"The agonizing question hangs over what should be done about Pickering's jewel; who owns Frenchman's Bay?" Frank Threlkeld Jr. asked councillors in a lengthy report Monday. He criticized council for spending `over $684,000 with nothing to show for it" and claims a man-made berm (dam) has altered natural cur- rents in the bay, causing a build-up of sill But the issue is much more complicated than that, accord- ing to regional councillor Kip Van Kempen, who notes, "It doesn't take 10 years to go through a court system if it's cut and dry." The question of ownership dates back to the 1850s, when Pickering Harbour Company was granted a charter to con- struct a harbor for commercial shipping out of the bay. As was customary at that time, it was also granted ownership of the land under the water. Mr. Van Kempen says the company was given ownership "with the proviso they main- tain the bay." When shipping died, however, the company went into bankruptcy and didn't uphold its responsibili- ties, he says. The "so-called defunct charter" passed hands several times, says Mr. Van Kempen, and was later purchased by Pickering resident Harold Hough, its present owner. The town questions whether the Pickering Harbour Company's rights were forfeit- ed because its ownership of the harbor and bay was inter- rupted and it didn't fulfill its promise to develop and oper- ate a harbor for commercial shipping. The town's not interested in ownership, but is fighting for control because "if the charter is upheld, the company's not accountable to anyone," he says. The provincial government is also involved in the fight, according to town solicitor Tim Sheffield because "the town is attacking the (compa- ny's) ownership on behalf of the province because we think the province owns some of the land." Albert Hoyer of Vistula Dr. has not been seen since 11 a.m. Wednesday. He was last seen in the Liverpool Rd. and Hwy. 2 area, Durham Regional Police report. He is 5' 9" tall, weighs about 165 pounds, has short, white hair, a fair complexion and blue eyes. He sometimes wears glasses. At the time of his disappearance, Mr. Hoyer was wearing navy pants, a dress shin, and a blue V-neck sweater. He had been carrying a briefcase and a can. He is presently on medication for an illness. Region Airport 'essential' if this area is to prosper Scheduled airline services are 'critical to economic development': Oshawa mayor DURHAM - The region's airport is "unique in the level of air services still available" in these tough eco- nomic times and must be supported in its bid to acquire loans to continue operating, Oshawa mayor Nancy Diamond says. Regional councillors agreed Wednesday to support Skycraft Air Transport's application for loan guaran- tees from the Ontano Development Corporation. Sk\ craft, which operates out of Oshawa Airport on Stevenson Rd. N., has seen a "substantial drop in pas- senger traffic." according u) mayor Diamond. "The current recession i> Lhe mixt scycre the Cana- dian airline industn ha., eN cr (accd,' she said, noting 21 airlines have either dropped scheduled service or ceased operations in the province, and 16 communi- ties have lost service altogether. Each weekday, Skycraft operates three flights to Detroit, Windsor, Ottawa and Montreal. Each Sunday, it flies to Ottawa and Montreal and also offers charter flights every day. Uxbridge's Susan Para has expressed concern that the proposed provincial policy, which recom- mends goals in the hiring of women, the physically disabled, visible minorities and aboriginal people, will be a step "backwards instead of forwards." But that's not so, according to Lynne Sullivan, a consultant hired by the region to assess its status on employment equity. In a report presented to council Wednesday, Ms. Sullivan notes "considerable misunderstanding of employment equity, including fear that it will involve quotas, lowering standards and reverse discrimina- tion." She warns against 'overreacting„ to the policy, but suggests those companies which "underreact" will be left behind when the economy picks up and employers are faced with a labor shortage. Though the region has taken "some positive steps" with respect to employment equity, including a sex- ual harassment policy and some out- reach to attract women to noxi -tradi- tional jobs, it "still has further to go," argues Ms. Sullivan. For instance, according to her report, there are no women in senior management, a low representation of women in the works department, and the clerical/secretarial job cate- gory is almost exclusively women. One where wars were extinct, hunger was eliminated and racism didn't exist. We don't have that world — but we continue to strive for it. Employment equity is one way the government is suggesting will improve the success that visible minorities, women, the physically disabled and aboriginal people will have in the workforce. Each one of these groups has been discriminated against at one time or another. And, the battle continues against prejudiced employers who have a caveman philosophy that white males should lead the pack. Consultant Lynne Sullivan has been hired by Durham Region to assess its status on employment equity. Though praising the Region for taking some positive steps she says it still has further to go. Uxbridge trustee Susan Para has concerns with some of Ms. Sulli- van's plans. Some of these plans include external recruitment for key positions of under -represented groups. Ms. Para calls employment equity a step backward. It seems unjust that a Regional employee who has been a good and faithful worker would have to be passed over for promotion because an outside person from an "under -represented" group fit in better with the Province's plans. Ms. Para's concerns are warranted. Employment equity is a sensitive issue. While the intent is good, the procedure could have detrimental effects on certain segments of the population. Every effort should be made to ensure that groups not fairly repre- sented in the workforce get ahead. But, we'd be taking a step back- ward if we did it at the expense of another group. It would be a perfect world without wars, starvation and hunger. It will remain an unperfect world if we continue to hire by color and sex, rather than qualification. No one's invited us to help them open their cottage and melt the iceberg that fell through the roof during winter. Could it be because, once the cottage door is open, we figure the work is done'? Seniors are delighted when Kinsmen have their annual Slave for a Day project when work parties show up at seniors homes to rake leaves, clean win- dows and do other work for them (at no charge), the list goes on and on. Other rewards are being able to put money back into the Town of Ajax for such projects as the much needed Ajax Pickering Hospital expansion, as one example. Kins- men raised funds for the building of the original Wm. LeGros Com- munity Centre. Kinettes spear- headed the multi -service club pro- ject (Ajax and Pickering) to raise funds to purchase the first Handi- Trans van — a service for physi- cally challenged residents which is still thriving. Money is donated for many sports sponsorships for young people. Dollars are given to Promote education for the young, not only in Canada (although we are a Canadian service organiza- tion) but also to other countries who need help — because the young people are our strength of the future. Durham Save -a -Heart is offer- ing two basic rescuer CPR (car- diopulmonary resuscitation) courses designed for health care and medical personnel, profes- sional rescuers including police and firefighters, as well as the general public. The course covers the structure and function of the heart and lungs, heart disease, heart attack risk factors, prevention, recogni- tion and and actions, causes of cardiac arrest, CPR procedures and legal aspects of CPR. Sessions will be held Tuesday and Thursday evenings from 7 to 19 P.m. for four consecutive weeks. One session is offered May 19, 21, 26 and 28. A second session will be held 3une 2, 4, 9, 11. The Pickering swimmer just missed qualifying for the Sum- mer Olympics in Barcelona. Spain at the Canadian trials in her opening event --the women's 200 -metre breaststroke. Area cricketers return from successful tour of Trinidad AJAX-PICKERING - The Durham All -Stars cricket team recently returned from a success- ful two-week tour of Trinidad where it played four exhibition games and four matches in a 10 - team tournament. The Trinidad tourney attracted teams from all the West Indian Islands, New York and Canada. The calibre of the tournament was extremely high as most of the teams the Durham All -Stars faced had national and interna- tional -calibre players. Though the Durham squad didn't fare well against the national teams, the experience mad exposure was well worth it. The Durham All-stars got fine play throughout the tournament from Graham Castanhevo whose stellar defence helped the team reach respectable totals against some fierce bowling. In the four exhibition games, the All-stars won three matches. Against the Red Devils, the Durham Ali -stars' bats came alive, scoring 201 runs in just 30 overs. A dashing innings of 56 runs not out, came from Haroon Qureishi, which included five 4's and two 6's. Others who played a good supporting role were Lu Virani scoring 27 runs, Glen Edwards, 25 runs and Roy Pol- lard, 21 nuns. The Red Devils were bowled out for 174. The Detroit trip was the highlight of a weekend of tennis which also included matches in London and Windsor for the Picketing club. The Picketing juniors started the trip in winning form, defeat- ing the Franklin Racquet Club of Detroit 18-3 in games. Next, against the Bill Kovach Tennis Academy of London, the Pickering club suf- fered its only loss after being defeated 11-6 in games. Scott Gray was spectacular in the net and earned the game's most valuable player award. Pickering advanced into the championship final game after claiming a 5-2 semi-final victo- ry over the Brampton AAA team. Mark Rogers and Joey Anstey each had two -goal games. Ryan Morgan added a single. Assisting were Jonathan Walsh with two and singles to James Cummins, Morgan, Greig, Kevin Rogers and Andrew Hopkins. Pickering started the playoffs against the Stoney Creek AAA -team. Pickering won 3-2 on goals by Greig, Perulli and Hopkins. Assisting were Mark Rogers, Hopkins and Walsh.
