Found remains non -human

PICKERING - Remains found
on the shores of Lake Scugog in
Port Perry ThursdaN afternoon
have been identified as non-
human, animal remains.
According to Durham Regional
Police, the remains were identified
by the Coroner's office. Pathology
Dept. in Toronto.
The "gruesome" discovery was
made by area resident Teresa
Gneve, who was walking along a

Early reports indicated that
the remains were possibly two
human feet bound by rope and
severed at the ankles. Police
would not speculate, however,
that the remains could be those
of either Julie Anne Stanton or
Elizabeth Bain, though searches
for their remains are to be car-
ried out in Port Perry this week-
end.
On Friday, Durham police
said that the object found at
Lake Scugog -did not have any
rope or any other type of bind-
ing attached to it."

Third school
board studied

DURHAM - The separate
school board's French section
w ill study ways of governing
itself including becoming an
independent board.
"There are boards across the
province moving ahead saying
they want their own governance
independent of the English sec-
tion," said Robert Boisvert,
chairman of the French Lan-
guage Section at a meeting of
the Durham Region Roman
Catholic Separate School Board
Tuesday night. "I'm not sure if
we want that...
So, the board approved a fea-
sibility study to determine ways
the French section can be gov-
erned. The study will include
how each model would affect
the present operations of the
school board.
About 1,000 students attend
the three Catholic French
schools m the region -
In 1990, the ministry of edu-
cation appointed a committee
called the French -Language
Education Governance Adviso-
ry Group chaired by Treva
Cousineau. The group recom-
mended criteria for the estab-
lishment of various Frethch-lan-

French trustees' consider
their own school board

"We definitely operate as part
of the board and the English sec-
tion can also be affected," said
Mr. Boisvert. "Mat's the ratio-
nale behind the request of the
feasibility study—to see what is
there."
He added there are many mod-
els of governance including the
current structure with the English
Language Section. There's also
the model of the independent
French board whether it's local,
district or regional.
Mr. Boisvert said he would
"entertain the idea" of becoming
a French -language school board
if the study in fact found that fea-
sible.
"You don't just do a study and
throw it on a shelf," he said.
In Ontario, three French lan-
guage sections have started their
own boards.
Mr. Boisvert believes the Sim-
coe Separate School Board is also
undergoing a study on gover-
nance models.

The more we looked, the more
we couldn't believe what was
happening."
The two followed the object
along until it landed onshore,
about 25 feet from where they
were standing.
"It was very gruesome,"
says Ms. Grieve. "The feet
were cut below the ankle and
had long toenails. They were
boated and white."
She said she thought the feet
were tied KWAher by rope -
Police spent about three -
and -a -half hours at the scene,
according to Ms. Grieve. Sbe

go militant on it," he said. `9 feel
very comfortable in this board."
He added that there are some
French language sections at
boards in the province he has spo-
ken to that have a "strong feeling
that they're ready to set up their
own board."
Oshawa French trustee Kathy
York said, "I don't think we want
to go our own way but we want
information to make a sound deci-
sion. Going our own way remains
an option."
The board will put tenders out
to hire a consultant to study gov-
ernance models.
Woman robbed
by man with gun
AJAX - A 22 -year-old woman
was robbed at gunpoint in Ajax
Thursday night.
Durham Regional Police say
the woman was sitting in a parked
vehicle on Lake Driveway at
about 11:15 p.m. when a man
with a gun approached the win-
dow on the driver's side. He
demanded her purse, but she
wasn't carrying one.
Police say the robber took a
chain from the woman's neck and
her car keys.
The suspect is described as
black, 20 or 21 years old, with a
slim build and about 5'6" tall. He
was wearing dark glasses and
dark clothing.
The investigation is continu-
ing.

Region should recover 'staggering' OMB costs: councillor
DURHAM - The region spends a
"sm acring" amount of time prepat
ing for Ontario Municipal Board
hearings and a councillor believes it
should try to recover some of its
costs.
"Should the taxpayer be paying
for the whole cost of the board?"
asks Pickering's Kip Van Kempen.
He likens the OMB to a
"supreme court for a (regional or
municipal) council." It's an indepen-
dent administrative tribunal which
hears applications and appeals on
municipal and planning matters,
including zoning bylaws and subdi-
vision plans.
It also hears assessment appeals,
land compensation matters, munici-
pal capital expenditures and deben-
tures, and appeals under the Rental
Housing Protection Act.
TV's star's
wife killed
in tragic
accident
PICKERING - The wife
of TV's Mr. Dressup was
killed in a tragic accident in
Toronto Thursday.
Marlene Joan Coombs,
55, who used the name
Lvnn, of Twyn Rivers Dr.,
died of massive internal
injuries after she was struck
by a car and thrown through
the window of a Loblaws
store on Yonge St,
The accident occurred
around 4 p.m. when Mrs.
Coombs was leaving the
grocery store at Yonge and
Temperance Sts., south of
Richmond St. A car climbed
the curb and hit her.
Her husband Ernest has
appeared on CBC -TV for
about 25 vcars.
Mr. Van Kempen calls many of
tate hearings "hivolous" because it's
so easy to appeal a council's deci-
sion and "few (appeals) are thrown
out.
"For the cost of a 420 stamp,
someone can stop a plan dead in its
tracks, probably for at least a year,"
he suggests, adding, "lite potential
for blackmail exists."
While Mr. Van Kempen doesn't
want the OMB limited to "just the
wealthy," he questions why the
region never asks for costs, even if it
wins its case "hands down."
Regional solicitor Brian Roy

doesn't think "there's much room
(for the region) to recover costs"
because "the board has its own set of
guidelines" in rewarding them.
He believes the OMB sees costs
borne by municipalities as "the cost
of doing business."
The region "wouldn't hesitate" to
ask for costs if "the other party's
conduct was seen to be unreason-
able," says Mr. Roy, who hasn't
seen a need to do so in the seven
years he's been there.
He says it's "difficult to esti-
mate" how much time and money
the region spends preparing for hear -
ings and suggests the "proper Councillors will decide Wednes-
method" of challenging OMB day whether to ask the region's legal
guidelines would be writing to the department to examine OMB policy
OMB itself. in an attempt to recover costs.

Poverty
topic of
meeting
DURHAM - The impact of
poverty on children is the topic of
an upcoming meeting.
The Counsellors' Association
of Durham will address that issue
at its annual general meeting Fri-
day, May 29.
A panel discussion will feature
lohn Clarke, executive director of
the Ontario Coalition Against
Poverty, Joanne Ferguson, senior
counsel with the Children's Aid
Society, and Jim Wiseman,
Durham West MPP.
There will also be mini -work-

Initiatives, Social Service Assis-

In our own

You don't need to turn on the television to find out what's going on
between French and English Canada.
You can hear about it at the Durham Region Roman Catholic Separate
School Board.
Tuesday night, the board approved spending tax dollars to hire a con-
sultant who'll find out how the French section of the board can better
govern itself.
You'd never know only weeks ago the board was crying poverty, cut-
ting staff and programs to bring in a reasonable budget.
Tuesday, the board opened up its wallet for the French trustees who
represent about 1,(100 students attending three Catholic French schools in
Durham.
Rotx;rt Boisvert, chairman of the French Language section, told the
board Tuesday that other French sectors in the province are moving
ahead, saying they want independence from their English counterparts.
Mr. Boisvert did say that he wasn't sure the Durham French sector
wanted that. However, Mr. Boisvert and his fellow trustees want to know
more.
In 1990 the province appointed the French -Language Education Gov-
ernance Advisory Group which recommended criteria for the establish-
ment of various French -language structures, including French -language
school boards.
The Durham separate school board has approved hiring a consultant to
see if any of these recommendations are feasible for the French sector
here. Mr. Boisvert said it would be "very nice" to have a French school
board in Durham.
At a time when taxpayers are questioning why there is troth a Catholic
and public board and the incredible duplication of costs, it's outrageous to
even consider a third board for the French.
At a time when national unity is on everyone's mind, why are
Durham's French trustees so curious about separation from the English?

Participaction Challenge Day is
a Canada -wide mass -participation
event held as part of Fitweek in
Canada. All Canadians are encour-
aged to participate in 15 minutes
of physical activity sometime dur-
ing the day.
Ajacians can get physical while
showing their community spirit
during a variety of events designed
to get everyone "Active in Ajax".
It could also mean bragging rights
as the Town has been challenged
by Guelph. Ont., and Fort McMur-
ray, Alta. All you have do is get
active for 15 minutes and then call
the hotline at 427-8811. The per-
centage of participation from
Ajax's population will be tabulat-
ed and used to determine a winner.
Last year, Ajax recorded a 62 per
cent participation rate.
There are many ways to get
active — walking, running,
cycling, tennis, squash, etc. The
list is endless. It does not, howev-
er, include typing 100 words a
minute, running to the photo copi-
er, or jogging to get that second

For those wanting to take part
in an organized event there's sever-
al to choose from:
- The Mayor's Fitwalk takes
place at 2:30 and 3:30 p.m. starting
at the corner of Kings Cres. and
Harwood Ave.;
- Town fitness staff will help
celebrate Canada's 125th birthday
by leading Ajacians in 125 min-
utes of aerobics in the upper lobby
at the Ajax Community Centre
from 7 to 9:05 p.m.;
- LOEB Baywood and Ajax
parks and recreation staff are hold-
ing a family walk along the Ajax
waterfront. This will be followed
by a barbecue at Rotary Park. All
proceeds from the barbecue will be
donated to the Ajax -Pickering
Hospital Expansion Fund;
- For those who enjoy swim-
ming, you can take part in a free
dip at the community centre pool.
The public swim goes from 8:30 to
9:30 p.m. and an adult swim takes
place from 9:30 to 10 p.m.;
- If squash is your thing, Ajax
squash pros Kelly Payerl and
Vicki Gleeson are planning a day
of activities at the community cen-
tre squash courts.
You see, there's plenty to do.
So come on Ajax, let's get physi-
cal — at least for 15 minutes on
Wednesday.

Time to start spending smarter
To the editor,
After reading a recent copy of
the '%ews Advertiser, I feel com-
pelled to respond to Mr. Ed Zak's
article "Withholding Taxes Irra-
tional."
Let me begin by stating that I
am very happy for Mr. Zak, in as
much as he has the funds to pay
his taxes, probably because he,
and possibly his wife, are both
gainfully employed... and if such
is not the case, then perhaps he has
enough money put away to cover
such emergencies. This is not the
case with myself and I am sure
many other residents of Ajax. My
wife and I have both recently k)st
our jobs, and we were, I feel, like
the average household, living in a
modest house, with 2.3 kids in
their teenage years.
Now :Mr. Zak, you may say that
not paying my property taxes is
irrational... however I tend to think
it is more out of necessity. I don't
know if you have any family at
home, but assuming that you do, I
guess, given the choice between
paying your property taxes or
feeding your children, you, sir,
would choose to feed the Town!
That is certainly your choice to
make, but it would not be mine.
My original reason for not pay-
ing my property taxes was to send
a much-needed message to our
politicians. You simply cannot
keep putting taxes up year after
year... and this year in particular
when so many people have had
their salaries either frozen or
rolled back or worse yet, had lost
their jobs. It was shortly after, that

I am not getting my services for
nothing... and I am certainly not
riding on the backs of you or any
other taxpayer of this town! If, for
example, I do not pay $2,000 in
property taxes. I am charged 15
per cent interest on my overdue
balance by the Town of Ajax. If
Ajax then has to borrow this
$2,000 to cover their lost revenue,
they borrow that money at an
interest rate of approximately
seven to eight per cent, so you see
Mr. Zak, not only is the Town of
Ajax not loosing money from my
unpaid taxes, they are actually in
the long run gaining money, and
in three years time, if I have not
paid my taxes in full, including
interest, the Town will seize my
house and put it up for sale to get
their back taxes, all because I and
my wife were unfortunate enough
to have lost our jobs through no
fault of our own. And incidentally,
Mr. Zak, if Mr. Anderson could
care less whether or not I pay my
taxes and lose my home, then I
really don't see why this should
concern you.
Oh yes, in closing just let me
reiterate once again sir that I sin-
cerely hope you never lose your
Job, and have one of your beloved
public elected politicians tell you
that they could care less about
your plight and in three years they
will seize your home to cover your
back taxes! If they did, I suspect
your reaction may not be much
different than mine.

Pickering Village Festival
set to go Saturday, June 13
PICKERING VILLAGE -
There will be something for
everyone at the Pickering Village
Festival, set for Saturday, June 13.
Events running from 8 a.m. to
110 p.m. will include a pancake
breakfast, a parade, games for the
whole family, a soccer tourna-
ment, puppet show, hot air bal-
loon rides, and a street dance.
The festival has been an annual
event since 1973. This year, the
newly -formed Pickering Village
Business Improvement Area
(BIA) is helping volunteers with
the organizing.
A pancake breakfast, from 8
a.m. to 10 a.m. at Davidson
Motors at the southeast comer of
Hwy. 2 and Church St., starts the
day.
Also in the morning is the
parade, running from 10 a.m. to
11 a.m.
Other events starting in the
morning and continuing most of
the day include a coloring contest,
the St. George's Anglican Church
fete, the Village Arts and Crafts

Power LOEB 79's rep soccer team
got the season off to a roaring start
by capturing the tide at the Guelph
Royal City International Tourna-
ment over the Victoria Day week-
end.
Pickering competed against
teams from Stratford, Burlington
and Kitchener in its division. In
the championship contest, Picker-
ing met a strong Kitchener squad
and, despite missing five injured
players, the Power 79's still man-
aged to win 5-1.
The Pickering soccer reps

after meeting their toughest oppo-
nents in the toumcy -- Brampton
City. Pickering prevailed in the

ing blanked Burlington 5-0 in the

wins first intercounty league outing
PICKERING - The Pickering Recreation Complex tennis team
won its first Intercounty Tennis League match against Unionville last
weekend.
Pickering defeated Unionville 7-3 in sets t.o win its fust series of
the season against area tennis clubs.
Tim Videnka had little trouble defeating Unionville's Jay Tse 6-2,
6-1 in boys' under -18 singles action. In another under -18 singles
match, Kamil Bukala beat Mark Cho -Chu of Unionville 6-3, 6-1.
