-worth that they felt deserving of a pay increase. But now, on top of the pay hike, those councillors are talking about improving their benefit plan, rather gener- ously. Do the councillors even notice that the two demands -- a pay freeze for workers. a benefits bonanza and pay hike for councillors -- don't quite jibe'' We can be sure that the 1,300 people who are being asked to take a pay freeze will note the connection. After all, they have been asked to do so. As Chairman Gary Herrema puts it. "We have to keep taxes down (because) :here are so many people out of work ... It's time we have to ask each other to 'sold the line." Vey well, Chairman Herrema, and councillors, we will take your advice: Mold the line. Durham Regional Police chief Trevor McCagherty, speaking at the opening panel of the ethno- cultural event at Durham Col- lege, said changing racist atti- tudes is, "a painstakingly slow process, but doing something is better than doing nothing". The day -long conference, dubbed Expansion '92 and host- ed by the Multicultural Council of Oshawa -Durham (MCOD), drew nearly 150 ethnic, racial and minority participants, provincial ministers, potiticians and labor leaders. The confer- ence marked the beginning of a 10 -year plan to defuse cultural friction through cultural leader- ship and communication. Chief McCagherty thinks straight talk between police and cultural groups is key to peaceful negotiation, and he urged more dialogue with public groups, so police can recognize ethnicity, treating cultural concerns respectfully. "1 have met a lot of people who don't like other people", he said. "But I can tell you, they always seem to exclude from that group the people who they personally know". John Cordice, discussion co- organizer and MCOD planning director, said, "We've tried to be pro -active in our approach" to cultural conflict and "not dust reacting to any, situation that comes along". The event's opening panel, rather than offering solutions to racism, pleaded for people to come forward as leaders, paving the way for future cultural nego- tiation. Brian Vrebosch, a school principal and retiring president of MCOD, said the council is merely a tool for hostility resolu- tion, and that "Our culture is made up of beliefs, values and concerns, and we're trying to bring people together as lead- ers", to provide guidance on multicultural conflicts. He said ethno-cultural misun- derstanding still divides groups regionally. Even as council pres- ident, "My dad and my brother ask me, `What are you doing there (at MCOD)? You don't speak with an accent, .- Panelist Panelist and Regional chair- man Gary Herrema said that, region -wide, racial and cultural attitudes differ. "Multicultural - Ism has different meanings in different areas... in the eastern Region we have residents mostly (originating) from only two or three counvies" who feel isolat- 5.,ed and much different from the -citizens of Pickering or Scugog. "The only thing I learn about blacks is that we were slaves", he said. "We do need to improve multi- cultural studies", replied Ms Farr. "We need to find more heroes and encourage young people in that direction", she said, but the directives to curriculum changes must come from the ministry of education. If like-minded students formed informal school study I i groups, the initiative would has- ten ministry response. Other panels focused on orga- nizing a mentor program for future community leaders that MOOD will sponsor, plus using local media involvement in resolving conflicts. If the situations above sound like those around your =home, you may want to con- sider installing a home study -to give your children a room 'that's quiet and comfortable a special place where they ,can study and do their home- work without being distracted by other household activities. You'll find that a designat- ed study area will give both ,you and your offspring more breathing space. You may also want to use ,the study yourself at times when you bring home work :from the office or to take care of household business. Keep this in mind when planning your study. It is important to realize that a home study doesn't have to be elaborate or large to be functional or effective. For instance, you may want to turn an existing room of your home — like a small spare bedroom or a private comer in the family room — into a study area. Or, if you have an awkward "catchall" room that never sees much use, you can make it into a suitable home study with just a few modifications. You may even want to con- sider renovating your attic, if it is large enough, to provide a cosy quiet study nook. _ Today, more and more people are renovating their attics and .basements to expand their living space. However, keep in mind that an undertaking like this would be more cost- '; ly and would probably require a contractor as well as a building permit. After all, they will have primary use of this room. Consult them about the types of furniture and equipment they think they'll require. If you plan to use it as well, you'll have to blend your tastes and needs with theirs. Depending on the location of the study, you may want to install thick carpeting in any rooms above or around it to muffle any distracting sounds — such as televisions and helpsmem ers allfamily ou conversations. You may even beside the table or desk for functional as your children want to install special sound - deadening panels or acoustical tile in your study if you have a particular noisy household. When considering the types of furniture you are going to install, keep simplicity in mind. For instance, instead of trying to cram one or two bulky desks in your study, you may simply want to install a very large, functional work table. Portable drawer units could be placed underneath the table for easy access to files, pens and other necessary items. Another alternative is to buy small, two -drawer, inexpensive filing cabinets and place them under or extra storage. Open storage carts are another option for keeping things neat and out of the way. These movable, plastic -coated wire units usually contain three or four storage bins and can be placed either beside or under the desk or table. They are relatively inexpensive and can be purchased at most hardware, department or shelving stores. Also keep in mind that desk chairs in a study should be sturdy but comfortable to encourage good posture. Other furniture items should be both durable and flexible so that they can continue to be grow. Bookshelves are also handy items to install in your home study, particularly if you have a lot or reference materials — like encyclopedias — which you and your children use on a regular basis. Inexpensive bookshelves can be purchased at furniture stores or building centres. Most are pre -finished and all that's required is a lit- tle elbow grease to assemble them. Built-in bookcases and desks are attractive and'make effective use of available space. Lighting is another important consideration. There should be lots of adequate lighting over and around the work arca to mini- mize eye strain. You could install ceiling lights as well as desk- • top lamps, depending on the size of the room and your family's own requirements. Wiring is an important item to consider, particularly if you have a home computer which you or your children use. There should be adequate outlets for lights as well as a grounded one for the computer. If you have inadequate wiring in your study area, you should hire a licensed electrician to do the necessary work. Depending on the availability of space in your home and the size of your study, you may want to use it as a family room at times when it is not being used for study or work-related purpos- es. However, keep in mind that the mere presence of a television or stereo in a study can prove to be a distraction to anyone using the study — even when these items are turned off. If- you find you're experiencing heat loss problems with your current windows, you can boost their efficiency by simply installing and extra layer of glazing (glass) or purchasing a special shrink wrap layer of plastic. available at most hardware stores, which adjusts to fit your window when you apply heat to it. If you have storm windows, you should make sure they fit well and are in good condi- tion. You can also install weatherstripping and caulking around your windows to keep out draughts. There are man different types avail- able and, if you have any questions or concerns, talk to the experts at your local building supply centre to help you make the decision on which is best for you. Before applying these sealants, be sure to remove any old caulking and weatherstripping first and apply the new material to a clean and dry surface. ll' you want to give your home a facelift or if your existing windows are steadily decaying. you'll probably want to replace them altogether. Keep in mind that this will cost you more than the simple upgrades mentioned above. However. you may only want to replace two or three windows at a time if you have a limited budget. Before you chose your windows, be sure to do your homework. Check around and compare energy advantages as well as the cost differen- tials of different types and styles of windows. To get maximum insulation value, it's a good idea to consider installing energy-efficient units. Today, there are are several different window styles to chose from. With a fixed window, you'll get a very energy-efficient unit, but unfortunately you won't be able to open it when you want fresh air. Windows are a major source of heat loss (up to 25 per cent) and can account for a hefty por- tion of the home -heating bill. If you are concerned, check around your windows for leaks andgaps. If you discover a problem, there are two courses of action avail- able to you to help stop those hard-eamcd dol- lars from literally "flying out the window." You can either upgrade your existing windows or you can replace them altogether with new ener- gy-efficient units. If- you find you're experiencing heat loss problems with your current windows, you can boost their efficiency by simply installing and extra layer of glazing (glass) or purchasing a special shrink wrap layer of plastic. available at most hardware stores, which adjusts to fit your window when you apply heat to it. If you have storm windows, you should make sure they fit well and are in good condi- tion. You can also install weatherstripping and caulking around your windows to keep out draughts. There are man different types avail- able and, if you have any questions or concerns, talk to the experts at your local building supply centre to help you make the decision on which is best for you. Before applying these sealants, be sure to remove any old caulking and weatherstripping first and apply the new material to a clean and dry surface. ll' you want to give your home a facelift or if your existing windows are steadily decaying. you'll probably want to replace them altogether. Keep in mind that this will cost you more than the simple upgrades mentioned above. However. you may only want to replace two or three windows at a time if you have a limited budget. To get maximum insulation value, it's a good idea to consider installing energy-efficient units. Today, there are are several different window styles to chose from. With a fixed window, you'll get a very energy-efficient unit, but unfortunately you won't be able to open it when you want fresh air. Last spring, he was placed on the Blue Jays 40 -man spring training roster. He hit two home nuts for the Jays during spring training in Dunedin, before being sent down to Knoxville. Now that Nigel has another shot at the big leagues, people who've been around him are expressing pride over his achievement Like Wayne Murphy, who was his baseball coach at Ajax High School. "I was busy all day (Tues- day), but when I got home and turned on the TV at 7 p.m. it really struck me," says Murphy, who coached Nigel for three seasons. "When I saw his name going across the screen as the number -one pick, I was really so happy for him. It's so incredible that an Ajax kid would be drafted so high. They must have a lot of confidence in him. "I'm really proud. I think every ball player in Ajax should be proud of having somebody make it to the big leagues as he has." Mr. Murphy says Nigel has all the makings of a complete bell play- er. "Nigel has a terrific arm, he's very quick on the hasepaths and he's got power at the plate. If you walk to the snack store at half time instead of drive, your little jaunt is a5 physically beneficial to you as a 20 - kilometre jog is to a marathon runner. That's the new message to the communities in Durham Region and the rest of Canada from Partici- pacdon, the national fitness organization. Coined "Active Living", the new method has local health and recreation officials excited. Participacbon's message for the '90h is simple. Cana- dians who are not currently physically active will be e ouraged to adopt a more vigorous lifestyle, while tl already plugging away will be encouraged to con- tinue. At the same time. Active Living uses an holistic approach, that is it involves the whole person physically, mentally, cmo- uonally, socially and spiritually. The focus Is on the relevance of physical activity in daily life. Ajar and Pickering health units, munic- ipal parks and recreation staff aril Mrtrd of' education officials have been quick to take up the Active Living challenge. A national ,anlpaign by Participaction began in September. Judy (`'Murray, Durham Region's public health nurse supervisor, says her staff will be networking with local social agencies, school boards and parks and recreation c!•Irtments to put the Participaction plan in action. The public health department wants to help build Active Living communities, an idea prompted by Partici- paction. The goal is to construct a healthy community, a plan that incorporates environmental responsibility and residents' general health. !%Is. Murray said these communities will feature bicy- cle lanes, f otpaths, green spaces, clean rivers and lakes. Other goals include integrating flexible hours and opportunities at the work place, physical acuviues into community festivals and celebrauoms as well as munici- pal land use policies that encourage and maintain physi- cal activity. "We're in the beginning stages right now. Active Liv - in Is a way of combining all these ideas. It's important w Liv - 4 at physical activity as a whole; community," said Ms. Murray. It used to be strenuous physical activity and team .ports were the rage in f ilnesti ministries and health msu- tuuons. But Participaction staff found that only 30 per cent of Canadians are physically active. So, a gentler approach is being used to spur the majority back into a healthy lifestyle. This tactic is backed up by statistics which indicate there are health benefits in low grade physical activity like short walks, washing the car and painting the base- ment rec room. Suddenly, working in the garden or walking to the grocery store is just as important as training for a marathon or working out at a health club. So, busy people who formerly claimed they had no time for anything but grabbing a coffee and donut on the way w the daily house cleaning, business meeting, morn- s strain or school class are now encouraged to realize are conuibuiing to, physical fitness when they: • Use the stairs. • Walk or bicycle to work. • On a parking lot, park the car far away from the planned destination. • Leave the bus two stops early. • Do sitting exercises at work, while folding laundry, watching TV or talking on the phone. • Play active games with children, family and friends. • Walk the dog or any other accommodating pet. Ajax Parks and Recreation Programs Superintendent Lynn Braybrook said the Active Living philosophy has been introduced into department programs. The department has changed the name of its activities pamphlet to the Adult Active Living Schedule brochure, R lists Active Living programs for children and adults, be it aerobics, weight training or gymnastics. "The idea is to get that heart movement rolling and getting moving," said Ms. Braybrook. Olga La, baj, fitness supervisor with Pickering Parks and Recreation, said, "Participaction has been great in geuing their message out and providing great resources for people and other agencies." Pickering Parks and Recreation has been involved in holistic and wellness pro- grams for some ume, said Ms. Labaj. Family outings, biking and walking as well as other year round activities arc pro- moted. The deprunent offers fitness class- es that arc tailored to meet people's needs; to go at their own pace and enjoy a variety of activities, including aerobics, running, weight training or walking. "We've always looked at Active Living In the holistic sense,,. said Ms. Labaj. "It's not only the physical aspect of it but the mind and spirit and the wellness move- ment." Durham Board of Education spokesperson Mike Brousseau says that Participaction will be welcome to go into the sclxx)Ls and introduce its program. The board, which has about 96 elementary schools and 18 high schools, has a similar plan to Active Living called Quality Daily Physical Education (QDPE). The approach also favors an holistic approach, much like Active Living. But the board still welcomes Particr- paction staff contacting individual schools, said Brousseau. "Definitely Participaction has become a bury word. The students know what it means and it goes hand in hand with most wellness programs," said Mr. Brous.5cau. "Our own ministry guidelines are similar to Partici- pacuon's approach." Durham's Roman Catholic Separate School Board, also a QDPE utilizer, also supports Participracuon's novel strategy. Spokesperson lane Flynn says three; of the board's 38 elementary schools already use the Active Living method in their physical education programs. The separate schools, due to space problems, have embarked on a program of limited space activities. Ironi- cally, this problem is solved by the Active Living approach. "There's a recognition that any kind of activity is good to teach, that walking can be as good or better than run- ning," said Ms. Flynn. No two people will achieve the same benefits from the same level of activity. That's because of differences in fitness level, age, past experiences and past experiences with physical activity.
