The Durham Region Roman Catholic Separate School Board is looking for two new trustees after Ajax trustee Judy Feeney and French language sec- tion trustee Ginette McCann, who represents Ajax, Pickering, and Uxbridge, announced their resigna- tions. Mrs. Feeney, whose resigna- tion is effective Oct. 20, is moving to Ottawa where her husband has been transferred. She sat on the board from 1982- 1988 and replaced former trustee Sally Longo who resigned in the spring of 1991. y Mrs. Feeney maintained her Judy Feeney seat following last November's municipal election. The English language sec- tion will decide how to replace her at its Oct. 14 meeting. %•� Though it's unlikely the board will hold a by-election because of costs, it will be considered along with interviewing inter- ested applicants. Meanwhile, Mrs. McCann is Ginette McCann leaving the board due to medi- cal problems in her family. She successfully chal- lenged former trustee Gary Lauriault in last November's municipal election. Her resignation was effective Monday, Sept. 14. The French language section is now accepting applications from French separate school supporters and plans to announce a replacement on Oct. 22. Responding to a complaint, Alex Connor of Durham's department of health visited a take-out food operation that had been in business six months. "Tire place was running over with mice and cockroaches and there was two inches of grease on the floor," recalls Mr. Connor, one of four chief inspectors in the department. "He was operating out of ignorance." The owner, Mr. Connor says, had no con- cept of sanitation. Twenty different charges were laid, a substantial fine was levied and clean-up operations started immediately. The business wasn't closed down, but "I needed to see substantial improvement every day," adds Mr. Connor. This case, however, is not typical of Durham region restata'ants. While the health department issues 9,000 orders to food oper- ators annually, only two charges for minor offences were laid in 1991.T here's been no major outbreak of food poisoning since 1983, no forced closures for some time and compiaints from the public are few. "rbere's a very, very co-operative bunch Of people out there," notes Mr. Connor. "I'll eat anywhere in Durham region—people are comfortable with restaurants, and that's nice to know " There are more than 300 food operations in Durham classified as "high-risk". They include restaurants or caterers that produce high volumes of food, Chinese food and chicken outlets (because of the nature of the food), and institutions caring for children or the elderly. MicY are inspected six times a year - Most fast-food outlets are considered "medium -risk" and are inspected four times a year, while 'low-risk" operations with lim- ited menus will be visited by inspectors once a year. Although the department of health does much more than restaurant utq cuons, that aspect of the job accounts for 50 per cart of the workload, with just 16 inspectors in the food program. At any restauant, Mr. Connor says, `you can find the odd thing to offend you but the key question for public health inspectors is whether it carries disuse. He describes his job as "frustrating but fun". Arriving at a restaurant or institution unannounced, an inspector will carry a checklist with critical items that could lead to food -borne illness listed in red print- The most important factors concern food temper- atures and cleanliness. "You've got to have a good physical Plant," says Mr. Connor. "We press for a good physical plant and excellent sanitation. We're looking for things that are actually responsible for the spread of disease." Critical items include improper cooling and refrigerated storage; improper hot hold- ing temperatures of hazardous foods, inade- quate cooking and reheating temperatures; unsanitary habits of workers and improper food preparation. All food -contact surfaces must be sparkling clean. Mr. Connor likes inspectors to watch what's going on from a comer of the kitchen. "The best thing to do is watch them clean something. Basically, it's eyeballs, common sense and patience ... it's details that make a difference.- An ifference"An inspection will probably take a mini- mum of three hours, he says. There's no set pattern to inspecting a kitchen, but an inspector will check dish- washing equipment, food preparation and storage areas. A pocket -sized, electronic probe allows for a quick check of food tem- peratures. An inspector may ask that any piece of equipment be dismantled for a thor- ough check- If needed, a blacklight turned on inaddark storage room will illuminate rodent To determine if workers are using hand - wash sinks regularly, Mr. Connor tums on a tap and waits to see how long it takes for the waren to grow hot. My dad told me that when I was a little girl and we were sitting out on the steps one night looking at the sunset. That's why I didn't hesitate to accept a "free" car phone, even though I know that's not exactly what Dad meant. I received the "free" phone for booking a vacation with a certain tour operator, and even though I knew I didn't need it, I wanted it. Once in a blue moon, it comes in handy 1� when I'm enroute to the news- room from some big story. On those few -and -far -between BIG stories, I can call my cohorts from the car and fill them in instead of waiting the extra 10 minutes it takes me to get there in person. After all, the phone was "free", and I get 30 "free" minutes of calls every month. My first monthly bill was just 5112 and I'd only used seen of my "free" 30 min- utes. What a deal. But that bill included my annual airwave fee -- or something like that -- and since then, the "free" phone only costs S30 a month. And now I hardly use it at all because the novelty's worn off, and there's no one to call anyway. And you can bet no one calls me because only two people have the number. One is my husband, who's forgot- ten it, and the other is my edi- tor, who's misplaced it. The only time Greg (the editor) ever called me, I wasn't in the car and he didn't want any- thing anyway -- he was only testing it out at my request. MY husband has never called. Yeah, what a deal that car phone is, _. But I won't give it up, because if I ever have car trouble, I can call somebody. As long as the engine turns over, that is, because if the engine's dead, so's the phone. HILLER Special to the News Advertiser Q: Our four-year-old sticks her thumb from time to time through- out the day. How do we know if this is hurting her teeth? When should she stop sucking her thumb, and how can we help? - Anne C. A: The consensus in medical literature is not to bother a child about thumb -sucking before the age of four, and usually no action is recommended until six. Any damage to the teeth alignment can be determined best by a pediatric dentist. If you decide it's time to stop the sucking, several studies say deterrents are useful: one is a bitter -tasting substance painted on the nail and used with a reward system. Another is a device placed in the mouth to make sucking impossible. Thumb -suck- ing is a common and harmless habit of young children. Eighty per cent to 95 per cent of all infants suck their thumbs, and this gradually declines to 30 per cent to 45 per cent of children in the preschool years. About 14 per cent of six year olds and six per cent of 11 year olds still suck their thumbs. Thumb -sucking is considered normal. Several theo- ries exist to explain it. Dr. Patrick Friman reports that for many infants and young children, thumb -sucking helps them be independent. For example, in reports of Friman's research at the Division of Child Develop- ment in Children's Hospital of Philadelphia, he writes that thumb -sucking permits infants who are between feedings, hold- ings and other interesting events to occupy themselves and delay boredom. It also permits toddlers and young children to soothe themselves when they are hurt, sick or upset. After the age of four, these reasons lose their value, and thumb -sucking becomes a mild to moderate health risk. The main problem that results from thumb -sucking is a bad tooth alignment, or mal- occlusion. In general, if a child stops thumb -sucking (or just about any ocher sucking) before permanent teeth come in, any bad tooth alignment will correct itself. Other problems with thumb -suck- ing include a higher risk of ingesting poisons, viral infectious and stomachaches due to infec- tions. Infrequently, thumb -suck- ing causes p mbkms with the Jaw, thumb deformities and abnormal facial growth. Experts say a child can suffer psychological damage if parents and pars criticize or ostracize a pre -school-age child because of dwmb-sucl�ng. But the substance, which is available at drug stores, shouldn't be used unless the child agrees. Residential waste going to landfill will be weighed during Waste Reduction Week, Sept. 27 to Oct. 4, and the town with less trash will fly the loser's flag at its municipal hall. Events and displays will also be ongoing all week in both towns. In Pickering, firehalls will serve as depots for items that can go to Goodwill instead of the dump. Furniture or large appli- ances cannot be accomodated. You can enter your name for a draw to win a composter at display booths in the civic complex, One the Esplanade; at the mayor's -citi- zens' task force against dumps information office in the Pickering Town Centre; or at the Recreation Complex at 1867 Valley Farm Rd. The week-long cam- paign encourages municipalities, citi- zens, business and industry to do more to reduce waste. The province is committed to reducing the amount of waste going to land- fill by 50 per cent by the year 2000. Can we do it? "We can and we must," says RCO exec- utive director John Hanson. Going beyond the blue box By Norman Nelson Durham Staff A handy environmental book- let designed to take local resi- dents one step beyond the blue box is about to come off the press. The Durham Environmental Network, an umbrella organiza- tion of environmental groups, has been working hard on the project since February and hopes to start distribution of 25,000 copies by November. It will put a wealth of infor- mation at the fingertips of home owners, says Helen Break, who heads the project committee for DEN. "People are discouraged when they don't know how they can make a difference or how easy it really is," she says. "DEN's guide will provide appropriate tips and local infor- mation on how and where households in Durham Region can participate in the 3 Rs." The group aimed to get the booklet out in time for Waste Reduction Week, but consider- ing the mammoth job facing vol- unteers, she said "it's not sur- prising we went a little over". The guide will distributed by a wide variety of groups, includ- ing DEN member groups, local libraries, schools, environmental fairs, Welcome Wagons and municipal govcmmenu;. A mass mailout to each household was ruled out "due to the large number of copies required and to avoid waste". Being a volunteer labor of love, the project's price was right — about $16,000, mostly to cover printing. The biggest supporter has been Durham Region, which contributed $10,000. Ocher cash injections have come from the Canada Trust environment fund ($4,000) and Parkwood Rotary Club of Oshawa ($1,000). DEN believes the guide will "enhance the success of the local blue box program, increase peo- ple's awareness about the impor- tance of the 3 Rs and educate people about how they can make a difference," says Ms Break, who works in the City of Oshawa's planning department- .
