"There was a concern of violence and sexism" in students' writing samples reviewed recently by the Durham Board of Education, says Bobbie Drew, board trustee and program committee chair- man. "Because of that, a committee will be set up to invesugate this and find out what steps and mea- sures can be taken to address this problem. It was a concern to almost every marker." The board reviewed writing samples of 25 Grade 6 classes and 27 Grade 10 classes in the region. Samples were anonymous and random. Two evaluation teams of eight members (one team for Grade 6 and one for Grade 10) marked the students' writing. The review was conducted to respond to con- cerns of parents and community members about the standards of writing achievement in Durham classrooms. The main objective of the review was to find out how well Durham's students are writing, and that was pretty good, according to the report. "Generally speaking we are happy with the results," says Brian Dunford, board education offi- cer on the writing review, steering committee. "It's an exciting process to be part of and to have this in Durham is exciting." Three-quarters of the students in both grade lev- els have a good command of story -writing skills; that means a quarter don't. Most of these female char- acters forgave the men because they "loved them". "All violence is something to be concerned about," says Mr. Dunford. "What we have to look at is to make a dis- tinction between students putting in *renes of violence as an integral part of I 'their story (when writing about war or riots) and using violence for gratuitous reasons or for shock value." He says the markers noticed violence was so prevalent that "it was shocking". The review identified two questions which will be investigated: how does the classroom teacher deal with violence and sexism in student writing and to what extent is the media influencing the content and the form of the writing'? The Education Relations Com- mission has asked Heather Crisp to meet with both parties and write a report on issues agreed upon and those that remain in dis- pute. The public school board's 1,4(X) secondary teachers are rep- resented by the Ontario Sec- ondary School Teachers' Federa- tion (OSSTF) District 17. Negotiators for the board and its teachers have met I I times since spring. The teachers' last collective agreement was settled in January 1991 and expired at the end of August. "The relationship between the District and the Board are good " says Shirley Smith, president of District 17 OSSTF. "We're hope- ful we'll be able to obtain a new collective agreement." Reformers to meet on Nov. 25 DURHAM - The Reform Party's platform and how it aims to change the face of government will be discussed at an upcoming meeting. Ontano Riding candidate Don Sullivan, who will be seeking votes in Ajax, Pickering and most of Whitby in the next federal election, will address a meeting in the neighboring riding of Oshawa. The Ajax resident is the co- founder of the support group Vic- tims of Violence and has been instrumental in making changes to the Criminal Code of Canada. Markborough Properties vice- president Mark Reeve says the 400,000 square feet of office and commercial space "would attract end users and make the whole (mall) project more viable. The mixed use would be complemen- tary to the shopping centre." He made the comments on Monday night after Ajax council's committee of the whole approved rezoning for two properties owned by Markborough on Hwy. 2 east of Harwood Ave. The Markborough mall site is at the northeast corner of Har- wood Ave. and Hwy. 2. Markborough plans to build 248,000 square feet of industrial and commercial space for ware- house outlets, offices, banks, restaurants, specialty and service retail on 21.5 acres east of the mall site. About 150,000 square feet of office space would be developed on 8.9 acres at the corner of Hwy. A. and the proposed extension of Pickering Beach Rd. (The road currently ends at Hwy. 2, but there are plans to extend it north.) The recession has delayed con- struction of the mall to late 1993 or early 1994, a Markborough official announced earlier this year. Mandrake St. resident Jeremy Pegg told Pickering politicians Monday there's a glut of empty office space in Durham. "I can't see something like (Markbor- ough's project) happening for a number of years," he said. Mr. Reeve said the company doesn't have any customers yet for the office or commercial space. "We're proposing...to go out and try to attract users. We're not going to build on speculation," he said. Mr. Reeve said the company is hoping to begin construction on the sites in 1994. A report from the town's busi- ness development department indicates the office and commer- cial sites could create 1,500 jobs. Construction costs could total about $35 million. About 470 residents of Tridel's Discovery Place condo- miniums are unhappy with the company's proposal to build 190 street -level, "garden" units in their backyards. The develop- ment, which would also include two apartment towers, would be built on the south side of Hwy. 2 between Glenanna and Valley Farm Rds. Residents are opposed to the amount of lot coverage the devel- opment would take up and the resulting loss of green space, politicians heard Monday. PICKERING BEACH ZONING STUDY On July 6, 1992 Town Council passed a resolution directing Planning staff to review the existing zoning regulations for the Pickering Beach neighborhood. An Open House for area residents was held at the Town's Council Chambers on October 15, 1992 and a status report prepared by Planning staff was reviewed at the Committee of the Whole meeting held on October 26, 1992. Planning staff will forward a recommendation on Zoning By- law 3036, as it pertains to the Pickering Beach neighborhood, to the November 23, 1992, Committee of the Whole of Council meeting for consideration. A special meeting of Council will be held on November 23, 1992 immediately following the Committee of the Whole meeting. Animals left outside shivering in the cold without shelter, food or water are the subject of most complaints at this time of year, says executive director Phyllis Woolley. "When we get a cold snap or ice storm, the phone just rings all day," she says. "We have seen dogs caked in ice and lying in snowbanks." Hundreds of cats are severely injured or killed every year by fanbeits when they crawl under the hoods of cars for shelter and warmth, she adds. About 60 complaints of ani- mals in distress are received even month during the winter, and are investigated by eight vol- unteer agents who serve all of Durham Region. IT the owner is unto -operative and refuses to mend his ways, the animal can b taken Irom him. The Criminal Code of Canada states that all animals are to be given adequate shelter, says Ms. Woolley. The Humane Society prefers that pets live indoors as members )f the family, but if that's not possible, owners arc urged to provide animals with proper shelter. All animals require fresh water, and it should be rcplcn- ished twice daily as it will frecie. Animals require a higher Intake A calories during cold weather to maintain a comfortable hodv temperature. Sick or old animals require extra care, and the Humane Society urges owners to check w ith a veterinarian. The society offers the follow- ing guidelines for the care of out- door animals. Anyone who knows of an animal in need of proteitnm should call the society at -t 33-2022. • Dogs Toy breeds, short- haircd hrc;cds, sick and old dogs or young puppies should not be expected to live outdoors. Others should he provided with a well - constructed dog house. The sire of the house should allow the dog room to sit down comfortably, stretch out to the fullest extent of its limbs and turn around inside of it. But the shelter should be small enough to be heated by the dog's body heat. It should be waterproof, painted with lead-free paint and elevated a few inches off the ground. The entrance should be just big enough for the dog to get in and out, and should be covered by a flap. The house should face away from prevailing winds. The roof should be flat and hinged to allow easy access for cleaning. Straw and softwood shavings (not from wood treated with chemicals) are good bedding but should he changed when soiled or damp. • Cats — A cathousc con- structed similarly to a doghouse should be provided to cats. If the cat is allowed inside the family home, the Humane Society urges owners not to forget to bring it inside on cold nights. "Installing insulation in the home is a simple and inexpensive do-it-your- self project. But to get maximum cost and comfort benefits, it is important that homeowners have a good sense of the facts before they begin." says Frank Glover of Owens-Corning Fiberglass Corp, a leading manufactur- er of eneryy-efficient building materi- als. 10 COMMON MYTHS To help homeowners complete their projects property. the building manu- facturer representative dispels some common mvths about insulation. Myth 1: insulating an attic, it is necessary to insulate the attic floor, walls and roof." Fact: It is only necessary to insulate the walls and roof if you are working with a finished attic that is going to be used for living space. If you're not planning to use the area for living space, it is only neces- sary to insulate the floor. which will create a thermal barrier, reducing heat loss during winter and heat gain in the summer in the living area below. Remember to install the insulation with the vapor barrier facing the warm -in winter side. Also. be care's ul not to block cave vents at the edges of the attic and be sure to keep insulation at least three inches from recessed lighting fixtures. Myth 2: -A vapor barrier is all that's necessary to prevent condensation in the attic. - Fact: Proper ventilation is also essen- tial to prevent condensation. Eave vents — openings at the roof overhang — combined with a ridge vent or roof vents are effective in creating a posi- tive movement of air out of the attic. As a general rule. one square foot of free vent area is needed for each 150 square feet of floor when no vapor barrier is used. One square foot of vent area per 300 square feet of attic floor area isrecommended when a vapor barrier is used. UNDERSTANDING R-vALuEs Myth 3: "Insulation effectiveness is measured in inches." Fact: Because different types of insu- lation require different thicknesses to produce the same resistance to heat now, insulation effectiveness is not measured in inches. hLsulation effectiveness is rated by R -value — resistance to heat flow. Tiny air pockets trapped in insulating material resist the passage of heat — heat gain in the warm summer months and heat loss in colder fall and winter seasons. The higher the insulation's R - value, the greater the insulating power. Myth 4: "Insulation is only needed in the attic." False: While insulating an unfinished or unfloored attic is certainly one of the most important do-it-yourself insu- lation projects. four other areas of the home should be insulated to maximize enemy efficiency. These are basement walls, floors above unheated crawl spaces, masonry walls in heated crawl spaces and walls between heated and unheated areas �(such as a garage wall or uninsulated exterior walls). "You have to remember," Glover adds. "that the attic is only one energy escape route out of your house. There are many others." Myth 5: "Insulation is only effective in winter." Fact: Traditionally, insulation was considered primarily a cold- climate product, effective in helping to reduce heating bills. But insulation can be just as effective in reducing air-condition- ing costs during the hot summer. The main concern is heat: Whenever there is a temperature dif- ference between outside and inside, there will be heat floNv. Insulation helps keep summer heat from entering the home. which helps the inside stay cool and lessen the need for air condi- tioning. Conversely, insulation keeps the house warm in winter by reducing the escape of interior heat. CONSIDER AN ENERGY AUDIT Mvth 6: "There is no longer any gov- emment financial incentives to make energy-saving home improvements." Fact: Even though government incen- tives have ended, utility companies in some areas offer rebates, cash grants or low- or no -interest consumer loans for home energy improvements. Since most utilities are required by law to help their customers conserve energy, many will conduct free or low- cost home energy audits and then help pay for the recommended changes. A homeowner should check with the local utility to see what programs are available. Myth 7: "AH homes today are energy efficient." Fact: Americans spend $100 billion on household energy annually, or $1,100 per household. The U.S. Department of Energy (DOE) esti- mates that 50% to 70% of this energy is for heating and cooling. But most existing homes are not insulated to recommended levels. An attic insulation study by National Famfly Opinion, an indepen- dent research firm, found Ow the aver- age insulation level in attics is around R- 19 or 6-1/4 " of fibreglass insula- tion. The DOE now recommends an average level of R-38 — or 12" of fibreglass insulation — for attics in most areas of the country. HELPS REDUCE NOISE Myth 8: "Insulation has a very few other applications, aside from keeping a home warm in winter and cool in summer." Fact: Properly installed fibreglass insulation in interior walls and ceilings can also help reduce noise in the home. The inner walls in homes are often built with plaster board or dry- wall on wood studs. For rooms such as the bedroom, bathroom, family room, or in between floors, greater sound resistance may be desired. SPECIAL TREATMENT FOR FLOORS Floors can be made more sound resistant by installing 3-1/2" unfaced fibreglass insulation between the joists. Then fasten a drywall ceiling to the joists using resilient channels. Myth 9: "Radiant barriers are more energy efficient than fibreglass insula- tion." Fact: Radiant barriers can save energy in the summer, but studies show they won't help much during the winter A �r GS1 INCI A 6 heating season. A recent government study found that under the best condi- tions, radiant barriers have an equiva- lent R -value of R-2 to R-3.5 in the winter. Other data suggests an R-5 to R-7 in the summer. Actual performance of radiant barri- ers varies depending on weather, loca- tion, ventilation, dusting and other fac- tors. Building insulation, like batts; and blankets, not only provides benefits year-round but also is generally con- sidered more cost effective. Myth 10: "It is difficult and expensive to reinsulate my attic." Fact: Adding a layer of R-25 Attic Blanket@ insulation to a 1,000 -square - foot attic costs about $300-$350 when you do it yourself. It is a relatively easy project and can be accomplished in one day. When adding a second layer of insulation, unfaced material is recom- mended. Place the unfaced insulation perpendicular to the existing layer. When unfaced is unavailable, use the faced type but remove the vapor barri- er or slash it freely with a knife (then install the insulation with the slashed side facing down). If the existing layer is a few inches below the top of the joists, it is more effective to lay the batts directly on (parallel to) the insulation below. Each time you open your oven door, 25 per cent of the heat is lost. 9) Cooking in oven -safe glass or ceramic pans allows you to lower your oven temperature 25 degrees from what the recipe calls for. 10) In an electric oven, turn off your oven 15 minutes before the end of the cooking time. The following section explains some of the terminology you might run across. TYPES OF MORT(iAGF_S Conventional mortgage -- A mortgage loan which does not eXCeed 75 per cent of the property value. NIIA mortgages are usually high -ratio mortgages. TERMS AND CONDITIONS OF AfORTGAGF.S The actual number of years that it will take to repay a mortgage loan in full is called the amortization period, which may be up to 25 years. The term of the mort- gage is the period for which the interest rate as well as other conditions of the mortgage are fixed. Customers are offered choice and flexi- bility in mortgage terms, payments fre- quency, interest rates, amortization peri- ods, pre -payment options and renegotia- tion and renewal features. These help you to create the mortgage that is best for you. Some of the options you may choose from are outlined below. When shopping around, make a checklist for yourself so that you can compare options and make a smart choice. Open mortgage -- A mortgage agreement which allows the borrower to repay the debt more quickly than specified and usu- ally without pre -payment charges. Closed mortgage -- A mortgage agree- ment which does not provide for prepay- ment prior to maturity.
