will enable students to go to college year-
round and obtain a two-year diploma in 18
months.
(The "jump-start" program is now offered
by the college in a limited number of cours-
es, which will be expanded by next summer.)
The college will also receive $39,408, part
of a shared grant to Algonquin, Loyalist, St.
Lawrence and Sir Sandford Fleming col-
leges. The group of colleges will work
together to develop policies, procedures and
programs.
Another S 115,269 will be used to allow
faculty members to go into business and
industry for a time, and then come back and
share their knowledge with colleagues and
students.
Finally, the college will get $25,615 to
plug in to a network that will allow colleges
to share information and services.
"In a time of falling government revenues,
maintaining the quality and accessibility of
post -secondary education required co-opera-
tive effort and creativity from everyone
involved in our colleges," said Gord Mills,
NIPP for Durham East. (Mr. Mills announced
the grants at the college Thursday on behalf
of Richard Allen, the minister of colleges and
universities.)

Durham revise its curriculum, improve the
quality of instruction and reduce the cost of
'No dump' rally
set for Tuesday
DURHAM - The regions of York and
Durham are holding a "No Dumps" protest
rally at Queen's Park Tuesday.
Residents are invited to join the protest at
12:30 p.m. against the provincial Waste Inter-
im Authority's process of selecting a Durham -
only landfill site. Seven of 17 proposed
Durham sites are in Pickering.
Councillor Rick Johnson says he'll be
speaking at the rally on behalf of regional
chairman Gary Herrema, who can't attend
because of ill health. He says politicians plan
io protest a "flawed" search process.
On Friday, Mr. Johnson intended to ask
council to pass a resolution authorizing a
Pickering dump truck to attend the rally. He
said other towns will be doing the same and "I
would not like to see Pickering left out."
However, a scheduled council meeting fell
through due to a lack of a quorum. Acting
mayor Maurice Brenner says he'll call another
special council meeting Monday afternoon to
consider sending a truck to Queen's Park.
Don Michie, vice-chairman of post -secondary
education at Durham, said the college submitted
six proposals to the ministry, and received
approval for four.
"We got all our priority projects," said Mr.
Michie, adding that Durham received a large
portion of the total available to colleges.
Ontario's 23 colleges are to share $17.4 mil-
lion, and its 18 universities will each receive a
share of $22 million. The funding is part of a
$160 -million fund announced by treasurer Floyd
Laughren in January to help educational institu-
tions, hospitals and municipalities face declining
revenue.

PICKERING - The town will
form a mayor's -citizens' task force
.in its fight to stop a Durham -only
dump from being located in Picker-
ing, it was decided Friday.
The decision was made at the
consensus of three members of
council, who were forced to abort a
scheduled council meeting due to
the lack of a quorum. The absence
of councillors Kip Van Kempen
and Enrico Pistritto meant council
couldn't adopt a formal position in
preparation for a provincial dump
meeting July 13.
The location of the July 13
meeting, intended for residents to
submit oral briefs to the Interim
taste Authority regarding its
arch for a Durham dump site,
hasn't been announced. Residents
are being asked to call 1-800-661-
9294.
The province has identified 17
potential landfill sites in Durham,
seven of which are in Pickering.
By this fall, the list of 17 sites will
be shortened to five or six.
In the meantime, the newly -
formed task force will work to
share information with the commu-
nity, educate residents on the
dump -search process and explore
the town's options.
The Pickering Town Centre has
offered a 600 -square foot store
front space for the task centre
headquarters, acting mayor Mau-
rice Brenner said Friday. The task
force will consist of representatives
from council, PACT, DEN, White -
vale, the real estate industry, the
Pickering Town Centre (represent-
ing the business community), the
town's waste -reduction committee,
the rural community and the urban
community.
All residents' groups in Picker-
ing will be invited to appoint a rep-
resentative as a delegate to the task
force.
PACT chairman Lloyd Thomas
spoke to councillors Friday on the
importance of such a task force,
saying the "real battle" will heat up
in the fall when the short list of
dump sites are announced. "The
objective is to create public aware-
ness and get people involved.
We're going to show we are
strong.,,
But council wasn't strong
enough to adopt a stance on the
dump -search process, due to a lack
of a quorum. Mr. Brenner said both
Mr. Pistritto and Mr. Van Kempen
had previous commitments and
therefore couldn't attend the meet-
ing. Instead, the three councillors

Sheffield confirm that staff is act- '
ing on a resolution passed during
council's last term of office that
states Pickering is opposed to host-
ing any more dumps.
Mr. Sheffield said his office
will be working with consultants
over the next 60 to 90 days on the
dump -search process and will: ask
the IWA to give a briefing to coun-
cil; make written and oral submis-
sions to the IWA; and will send
technical experts to participate in
workshops hosted by the IWA on
the criteria used to shorten the list
of candidate sites.

Local agencies set up to help
the homeless get needed funds
DURHAM - Local agencies
set up to help the homeless are
drawing a sigh of relief.
. 'Ibcre was some question as
to whether (provincial) funding
would continue," says Joan Skel-
ton of the Social Development
Council of Ajax -Pickering. "We
had worked really hard to con-
vince the government that these
Programs needed to be contin-
ued."
The funding is for the Access
to Permanent Housing Program,
which runs housing projects
through the Social Development
Council, the YWCA, Big Sisters
(Shelter for Youth), and the John
Howard Society.
The provincial government
renewed almost S4.5 million in
funding for community groups
across Ontario to help find hous-
ing for people having problems
finding and keeping a place to
live.
These groups help find per-
manent housing for a wide range
of people, including victims of
violence, homeless young peo-
ple, ex -psychiatric patients,
street people and families with
low incomes.
Durham Regional Access to
Permanent Housing receives 80
per cent of its funding from the
province and the remainder from
the Durham region.
It recently received $232,957
from the province and 546,592
from the region for four projects:
Housing Help Durham, Oshawa
YWCA Hostel Outreach, the
John Howard Society's Access
to Housing Program, and Big
Sisters' Youth Outreach.

Canada Day
It's somewhat ironic that as Canadians celebrated the country's
125th birthday this week, a group of politicians gathered in Ottawa
to try and save the country.
There's no question that Canada Day took on a decidedly more
serious nature this year. It is a very delicate time in the history of
our country. Our great nation is faced with the possibility of being
divided in two. Constitutional Affairs Minister Joe Clark and the
provinces' premiers have been trying to reach a definitive defini-
tion of nationhood for months.
But through all of this, most Canadians have stood proud. Most
want a unified country and believe this is a great place to live. A
recent United Nations study agreed -- telling us Canada is the most
"livable" country in the world.
We have much to be proud of in Canada. Our freedoms, oppor-
tunities, natural beauty and resources are the envy of many in the
world. Our vast multiculturalism is like no other. Our sense of
decency, tolerance and commitment to helping others is tops in the
world.
Canadians have lots to be proud of. Let's hope the politicians
currently deciding our country's future are aware of this. Let's pull
together and keep this great nation one. A unified Canada is a
strong Canada.
Canadians should continue to celebrate our nation throughout
the year. Keep the flags waving and let's not ever forget what we've
got. Stand tail and be proud to be Canadian.

Reform Party stands behind deficit reduction
To the editor,
I would like to thank Mr.
Frank Michaud for his letter dated
June 12, 1992. 1 would also like to
take this opportunity to respond to
his genuine concerns in regard to
the deficit. Due to the constraints
,of space, I will address his other
concerns in a future letter. In an
effort to comply with his request
for precision, I will quote directly
from our Green Book on policies.
As the fust step toward fiscal
responsibility, the Reform Party
favors quick progress towards a
balanced budget by means of
expenditure reduction. We do not
want to balance the budget by
imitating the Conservative gov-
ernment's failed policy of the
1980s: ever higher levels of taxa-
tion. The point is to reduce the
burden of government upon the
productive economy, and this can
only be done by reducing expen-
ditures.
The Reform Party would bal-
ance the budget over three years
by means of expenditure reduc-
tion rather than tax increases:
1) highly visible cuts at the top
to the pay, perks, and pensions of
Cabinet Ministers, MPs, Senators,
and Deputy Ministers;
2) elimination of grants to cor-
poration, which should seek mar-
ket-driven solutions to their prob-
lems rather than depending on
government handouts;
3) deletion of programs such as
official bilingualism, multicultur-
alism and grants to special-inter-
est groups;
4) downsizing of the federal
civil service by reducing the
workload of governments, and
through attrition, training and
relocation allowances to facilitate
job transfer,
5) a re-evaluation of govern-
ment social programs, mandates,
and the mechanisms used for
delivery. Since as much as half
the federal operating budget is

ment will be able to control the
deficit without additional tax
increases if it ignores this area.
The Reform Party is committed to
assuring that no Canadian is
denied access to social programs
for financial reasons.
The three-year target for
achieving a balanced budget is not
arbitrary; it is chosen so the peo-
ple will be able to compare the
government's performance
against its promises before the
next election. We would seek a
balanced budget as a matter of
policy, but we would also favor a
constitutional amendment to
require the irresponsible govern-
ments to live within their means.
It is essential to reduce the debt
as a percentage of the GDP in
order to prepare for an entirely
foreseeable fiscal emergency: the
aging of the Canadian population.
Starting around 2010, the "baby
boom" generation will be entering
their retirement years, creating
huge expenditure demands for
pensions and medical care. Sim-
ple prudence demands that we
begin to prepare now for this con-
tingency.
The fiscal irresponsibility of
the Trudeau-Mulroney years has
left the federal treasury danger-
ously overcommitted and unable
to respond to genuine needs. The
only realistic alternative is to
begin saving now in anticipation
of predictable future needs."
Mr. Michaud, I hope this has
helped to clarify where the
Reform Party stands in regard to
deficit reduction. We believe that
governments must be held
accountable to the people of this
country and ultimately that alA
election must be called if the gov-
ernment has not balanced its bud-
get within a three-year period. A
fiscally responsible government
is, for the first time, possible. All
Reform Party policies are formu-
lated by members and are voted

I had no trouble recognizing the name Roddy
McDowell. He is a well known actor. However, I

AJAX - William Wright, a
wealthy Irishman, arrived in Canada
in 1825 and purchased 200 acnes in
what was then Pickering Township.
It's believed he lived in a frame
str ctuire prior to 1867, when he con-
structed a cottage -style, one -storey
fieldstone dwelling. When his wife
Mary arrived from England, she was
exasperated with the new home he
had built for her and refused to
unpack her bags ... or so the story goes.
He must have convinced his wife
to stay, and she may have even
grown accustomed to life in picker -
i -9, for in 1875, William died at the
age of 84 and Mary inherited the land
and dwelling. After her death, it
remained in the family until 1908.
In 1923, while on a drive in the
country, Harry and Irene Arnold
stopped to enjoy the view from the
front yard of this handsome house.
Mr. Arnold had been trying to con-
vince his wife for years to give up
Toronto living and engage in farm-
ing. She was concerned country liv-
ing would deprive their five daugh-
ters of adequate all -girl schooling and
dance lessons. She, like Mary Wright,
was accustomed to a city lifestyle.
As they enjoyed the view, she
casualty commented that she "could
live here". Without a word to his
wife. Harry knocked on the door and
offered so much money to purchase
the home and property that the owner
could not refuse. The Amolds owned
their new home for $25,000.
They added the second floor,
enclosed the side porch and made
other additions, which all contribue tc
the elaborate stone estate which still

Mrs. Arnold cultivated an impres-
sive gardens and Mr. Arnold operated
a very successful sheep farm.
In 1940, their property south of the
CNR lines was expropriated for shell -
filling plants and war4ime housing.
In 1973, Harry Arnold died in his
home and the estate was divided in
accordance to his will. The house
remained on a three -acre parcel of
land and the surrounding property
was sold for the construction of the
present housing development.
Set back from the road and shield-
ed by mature trees, the Arnold Estate
is located on the south side of Hwy. 2,
just west of Harwood Ave.
The Ajax LACAC regards this
impressive building as a valuable part
of our local heritage and believes it
can and should remain on the site.
The present owner wishes to develop
his land and has suggested moving
the house to a location outside Ajax.
Harry Arnold was known to sit
atop 'Amhills' on a warm evening

Cars and trucks, bah the bane
and boon of our lives, spew out
around 13.6 million tonnes of
toxic fumes each year to poison
our seas, lakes, land, forests and
air — as well as ourselves.
Around 30,000 people die a year,
in North America, from the effects
of auto emissions. Given the inad-
equate state of our public trans-
portation systems, we're not about
to make heroic gestures like dis-
carding the family car, or ride a
bike through a howling snow-
storm. But there are some ways
we can help reduce the impact of
fossil fuel emissions on our fragile
ecosystem.
-Before you buy your next car,
get a copy of the 1992 Fuel Con-
sumption Guide from the Public
Affairs Branch of Transport Cana-
da, Ottawa, K I A ONS, or any new
car dealer and most motor vehicle
licence offices.
-Start a car pool. With three
other people not using their own
cars, you'll have the satisfaction of
knowing you've reduced, by 75%,
the emissions from an average car,
which are: 60kg of nitrogen
oxides, 35kg of hydrocarbons,
4064kg of carbon dioxide, every
year-
-Have your car properly main-
tained. Not only will it last longer
it will produce fewer emissions. A
twice -a -year tune-up can increase
fuel economy by 15%.
-Reduce your fuel consump-
tion by 30% simply by cutting
your driving speed from 112 km/h
to 80 km/h,
-Change your style of driving.
Slow down well before you need
to stop. Sudden aggressive stops
and accelerations enormously
increase fuel consumption and
exhaust fumes.
-If your truck is full of junk,
take it out. Extra weight means
extra fuel consumption.
-Buy radial tires and check
them regularly for correct infla-
tion. Radials give you a 6-8% fuel
saving, add to that a further 4%
when you reduce the drag of
under -inflated tires.
-Give nature a break by using
re -refined motor oil. If you're a
do-it-yourself oil changer take the
used motor oil to a service station
which has a regular pick-up of its
used oil to be recycled.
-Using a constantly running
hose of expensively -treated and
pumped water to wash your car is i
rather like doing dishes in Chablis.
A pail of water, with phosphate -
free detergent will do a wonderful
job.
-Lobby every level of govern -
ment to provide safe bicycle paths
and cheap and frequent public
transportation.

Canada 125 festivities were held
recently by Bumingham Cres. resi-
dents in Pickering Village. The party
featured a parade, scavenger hunt,
face painting and a barbecue. Coun-
cillor Frank Schaper presented the
award for best parade entrant to
Drew and Cara Barclay for their
Jeep and wagon. Plans are already
underway for next year's party...
