DURHAM - Students shouldn't dread going to school for fear of
being harassed, intimidated or beaten by others, the head of the region's
street crime unit says.
"Kids should not be afraid at school. That's what we're here for,"
says Durham Regional Police Detective Tom Cameron, whose unit laid
300 charges arising from incidents which occurred in or around schools
during a 12 -month period ending in April.
More than a third of those charges were for assaults.

DURHAM - Pregnant women exposed to
radiation on the job will be better protected
under a proposal by the Atomic Energy Control
Board.
The AECB, a federal agency based in Ottawa,
wants acceptable radiation doses lowered for
pregnant workers because evidence indicates
fetuses exposed to radiation are more prone to
childhood cancer.
The new regulation would apply to approxi-
mately 100 employees at the Pickering Nuclear
Generating Station and about five at the Ajax -
Pickering General Hospital.
Meetings are being held with female radiation
workers across Canada to discuss the proposed
lower limit, says the AECB. Workers affected
include those in medicine and industry as well as
power and research reactors, uranium mines,
mills, refineries and nuclear facilities. There are
as many as 9,000 medical radiation workers
across Canada, of which two-thirds are women.
Workers currently have a radiation dose limit
of 10 millisieverts during the nine months of
pregnancy. The new standard would bring that
level down considerably, to a number compara-
ble to the proposed new limit of one millisievert
per year for the general public.
Under the proposal, pregnant workers would
be switched to non -radiation jobs or laid off,
says the AECB. "There is a perception this
could ultimately lead to discrimination against
women in hiring practices in the field of nuclear
medicine," says AECB senior health physicist
Chris Pomroy. "It's our job to protect people.
The board is asking for participation and is hop-
ing that discussion of the problems involved in
adopting the new regulatory limits will provide a
greater understanding of the challenges and kad
to an acceptable solution."
The meetings with affected women began
�,esrlier this week in Toronto.
"The unit gives no warnings to youths involved in violent crimes, -
says Det. Cameron. "We give reality to the promise there are conse-
quences to that kind of behavior. The person is charged without excep-
tion and all are held for bail hearings."
Following a "thorough investigation into the history of the incident, -
the unit also sets out conditions of release that could include curfews
and no association with the victim or even the accused's friends.

DURHAM - Don't throw out
those old phone books. Recycle
them instead.
"It -s the fust year (phone books)
are part of the recycling program,"
says Durham region's recycling
supervisor, Sue Campbell.
Ma Bell was scheduled to start
delivering the new phone books
last week — 80,000 to Ajax and
Pickering, 120,000 to Oshawa,
36,000 to Whitby and 24,000 to
Bowmanville.
"Old phone books are being
accepted for recycling because a
market has been found," says Ms.
Campbell.
A Montreal firm "recycles the
whole mixture and uses it as the
middle fibres in boxboard."
While Durham region doesn't
make a lot of money out of it, recy-

DURHAM - One of the public school board's "unsung heroes" has
been recognized for his money -saving efforts.
Doug McDonald, manager of energy and mechanical design, recently
received the Bruce Mather Award from the Durham Board of Education.
The award, presented annually to a group or individual who's made an
exceptional contribution to the growth of others, was established in
Bruce Masher's name when he retired as director of education.
In presenting the award, Mr. Mather commended this year's recipient
for his continued training of more than 400 custodians and maintenance
personnel in energy use. Mr. McDonald, a Castleton resident, is responsi-
ble for the board's single largest annual cost avoidance in the area of
anergy usage -

severe than kids think,"

Offenders Act is a "myth. Sure, it
could be stricter. But no one's
more surprised than the kids when
the punishment is handed down."
The unit encourages students to
take "ownership" in their school.
"We tell them, 'You're responsi-
ble for contributing to the environ-
ment you're in. If you let idiots
into your environment, you
deserve what you get. Set a stan-
dard and live up to it_"'
Still, "Kids are sometimes
afraid to approach us. Some fear

obstacles faced by police. Those
who attend presentations by the
unit "are the. ones who are interest-
ed in their kids and who are trying
to enforce rules at home. The par-
ents of victims are also supportive
of us. But we encounter a different
kind of parent when we make an
arrest," Det. Cameron adds.
Police are frustrated by -par-
ents who ignore their kids except
when their kid's in trouble. They
demonstrate their love by siding
with them against the police. It's a
way of satisfying their own guilt
feelings. It's wrong that this
should happen." Det. Cameron
says.
"If the same incident happened
at a parent's workplace, how
would they want it handled? If it's
not okay there, it's not okay in
high schools. We're doing youths
a huge disservice if we pretend
.they're going to get off easy
throughout life."
Besides, that doesn't protect
the innocent students, he adds.
"For every idiot causing a problem
in a classroom, there are 29 others
who are trying to learn. The silent
majority is who we're trying to
protect_„

WORKOUT STUDIO CELEBRATES
2ND ANNIVERSARY

Two years ago, the Workout Studio opened in
Pickering with a new concept. Owner, Christine
* Renaud, wanted to provide an alternative to traditional
health clubs by offering true pay-as-you-go fitness
classes, with no initiation fees, membership contracts,
and no post dated cheques. 'The challenge of the
concept" Christine explains "is that the classes must
be excellent or people will not return. They're not
committed financially. It has made us work very hard
to deliver the best classes possible to keep people
coming back. And," she adds "they are coming back."
Christine, a graduate of Seneca College's Fitness Leadership Course, is certified
by the Ontario Fitness Council, the Canadian Aerobics Instructors' Association
and the American Council on Exercise. "You should strive to be an expert in
your field if you run a fitness club" she believes, "that's what people are paying
you for and they're safety is in your hands. I take that responsibility seriously
and I know how to help participants get the results they want."
Results are top priority and this is why The Workout Studio brought Reebok

various types of step training classes, as well as some low impact and strength

* Renaud, wanted to provide an alternative to traditional
health clubs by offering true pay-as-you-go fitness
classes, with no initiation fees, membership contracts,
and no post dated cheques. 'The challenge of the
concept" Christine explains "is that the classes must
be excellent or people will not return. They're not
committed financially. It has made us work very hard
to deliver the best classes possible to keep people
coming back. And," she adds "they are coming back."
Christine, a graduate of Seneca College's Fitness Leadership Course, is certified
by the Ontario Fitness Council, the Canadian Aerobics Instructors' Association
and the American Council on Exercise. "You should strive to be an expert in
your field if you run a fitness club" she believes, "that's what people are paying
you for and they're safety is in your hands. I take that responsibility seriously
and I know how to help participants get the results they want."

We're all accustomed to thinking police have sole ownership of the REI t.d�GNwtvlit
mandate "to serve and protect". We wish governments would live by /
that credo. Well, in a way, the provincial New Democrats have, with
an ugly twist about it.
They seem intent to "serve and protect" alright -- "serve and pro-
tect" the criminals. Ontario Solicitor General Allan Pilkey has tipped
the scales of justice even further in favor of the bad guys with his
recent announcement of tougher rules for use of force by police.
We detest as much as anyone the excessive use of force by cops
and any other authority figure for that matter. The ghastly L.A. police
beating of Rodney King is seared into our consciousness forever; it 1 4
was a sickening incident which justified calling the officers involved 1
pigs„
If the provincial government goes ahead with its plans, our cops '
will be required to file a report not just every time they fire a service
revolver, but every time they draw one.
Mr. Pilkey has gone too far. The Metro police association's board
of directors says it best. "The proposed regulation is ill-conceived and`��
lacks a rationale." Durham police association president Dale Allan
calls the regulation the "straw that broke the camel's back" and
sparked Metro cops to work -to -rule last week.
The proposed regulation "has been developed without direct input Quote of the Week

from Mary Salgo, who
brings forth her feelings regarding
the sanctity of Catholic education
in Ontario today.
She refers to the "holistic"
approach of Catholicity, and feels
aggrieved that "caring, Christian"
(albeit non-Catholic) teachers are
denied employment on this basis.
According to the Catholic sys-
tem of education, all students
should receive a basis in Christian
teachings, thereby immersing
them within a system of thought
which will improve their ability to
function at all levels of their lives.
That this is to be considered sepa-
rate from other Christian denomi-
nations gives rise to the idea that
God and the teachings about God
cannot be dispensed with any
level of certainty or knowledge
but from those who are of this
faith.
Within the corridors of schools

who wish to contribute to the

DURHAM - The future of
Girl Guides in the region could
be at stake if the public school
board doesn't reconsider plans to
charge rental fees for use of
space, the group's commissioner
claims.
"If the (user) fees proposed
were imposed, the results would
be disastrous," says Joan Anne
Dickison of Girl Guides of
Canada, Central Area.
It would cost the organization
almost $25,000 to use school
facilities for meeting places the
Guides have received free of
coge or at nominal fees until
now. Based on a 35 -week pro-
gram, the cost to each of the 75
units that meet in Durham school
facilities would be $330 a year.
During 1991 budget delibera-
tions, the Durham Board of Edu-
cation decided to increase user
fees for all groups renting school
space and changed the status of
the YMCA from a free user to a
non-profit user. At that time,
groups such as the Boy Scouts
and Girl Guides maintained their
exempt status.
Last year, the board decided
free use of facilities would be
given only to those organizations
which offer a reciprocal agree-
ment with the board. For
instance, a town would qualify if
it offered free or reduced rates to
the board on such town -owned
facilities as swimming pools and
skating rinks, notes Noreen
Arnold, board coordinator of
community use of schools.
It continues to charge differ-
ent fees for different organiza-
tions. For example, non-profit
groups pay $8.50 for an elemen-
tary school gym, while commer-
cial groups are charged $11.
Both are levied an administra-
tion fee of $10, as well as GST.
Despite increased charges, the
board is still subsidizing about
two-thirds of after-school oper-
ating costs. That's why rental
fees will increase an additional
10 per cent each year for the
next three years, says Ms.
Arnold.
"At the end of three years, the
board should not be subsidizing
those costs." she explains. `"Then

The board must also decide
what to do at those schools
where custodians don't work
during the evening. When
rooms or gymnasiums are rent-
ed at those schools, the board
must pay its custodians over-
time.
"That's where a lot of the
costs for the Girl Guides and
Boy Scouts lie," says Ms.
Arnold.
Still, Ms. Dickison believes
the Guides deserve free space.
"I feel any worthwhile organi-
zation giving a service to the
town should have free commu-
nity use of space," she says.

"What's lacking today is fulfill-
ing family goals. That's what

She says the group can't col-
lect money to cover the cost of
user fees because a provincial
Guide policy has locked registra-
tion fees at $24 a year. It hasn't
yet looked at raising the addi-
tional money needed through
fund-raising events.
The group already faces a
shortage of meeting facilities,
according to Ms. Dickison,
pointing to a waiting list of girls
wanting to join the organization.
(There are now more than 5,500
members in the region and about
1,000 voiunteers.)
The group has sent about
6,000 letters to Guide members,
parents and volunteers in the
region asking for their support
when the board's finance com-
mittee reviews the proposal Oct.
14 and when it goes before the
full board Oct. 27.
If the proposal is passed, the
Guides' free user status will
expire at the end of the year.

The chills and laughs are plentiful

ghouls, vampires are
most popular. The lore
is attractive because these undead
are usually seductive in some way,
adding passion to the brutal horror.
Vampirism has been a hot topic
at the movies this year. Francis
Ford Coppola retells Bram Stok-
er's Dracula later this year, and we
have already experienced vampires
descending on Beverly Hills in
Buffy, the Vampire Slayer. The
second bloodsucker entry of the
season is Innocent Blood, an enter-
taining look at modern-day vam-
pires in the big city.
At the helm of Innocent Blood
is John Landis, who 1 l years ago
directed An American Werewolf
in London. In fact, Innocent Blood
could have A French Vampire in
Pittsburgh as its subtitle.
Landis obviously loves the hor-
ror -film genre. He showed it in his
treatment of the werewolf lore and
again in a segment of Twilight
Zone: The Movie. The director
injects humor and sexual tension
into Innocent Blood, which makes
the gory bits seem less dominating
in the story as a whole.

of killer instinct from her deadly

Marie is not like most of the
vampires we know in movies. She

food" — severing the nervous sys-

Trouble begins when Marie
makes a meal of mob boss Salvatore
Macelli. The Shark, as he is called,
turns predator himself after getting
bit by the femme fatale.
Passion joins the storyline when
Marie crosses paths with Joe Gen-
naro, an undercover cop out to put
Macelli away. Anthony Lapaglia is
once again convincing and likeable
in his role as the obsessed police
detective.
At this point the hunter has to
change the quest. Marie and Joe
must team up to catch and finish off
The Shark before he bites anyone
else.
Joe doesn't completely under-
stand who or what Marie is, but he
finds himself attracted to her. Marie
shares Joe's feelings and the two
end up exploring some basic
instincts (if you know what I mean).
Landis keeps Innocent Blood
flowing along a pretty fair pace. He
doesn't stick to most vampire -genre
rules (fear of all things religious,
reflections in mirrors and such are
ignored). Actually, there is hardly a
reference to vampires and Marie
never uses the term to describe what
she is.
The movie features some inter-
esting special effects and a very
humorous script by Michael Wolk.
There is plenty of other stuff
happening in Innocent Blood
besides the central story. The flick
features cameos from directors Sam
Raimi and Tom Savini, horrormeis-
ters in their own right, and is dotted
by clips from some of the most pop-
ular films of the genre. Also pop-
ping up are Don Rickles and former
Muppet mart and the voice of Yoda,
Frank Oz.
As he did in An American Were-
wolf in London, Landis also uses
some great pop music in this flick.
Innocent Blood benefits from Frank
Sinatra standards like That Old
Black Magic and I've Got You
Under My Skin.
Innocent Blood is an entertaining
bit of filmmaking and, like its An
American Werewolf predecessor,
successfully bridges the gap
between horror and more main-
stream flicks. Enjoy, but maybe a
stainless-steel turtleneck top or a
garlic necklace are in order.

School celebrates 50 years
AJAX - It's been 50 years
since Lord Elgin Public School
first opened its doors and
anniversary celebrations have
been planned.
Originally known as the Ajax
Junior Public School, it was the
first school to open during war-
time settlement of the area. Stu-
dents began attending classes
there in October 1942 and a new
building was constructed in Jan-
uary 1983.
The school, located at 24
