Councillor Brunelle says he was invited by the rid- ing's candidate scarzh com- mitlee to make a bid for the position when the kx:al Lib- erals pick a candidate on Aug. 26, beginning at 7:30 p.m., at the Ajax Commu- nity Centre. So far Whitby resident Brian McKinnon, Dan McTagg of Scarborough and Toronto resident Chib Caltibar have declared an interest in the job, says Terry Breen, chairman of the party's candidate search committee. "It feels fantastic," Steve .Britskey says of the money donated since Benjamin's mother �haron and he went public with their struggle to raise enough funds to send their son to the United States. That's where Benjamin could try an experimental drug that could reverse his body's rejec- tion of a liver transplant he received when he was 15 months old. When the News Advertiser ran their story last Wednesday, the Britskey family had been advised by doctors here to raise $10,000 to cover out -of -country hospital expenses. (Though doctors at Pittsburgh Children's Hospital have accept - d Benjamin into their study, beady in its fifth year, Ontario's health plan refuses to pay for it because it's still considered experimental. That decision has been appealed, but it could be months before a hearing.) If nothing is done to halt the rejection, the youngster will need a second liver transplant within two years. Child -sized livers, however, are in critically short supply across North America and the operation is a strenuous one. Several community groups, including the Canadian Progress JWlub and the Ajax Radio Control Model Club, have reached out to help the Britskey family raise the money needed to go to Pitts- burgh. "We try to help those people who fall between the gaps," says .Mark Solomon, president of the 15 -member Progress Club, which idonated S3,000 to Benjamin's :trust fund. "It's rewarding to do :hands-on stuff." The Ajax -Pickering group ;won Pickering's community ser- vice group award this year. It has sponsored such events as Canada IDay celebrations, a luncheon -out ,program for seniors, and youths' sports teams. Model club members, mean- while, donated $1,000 to help Benjamin. "It's hard to see some- one going through that," says president Philip Peloquin. Organizers of the fourth annu- al Paul and Jamie Coburn Golf Tournament, which is being held this Friday at Seaton Golf and Country Club on Brock Rd., will donate all money earned to Ben- jamin's trust fund. The cost is $50, which ipcludes green fees, a golf cart and steak dinner. A $10 barbecue will begin at 8 p.m. for non - golfers. That might not seem fair, but it's reality, says Eric Pelletier of the IWA. "We're looking at the current picture. All we can do is look at what the picture is today. We can't judge the previous situa- tion " Mr. Pelletier says the percent- age of land being rented was one criteria applied to the candidate sites, while government-owned lands of greater than four hectares were also kept in the dump -site search. An airport might have cut Pickering from the dump list — garbage -loving birds and planes don't mix — but Ottawa's lack of plans means an airport isn't an issue, Mr. Pelletier says. "There is no amt." Should there be one in future, Ottawa will establish its rules and regulations at that time, even if it means shutting a dump down, says Ontario Riding MP Rene Soetens. "There is no active considera- tion at this point for an airport, confirms Mr. Soetens. '"The (fed- eral) government can't respond With any meaningful direction (to the IWA)." Should Ottawa begin plans for a Pickering airport tomorrow, the first plane would land 10 years from now, Mr. Soetens adds. The dump is intended to last at least 20 years. But Mr. Soetens points out there is no "blanket criteria" applied to airports; Mississauga has a landfill "at the end of a run- way" (three kilometres from Pear- son airport), he says. "It's some- thing to do with the direction of runways." But Mr. Thomas is hoping a helicopter pad at a hospital in Markham might still rule out a dump here. Failing that, Picker- ing's salvation could come when the IWA announces its short list of candidate sites this fall. Equity — the issue of fairness — will be taken into consideration then. "That's the sort of thing we would get high marks for," pre- dicts Mr. Thomas. '"The big battle is coming up." Mr. Pelletier, however, says "it's a difficult question to come to grips with equity." Durham College has bought the former Cadbury chocolate plant in Whitby. About 200 people were present Tuesday when provincial officials, including local MPPs, announced the former candy factory will become the Durham Region Skills Training Centre. The province has invested S20 million in the new centre. All of Durham's training programs for skills, now offered in both Ajax and Oshawa, will be consolidated in the new premises, announced Durham Centre MPP Drummond White. 0 Richard Allen, minister of colleges and universities, gave the green light to buy the Champlain Ave. facility. The project at Durham is one of nine post -secondary projects to share a total of $62.9 million from the Jobs Ontario Capital fund. Jobs Ontario Capital is a 52.3 -billion program that was set up to support jobs and economic restructuring, promote communi- ty and social progress and preserve the envi- ronment. "It will not only help Ontario jobs but it will be an investment in the future," said Mr. White. Durham College gets the largest share of the money available, Mr. White pointed out. The teaching facility will create 142 con- struction jobs ... exactly the number of posi- tions lost when the Cadbury plant closed five years ago. Ajax police station opening delnv'd AJAX - Plans to open the town's new police station have been put on hold again. Durham Regional Police had planned on moving to their Westney RdJHarwood Ave. building next Monday, but recurring leakage problems have postponed the shift. . "Until the region and town gives us the go-ahead, we can't move," explains superintendent Henry Raetsen. The building will be owned by the town and rented by the region, which provides police services. Police will continue to operate out of their municipal complex office at Harwood Ave. and Kings Cres. The project is seen as a major boost for local construction. Also on hand at the announcement were representatives of car- penters, plumbers and electricians. Renovation work is expected to begin in September, and students will move into the classrooms in September, 1993 "This is a landmark moment in the histo- ry of Durham College," said Rick Jones, chairman of the college's board of gover- nors. Newcastle mayor Diane Hamre, repre- senting Durham council, told the audience that, when selling Durham beyond the region's borders, politicians have a "brag list. Durham College is on our brag list." Oshawa mayor Nancy Diamond said this announcement is especially welcome now, considering the instability at General UTs n Motors, the region's largest employer, which provides jobs to 350 Ajax residents and 250 Pickering people. An important component of the skills training centre will be a centre of excellence for automotive manufacturing. It will pro- vide manufacturing programs using the lat- est technology, including computer design and robotics, said Mr. White. In a press release, Mr. Allen said the new centre "will enhance Durham's ability to respond to the training needs of the local community. This project will benefit not only Durham, but a great many people in the Whitby -Oshawa area and elsewhere in the province." College president Gary Polonsky said the new facility definitely is "a big deal.At is a S20 -million deal." AJAX - Politicians here have to start considering slashing town ser- vices if they want to keep any tax increase to a minimum in 1993, sans Aux treasurer Greg Kirkbride. "Council should advise staff now, early in the (budget) process, where we can reduce the level of service," Mr. Kirkbnde said at a budget adv iso- ry committee meeting Thursday. Limiting the 1993 tax hike "is going to be difficult. if not more diffi- cult' than this year, he said. "'Rte surplus is low and other rev- enues aren't growing. If we're going to come in with an acceptable mill rate increase, we have to look at cut- ting expendittues." This year, council okayed the budget on Apn 120. "We reed a budget earlier than this year," he said. The 1992 budget was completed later in the year because there was a municipal election in November which saw the addition of two new councillors, Mr. Kirkbride noted. By October, council will have to set a tax increase target for staff to work towards, Mr. Kirkbnde said. For the 1992 budget, council set a target of 3.5 per cent, which staff met, before the politicians trimmed the increase to 1.78 per cent. Their work in the commu- nityy generally goes unnoticed. Some cynics go its far as to suggest service clubs are no more than social clubs for their members. And, then we hear about something a service club has done -- rarely from the club and more often from the beneficiary -- and we're rominded of the great work the clubs do in the community... quietly... without expectation of return and completely free of ulterior motive. Such is the case with the Ajax -Pickering branch of the Canadian Progress Club and the Ajax Radio Control M(Ael Club. They've both rushed to the aid of Benjamin Britskey and his family. Benjamin's the three-year-old whose body has rejected the liver transplant he had at the age of 15 months. His parents are trying to raise S10.000 to send Benjamin to Pittsburgh where doctors can try out an experimental drug that could reverse his body's rejection of the transplant. In view of the decision on Julv 6 by Ajax Council to progress the Pickering Beach Community toward a sanitary service and roadway modification package, it is most appropriate to take the opportunity to publicly thank those who were instrumental and assisted in effecting this result. Though the process was lone and often a bitter one, municipal and regional staff were always most helpful and courteous. In dealing with a project such as this, practically all departments in both levels of local government were involved in some form or another and the co-ordination among various staff members and departments was always handled with professionalism. .Although it is not said often -enough, and credit not always given where it is deserved, these employees serve this town and region with an unparalleled com- mitment. Dave Low, our town administrator, and Jim Baker, our .regional administration and pro- jects co-ordinator, both deserve -credit in co-ordinating staff and operations in a most positive and effective manner. These people, and their staff, indeed help make our community a better place to live. This process was confirmed on July 6. Ajax council endorsed a programme for Pickering Beach which brings this community clos- er within the nucleus of town operations and administration, cor- recting many injustices and restrictions which have plagued this community for so many years. This was done without compro- mising the tax base and without burdening the rest of Ajax in doing so. It was a fair compromise that can be accepted by all. This credit is due to the direct involvement and commitment by Mayor Jim Witty, and Councillors Roger Anderson and Susan Dulny and was likewise endorsed by the majority of property owners in the Pickering Beach community. Council members supported this process enabling the gratis root, of our political process to work and demonstrated the clearest form of democracy at its highest level. Without any doubt, Councillor Dulny commanded the lead role in this issue. With perseverance and dedication, and for something that was strongly believed in, she was able to break through strong resis- tance and criticism and stood by the merits of her convictions and got the job done, a benevolent attribute to this town. Lastly, we urge anyone to become involved in municipal pol- itics. It is easy to speak and write letters of criticism from an arms length position, Sometimes for the wrong reasons, and too often not knowing all the details of any par- ticular complex issue. From what this issue has taught us, being a council member is not always easy turd the task can be very difficul* and often thankless. In closing, again we would like to thank council and staff for a positive solution and finally draw to a close an issue which has been around for too many years. In Canada our tax rates are graduated, that is as your income increases so does the income tax on that income, up to a maximum of approximately 44.5 per cent. Compare this to a regressive tax like the GST which taxes all taxpayers at seven per cent regard- less of their income. Which tax is fairer? I would say that the income tax is. The letter also stated that rich executives could reduce their income taxes by being paid divi- dends vs. salary. This statement is not correct, because dividends are not tax deductible by the company, while salaries are tax deductible. No company would ever give an executive the choice between either $200,000 in dividends or $200,000 in salary. If the executive did choose $200,000 in dividend, his tax lia- bility would be $10,000 less than if he chose a $200,000 salary. However, in the dividend sce- nario the company's tax liability would increase by 580,000 thus giving the government a net gain of $70,000. To put the company on equal footing, if the executive wanted to be paid in dividends, he would not receive $200,000, but instead would be paid only $120,000. I don't know too many executives that would take an 580,000 pay cut to reduce their tax bill by 510,000. Another statement in the letter stated the following, "Executives have the possibility to be paid in shares and stocks thus deferring the tax to pay. Transaction is not taxed as long as the shares are not cashed." This statement is incorrect. If the executive took in lieu of salary 2,000 shares of ABC Limited, a large public company, whose shares have a market value of $100 each, Revenue Canada Southwood Park Public School's fun fair raises more than $3,000 To the editor, On behalf of the Southwood Park Public School, we would like to thank you for your gener- ous donation towards our recent Fun Fair. Because of corporate spon- sors like yourselves we were able to obtain a variety of gifts which we used in a Lucky Dip. Judging by the lineups at this event, we considered it a very popular attraction and conse- quently were able to obtain a large amount of money. All the prizes were greatly appreciated by students, parents and general public. We were able to make a prof- it of over S3,000 which will be turned over to our school library. The money will be used to benefit the students as we hope to computerize the library research material and eventually have the library fully automated within the next few years. I can assure you the funds will be much appreciated by both stu- dents and staff alike. There is no benefit to tak- ing compensation in shares vs. taking compensation in salary. In closing, I believe that all Canadians are taxed too much, however, the system is fair, because it taxes us all too much. There are very few loopholes in our tax system which allow the well off to not pay their fair share of tax. As I have pointed out, many of these so called loopholes are a result of misinformation and not fact. Edgar Henderson, Pickering NDP government deepm'e public trough To the editor, It should come as no surprise that our local NDP MPP Jim Wise- man was "caught" billing us, the taxpayers, in excess of S7,000 to rent one half of an apartment in Toronto (before deciding to give up the apartment he shared with another MPP). Mr. Wiseman also had the gall to charge us another 54,259 in expenses to commute from Ajax to Toronto. The morally -bankrupt NDP members that were so quick to complain, criticize and tie up the legislature while in opposition are now deep in the public trough and in a feeding frenzy. Mr. Wiseman has said he won't even object if the Interim Waste Authority decides a garbage dump should be in our backyards. Some representation! The man's arrogance and demean- ing attitude to his constituents is abhorrent. He should learn the meaning of "public servant". A large number of Durham West residents commute daily to Toronto, paying their own way and are thankful for having a job in this economic climate (not exactly helped by the NDP government's anti -business approach). I believe we should remember Mr. Wiseman and his wise -guy attitude and actions when the next provincial election rolls around. We should ensure he does not have another opportunity to continue his contribution to the province's deficit by representing taxpayers who want fairness and an end to government waste and mismanage- ment. Playing at Fletcher's Field in Markham on the weekend, the Wanderers gave up just 10 points in six games to claim the title of the seven -a -side tourney. In the championship game, Ajax defeat- ed the Balmy Beach first team, last year's champs, 22-10. Scoring for Ajax were Gina Minutillo with two tries and Annette Shells with three converts. A penalty try was also awarded to the Wanderers' Doreen Feman- Novice girls grab title PICKERING - A solid team effort powered the Pickering all- star novice girls' softball squad to the championship of a recent tournament in Thorold. Sponsored by LOEB Glendale, the squad clinched the crown with a 9-8 victory over Tavistock in the tourney's championship finale. Pickering was the only team to win all of its preliminary -round games. Pickering thumped Belleville 9-1 in the tourney opener, then went on to drub Nia- gara Falls 16-3 and Oakville 7-1. Each player on the team con- tributed to the championship effort. Emily Renaud pitched ,almost flawlessly throughout the :four wins. Ajax edged host Brampton i 1-10 in the consola- tion final. Jay Rodriguez started on the mound and was relieved by Mike McKenzie and Andrew Kolbin. Casey Chuaniuk's solo home run, Scott Smith's triple and doubles by Ryan Lowe and Shawne Barnes -keyed the offence. In the first game of the tourney, Ajax crushed Hamilton's West Mountain 6-0, Rodriguez got the win on the mound, allowing just two hits and one avalk while striking out four batters. Junior Brown relieved for the sixth and seventh innings, allowing no flits and fanning one. Smith led the offence, smashing a triple which drove in two rims. Rodriguez had two singles and one RBI, Gary Mulhall stroked a double and Barnes a sin- gle. In the second game, the Contractors pounded Brampton 110-1. Greg Bailey struck out five batters while allowing only one run and two hits. Kolbin relieved in the final two innings, fanning three Brampton batters, yielding no runs and no hits. Ringette players, coaches sought AJAX - It's only mid -summer but the Ajax Ringette Association is already gearing up for next .season. Ajax defeated Kitchener's Stanley Park 22-7 in just three innings to take the 'C' crown. That championship game was Ajax's best of the weekend -long tourney. All the players' bats were smoking but the greatest improvement was in their defen- sive play. The Ajax Selects' defensive efforts were highlighted by dou- ble plays and strong relay throws to cut down opposition runners on the basepaths. Kevin Brown cap- tained the defence with strong support from Joshua Brock, Daniel Strang and Brian Smart and some outstanding throws by outfielder Ryan Anderson to nail runners at second. In their first game, the locals lost a 23-22 heartbreaker to Mil- ton. Leadoff hitter Russell Dabuzinskas went four -for -five at the plate. Ian Wight, Brian Smart and Matthew Christie also had hot bats. The squad struggled in its sec- ond game against London -Forest Hills, losing 21-13. Even in defeat, Chris Wood, Scott Costel- lo and Ryan Anderson were standouts at the plate and on defence. . GRANT ARNOLD Durham Regional Police DURHAM - Crime Stoppers is a cooperative effort between the pub- lic, media and police in the fight against crime. Often, when difficult investiga- tions grind to a halt, investigators tum to Crime Stoppers. Its great suc- cess lies in keeping the identify of the caller unknown and that extra incentive of a cash reward. Obviously, the public can pro- vide a wealth of information to assist police in doing their job more efficiently. When a person calls Crime Stoppers with information regarding any criminal offence, a rode number is assigned to the tip- ster. This is the only means of iden- tification the caller will have for fur- ther contact with the program. The coordinator's office then screens the information, matches it to outstand- ing files and forx•ards it to the crimi- CRIME nal investigator for his action. When a case is solved through information received and an arrest is made, the caller becomes eligible for a cash reward, which is decided upon by the civilian board on the recommendation of the coordinator. The civilian board consists of citi- zens throughout the region. They generally oversee the program, including raising the reward money. Rewards are paid in cash and not by the police. The news media is a vital part of Crime Stoppers. Without it, the pro- gram simply would not work. Each week, a crime is profiled by local media and includes coverage by three cable TV stations, nine radio stations and 16 newspapers. Many times, casual witnesses who were not aware that what thev saw was pertinent to a crime will call after seeing, reading or hearing about a crime. Fading memories are jogged by the media coverage and this provides valuable information which might otherwise be forgotten. -To date, tips have led to the arrest of people for various crimes includ- ing murder, attempted murder, drug trafficking, robbery, assaults, bur- glary and theft. Smart -shop- ping experts at the Ministry of Consumer and Commercial Rela- tions have put together some tips to help out the many parents who'll be under pressure to buy bikes for their kids this summer. Most parents want their chil- dren to have bicycles that are solidly built, for safety's sake. Unfortunately, a lot of people think the best bike has to be the most expensive model with the most gadgets. It shouldn't be — especially not your child's first bicycle. "A first bicycle should be sim- ple, with footbrakes rather than gears and handbrakes," advises Marilyn Gurevsky, a manager with the ministry's Consumer Services Bureaus. Footbrakes are better because a young child doesn't have the reflexes or finger strength to operate handbrakes. At the age of six, the leg muscles are the best developed part of the anatomy, so a child finds it easier to stop a bike using footbrakes. Also, fingers can be pinched when handbrakes aren't used properly, resulting in a loss of concentration. This problem has resulted in traffic accidents involving biking. The relatively low cost of basic bicycles these days reduces at least one problem for the par- ent. Some years ago it was com- mon to see small children riding bikes too big for them. The parent didn't want to have to buy more than one, so a larger size was bought for the child to "grow into." "This isn't a good idea," says Gurevsky. "Riding a bike that's too big is dangerous because the child can't control it properly." The only wav to make sure the bike is the right size is to take your child for a fitting. Whether you intend to buy an open - (girl's) or closed -frame bicycle, the overall size should be deter- mined on a closed -frame model. Have the child straddle the cross- bar with both feet flat on the floor. For protection during falls, there should be a two-inch gap between the crossbar and the child's crotch. Generally, a child between the ages of six and 1 1 needs a bicycle with 20 -inch or smaller rims. You'll also need to know the saddle and handlebars are com- fortably situated. Saddle and handbar heights are adjustable on most bikes. But if full extension is needed to fit, choose another model. On many models, the posts are marked to indicate the maximum safe exten- sions. If the seat and bar posts aren't marked, assume you'll need two inches or post inside the ,game to assure stability. To measure for saddle height, have the child press one pedal all the wav down with the ball of the foot, while seated. The seat height is right if the leg is slightly bent. Once the saddle is adjusted, check the handlebar reach and height. The upper body should be fairly upright when the hands are placed comfortably on the grips with elbows bent a bit. When you've noted the names of a number of models the child is comfortable with, consider the price range and the job you want the bike to do. If the child is "hard on things," or the bike will be passed down, saving a few dollars by buying the least expensive model may not be cost-effective in the long run. Consumer maga- zines available at public libraries can fill you in on the good points of various makes and models. One way to save money is to buy a used bike. Service clubs in many communities organize bike sales. Also, police departments across the province often organize bicycle auctions. These are held once a month in the Metropolitan Toronto area and on an as -needed basis in most other parts of the province. Once your child has a bike, everyone's set for a summer of fun, right? Wrong. The next step is to buy a good safety helmet and make sure the bike has the right equipment. Necessary items are: • a mirror, • reflectors, front and back, • a night light, • a bell or horn, • and a basic repair kit. %I rrors and bells need not be Zxpensive, but a good bike helmet should be a basic part of the equipment. Studies show that, in an accident, wearing a high-quali- ty protective bicycle helmet can reduce the risk of head injuries by Up to 85 per cent. Of the 60 chil- dren who die in bike accidents in Canada every year, 45 lose their lives as a result of head injuries. The Oshawa and District Humane Society is Looking for volunteers who have experience with bingos as it attempts to raise money to purchase much-needed kennel space and help pay for the rescue and care of distressed ani- mals. The society holds bingos every Thursday beginning at 10:30 p.m. at Bingo Country, 610 Monarch Ave., Ajax. The society is the only agency in Durham allowed to carry out animal abuse inspections, 98 per cent of which involve dogs. Since its first abuse inspection agents were certified in February 1991, an average of 40 inspec- tions have been performed each month. Although the agents are vol- unteers, the society pays for their uniforms and mileage, as well as veterinarian costs for abused ani- mals. It receives no funding for the program. Because the society doesn't have enough kennel space for dogs in its rented facility, agents often take the abused animal home or place it in a foster home. "We simply cannot carry out our abuse inspections without a proper facility," says executive director Phyllis Woolley. In an attempt to find families willing to adopt a cat or dog, the society has extended its summer hours. '"This is the time of year when shelters across the nation are filled with animals needing homes," according to Ms. Wool- ley. Litters of kittens and pups are being born following spring breeding. It's also a time when more animals are outdoors and many lose their way home. The shelter is at 199 Waterloo St., Oshawa. (Take Ritson Rd. south.
