The forecast was brought back for reconsideration at the initia- tive of town clerk Bruce Taylor, who said it was of "tantamount importance" that Pickering for- ward a spending forecast to the 4�0r. n of Durham. Taylor pointed out the region needs a forecast from each of its municipalities so it can seek borrowing quotas from the Ontario Municipal Board in order to issue debentures. Without a forecast, Pickering Hydro wouldn't be able to borrow money for projects planned this year, said Mr. Taylor. Only expenditures listed in the forecast for 1992 have been for- mally approved by council during budget deliberations. Other capi- tal expenses projected from 1993 to 1996 are merely estimates. Only councillor Kip Van Kem- pen failed to endorse the forecast Tuesday night. He said he doesn't support S3.5 million already approved in this year's budget for an ice rink and therefore was forced to reject the entire forecast. Expenses in the forecast include $900,00 for a new fire station in 1993; $5 million for a transit garage in 1994; S1.5 mil- lion for a gymnastics centre in 1995; $2.5 million for a new fire department headquarters/station in 1996; 5400,000 to design an arts theatre in 1996; and $1.5 mil- lion for an indoor sports centre the same year. Bureaucrats are currently working on a "strategic action plan" designed to accommodate the growing population of the area and protect the environment without creating more urban sprawl. Planning activities of the Office for the Greater Toronto Area, headed by minister Ruth Grier, were outlined for Pickering council Tuesday by assistant deputy minister Elizabeth McLaren. (Ajax politicians heard a similar presentation about a month ago.) The province hopes to begin implementing a development strategy by 1993. Ms. McLaren told politicians that a report summarizing issues and a vision for the future will be released next month. The province will solicit feedback from ministries, municipalities, community groups and residents until November, after which a draft action plan will be drawn up. Meetings and workshops are being planned for community groups and written comments are welcome. That dream, that utopia, that par- adise found is the Ontario government's vision of the Greater Toronto Area in 30 years' time. The provincial bureaucrats are currently working on a "strategic action plan" to accommodate the growing population of the area and protect the environment without creating more urban sprawl. And, it's a scheme worth more than perusing; its one worth pursuing. Some of the planner -.'dreams (J) and our schemes (-): J Old communities will still have single-family houses but most of us will live in apartment complexes with stores at street level and interior courtyards to provide quiet resting spots for seniors and safe play areas for children. (Check the Courtyard in Pickering Village as an example.) - We must get used to living with less, as the recessionary Wls are quickly teaching us. Europeans for decades have been accustomed to homes smaller than sprawling, single-family detached houses. J Not only will it be possible to spend our money close to home, we'll be able to make it ncea- y too. The planners envision that more people will be able to live and work in the same community with a greater mix of businesses and industries providing a greater variety of job opportunities. - Many more people are working right at home now, with the help of com- puter networking. Employers and employees will have to learn to co-operate with one another, exploring workplace modifications like flex -time. Employ- ees will readily fulfill their bosses' overtime needs; employers can consider worker day-care requirements. J What the planners are suggesting is the emergence of large-scale "neigh- borhoods", with a mixture of homes, schools. stores. businesses. industries and ser.ices for young and old alike all within short distance. Traffic will move well, even during rush hour, ws most people use public transit because its Tell- able, fast and only a short ride between home and work or school. - The cocooning trend of the '90s will continue. People will want to stay- close tayclose to home, they'll want to feel part of the community. When people feel like part of a community, Neighortlood Watch and Block Parent programs get started. People care about other people, they look out for one another. We love the idea Utopia- Paradise; found May it become reality. During the Easter season the response was most gratifying. We rely on this local community and a committed group of volunteers to keep the food bank operating. We are not government supported and have not been drawing on the Daily Bread in Toronto. We arc supported by local people to me a local need. The need is real. People are coming to the food bank who have never needed assistance before. We are hearing some very sad stories. Hayward and his company Three -on -Three Inc. will run the tournament in conjunction with the Pickering Hockey Associa- tion, which will get a portion of the proceeds from the event. The former Montreal Canadi- ens' goalie is looking for four - man teams (one man acts as a Spare) to compete in the Pickering three -on -three event. An average of 115 teams have played in each of the three tournaments hosted in southern Ontario so far. An avid street hockey player in his youth, Hayward says the three -on -three tournaments fea- ture fast action with rules aimed at discouraging rough play. "We wanted to capitalize on the fitness movement and have a game which is non -contact and non-violent;" he says. Thursday around 1p.m. two women walking along the west shore of Lake Scugog spotted an object in the water. Durham Regional Police were called to the scene. The object was removed from the water and sent to Toronto's Centre of Forensic Science for further examination and identification. Police would not speculate Thursday night whether the remains could be those of either Julie Ann Stanton or Elizabeth Bain. A search is scheduled to resume this weekend for Julie Ann Stan- ton, who hasn't been seen since leaving her Maury Cres. home on April 16, 1990. A charge of first-degree murder was laid three months ago against Peter John Stark, 46, of Stoney Creek. That search, which is to include a team of experts and volunteers, is scheduled to begin Saturday and/or Sunday at 9 a.m. at Port Perry police station, Simcoe Street north of the Seventh Concession/Region- al Road No. 8. The body of Elizabeth Bain, of Scarborough, has never been found although her boyfriend, Rob Baltovich, was found guilty of her murder recently.
