Vote 'Yes' for a
united Canada
In a word, Ajax -Pickering News Advertiser encourages
you to vote 'Yes' in next Monday's national referendum.
Like battle -weary Quebec Premier Robert Bourassa, we
are hoping for a 'burst of realism' from Canadians when
they head to the polls and cast their decisions, by them-
selves, in the solitary confinement of the voting booth.
There are no illusions for those who are promoting a
'Yes' vote: the Charlottetown Accord is not perfect.
It is a document founded on compromise among the
fiercely competitive interests of Canada's provinces, where
we all gained something at the negotiating table, and we all
gave something hack in return.
It is a document that provides a blueprint to aid in build-
ing the future of Canada, not the dismantling of it.
Finally, it is the best document Canadians have ever had
put before them, allowing Canada to truly he united as a
nation. Certainly, politicians have made a complex issue
worse by using inappropriate sales gimmicks and threaten-
ing dire consequences if a'No' majority prevails.
But by seeing past the political rhetoric -- on both sides
of the debate -- and by making yourself aware of the issues
in the agreement, your vote will be founded on knowledge
and conviction.
We believe Quebec is indeed a distinct society, as it was
on the eve of Canadian Confederation. ]is history and cul-
ture were different from other regions of Canada in 1867,
and remain so today. Quebecers must have the right to pre-
serve and promote their heritage.
We believe aboriginal peoples are finally being recog-
nized by all levels of government and fully earned a place
at the negotiating table to help char the course they will
follow in future months, years, generations.
We believe the senate reform package falls short of the
Triple E philosophy envisioned by Alberta Premier Don
Getty, but it does provide the tools to create a more effec-
tive upper chamber in Ottawa.
The 'No' forces in Canada have become intoxicated with
negativity, yet offer no solutions to the consequences of a
'No' vote.
Quebec separatists encouraged Quebecers to say 'No'
before the ink was dry on the agreement and still fail to
mention the gains the province earned at the bargaining
table -- gains that were never a part of the failed Meech
Lake Accord.
The News Advertiser encourages you to get out and vote.
And we encourage you to vote 'Yes.' Inform yourselves of
the issues in the Charlottetown Accord and base your deci-
sion on its merits.
For the love of Canada, say yes.

"The verdict is not good so far," says Picker-

Lick's restaurants have set up information dis-

daily and posted at restaurants.
"It's interesting to watch people. They stand
there and actually do read (information)," says
Mr. Lawrence.
As of Oct. 18, approximately 4,229 customers
inthe province had voted against the deal. while
3,888 were in favor and 1,000 felt they didn't
understand it.
Customers at the Pickering outlet, 1163
Kingston Rd., are also against the deal with 349
saying 'no', 290 voting 'yes' and 85 saying they
don't understand it.
"It's really caught on; it's unreal, the
response," says Mr. Lawrence, who adds the
experiment is intended to give customers both
fun and information.

AJAX-PICKERING - Two bylaws have been unearthed outlining the
town of Pickering's requirement that volunteer firefighters be residents
of the town, politicians heard Monday.
Meanwhile, Ajax resident Marlene Lambert has filed a formal com-
plaint with the Human Rights Commission because Pickering won't con-
sider her for a firefighting job. The town says that, because Mrs. Lambert
doesn't live in Pickering, she can't join the fire department.
Mrs. Lambert has asked the commission to probe Pickering's treat-
ment of her and suggests the town apologize to her.
In response to questions from councillor Maurice Brenner during
Monday's Pickering council meeting, town manager Noel Marshall said
two bylaws dating from 1960 and 1978 confirm the town's hiring policy
in regard to part-time firefighters.

Your money or your life?
Let's hope it won't take a tragedy to light a fire under Pickering
politicians and jolt them into building a new firehall.
As hard as it is to believe, council still hasn't acted on a 1987 consul-
tant's report identifying unacceptable fire response times in north Picker-
ing. Yes, new equipment has been purchased since that report but the
need for a hall at Dixie Rd. and Finch Ave. remains unaddressed.
In 1990, a fire department request for budget funds for the hall was
denied. In 1991, the station again was put on hold. A new firehall wasn't
even proposed in the 1992 budget: the fire chief asked for eight addition-
al firefighters and got none.
But after increasing public pressure, council approved spending
money on the firehall this year and called for construction tenders. The
community thought it was at last getting a firehall.
N 'ow the staff -recommended tender has been deemed unacceptable by
the majority of council and questions have been raised by some politi-
cians over the suitability of the Dixie -Finch location. Why did council
spend money on a consulting firm if it's going to ignore the recommen-
dations? Why did they pay a professional firm to render an opinion if
politicians themselves are experts on fire service?
When the construction tender was rejected by council's executive
committee last week, fire chief Steve Stewart wrote a memo to the town
manager urging the building of the hall "as soon as possible". In part, the
memo reads, discussions with the fire marshal's staff leave me with
the impression that Pickering's fire protection level is decreasing
because we have added nothing new to our capabilities in almost three
years.'
Earlier this year, it was revealed that fire victims in the Brougham
area are waiting an average of 11 minutes for help to arrive. Any fire-
fighter can tell you that fatalities occur long before the 11 -minute mark.
When someone's trapped in a blaze, seconds count.
bpgrading the fire department is going to cost taxpayers money.
Almost certainly, Pickering residents won't be treated to a zero -per cent
tax increase next year, as they were in 1992.
But better to pay the cost in dollars than pay with a life. It's time for
council to act before a tragedy occurs and someone pays that terrible
price.

Vote no, keep Canada free
To the editor,
If you vote "yes" on Oct. 26,
you will have voted for the fol-
lowing:
Racism: Two governments
(Quebec and Aboriginal) will
exist for reasons based solely on
racial background. Are we pre-
pared to be compared with a
South Africa or a Beruit where
institutionalized racial divisions
have resulted in chaos? What
happened to plain old equality.)
Disunity: The transfer of pow -

ers to the provinces is haphazard
with a patchwork of standards and
opportunity with no national
focus or identity. The report con-
tains about 60 separate areas for
future negotiations and wrangling,
all of which will further fuel the
separatists' thirst for more
demands.
Sky-high taxation: Any
province, no matter how spend-
thrift (ie. Bob Rae's), can compel
the federal government (us) to pay
ad nauseam for programs without
accountability. Our politicians
will then say "It's not our fault!
You put this in the constitution by
your "yes- vote. We are following
the constitution and the courts!"
Economic decline: Faith will
be lost in both our political will
and ability to manage a democrat-
ic society where everyone enjoys
equal status and opportunity for
prosperity. Investors will not find
Canada a safe place. Uncertainty
will be built into our Constitution
by a "yes" vote while economic
issues are not even addressed.
Solution: Retain what we have.
We are still equal citizens in this
country. We have no faith in these
politicians who deliberately give
us no time to digest their work.
The ink is still wet. Lawyers are
still trying to figure it out. First,
he "rolled the dice." Now he is
playing a "shell game." Vote "no"
and keep Canada free. Let us get
back to building job opportunity.
That problem is caused by our
present politicians, not by our
existing Constitution.

To the editor,
Through your newspaper, I
would like to beg the people
of Durham and Canada to say
"yes" on Oct. 26 for your chil-

If you vote yes it will not
be a vote for Mulroney, but
for Canada. After Mulroney is
gone and we are unified into

be sorry we said "yes".

To the editor,
sell heavy construction
equipment for a living. Last
week while having lunch
with some contractors, we started
to discuss the pros and cons of the
referendum. The consensus was
that it is very much like making a
deal to buy construction equip-
ment.
Selling is solving someone's
problems. When I negotiate one
on one with a contractor, I negoti-
ate something that makes sense to
both parties with reason and com-
promise the foundation of the
deal.
Every salesman will tell you
that it is extremely difficult to
negotiate a deal with a company
that has partners. Every partner
has his own agenda. One partner
does not like the operator's cab,
but strangely enough, he is the
estimator and will never have to
sit in it. One partner does not like
the color of the machine even
though you know he is color
blind. One partner always has a
friend who bought a machine that
was twice as good, with twice the
warranty at a much lower price
(I'm still looking for that machine
so that I can represent it). Usually,
if you negotiate a compromise by
satisfying some of everyone's
concerns and lowering your price,
the deal is made and the imperfec-
tions are accepted as part of the

negotiated compromise.
Now, when times were great in
1988 and 1989, we all had princi-
ples. I didn't have to sell to a con-
tractor that I didn't like. You held
your ground and lost some deals,
but there was always another deal
around the corner. Then came
hard, back -breaking times. Now,
the contractor calls and says that
he may want to buy a machine
because he might have a job. I
need the deal to keep my business
alive.
I sit down with the contractor
and he tells me that he had to take
the job at cost and that he wants
to "steal" my machine. I need to
make a profit on this machine and
because my volume is down, I
should be making more on each
sale. So we sit down and work out
something that makes sense to
both of us.
either can be complete-
ly happy with the result
because our own self
interests are so diverse, but you
negotiate the deal. If I were to dig
in my heels or walk away without
some sort of deal. I may as well
fold up shop and move to the
United States where everyone
says machines are cheaper, deals
are there for the taking and you
can charge extra for bullet proof

caring society as proud Canadi-
ans, not Ontarians or Richmond
}fillers, but Canadians.
If I walk away from the deal
and tell the contractor that I want
to think about my options, without
seizing the opportunity to close
now, I've probably lost the deal.
The next time that we meet to
negotiate, I will probably have to
give more to get less. My com-
petitors will have been extolling
the virtues of their deals. If my
customer buys another machine or
if he just decides after that he can
make do, being able to say that "I
stuck to my principles and didn't
back down" will he of little com-
fort — it will not pay the bills.
A deal has been negotiated in
Charlottetown by some very
unpopular people (is there a popu-
lar politician in the world today?).
This is not a perfect deal, but
what deal is? Did one party get a
little more than the other:' Who
cares. Don't be fooled by the peo-
ple that say everything will stay
the same. they are competitors
waiting in the wings with their
own deals. If we lose the deal
now, there may never be another
chance to even get back to the
table to negotiate. The only deal
left will be the "deals" at the clos-
ing auction sale, picking over the
remains...

PICKERING - Sparks flew at
Pickering's town hall Monday as
politicians engaged in a heated
debate over a new firehall.
Despite a tongue-lashing by
councillor Kip Van Kempen,
council turned down a construc-
tion tender for a fireball planned
at Dixie Rd. and Finch Ave. and
rejected Maurice Brenner's sug-
gestion to call for new tenders.
"Get on with building a fire-
ball or show your true colors,"
challenged Mr. Van Kempen,
who accused both Mr. Brenner
and mayor Wayne Arthurs of
breaking election promises. "We
owe it to the people of Pickering
to get on with this project and
quit playing politics."
Citing unacceptable fire
response times in north urban
Pickering, a visibly worked-up
Mr. Van Kempen launched a
scathing attack on mayor Arthurs,
who said he'd never supported
the Dixie -Finch location.
.But both mayor Arthurs and
Mr. Brenner agreed there's a
need for a new hall. The mavor
said he had a problem with the
location while Mr. Brenner
objected to a staff -recommended
construction tender.
A tender submitted by Toronto
Structural Group was rejected
after politicians expressed reser-
vations regarding the company's
references. But company
spokesperson Denise Arpaia sug-
gested councillors check out ref-
erences for themselves. "We
believe in quality of work, exe-
cuting our work efficiently and
community involvement," she
said.
Council also turned down Mr.
m certainly not going
' to wait until they hoist
a coffin onto a fire truck
.. Jbefore I react.'
Brenner's request to call for new
tenders, after being advised by the
town solicitor that doing so could
lead to legal problems.
Resident Randy Vaine urged
council to get on with the fireball
project, saying he's "certainly not
going to wait until they hoist a
coffin onto a fire truck... before I
react."
Politicians had also been
advised to move ahead with the
project in a memo from fire chief
Steve Stewart, who wrote "Pick-
ering's fire protection level is
decreasing because we have
added nothing new to our capabil-
ities in almost three years."
Mayor Arthurs suggested
council first commit itself to rais-
ing taxes by two per cent to pay
for new firefighters "or else we'll
have an empty hall." Staff costs
are expected to be addressed dur-

High-rise residents fight low -rises
PICKERING - About 500 res-
idents are up in arms over a gar-
den -apartment development pro-
posed for the town core.
A decision on the apartments,
planned as an addition to two
existing Tridcl high-rises near
Kingston and Glenanna Rds., was
deferred for one month by coun-
cil's executive committee recent-
ly. About 470 people have signed
a petition opposing the project
and more than 100 residents
turned out at the town hall to hear
politicians discuss the issue.
Although residents of the
Tridel high-rise condominiums
are vehemently against low-rise
garden apartments in their neigh-
borhood, several councillors
expressed their approval of the
concept. At the suggestion of
mayor Wayne Arthurs, politi-
cians amended the unapproved
application to allow 32 per cent
of the site to be covered by build-
ings, instead of Tridel's proposed
40 per cent
But residents want Tridel to
stick to its 1987 plan to build
three more high-rises so that
green space will be preserved.
Many said the promise of open
space led them to purchase their
condominiums in the fust place.

"What is being proposed now
is totally unacceptable," said Ken
Walker. speaking for residents
who signed the petition. "We feel
betrayed by Tndel and the town of
Pickering."
Tridel's new proposal,
endorsed by town planners, calls
for 226 apartments that would
include private garden space.
Three-storev apartments would be
stacked above single -storey apart-
ments, in rows of four to eight
units. Two rows would be back-to-
back, forming an internal condor.
All units would have direct access
to the strect-
Another two high-rise towers
of 12 and 14 storeys are also
included in the plan.
Tridel solicitor Adam Brown
told council the 1987 plan for five
high-rise buildings was changed to
include garden apartments to meet
market demand. Prospective buy-
ers want access to the street and
private gardens, he said, promising
a "high-quality, desirable" devel-
opment. "This application is wor-
thy of your approval."

Waste reduced 8''I'''p'er c-.
enf,
recycling conference told
On Oct. 9, I returned from the
Recycling Council of Ontario's
(RCO) 13th annual conference in
Ottawa. The three-day event fea-
tured speakers from government,
industries and non-profit grass-
roots organizations who outlined
ways to best conserve and protect
our environment.
Guest speaker environment
minister Ruth Grier told the 600
participants that statistics for the
first six months of the year show
an 81 -per cent -per -capita reduc-
tion in waste. "With the efforts
now under way, we can meet or
exceed our 25 -per cent target by
the year end. I am pleased to see
that our Waste Reduction Action
Plan is working."
Thanks to conferences of this
nature, future Recycler's Reports
will bring you news about:
• a new plastic that will allow
refillable bottles to make a come-
back;
• the recycling of boxboard;
the recovery program for
paints, photo chemicals and oil
filters;
- technologies for central com-
posting.
Realizing the importance to
foster youth participation at the
conference, Barclay Recycling
Inc. sponsored 85 post -secondary
students currently enrolled in
waste/resource management and
environmental studies. I personal-
ly thank OMMRI which gener-
ously covered the registration
cost of volunteers representing
non-profit environmental groups
and to Laidlaw, which offered
free bus transportation for partici-
pants.
The conference was summed
up with optimism and excitement
for future waste reduction incen-
tives and with the hope that the
society in which we live will turn
from consumerism to one of con-
servation.

affer a pair of league victories
AJAX-PICKERING - The
Ajax -Pickering Raiders midget
`AAA' hockey team was hot in
picking up two wens in recent
league action.
The Raiders' offence was on
fire as the team outplayed Whitby
en route to a 5-1 win on Wednes-
day, Oct. 14. Ajax -Pickering start-
ed slowly in the first period, but
did manage to get on the score-
board as Lee Bosak scored from
Dave Duerden and Brad McDon-
ald.
The floodgates opened in the
second period with the Raiders
scoring three times. McDonald,
Dave Grenke and James Hattie
put Ajax -Pickering in front to
stay. Assists went to Bosak with
two, Duerden, Rob Muller, Kevin
Ellis and Scott Surcon with one
apiece.
The two teams traded goals in
the third peri-
od. After
Whitby got on
the board,
Duerden
replied for the
Raiders a
minute laterAAA
from McDon-
ald
c Don- RRIDETS
ald and Todd
Ensoll.
Raiders' goalie Ryan Lowe
was stellar in the nets as he frus-
trated Whitby shooters the entire
game.
The following night, Oct. 15,
Ajax -Pickering hosted Markham
and skated to a 3-2 victory.
McDonald scored for the
Raiders in the first period. Bosak
and Carson Coughlin earned
assists.
Bosak scored in the second
frame, followed by another
Raiders' marker by McDonald
from Ensoll and Hattie. Markham
scored two goals late in the sec-
ond, but were held scoreless in the
third period by a strong Raiders'
defence and another good outing
by Ryan Lowe in goal.
This week, the Raiders meet
York-Simcoe in Newmarket and
host Peterborough at the Art
Thompson Arena in Pickering.
The Ajax -Pickering midgets
are sponsored by the Pickering
Old Timers Hockey Association.
