Oshawa had to satisfy the region it had provided an adequate site and parking before the issues of financing and building design could even be put on See WITTY—Page A3 Homes okayed, despite threat to water quality PICKERING - An 18 -home subdivision for Clare- mont was approved by town council Monday, despite provincial objection that it will damage quality of water in the area. "I'm in disbelief," said councillor Kip Van Kempen after the vote, calling the proposal "environmentally flawed. There are many, many unanswered questions." Existing nitrate levels in water beneath the property already exceed Ontario drinking water objectives, says the ministry of the environment. "The development will result in the further deterioration of the quality of water in the shallow aquifer;' the ministry wrote in objecung to the subdivision. The ministry of natural resources and town planners had also objected to the development. Town staff told council the subdivision is "prema- ture", noting the subject property is part of the environ- mentally -sensitive Oak Ridges Moraine. The province is currently studying the impact of development on the moraine. Further, Pickering planners said current town poli- cies require the area remain undeveloped until a review of Claremont is complete, and noted the region would also require a study. Council, however, gave its approval to official plan and zoning arnendrnents to pave the way for develop- ment. "The town looks extremely foolish," said councillor Doug Wellman, who predicted the application will stall at the regional and provincial levels. "We look foolish in the eyes of the province and in the eyes of the region, because it isn't going to happen." But councillor Rick Johnson, who said the develop- ment would create needed jobs, argued that the town is responsible for land -use designation. The region wifl deal with other issues and won't support the plait until all criteria are met, he said The subdivision was also supported by acting mayor Maurice Bre and councillor Enrico Pisuitio. AJAX - A Harwood Secondary School student is one of 10 Cana- dians who brought home medals from the United States Skills Olympics last week. Randy Vandenberg, a Grade 12 graduate, earned a bronze medal in the building maintenance com- petition at the Vocational and Industrial Clubs of America's 27th annual technical competition in Louisville, Kentucky. He com- peted against 20 others in his field. "It felt great to win," admits the 19 -year-old Whitby resident. "I was really surprised." Durham College student ,Matthew Dodds from Oshawa brought home a bronze in elec- tronics technology. Two other Durham College students, John Lobban and Adam Hill, competed. Harwood's Mike McGee, a Grade 12 graduate and Pickering resident, placed 12th out of about 50 in the masonry competition. Last year, Bobbi Reid, a Grade 12 graduate from Harwood, brought home a bronze medal in baking. She was the only Canadi- an high school student to win a medal that year. The only other medal earned by a Canadian went to a Toronto college student. To qualify for the match, stu- dents had to win their contest at the highest level of competition available — either at their school, within their school board or col- lege campus, or at a provincial test. "In many existing communi- ties, this recommended park boundary cuts straight through our privately -owned backyard area," resident Don Goundry told town council Monday night. "We are not prepared to live with the anxiety and frustration." The proposed boundaries, set by a provincial advisory com- mittee, encompass privately - 0 i owned Rouge Valley ravine lands deemed to have potential impact on the future park. The boundary line will be part of a package of park recommenda- tions presented to the ministry of natural resources at the end of July. Mr. Goundry said homeown- ers fear the boundary will legal- ly restrict uses in backyards and may even prohibit home renova- tions. In an interview, he said he spoke for 50 or 60 families on Rougemount Dr., Pine Ridge Rd., Woodgrange Ave., and Rodd Ave. Another resident, Agnes Rersa, said the issue "has caused us tremendous stress over the past two or three weeks." In a report, the advisory com- mittee says land expropriation will be considered only as a last resort, pledging that "all land considered essential for acquisi- tion will normally be acquired on a willing seller -willing buyer basis." Further, the committee points out that not all properties within Whitevale heritage exemptions supported PICKERING - Whitevale residents who want exemption from heritage designation will be supported by Pickering town council. Politicians decided Monday to prepare a bylaw excluding homes from heritage status at the request of owners. The exemptions, along with heritage designation for the rest of the vil- lage, will be considered by the Ontario Munici- pal Board at a later date. For various reasons, two dozen families in the hamlet have asked to be excluded from her- itage status, a number councillor Enrico Pistrit- to said could prompt the OMB to refuse desig- nation altogether. On Monday, approximately 12 people spoke to council on the subject, with some admitting the village has divided into two "factions" over the issue. One woman called Whitevale "a vil- lage at odds with itself, airing its dirty laun- dry." A bylaw outlining exemptions will come before council for approval Aug. 4. Residents wishing exemption must prove ownership of their homes and make a request to the town before July 16. Because the bylaw must include property locations and boundaries, town staff are unable to prepare it before the previously -scheduled July 20 OMB hearing. The town will, therefore, ask the OMB to set a new hearing date. Whitby Mayor Tom Edwards opposed the development, claiming there wasn't enough information on the table about the financing of the Oshawa development and on a sec- ond building for Whitby that would house the regional headquarters. "I'm absolutely dumbfounded they chose not to get that informa- tion (on financing)," said a disap- pointed Oshawa Mayor Nancy Dia- mond. "After we spent millions of dollars and all that time, they don't want the facts." Opposing councillors, however, agreed with Ajax Mayor Jim Witty's argument that the develop- ment changed over the years — and not for the better. "Phe situation is completely dif- ferent from what was presented three years ag0." he said, adding he went along with it then. "We're fighting a moving target. Every meeting, there seems to be a change." For uts nce, Mr. witty said the formerly free parking was now to cost the region money and the amount of land provided by Oshawa had been cut by half. He stressed his decision wasn't politically motivated since he had no qualms on the principle of split- ting the regional facilities between Whitby and Oshawa. Oshawa councilkxs will attempt to revive the project by introducing another vote, likely at the next council meeting July 8. Town council voted to ask the advisory committee to remove its preferred boundary from residential properties. Councillor Doug Wellman, who noted that some Scarborough residents are in the same situa- tion, said council's request wouldn't preclude the province from purchasing land on the open market. We talked with Durham School Board Director of Educa- tion Pauline Laing about the sta- tus of education in Durham Region, where it is headed in the '90s and how our students are managing their academic pursuits. Ms Laing offered her views on education and school board poli- cies and trends: News Ad: The effectiveness of • the so-called 'whole language' con- cept of teaching has been ques- tioned in recent months. How do you respond to that. Is it working? Ms Laing: "Whole Language" involves using the children's expe- rience and interests to teach lan- guage skills. Children may write about a topic of special interest to the class and read a variety of good books, rather than reading about Dick and Jane and answering ques- tions about them. The skills teach- ers work to develop over the grades are the same -- accuracy of under- standing or expression, clear think- ing and mastery of good composi- tion and spelling. A recent review, of student writing conducted in Grades 6 and 10 of Durham Board of Education schools shows our success. These results will be- pub- lished in the fall. We were pleased to find both imaginative content and accuracy appropriate to the stu- dents' ages. News Ad: Is there a move to go back to the older method of lan- guage instruction which includes phonics" Please explain the differ- ence. Ms Laing: There is a widely 0 held misconception that we never 0 7 use phonics. We do. It is one of a variety of techniques that good teachers use to help young children read. Teachers now have many more techniques than they had in previous years because they have more extensive training. We know that different people learn different- ly, and it would be a shame to go back to the `old days" when chil- dren's individual needs were less important News Ad: How do Durham Region's students stack up against their counterparts across the province? The nation? Ms Laing: We do not have extensive data from provincial reviews. In the recent reviews of math and reading, the very small sample of Durham students tested stood at average or above, but we'd like more comprehensive evidence before we make definitive state- ments. We know our graduates do well at university and that over 90 per cent of our students stay in school to graduate. In these ways we stand above provincial stan- dards. Ms Laing: The modified school year challenges many accepted ideas about how we should divide the year into school and vacation periods, and for that reason alone it is very difficult for many people to accept. We believe that its adoption would certainly not harm the aca- demic development of children, and research indicates that there is a -very good chance it could improve learning. In addition, it could save us money on accommodation and thus allow more resources for other pro- grams. We know that there are lim- ited dollars, and only by saving on some things will we have what we need for others. Student success in learning both the old and new 'basics' is very important. Business and indus- try tell us that skills like working in groups, showing creativity and ini- tiative, and utilizing technology are very significant. We are trying to grow in these directions. Building a sense of social responsibility is also very important, and we hope the spirit of Canada's 125th birthday that we've seen this year will stay with us throughout the decade. "Failing a grade" may seem like the rigorous approach to some people, but statistics show that among drop- outs, repeating a grade is a frequent charactensdc. The reasons are numerous and we recounted some of these in Wednes- day's paper, but there has been one major factor in Ontario that has caused problems not faced here before: Ontario's education system is in a complete mess and tough new thinking along is needed to put it back on the rails. In order for anyone to succeed, they must be motivated. Whether it's ath- letes searching for a championship, a salesman seeking recognition as a top producer or a race car driver striving to go faster than anyone else, motiva- tion is the key. Unfortunately, our children today have precious little motivation to learn, let alone succeed. With athletes, business people etc. the downside to not performing is immediate...less money, less prestige and all that goes with non-performance. Our schools propel children ahead regardless of whether they should 'fail' or not, so what's to motivate many of our young people to excel? With no downside to non-performance, too many don't perform... that's human nature. So what can be done? _I Extend the school year. New Brunswick is looking at lengthening its teaching year to 200 days from 182 instructional days and not counting teacher development days (which students have off) as instructional days. J A return to more positive educational practices such as testing and evaluation of progress based on non -anecdotal reports that stress progress and achievement and deal in specifics rather than generalities. J Institute learning on a building block basis rather than the course smorgasbord educational concept that leaves gaps in the leaming process. J NU -c teachers accountable for doing their jobs, reward teachers whose student_, excel and give guidance to those teachers who don't get results. J Don't make phonics a four-letter word and take action that gives our children the basics to learn on their own... this is the very basic thing our sys- tem can teach. J Take a look at how, math and science is being taught and look at why Ontario test results in these areas are so low. Oh, but that doesn't matter to the board members in their safe ivory low- ers; after all this crown corpora- tion tells the provincial govern- ment how high to jump. So much for accountability. Take a look 16 miles down the road at Darlington where Ontario Hydro's newest facility has incurred a whopping M1.116 -billion dollar debt. This plant should never, ever have been built. Now we have two massive ugly concrete white nuclear ele- phants which should be decom- missioned and scrapped. We can- not afford the potential trouble nor the terrible expense of electricity generated from atomic reactors. Better to spend and invest into other forms of energy production. It's high time that our provincial government acts responsibly in this serious matter.
