Ontario Hydro could be forced to shut down all eight reactors at Pickering to make repairs, a move that would cost the utility millions of dollars. The AECB, the nuclear industry's regulating agency, says the pressure seals failed tests carried out in 1983 and 1990. The seals join together large ducts that would carry radioactive steam from reac- tor buildings to a containment system in an emergen- cy. "We're not that comfortable with it and would like it fixed up," says AECB spokesman Hugh Spence, who says the problem lies with the design of the seals. "It's not a pressing issue." He says the likelihood of an accident and seal failure is low. In an effort to avoid shutting down Pickering's reactors, Ontario Hydro is testing a prototype seal that would be placed on the outside surface of the ducts, says information officer Jack Muir. But if the prototype doesn't work, new seals will have to be placed on the inside of the ducts while the reactors are out of service. Mr. Muir says existing seals at Pickering were replaced just two years ago and maintains the AECB is only asking for a backup system. "We have great confidence they would not fail," he says. MTRCA considers Frenchman's Bay deal PICKERING - The executive committee of the Metro Toronto and Region Conservation Authority will consider a proposal today, Friday, to buy a parcel of Frenchman's Bay property. The proposed land deal could see 20 acres currently owned by Sandbury Homes preserved in public ownership rather than turned into a townhorne development. If approved by the MTRCA executive, the deal will be considered by the authority's full board next week. Councillor Kip Van Kempen, Pickering's representative on the MTRCA, says the largest hurdle yet to be cleared is where the MTRCA will get the funds to buy the property. The provincial govern- ment is being lobbied to contribute, he says. Pickering council has already agreed the town will contribute a maximum of $500,000 toward the property's $900,000 price tag. Town council Monday passed a resolution of opposi- tion, stating some residents have no other day during the week to dispose of their garbage. The town has already seen an increase in illegal dumping on its roadsides — and an increase in its clean-up costs — after Metro imposed tipping fees on vehicles other than cars entering the land- fill. Pickering now spends an estimated $100,000 annually cleaning up roadside trash. Councillor Kip Van Kempen noted the town faces "an inter- esting quandary" since it's worked for years to have the Brock West dump closed perma- nently. He said councillor Rick Johnson, a member of the region's works committee, should be asked to report on a contingency plan. going to get there and how it will know it has arrived". AIMS 21. ltll2 MPP, council meeting hailed as a success PICKERING - An impromptu, public meeting between MPP Jim Wiseman and Pickering council Wednesday night is being touted as a success. The MPP showed up at a plan- ning meeting in council chambers and was invited to sit with council- lors to discuss, in front of a packed public gallery, issues of common concern. Earlier, the town had planned a special council meeting with Mr. Wiseman that evening but the MPP had advised he wouldn't be attending due to sittings in the leg- islature. However, at the last minute, legislative sittings were cancelled, says Mr. Wiseman, and he decided to attend the planning meeting. Acting mayor Maurice Brenner says council unanimously voted to adjourn the planning meeting in order to have a discussion with Mr. Wiseman. Although the com- munity had earlier been advised there would be no meeting with Mr. Wiseman that night, "the chamber was packed with standing room only (for the planning meet- ing). They're still the public and they were quite interested" Each councillor was invited to raise topics of interest during the 20 -minute discussion. According to Mr. Brenner, issues discussed included the province's search for a Durham -only dump; incinera- tion; the Altona Forest; French- man's Bay; and the Rouge Valley Park System. Although the original, cancelled meeting with Mr. Wiseman had been called to discuss "communi- cations" between his office and the town, that subject was not raised. Mr. Brenner says minutes of the meeting will detail the dialogue. "It went well," he says of the meeting. "Maybe we should do more of that." Mr. Wiseman is also pleased. "I look forward to more meetings, forums and other forms of commu- nication with the town." Ajax man killed after sulphuric acid tank explodes AJAX - A 31 -year-old father of three young chil- dren died after an industrial accident on Tuesday. An OPP spokesman says Kevin Bonneville, of Abbs Crt., Ajax, died of head injuries and burns after a tank containing sulphuric acid ruptured and exploded. Mr. Bonneville was employed by Blue Bird Con- struction and was working at Malette Craft Pulp and Power Company in Smooth Rock Falls, north of Sudbury, at the time of the accident. He and a co-worker were welding over the tank when it exploded. The co-worker, from North York, received burns in the incident. Dave Klibingat, who describes Mr. Bonneville as his "best buddy", says he was "happy go lucky, with lots of friends. He had a good personality and would do anything for you." Mr. Bonneville is survived by his wife Silvie and three children — Joshua, 3, Andrew, 2, and Jessica, three months. The OPP and the provincial ministry of labor are investigating. But after witnessing the removal of two gall bladders as well as chips of cartilage from a knee dur- ing his visit to Oshawa General Hospital, Tom decided "the job isn't very complicated if you're qualified. Being a surgeon is a very good job. I might become one." Tom is one of a dozen students who took part in a Durham Board of Education pilot project which placed students in a career of their Whoice for a full day. "Introducing children to a career in Grade 8 helps them decide what courses they should study in high school," explains guidance counsellor Liz Shu- movich. With Canada's current economic situation, the number of jobs available are fewer than in past years. But you can help. Whether it be for an hour, a day, a week or the entire summer, companies and local residents are encouraged to hire a student this year. Students can help you cover for vacation- ing employees or be a benefit by tackling those odd jobs that never seem to get done. Students offer an array of talents to handle all of your needs. The Ajax and Pickering office of the Canada Employment Centre for Students currently has more than 600 actively registered stu- dents willing to do many things, from house cleaning and lawn cut- ting to temporary and full-time work. As well, companies are encouraged to participate in a job shad- owing exercise. High school students will go to local employers for a day or morning to gain some experience and knowledge about future career choices. These students have varying interests, including veterinary medicine, engineering, education and public relations. Any employers interested in providing a student with this expe- rience are asked to call the Ajax -Pickering Canada Employment Centre for Students at 683-7991. This week is Hire A Student Week in Canada (June 20-26). Hir- ing a student helps you, it helps them, and it helps our future. Today's students are tomorrow's workers and leaders of our coun- try. The more experience and knowledge they can obtain, the bet- ter. If you're considering hiring extra help this summer, consider helping get a student off the street. Letters -1 Enough 3Ls enough with the taxes To the editor, Enough is enough. Tax hikes — companies leav- ing Canada because they cannot compete with foreign companies due to high labor and taxes. Our whole tax system needs revising. There is duplication in many Metro and municipal tax areas. Tax money wasted on trips, members elected to serve us who fail to attend meetings, but get paid even when absent. They should have pay deducted for each missed meeting. Everyone asks why costs are so high? Why two school systems? A separate school and a public school. This means two elected school boards... two sets of school trustees. This double school system must cost millions. Why can't we just have one sys- tem? Why a costly welfare system? Our parks need cleaning up. Our day care centres need help. Our hospitals need helpers. Our roads are full of pot holes. Yet thou- sands of people are on welfare. Would it not be better to put them to work? Give them a salary. Hike the amount now given, but it should be earned. I know many would like the dignity of a job. Not a hand out. Besides, it makes good sense. Our youths want a job and this would keep them in clothing, pocket money, which in turn would help business. I am a senior citizen who has been a taxpayer for around 60 years. Vearktary Chink -1822 Whoa Rd, Pkkerl" 831-8638 Toronto, Ontario, May 15, 1992 - A recent scientific survey of over 500 Ontario veterinarians reveals that only 25 per cent of dogs in the province are on a heartworm prevention program. The report indicates that 255,899 dogs were tested for canine heartworm disease and placed on preventive medication. The total dog population in Ontario is estimated at more than 1 million. Canine heartworm disease is caused by parasitic worms that live in a dog's heart, resulting in impaired blood flow and damage to the heart, lungs and liver. In cases where the damage to the internal organs is extensive, the condition may be terminal. The disease is spread by mosquitoes. When a mosquito blies an infected dog, it can spread the disease to healthy dogs. One family pet may be the source of infection for many dogs. Canadian Veterinary Medical Association spokesperson and Toronto veterinarian, Dr. Donald MacDonald said that that heartworm disease will continue to spread since few dogs, relative to the total population, are on preventive medication. 'ln 1991, there were 116 clinics in 84 Ontario towns reporting cases of the disease,' the doctor said. 'Elsewhere in Canada, there were 35 per cent more cases in Manitoba than in the year previous, and the Okanagan Valley in B.C. became a new focus of infection.' The most important part of preventing the spread of heartworm disease is for the dog -owning public to became educated about the dangers of heartworm disease and the importance of testing. 'The key to slowing the spread of this serious disease,' says Dr. MacDonald, 'is gettug dogs on a W* prevention program. It's the only way we'll beat this thing.' The Canadian Veterinary Medical Association is participating in a multi media public awareness campaign urging dog owners to consuk their veterinarians to learn more about canine heartworm disease and how it can be prevented.
