Three days of heavy jackhammering noise are expected at the hospital as construction crews join the older part of the building with the new wing. The $31 -million expansion, long awaited by the commu- nity, is progressing well. The racket of jackhammers will reverberate throughout the hospital in 10 -minute intervals Sept. 14, 15 and 16. Patients "more than likely will be. hearing it quite loudly.- says Heather Montague of the hospital's community relations office. Earplugs will be available for all patients. The noise, however, is not expected to disrupt surgery. This stage of construction will also necessitate the boarding up of windows in three patient rooms and lounges on the second and third floors. ER Decision Ysoon on $26 -million education HQ DURHAM - A decision will be made soon on whether the public school board will build a $25.8 -million education centre that has been criticized by a taxpayers' group. The Durham Board of Education will close tenders on the proposed centre at the end of October and trustees will look at those bids in November. "Trustees will reassess (the need for the centre) when the tenders come in," chair Louise Farr told a member of the Ontario Tax- payers' Coalition, Durham chapter, at a board meeting Monday. Doug Wilson of Oshawa reminded trustees to "look at the hard economic times" and noted the province "is reviewing the role of educa- tion and the role of (school) boards in it." Plans call for a four -storey administrative building on a 24 -acre site on the north side of Taunton Rd. between Garden and Anderson Sts. in Whitby, where a high school will be built. The board believes joint construction of the school and centre would result in savings. The board plans to debenture the cost of the centre over a 20 -year period, bringing its price tag to $43.7 million. The average cost per public school household would be $6.14 each year for the next 20 years. The board now spends $834,000 a year to Why Advertise In Focus on Business Durham businesses wanting to increase their profile and sales volume find that being a part of the Focus on Business advertising feature definitely has it advantage. Today, three years after venturing into business with Jocus, Pat is a manager with the company, which means she is responsible for the training and overseeing of people she recruits. Jocus. a Canadian company, manufactures and imports more than 325 products. Jocus is the country's largest direct seller of children's books, toes, crafts and activities. Its philosophy is that each toy is a key with which a child opens doors to intellectual, emotional, social or physical enhancement. Parents Play a crucial role in all of this, and for that reason, Jocus created workshops for parents to learn the individual toy's potential for unlocking any given area of the child's life. Jocus was started in 1978. The following year, the firm's first catalogue was introduced. Jocus consultants are self- employed individuals who are interested in enhancing child development. They enjoy the dual benefits of flexible hours, and running a business in a market looking for innovative ideas, products, and good prices. Selling Jocus products allows them to be able to afford luxuries they might not otherwise have. Pat also looks after children in her home. Her daycare proves to be a perfect avenue for sampling the toys - which means that by the time she does her shows and Advertising Feature toys, books, games and crafts Jocus consultants Margaret Goodman, left, Diane Wiltshire and Pat Milne, with a selection of the company's toys. workshops, she has a thorough understanding of how each piece works, and for which age group the individual item is best suited. Pat conducts home workshops which give the parents a 'hands-on' experience and also allows Pat to help parents make appropriate toy choices for their children. People who assist Pat by hosting a workshop in their home for friends and family, obtain up to 15% of the workshop sales in free toys. Consultants also earn free toys with the numerous promotions offered by the company. A major difference between buying Jocus toys from a consultant or catalogue and buying toys in a store is that Jocus offers a 30 -day money -back guarantee of satisfaction on its items. By contrast, store-bought toys can seldom be returned once the toy has been taken from its package. Jocus products given a three -star rating by the Canadian Toy Testing Council in the 1992 Toy Report were Pallino, Strike -a -Ball, Capsela, and Kugel Bahn. The three -star rating is awarded to toys distinguished by excellence in design, function, durability and play value. Leaping Frogs is another popular Jocus product, ideal for improving finger dexterity in children as young as two, but which Pat says she has taken to New Year's Eve parties to be enjoyed by adults. The goal of Leaping Frogs is to make the frogs hop in a bucket. Pat notes also that Jocus' parent company, B & B School Supplies, Canada's largest school supplier, is celebrating its 50th anniversary this year, which is an indication of the reputation of this firm. She welcomes enquiries from anyone who would like to see the Product, or the 1992/93 catalogue. Companies can do business with Ottawa by computer AJAX-PICKERING - Local companies are being encouraged to vie for business contracts with Ottawa using a new, automated Open Bidding Service. "If you haven't dealt with the federal government, give us a try," minister of supply and services Paul Dick invited local business people last Friday. "We're not that bad; maybe (you'll) get some of your money back" .Mr. Dick, whose department ,spends about S8.5 billion buying everything from pencils to ships to widgets for the government, spoke at a breakfast meeting hosted by Ontario Riding MP Rene Soetens. He said businesses can access a computerized notice board of goods and services the government is in need of, and can order a bidding package on contracts of interest Those without computers can still bid on contracts by ordering written information. Ninety per cent of the things Ottawa buys fall under a "buy in Canada preference policy," he said. Other times, suppliers may be bid- ding against other countries under the Free Trade Agreement or the North American Free Trade Act. The Open Bidding Servicc (OBS) replaces a system whereby the government consulted a source list of suppliers and invited bids on a rotating basis. Users of OBS pay an annual sub- scription fee, on-line charges and a fee for any bid documents ordered. Only contracts worth S25,000 or more are on OBS; the government still uses a source list for smaller contracts, said Mr. Dick. A future feature of OBS will allow companies to find Partners or sub -contractors to supply any bid components they lack, added Mr. Dick. "We hope it will be a very friendly network — where we stop I don't know." More information on OBS can be obtained through the department of supply and service's Ontario Region branch at 670-&162. PAGE 6 -THE NEWS ADVERTISER FRmAY, SETTMBER 4, 1992 10InI6n' Day-care scramble The Durham Board of Education is trying hard to make Queen's Park see junior kindergarten for what it is -- glorified day care. It has been told it must offer junior kindergarten, but has also been given leave to look for alternatives to putting the kids in a classroom with a teacher. The Board is looking at, among other things, paying for space in the programs of companies that offer day care to their employees. This is ironic, given the nature of the program. After all, junior kindergarten, as originally conceived by provincial education officials, would normally create spaces in such centres, as parents shifted their children to school. Junior kindergarten will relieve many hard-pressed parents of the cost of child care, allowing them to keep more of their wages. It will also allow many parents who are perfectly capable of paying for day care for their children to freeload off hard-pressed taxpayers. The latter would be particularly irritating if it turned out that junior kindergarten ended up putting those children back into the very day-care centres they were already in -- with the taxpayer footing not only the bill for the space, previously picked up by parents, but also the bills from the bureaucrats administering the program. Junior kindergarten is not only glorified day care, it is expensive glo- rified day care. There is a need for more subsidized day-care spaces. Single parents, of which there are a growing number, are particularly in need. But this is a problem best addressed by meeting the needs of individuals, accord- ing to finances. There is no need to blow millions creating day care for every four-year-old in the province, when only some actually need it. The Durham Board of Education has a legal opinion that it "can't fight city hall" -- if it defies the legislation ordering junior kindergarten it could have funding cut off. That would be a double whammy for local taxpayers, who would still pay provincial tat for the Ontario -wide pro- gram and could also end up paying more local education taxes. All it can do is keep working on alternatives, and hope common sense sinks in at Queen's Paris before the deadline. "My Staff Reporter AJAX-PICKERING - Taking care of twins can sometimes mean twice the frustration, but it always means twice the joy, says the mother of identical 10 -year- old girls. "It's nice to have two of them run up to you and give you a hug and kiss," admits Catharine Ottaway of Ajax. "It's also nice that they look out for one another." While teachers have a hard time telling the girls apart, their mother says Rachel and Nicole have very distinct personalities. "One girl is more dependent on her sister than the other," notes Mrs. Ott- away. "They also have different ways of learning. One learned to write earlier, while the other learned to ride a bike first. One's right-handed and the other's left-handed." But the differences don't end there, according to the girls. "I like school, she doesn't," explains Rachel. "I'm a better goalie in soccer." Nicole boasts, "I'm better in defence." While Mrs. Ottaway admits "it's diffi- cult not to compare" the girls, she's dis- appointed "some people don't take the time to get to know them separately, as individuals." Linda Sarch of Ajax agrees. "People always ask, 'How are the twins?' rather than mentioning them by name," she says of her three-year-old girls. "People tend to group them as one individual." But the challenges don't end there, according to members of the Durham Region Parents of Multiple Births Asso- ciation. Being patient and organized are two other tests. Managing the family budget can also be a strain. "You need a lot more patience and have to manage on a lot less sleep," laughs Mrs. Ottaway, who gave birth to another daughter a few years after deliv- ering twins. "I must Twice the frustration, twice the joy .' Colleen Brooks and daughters Julie and Jackleen, pictured at eight weeks. photo by Celia Bronkhorst first son taught himself to read when he was just two," she recalls. "Then along came (the twins). I had to be there every second. They're much more destructive because they feed off each other." Though Mrs. Jessop-Brockhurst had planned to return to work after her sec- ond pregnancy, she found day care costs too expensive. "All of a sudden, we couldn't afford to go out," she says. "I felt emotional pulls every which way. "I thought I was going to have a ner- vous breakdown," she admits. "At work, I could handle any crisis. All of a sud- den, I couldn't help these little monsters. 1 felt guilty. It was like being on a merry- go-round." That's when Mrs. Jessop-Brockhurst turned to the association for support. "I needed to know I wasn't the only mom going through this," she explains. "When you get frustrated, it's no good to hold it in. You need to talk to people who understand." The group gives mothers time away from their children, as well as a chance to share stories and offer such tips as tak- ing time for themselves and learning to accept and ask for help. Michelle Smith of Pickering joined the group when she was five months pregnant. "I wanted to know what labor and delivery (of twins) would be like. It really prepared me," says the mother of eight -month-old boys. "I knew right away the importance of getting on a schedule," Mrs. Smith says. "I feed them at the same time and change diapers at the same time. Kind of like an assembly line." The group has an extensive library of books and magazines for parents of mul- tiples and it publishes a newsletter. It holds monthly meetings which often fea- ture guest speakers and has a crisis fund for parents experiencing extreme finan- cial difficulties.
