PICKERING - Farmers angry over proposed dump sites here could
make last spring's truckers' blockade on major highways look like a
"kindergarten class," Durham chairman Gary Herrema predicts.
"Taking somebody's farm is not the answer" to garbage problems
laced by Durham and Metro, he said following Wednesday's regional
council meeting.
While Mr. Herrema admits, "The way (protesters) are talking about
handling (their anger) is scary." he places much of the blame on the
provincial government because it's "not allowing us to look at other
alternatives...
Incineration and the Lnansporijuon o %Aa,te t,, Kirkland Lake are
just some of the alternatives he'd like to discuss with Premier Bob Rae
and environment minister Ruth Grier.
The region is considering buying ads to express its dissatisfaction
with the Interim Waste Authority's (IWA) dump selection process. The
ads could show a farm, an incinerator and Kirkland Lake, and would
ask viewers where they think their garbage should go, Mr. Herrema
explains.
The IWA is looking at 17 sites, seven of which are located in Pick-
ering and the others in Port Perry and Bowmanville, for Durham's
waste. It's also looking at a dump that would be shared by Metro and
York regions on the Pickering -Markham townline.

AJAX-PICKERING - Proposals for a new
Canadian constitution, which include an elected
Senate and recognition of Quebec as a distinct
society, are "acceptable," MP Rene Soetens says.
..In general, it seems we've addressed the prob-
lems," though he hasn't yet read the "fine print,"
warns the Progressive Conservative MP who rep-
resents 185,000 people in Pickering, Ajax and
Whitby.
Among his concerns, however, is the election
of the Senate on a proportional representation
basis. Though Senators will be elected at the same
time as MPs, "People will not be going to the
polls to vote for their Senator," explains Ontario
Riding's Ottawa representative.

Councillors to reconsider
defeated regional centre

DURHAM - Regional council-
lors can legally reconsider build-
ing an administrative centre in
downtown Oshawa, though they
voted against the plan last week.
Ajax mayor Jim Witty on
Wednesday questioned "bringing
forward the same motion that was
defeated," though he warned col-
leagues "I'm not trying to deep-
six it."
Regional chairman Gary Her-
rema admitted "having some trou-
ble" with the idea, but clerk Cec
Lundy assured council "it is per-
fectly in order."
The project was scrapped last
Tuesday by a narrow 17-15 vote.
If approved, the Hilstone develop-
ment would have seen a S37 -mil-
lion, nine -storey regional adminis-
trative centre go up alongside a
private office tower.

PICKERING - Mayor Wayne Arthurs "is recovering very well" and
will "slowly phase in his duties," regional council has learned.
Acting mayor Maurice Brenner told council Wednesday that mayor
Arthurs has attended a Pickering Hydro Commission meeting and will be
a "positive member of (regional) council very soon."
Mayor Arthurs has been recovering from a bout with depression and
anxiety that's kept him off work since early April.
According to Mr. Brenner, the mayor appreciates the "support, under-
standing and privacy" that's been given to him by colleagues.
Council agreed Wednesday to allow Mr. Brenner to sit on the region's
spec;al standing committee in the mayor's absence. Though town coun-
cillor Enrico Pistritto is representing Pickering in mayor Arthurs'
absence, he hasn't had a vote on that committer.

"They'll be going to the polls to vote for the party of their choice. The
party will then appoint the Senators. I'm not sure that that's a win."
Each province will get eight seats in the new Senate, while territories
will get two seats apiece. Aboriginal representation will be decided later.
The Senate will be able to veto most legislation from the House of
Commons if it has a majority of 70 per cent. A majority of 60 to 70 per
cent would force a joint session of both houses to reconsider a bill, while
a 50 -per cent majority would kill natural -resource bills.
Mr. Soetens assumes the Commons "must be supreme" on a number
of issues, including budgets. "Surely the government has a right to set a
budget without being overruled by the Senate. I sense that would be the
case. If not, we've paralyzed the Commons."
He's also concerned the agreement will give Prince Edward Island
another four MPs, since Senators don't outnumber MPs in the present
constitution.
Mr. Soetens also points out that a plan to give Ontario another 10
MPs isn't based on its acceptance of constitutional proposals, but
because of a redistribution of ridings after last year's census.
The proposal recognizes Quebec as a distinct society and contains a
veto for it and every other province over future changes to federal insti-
tutions. Mr. Soetens believes it also includes many items contained in the
failed Meech Lake accord, including a guarantee that three of nine
judges on the Supreme Court are from Quebec.
"That's been a practice since 1863," Mr. Soetens notes, adding, "My
constituents wouldn't have been affected in any fashion by Meech Lake.
My opinion is that's still the case."
Mr. Soetens is also concerned economic proposals won't go far
enough to bring down inter -provincial trade barriers.
Finally, the proposal turns over exclusive responsibility from Ottawa
to the provinces in a number of areas, including foresw and housing.

No wasteland
on farm land
It's war!
Durham chairman Gary Herrema predicted Wednesday that farmers
angry over dump sites proposed for Pickering will wage all-out war to
stop the province from using prime agricultural land for garbage dis-
posal.
In fact, he said, the farmers' protests could make last spring's truck-
ers' blockade on major highways look like a "kindergarten class ... The
way (protesters) are talking about handling (their war) is scary."
Mr. Herrema should know, having been a fanner himself for many
years. "Taking somebody's farm is not the answer" to garbage prob-
lems faced by Durham and Metro, he said following Wednesday's
regional council meeting.
He was echoing comments made at a Tuesday Queen's Park rally
against the province's dump site selection process by Pickering coun-
cillor Rick Johnson, who also has some background in farming.
"Please do not destroy any more valuable farmland," pleaded Mr.
Johnson, who represents a ward which contains seven of the 17 poten-
tial dump sites the Interim Waste Authority's considering for Durham's
trash.
Mr. Herrema and Mr. Johnson want the waste authority, Ontario
environment minister Ruth Grier and Premier Bob Rae to research all
the available options for handling the region's garbage.
Surely, there has to be an alternative to turning prime farm land into
a wasteland.

Re: the senseless, cowardly,
wanton murder of good Samari-
tan Paul Semple.
Surely the time has arrived to
bring back the death penalty; an
eye for an eye is the only way to
combat the ever-increasing
crime in our cities.
The people of Canada should
decide this issue in a referen-
dum. Mulroney and his boot-
licking subordinates have been
advising us that the death penal-
ty is not the answer, let the peo-
ple of Canada decide, not Mul-
roney.

all sorts of criminals go unpun-
ished; let the punishment fit the
crime.
Consider, if you will, all the
little children who have been
raped and strangled by violent
monsters who are well aware that
they will get off free by using the
psychiatric route.
Consider also the eight -per
cent Increase in serious crime
this year alone, an alarming
increase. Part of the blame has to
be put on the shoulders of the
Tories and the previous govern-
ment, who sheepishly imported
all types of criminals without
bothering to check their back-
ground and let them loose on an
unsuspecting Canadian public.
One might assume police are
not doing enough to combat
crime. This assumption is totally
wrong. In as much as police are
merely an extension of the judi-
cial system and the judicial sys-
tem is the voice of people in any
democracy, therefore it stands to
reason that any police force is
only as good as the people who
support it.
To combat crime, we must
support our police in areas where
crime is rampant and increasing.

In conclusion, all levels of
government must be involved
and not just pay lip service to this
very serious problem. ,
Mulroney is totally insulated
in his "White House" from the
violent crime going on daily in
our cities. He must bring back the
death penalty if the Canadian
people so demand it.

rep baseball team brought home the
hardware from the 16 -team New-
castle toumament last weekend.
After claiming a controversial
victory over Erin Mills in the semi-
finals, Pickering moved on to the
championship showdown against
Cobourg, winning 6-3.
In the final game, Pickering
struck first with Pat
Tobin driving in
Jeff Miles in
the opening

totalling 13 walks between them.
Tobin got the win and led offen-
sively going two -for -four with three
RBIs.
Pickering defeated Bloor 3-1 in
its second game. Jeff Miles and
Matthew O'Leary made several
sparkling plays in the field. Roga
got the win for three innings of
relief work. He and starter Robert
Milne were solid, not allowing a
