Citizens' group wants public hearings into safety concerns

DURHAM - Residents here will be given up
to 5150,000 to monitor the province's search for
a Durham -only dump.
The funding will be provided to a Durham
"technical committee- by the Interim Waste
Authority, the provincial agency created to find a
dump site in each of the regions of Durham,
York and Peel.
The Durham technical committee will be
composed of one resident for each of the 17 can-
didate landfill sites here, and representatives of
regional and local councils in municipalities
where candidate sites are located.
The committee will hire independent experts
observe and document the IWA's examination
of sites.
Pickering, which has seven candidate sites,
will be able to appoint seven residents and one
representative of town council to the committee.
The IWA has invited four residents' groups to
I decide which citizens will be on the committee.
They are Pickering -Ajax Citizens Together
(PACT) for the Environment, the Cherrywood
! Residents' Association, the Seaton Community
Group and the Whitevale Residents' Association.

CAS workers ratify new contract
;:DURHAM - Durham Region Childrett's
Aid Society (CAS) workers were back on the
job Thursday morning after a 96 -per cent
vote in favor of a contract agreement with

The Canadian Union of Public Employees
.(CUPS) local 3223 workers ratified the con-
iract at a Wednesday noon meeting, voting
40-3 fdr the settlement.
Issues included' job security, split shifts,

to lay off any current employees for the fife
bf the contract, which expires Dec. 31, 1993.
CAS workers will receive a 0.75 -per cent

Dump info centre opens
A mayor's -citizens' task force against dumps has opened an
information office in the Pickering Town Centre, across from
Dominion. During opening ceremonies, a clown made sure
Jeffrey and Kathy Threlkeld kept their hands off an anti -dump
cake. The centre is open weekdays from 1 to 9 p.m. and Sat-
urdays from noon until 5 p.m. More volunteer staff members
are needed; training will be provided. Call 831-9189.
Committee won't have impact
on dump decision: skeptic

appoint a works committee member, says chairman Gary Herrema.
But the committee won't have much impact on the province's
decisions, predicts Ron Palace of the Cherrywood Residents' Asso-
ciation. "I don't think the task force is going to make any differ-
ence in the selection of the (short list of) five sites."
Prospective committee members have been asked to reply to the
IWA by Aug. 26, while the tentative date for the Durham commit -
ice's fust meeting is Sept. 3.
The regions of York and Peel will also be able to form technical
committees. York, however, is getting up to $350,000 to hire
experts while Peel will receive up to $200,000. The amounts vary
because of differences in population and landfill size.
The funding will be available with the release of a short list of
candidate sites this fall, and will continue until a preferred landfill
site is identified in each region in the spring of 1993.

DURHAM - Abuse of the elderly
is a problem that's attracted provin-
cial fmiding.
The ministry of health has
approved $160,000 for two Durham
projects, one geared to p1eYent elder
abuse and the other to improve fami-
lies' health.
The Durham Region Community
Cane Association will receive about
$60,000 over two years.
Association spokesman Elizabeth
Fulford says abuse of the elderly
comes in many forms, including
mental abuse. "Someone could be
threatened with being institutional-
ized unless he behaves in a certain
way," she notes.
Or, the abuse could be financial
fraud. "raking a senior's money is
another area of concern," says Mrs.
Fulford.
Durham Centre MPP Drummond
White announced the funding, not-
ing he has personal knowledge of
the need for programs to prevent
abuse as he was a social worker
'before being elected to Queen's
Perk.
`"Riese agencies will offer effec-
tive and affordable outreach pro-
grams to address such issues as
stress management, family planning,
substance abuse, parenting skills and
balancing work life with family
life," says Mr. White.
Durham region's department of
health services will get $99,450 for
Healthy Families Durham over two

the family by assisting individuals in
preparation for parenthood," says
Evelyn Butler, the department's
director of public health nursing.
"For example, it's important for peo-
ple to understand the impact smok-
ing and alcohol have on pregnancy."

ingredients for a healthy baby, says
Ms Butler.
In the second year the program
will take to the road, visiting high
schools with a show on heallh and a
video that will also be available at
libraries, health services and schools.
"Healthy Families Durham will
strengthen the family unit by provid-
ing family life education and health
promotion," says Ms Butler. "We're
pretty excited about it."
Funding for the two local projects
is part of $1.5 million going to 19
community health promotion pro-
grams.
Other projects will increase the
health and well-being of women, the
homeless, low-income families and
young people.

far (prior to the leak) the monitoring system has been ade-
quate."
On Unit 1, water sampling that confirmed the presence of
a tritium leak had to be done manually.
Because staff determined the leak was not an emergen-
cy, outside agencies weren't notified of the spill until about
three hours after the problem was identified. The Ajax and
Whitby water plants were shut down at about l 1 am.
Ontario Hydro "believes all notifications were made
within a reasonable time frame", says Mr. Muir.
At press time, the ministry of the environment was still
investigating and hadn't announced if charges will be laid.

Important issues
yet to be"resolved
in unity talks, say
local politicians
DURHAM - A breakthrough in
constitutional talks Wednesday is a
positive step toward a unified
Canada, but there are still impor-
tant issues to be resolved, says
Ontario Riding MP Rene Soetens.
"Until they're resolved, it's pre-
mature to celebrate this (tentative
agreement on the Senate) as the
basis of our new country," he says.
"But, we've overcome a major
hurdle and that was the Senate."
A proposed new Senate with
equal representation from each
province, agreed to by prime min-
ister Brian Mulroney apd all pre-
miers, is workable, says Mr.
Soetens.
"I like the idea of there being
less Senators," he says, adding it
will allow the House of Commons
to be "governed more readily."
While premier Bob Rae has
.called the tentative pact "the basis
4rf a country", Mr. Soetens says it
represents only a small part of a
new Canada.
Major issues still outstanding
include trade barriers, power shar-
ing between Ottawa and the
provinces, and the definition and
rights of aboriginals, he says.
Mr. Soetens acknowledges
Canadians are tired of hearing
about the constitutional struggle
but "It has to be done. Canadians
are not interested in this; they're
more interested in the economy
and job security."
But a new constitution will
affect those very issues, he points
out.
Durham West MPP Jim Wise-
man is pleased with the Senate
agreement because the House of
Commons will "remain the ulti-
mate decision maker in the govern-
ment.
"I think it will reflect more rep-
resentation by population than it
does now. That, for me, is a good
thing," he says.
The deal increases the size of
the House of Commons to 337
MPs from 295, with the number
from Ontario rising to 117 from
the current 99. Quebec's represen-
tation will jump to 93 from 75.
Also, Quebec is guaranteed to
always have 25 per cent of all
MPs.
There'll be 62 Senators, down
from 104: each province will have
six Senators and each territory one.
"I'm not a big fan of the Senate
in the first place. Anything we can
do to diminish it is fine by me,"
Mr. Wiseman says.
He agrees with Mr. Soetens that
a constitutional deal has to be
reached.
"We need a deal and we need it
sooner rather than later. We need
to work things out so we can stop
this being the preoccupation of the
leaders of the country. We have to
get on wih the economic problems
we have," Mr. Wiseman says.

Catholics and
Mrs. Smith
The separate school system is Catholic, and it has an obligation to remain
so, because: that is what its ratepayers want, and because otherwise there is
no point in its existence.
In order to do that it must emphasize Catholic teachings in its classes. For
that it needs Catholic teachers.
But does it need all its teachers to be Catholic' And once it hires a non-
Catholic teacher on a temporary basis who turns out be excellent, should its
primary emphasis when deciding what to do with that teacher be the
Catholic nature of the education it provides, or the quality of that education:'
Further, who's to say that a sympathetic teacher of another denomination
is incapable of instilling Catholic values in her students'
A group of parents of children in a Durham Catholic school is determined
to keep a non-Catholic teacher. They say she has strong Christian values, and
they are very pleased with what she has done with their children in the class-
room.
Trustees on the board don't disagree, but Donna Smith's contract has
expired and there is a Catholic teacher who can replace her, so the) say she
must go.
There is a place for rules and policy: without them the education system
would become an administrative nightmare. And the separate school system
has an exemption from human right~ legislation for obvious reasons. But not
every teacher it hires must be Catholic: the rules must be flexible, especially
when there is a strong demand from the public to make them so, and espe-
cially, when the demand involves no extra spending.
When parents go to the cash-strapped board and demand more busing for
their children, trustees can rightly point to their policy, and their cash short-
age, and say 'no'. But there is no money issue here: this is purely a question
of education. The parents feel their children will benefit if Mrs. Smith
remains. The trustees don't argue that, but stick to their policy anyway.
The policy is there to safeguard what parents want. In this case the par-
-nts feel adequately guarded from an intrusion of non-Catholic instruction.
Their will should prevail.

outside headquarters in Toronto. He ran the 'ident' unit for five years before

Breton Rankins, five siblings (three

High School student stars in an
upcoming Festival of Festival
film.
Janet Bailey plays the lead in
the movie Survivors, the true
story of an entire family that con-
tracts the AIDS virus. The film
debuted July 8 at the Celafi
Festival to excellent reviews. It
moves on to the Festival of
Festival in September.
Survivors explores the issue of
AIDS in the black community.
Bailey plays Leslie Admore, a
married mother of two. Leslie
discovers that her recent fainting
spells are symptoms of an HIV
infection, an infection she likely
picked up from her philandering
husband. To compound the
tragedy, doctors inform the cou-
ple that both their children are
. also infected. The fila: follows
Leslie as she attempts to cope
with betrayal, illness and rejec-
tion.
Bailey found portraying Leslie
rewarding, yet emotionally tax-
ing. Says Bailey, "I had to com-
municate what it was like to be in
a marriage, surrounded by family
and children, and still feel lonely.
It was draining to have to dredge
up those feelings every day."
Still, she wouldn't have it any
other way. "An actor sometimes
feels like a long-distance runner,"
she says. "Even when the run
becomes exhausting or painful,
they carry on because they love
it."
Acting is something Bailey
has wanted to do since she was
about seven years old. She even

remembers the moment she made
her decision. "I was playing the
part of a secretary in a play at a
local camp... and I remember I
was terrible. But sitting on the
stage, in that imaginary world, I
telt absolutely comfortable."
Over the years, she participat-
ed in several school plays, includ-
ing Pickering High School's
memorable production of Anne of
Green Gables. Summers she spent
in Michigan, studying drama and
dance at Interlochen, a camp for
the arts. After finishing high
school, Bailey attended New
York's prestigious Neighborhood
Playhouse, where she studied
with the renowned Sandford
Meisner.
Bailey moves easily between
stage and screen. Her credits
include the theatrical productions
Three Penny Opera and Morning
Becomes Elektra, as well as the
television shows Top Cops, Street
Legal and Night Heat.
With the Festival of Festivals
Sept. 10 to 19, her career reaches
another benchmark. The event,
the largest of its kind on the con-
tinent, draws critics and film
companies from around the
world, giving Bailey a chance to
do what she loves best for an
international audience.
