On Tuesday, delegates attending the AMO convention backed the automotive cities of Oshawa and St. Catharines in appealing to the higher levels of government. Most of the 2,000 municipal and regional politicians at the Associa- tion of Municipalities of Ontario con- vention in Toronto this week claim more must be done to stimulate the Enrico Pistritto faltering economy. Pickering council delegate Enrico Pistritto said, "Canadians don't want to depend on welfare. People want the opportunity to support their fami- lies. I support Oshawa because the federal and provincial governments have got to recognize that people deserve a sense of integrity."` Ajax mayor Jim Witty agreed. The province, attempting to provide "affordable housing quickly", is being "forced" to declare basement apartments legal because not one municipality in Ontario passed bylaws to allow them when the province gave them permission to, according to James Douglas of the ministry of housing. While basement apartments in single-family homes are currently ille- gal in Ajax and Pickering, they already exist. Because the families liv- ing in them are "invisible" for municipal tax purposes, other taxpayers are shouldering the burden for services the basement -dwellers use, such as schools and garbage collection. If basement apartments become legal, the towns will be able to col- lect more tax revenue and that's a plus. But on the flip side of the coin, more basement apartments are likely to be created by homeowners needing help with mortgage payments. Where are all the extra tenants in town going to park? If a two -car fami- ly rents out its basement, and a one -car or two -car family moves in, there's bound to be more on -street (illegal) parking, clogging residential streets and blocking access routes for emergency vehicles. There's concern the legislation will drive up housing prices, as spec- ulators flood the market looking for homes to rent out. Others fear neighborhoods will become rundown through absentee landlords. But the legislation will also make it easier for bylaw officers to gain entry to basement apartments, and it will establish standards and safety regulations for such units. Currently, bylaw officers have no authority to enter a home to inspect a basement apartment and the basement dweller has no recourse but to move out if living conditions are substan- dard. What we ought to be looking at is completely abolishing two very, very costly social programs in this country which only serve to bene- fit a few... not like Medicare which serves everyone. These two ,programs of which I speak are Multiculturalism and Bilingual- ism. If new Canadians wish to maintain their language and cul- ture, this is fine, however, they should be doing it at their own expense, not at the expense of all Canadians. These new immigrants left their native lands for whatever reason and are now living in Canada. What's wrong with adapting to the Canadian way of life and Rmiting or at least learn- ing to speak Faglish. Forced bilingualism is another very costly program to maintain. l am not against Quebec, but I am for Canada with or without Que- bec. There is no such thing as bilingualism in Quebec, so it bog- gles my mind why the rest of Canada is forced into this hideous and preposterous idea of forced bilingualism. In Quebec it is just the opposite... it is forced unilin- gualism — French only, no English. While all three candidates took a stand on those topics, they assured the group of about 150 that the party's "grass-roots approach" means elected Reformers would take their constituency's vote to Parliament on moral and constitu- tional issues. "My personal opinion (on abor- y,Qn) is irrelevant," Pickering's Bill •den said at the meeting at the Ajax Community Centre, though he admitted, "Abortion is a crime, but having unwanted children is also a crime. I don't think we can tell a woman what she can do with her body." Whitby's Andrew Davies "hopes it's one issue (constituents) will be able to decide," saying he hasn't "reached a decision yet." Don Sullivan of Ajax believes abortion "is a personal matter between a woman, her family, her physician and her God" He admits being opposed to abortion until his 21 -year-old daughter was raped and murdered in 1980 because he won- dered what she would have done if Mr. Foden sees child care as Mixed reaction to she'd become impregnated by her attacker and sur- vived. All three candidates agreed with a man "offend- ed" by the present immi- gration laws that changes are needed. According to Mr. Davies, the laws are "full of holes" and must be revamped so they're "good for Canada. Do (immi- grants) have the skills Canada needs?" While Mr. Foden recognized the need to accept "genuine refugees," he believes an immigration policy "must be based on the economic needs of the country." Mr. Sullivan criticized hyphen- ated Canadians, suggesting it's time to "get rid of multiculturalism...and become a melting pot." When questioned about user fees for medicare, each candidate agreed a small user fee for those who could afford it was acceptable because it could lead to fewer abuses of the costly system. On the issue of child care, Mr. Sullivan questioned why govern- ment "should take over every- thing," suggesting it should be auto- matic for those in need, but others "should pay the market value" for it. bill encouraging cellar dwellings By MARIANNE TAKACS Durham Staff DURHAM - The provincial gov- ernment is doing a "Mandrake the &gician" act in its push to allow basement apartments, according to regional councillor Brian Nicholson. He was one of five municipal and provincial panelists at a public forum Tuesday night in Whitby to discuss amendments being intro- duced by Queen's Park that will allow "accessory" rental apartments in all homes. The forum was sponsored by the Durham Regional Access to Parnta- nent Housing Committee. Councillor Nicholson told the forum the province is mistaken if it thinks it can magically double the number of housing units allowed in a neighborhood and not expect any problems. He maintained schools, knublic transit and other services not be able to accommodate the extra people who'd come into �neiighnborhtootis, and he said parking €problems would become even worse. "I support the intent of the bill," ,he said I believe we must intensify ;t�ottsing. But we don't do it by tear- ing dawn our standards." But Ajax councillor Steve Parish Ewekornes the legislation becarse he :`said it would regulate basement apartments, which are flourishing out of control because there is a need for them. He maintained the problems usually associated with the =unsafe units, absentee reefing divided houses o two tenants who allow the property to become rundown, and noisy, dis- ruptive tenants — could be eliminat- ed liminated if the apartments were allowed only in owner -occupied homes. (His suggestion drew a hearty round of aWlause bort the forum audience.) Comments about the legislation from the audience included concern that it would force up houses prices because it would open the market to speculators looking for homes to rent OUL The proposed provincial legisla- tion would allow one apartment in all detached, semi-detached and row houses; establish safety and other standards for such units; and make it easier for municipal officials to gain entry to apartments to ensure bylaws and regulations are being adhered to. "Second units are seen as an important source of affordable hous- ing — affordable housing that can be created quickly, without any cost to the taxpayer," James Douglass of the provincial ministry of housing told the forum. Mr. Douglas said the province has been f eD this lation on municipalitiesbecause �not one town or city in Ontario has passed moning bylaws `o allow sec- ond units in homes since the province released its Housing Policy Statement in 1989 giving them two -years to do so. He also emphasized the new leg- islation, expected to pass next -spring, would not grant an amnesty for illegal units. All units would be required to meet the new regula- tions. Oshawa resident Len Glover, who says the legislation will feudter destroy neighborhoods already plagued by basement apartments, was not impressed by the response of ministry officials to his and oth- ers' concerns. Each candidate stated their opposition to the province's employment equity policy, which recommends goals in the hiring of the physically disabled, visible minorities and aboriginal people. ..The best person for the job should get the job," Mr. Foden argued, while Mr. Sullivan said it was an "insult" to the target groups and promotes "racial disharmony." Mr. Davies opposes it because "all Canadians are created equal " The candidates also took a firm stand on the issue of Quebec. Mr. Davies said it was time Quebec "stopped pouting". He opposes spe- cial status because "we are a multi- cultural country" and people of all provinces should have the same rights "whether first or last off the boat" While Mr. Foden said he hopes the country "sticks together" and believes Quebec is "bluffing". If the Quebecois chose to separate "they'll pay their share of the national debt before they leave." Mr. Sullivan believes Quebec should pay for federal buildings and the coast guard if it separates. Most residents seemed impressed with what they heard. "It's an alternative to sitting on the sidelines," explained Pickering resi- dent Jim Buchanan. "Anyone in their right mind has to do some- thing. I've never seen so many decent people collected in one party. I think it will come in." Jim Wilkinson, also of Picker- ing, agreed. "I like what I see in their (party policy book). I can look at their policies and see if I agree with them. That's why I'm here." By KEITH GILLIGAN Staff Reporter AJAX - Doctors can't give a prognosis for young Bryant Camelo but, if loving care can cure him, he should make a full recovery. The eight-year-old Ajax boy's troubles started as a headache in school April 27. Since that fateful Friday, Bryan has been struggling to overcome the effects of a burst vein in his brain. He was in a coma for two months and it's left him almost speechless and pAralyzed on his right side. Doctors haven't been able to give his par- ents a prognosis for recovery, says Bryan's mother Isabel Silva. `There was damage to the brain because of all the blood. Only time can tell how much damage there is. We'll have to wait six months to a year to see if there's any improve- ment." Bryan had a malformed vein in his brain and, when it broke, one-third of his brain was covered in blood. "The doctor said he could have died at 100 and it may never have broken. A lot of people have (the malformed vein) and don't know," Isabel says. Bryan was in his Grade 2 class at St. Fran- cis de Sales School when he started to com- plain of a headac:hhe. Bryan's father Altino went to school to pick him up. "He brought Bryan home and Bryan went to sleep. My husband went up to see how he was and he couldn't wake Bryan up. He called for an ambulance, but (Bryan) was already in the coma," says Isabel. Bryan was transported m the Hospital for Sick Children in Tormio, where he remained in a coma for two months_ The doctors didn't know how long he'd be in a coma, Isabel recalls. "They couldn't tell me anything. They said he could be in a coma for three years and then he could wake up. That's happened- It was frightening because they couldn't tell us anything." Bryan started to come out of the coma slowly, Isabel remembers. "One of the nurses started tickling him and she said if he didn't smile she'd keep tickling him. He smiled and it was the first time he reacted. I started tick- Iing him the next day and he stared to cry. It went slowly." On July 27, three months to the day after his troubles began, Bryan was transferred to the Hugh MacMillan Rehabilitation Centre near Sunnybrook Hospital on Bayview Ave. in Toronto. He stays there during the week and comes home on weekends Bryan has been returning home for several weekends and has been the centre of attention for his four-year-old twin brothers Michael and Philip and other children on Kirkham Dr. where the family lives_ "Michael and Philip are the big brothers now and they protect him. They want to sleep together and hold hands and want to fall asleep together," says Isabel. Bryan likes to have the other children on the street drop by, his mother says. "He always wants them around. He wants to be with them all the time." The children are "very gentle" with Bryan, spending time talking and playing. The fust weekend Bryan came home was "great, but we were scared," recalls Isabel. He had been away for three months and we didn't know how he'd react. His friends came and visited and played with him" Bryan comes home Friday evenings and returns to the MacMillan centre Monday mornings- The family visits Bryan every day he's at the rehab centre. "It's upset our routine because we haven't been home much,- says Isabel. The routine could continue for another six months. While Bryan's at the MacMillan mi- tre, occupational therapists work on his legs, arms and speech. He needs a wheelchair to get around. The only thing Bryan remembers of April 27 is having a headache. Before the vein broke, he'd never been sick and he was always active in karate, skating and soccer. Isabel says, "He can't move or talk and it's really hard The hardest pert for him is remembering everything. He saw pictures of himself figure skating and he started to cry." But. for every tear Bryan's shed, there's always been a shoulder to cry on. During the school year, some of Bryan's classmates and his teacher, Mrs. Pellann, went to visit him at Sick Kids. "My injuries consisted of a bro- ken arm, a brakes wrist, a broken jaw, a visual impntnaent and. most importantly, a head injury and some brain injury," says Ms Klatt, 45 "I was told the head injury and the brain injury that I experienced was quite serious and that I would never make a 100 -per cent recov ok - cry," she says. The most common cause of head injuries is moor vehicle asci - dents (60 to 70 per cent), followed by bicycle accidents (lo to 15 per cent), with assaults, falls, illness 'and others malting up the balance. The 10 top tier -Il novice girls' teams in Ontario from as far away as Kingston and Windsor competed at the Seaforth provincials. The Pickering novices advanced to the silver -medal game before suf- fering a disappointing 9-5 loss to Samia. The Pickering defence was not as sharp in this game as in previous outings, as Sarnia collected seven unearned runs in the fifth inning. Pickering relied on the long ball to keep it close. Fera Maione had a single, double and triple for two RBIs, Kim Savage collected two singles and a triple for two RBIs and Emily Renaud had a double, triple and scored twice in the con- test. Pickering opened the weekend with a 7-3 victory over Burlington. The opposition took a 2-0 lead after the first inning.
