"Anyone who wants to live in a clean world should be excited about a hill like this," say's Durham West's New Democratic representative at Queen's Park. The draft bill, made public Wednesday, would give average citizens the right to act as environ- mental watchdogs, telling polluters to "clean up your act,' according to Mr. Wiseman. The proposal would give Ontarians increased access to courts, create a registry of environmental laws and regulations, and allow the public to request a review of government policy if they believe it's not adequately protecting the environ- I ment. It would also establish an environmental commission to police the government's environ- mental activities and provide greater protection to workers who complain about polluting employers. The proposal will be open for public discussion over the next few months before going back to the legislature in the fall. "It's really people working with people," says Mr. Wiseman. In a little more than a year, the Durham Board of Education could be forced to implement a junior kindergarten program. Already, the province has set aside $50 million for school boards to implement the program by September, 1994, however, legislation mandating junior kindergarten hasn't yet passed. Should it pass, the Durham board might have the opportunity to be a trend-setter and leader to municipalities across the province by saying "No" to the province. Board chairman Louise Farr says the move to implement junior kindergarten would sec Ajax and Pickering public school Mrd sup- porters helping to pay an estimated S12 million in each of the first tw•o years of the program. Mrs. Farr acknowledges that junior kindergarten programs address more than an education need; they also provide day care and meet social needs. In the next two years, will residents have recovered from the recession to be able to shell out more money for junior kinder- garten' In the meantime, board officials are scrambling, looking at other ways to meet the demands of the province. Using space at day-care centres, churches, businesses and industries and hiring a combina- tion of teachers and early childhood education graduates or educa- tion assistants to run the classes have been discussed. Board trustees must be commended for trying to save the taxlray- ers money. But, at the same time, taxpayer dollars arc being wasted having staff spend valuable time on a problem that has no cheap or easy solution. Mrs. Farr says it would be interesting to see what action the province takes against those boards which refuse to implement junior kindergarten. Well, Mrs. Farr, here's your chance. Tell the province Durham is tired of being told to implement programs it cannot afford. Fond memories of paradise now lost I had a wonderful dream the other night, one of those dreams that makes you warm all over and puts a smile on your face even though you're asleep. It was a dream of bygone days when was a lot younger, a lot freer, long before the economy and the hairline went into recession. It was back in the early sixties...mid-summer... a cottage on a rocky island on Lake Muskoka, a cot- tage held up and hugged by boulders the size of small cars. Everybody was there -- Mom and Dad, my brother and 1, the godparents, their three kids and Uncle Dick -- people of all shapes and sizes from pudgy, short me to host Uncle Dick, who'd played in the CFL in his twenties and still had the physique of Adonis in his forties. And, of course, the dogs -- Toby, a skittish rat -Chihuahua terrified of water, and Rebel, a beautiful black Lab with a habit of diving off the dock for rocks. In those days, the world was .1 lot less rocky. We kids didn't even know what the word "recession" meant. We'd laugh at our folks -- "the old codgers" -- when they'd talk about the Great Depression. Things would never be as bad as they were in the Depression, we believed then. We thought, when we were old enough to have jobs, we'd find them, no sweat. But, jobs were the furthest thing from our minds. We were young and wild and free -- free from school for the summer, free from responsibilities for a lot longer than that, free to do whatever we wanted, whenever we News editor's notes wanted. Free of clothes when the four boys would go for our relaxing late-night skinny dips, a ritual which earned us the label "the four skins" and which we warmed up from in front of a toasty fireplace. Free to stay up as long as we want- ed when we'd retire to the tent out back of the cottage and talk about the newly -pubescent girls we were start- ing to notice. (Of course, my brother Dave and I would never talk about Bill and Jeffs older sister Lynne who was beginning to fill out her polka-dot bikini quite nicely; at least, we didn't talk about her in front of them.) Free to sleep indoors in "the guys' room" when the rain began leaking through the brown canvas tent and enhanced the smell of the pine trees that sur- rounded us. Free to sleep in as long as we wanted. A hearty if not heart -smart breakfast of bacon and eggs and pan- cakes swimming in syrup or French toast smothered with peanut butter would be on the table when we were ready, usually after a refreshing early-moming swim. Other meals followed a similar pattern; they were ready when we were -- lunch after a tough morning of cruising in the 18 -foot fiber glass boat powered by a 135-1710rsepower Evin- rude, supper following a few more hours of fun in the crystal-clear surf and bright Muskoka sun, late-night snack after some bass fishing or canoeing across the glassy surface of the ripple -free lake. Our only duties to hang out our swim trunks and towels to dry, gas up the boat after draining the tank, put away our rods and reels, the skis and the ski kite at day's end. Not a worry in the world, except which lure to use to catch the biggest fish, what scratchy Beatles' 45 to play next, would the barbecue sizzle up burgers or steaks, who'd burn worst, who'd bronze first. Yes, we set out to gel a tan back then. UV rays and UV -rated sun- screen didn't exist at that time. And, acid rain was a curse of the future. We knew nothing of fish poisoned by mercury; we only knew of a fishing boat powered by a Mercury. A really bad sunburn could be treated by the nice nurse in the smaller cottage across the shimmering bay. A mild case would be relieved by a massage with Noxema by one of the grown- ups -- a massage that would put us to sleep, to sleep perchance to dream ... a dream of one more day in paradise, paradise on Pine Island, paradise once lived but now lost. Letters � Fire Akande for inciting racism - To the editor, The following is a copy of a let- ter sent to Premier Bob Rae. While driving to the office June 23 and tuned to my favorite radio station listening to the news, I was horrified to hear the comments made by your Special Assistant, Ms Akande. She was asked a question relat- ing to the 8,500 jobs being specifi- cally created for minority youths in this province. She was asked by the business leaders, "How are we to identify these youths as being minority?" and her reply was... "If the police can identify them to shoot at them, then you should be able to identify them to hire them!!" A e � life -lo— -A- —A ..... - removed from your government Permanently. We do not need, nor do we want, these type of people representing us in this province. She is accomplishing nothing more than inciting racism, and as we saw recently in the streets of Toronto and Los Angeles, we do not need people, especially people in the govemmem, inciting this kind of action. She is a disgrace to the gov- ernment of this province and she is doing absolutely nothing to further the cause of her people. Maybe the police are focusing more attention on the black com- munity these days in their effort to combat crime, but you must con- sider that, when more of the crime is being committed by the blacks, allow the law breakers to roam around unaccosted. The job of the police is to apprehend criminals. and if the majority of the crime is being committed by whites, then I would expect the police to appre- hend the whites responsible. If the crimes are being committed by Ital- ians, then I would expect the police to apprehend the guilty Italians. If they're black, then the guilty blacks should be apprehended. It is not a matter of skin color, or nationality; it is a simple matter of guilt and innocence. If blacks are guilty, then blacks should be apprehended. If whites are guilty, then whites should be apprehended! If the black community feels it's being persecuted, maybe communi- ty members should concentrate their efforts on obeying the law instead of breaking it. After all, isn't that what we pay our law enforcement officers for... to enforce the law? And if you agree with this, then you should be sup- portive of our police force and send a clear message to all law breakers in this province: "Quit your belly- aching, and if you do not want encounters with the police, then start abiding by the laws" And Mr. Rae, you could make the first step in this process of lend- ing support to our police officers with the immediate dismissal of % Akande. About 1,600 students are attend- ing classes offered by the board at Ajax High and R.S. McLaughlin Collegiate and Vocational Institute in Oshawa. Classes began June 29 and run Monday to Friday from 8:30 a.m. to 1:30 p.m. until July 31. Teens give *I thumbs up' to spending summer in high school By LINDA WHITE Staff Reporter AJAX-PICKERING - Hun- dreds of students across the region arc giving up part of their summer vacation to attend school, but many say it's "fun" to cam a credit in such a short time - "It's awesome," says Dunbar - ton High School student Pascale Tierney who's attending summer school at Ajax High- "I give it two thumbs up. I've met friends from all over and, in just one month, I'll carr the credit I need to go to college in the fall." Fellow Dunbarton student Fiona Pearson agrees. "I thought it would be boring," she admits. "It's definitely been worth it." "It keeps your mind exercis- ing," adds Pickering High School student Lisa Kettinger, though Ajax High School student Ellie Iravan admits doing homework on warm summer evenings "is just torture." Summer school vice-principal Mike Steele is "really impressed" with the 700 students at Ajax High, saying the biggest differ- ence from regular school is "kids want to be here." Some travel from as far away as Port Perry, Courtice, Bowmanville and Uxbridge. There are two types of stu- dents: Those enrolled in acceler- ated courses are raising marks or earning credits for university or college acceptance. Students in remedial classes have failed the •course during the regular school year and don't want to fall behind when they return to school in September. The rules at summer school are "pretty strict," Mr. Steele notes, saying students can't miss more than two days of classes because they're cramming so much into just a few weeks. According to Ajax High stu- dent Jay Reid, 17, that's a plus. "We're concentrating on just one subject, not eight at a time," he explains. Still, two or three students drop out almost every day, Mr. Steele reports. "If they make it past this week, they'll be OK," he suggests. Summer school can be even tougher on teachers, who "work really hard. Many are up till mid- night and 2 a.m., marking tests and working on the next day's curriculum," Mr. Steele says. Enrollment at both schools is up considerably over last year. At Ajax High, 538 students are taking accelerated courses this year, up from 312. Remedial courses have an enrol- ment of 558, up from 426. (Stu- dents are counted according to the number of courses they're regis- tered in.) At McLaughlin, 970 students are taking accelerated courses, up from 682. Another 759 are enrolled in remedial classes, up from 381. The Durham Region Roman Catholic Separate School Board is offering two semesters of remedial courses, one from June 29 to July 14 and the second from July 15 to July 29. Classes are held Monday through Friday from 8:10 a.m. to 2 p.m. Accelerated courses run the entire month. The provincially - appointed IWA is looking at 17 potential dump sites to handle waste from Durham region. It's also looking at a dump that would be shared by Metro and York regions on the Pickering - Markham border. Officials from the towr of Pickering will be mak- ing a presentation at the meting. Mr. Herrema has criticized the IWA for not looking at "alternatives," including incin- eration and the transportation of waste to Kirkland Lake. "Kirkland Lake has never been an option for Durham," according to Mr. Wiseman. "If the region continues playing that game... Metro can expropri- ate land in Durham. It's the only Ontario municipality that can expropriate land anywhere in the province." The IWA is removing that threat by reviewing potential sites and deciding the best pos- sible location, he notes. Mr. Wiseman is also opposed to incineration, saying it produces chemicals which destroy the ozone and cause possible birth defects. And, he adds, once waste has been burned, "you still have to find a place to bury it. Do you think it would be any easier to find a site for that?" By September, the IWA will announce its shortened list of five potential dump sites. One preferred site is to be chosen next spring. The Spartans previously won the title at the Barrie tourney last month. At the Oakville tourna- ment, the Aja- cians posted four straight victories to win S. the champi- onship.f As luck would have it, the Ajax Spartans played their cross-town rivals from Pickering in the championship tilt. Ajax jumped out in front 4-0 on four hits in the first inning to cruise to a 7-2 win. Andy Cabral was the winning pitcher for Ajax, working four innings, giving up two runs on one hit and four walks. Jamie Watters and Mark Harmsworth both pitched in relief. Gerry Brockman went three - for -four at the plate with a triple and two runs scored. Andy Rus- sell, Watters, Tyler Matskiw, Darryl Christie and Andy Ren - nick all scored runs for the Spar- tans. Kyle Tomlin was the losing pitcher for Pickering. Ajax met its old nemesis from Barrie in a classic semi-final match -up. The Spartans had pre- viously beaten Barrie in a close final at the Barrie tournament. This game proved to be another close contest with Ajax again edging out Barrie 3-2. Mark Harmsworth went three - for -four at the plate, while Mike Reardon and Brockman had two - for -three outings. Tom Sutton worked the full seven innings on the mound to earn the win. Ajax cruised to victory in its opening game against Timmins, winning 12-3. Jeff Canham pitched a complete game to earn the win for Ajax. Tom Sutton vrovided the long ball, hitting a home run and a double while scoring three runs. Ajax then took on Burlington, the heavv favorite to take the tournament as they are the defending all -Ontario A champi- ons. Spartans' pitcher Watters lim- ited Burlington to just five hits as Ajax earned a runaway 12-2 vic- tory. Reardon, Harmsworth, Christie, Mike Baker and Jeff Levy were outstanding in the infield to limit Burlington's offence. Brockman went three -for - three with a home run, while scoring three runs; Jeff Levy was two -for -two with two runs scored. Pickering women's fastpitch team faces world's best Senior ball squad returns from Beijing, China after playing in Women's World Challenge Cup PICKERING - The Pickering senior women's fastpitch team has returned from China where it rep- resented Canada at the Women's World Challenge Cup. Sponsored by Pickering Toy- ota and McGinnis Landing, the Pickering squad was the only club team in the prestigious tourna- ment, which attracted competition from around the world. In an exhibition tilt just prior to the tourney, Pickering played to a 44 tie against China's num- ber -two team. In the first game of the tourna- ment, Pickering suffered a 1-0 loss to New Zealand as pitcher Karen Snelgrove fired a two -hit- ter. Despite outhitting Taipei in the second game, Pickering still found itself on the wrong end of a 2-1 score. Pickering managed six hits to Taipei's three. Kirsten Leis led the batters with two hits. Playing the mightly U.S.A. team in the third contest, Picker- ing suffered an 8-0 loss. The American girls proved to be a well -seasoned team and were full value for the win. The Canadians failed to cash in base runners in their fourth game against China. As a result, Pickering went down to defeat 2- 0. Pickering registered its first win of the Challegne Cup with a 7-3 victory over Italy. Elaine Devlin got the win on the mound and Lyn McMahon led the offen- sive attack.
