Middle,high income earners feel the pinch By MARIANNE TAKACS Durham Staff DURHAM - Middle and upper income earners and the province's banks will be the ones bearing most of the pain inflicted by the Ontario budget. Yesterday afternoon treasurer Floyd Laughren announced a 1.5 per cent increase in the Ontario personal income tax in 1992 and a further 0.5 per cent increase in 1993. As well, the income thresh- old for the 14 per cent Ontario surtax was decreased to S53,000 from $84,000, with the surtax going up to 20 per cent in 1993 for those with incomes over S69,000. The treasurer pointed out the changes will result in no increase in combined federal -provincial income tax for those with incomes under $53,000 (because it will be combined with federal tax decreases). A marred couple with two children earning 560,000 will 'x paying an extra S 1 per week. There will be tax reform for seniors, with property and sales tax breaks being eliminated for seniors in the higher income lev- els. While personal taxes went up, the corporate tax on manufactur- ing industries was lowered by one per cent, and reduced by 0.5 per cent for small business. Banks were hit by a temporary surtax of 10 per cent. Action on a minimum corporate tax was deferred until the fall. Mr. Laughren announced a SLI billion Jobs Ontario Training fund under which employers will receive 510,000 for the trainine of an unemployed person they hire; a S2.3 billion Jobs Ontario Capital Fund for roads, telecommunica- udget ' tions and other infrastructure development; and a Jobs Ontario Homes Fund for 20,000 units of non-profit housing that is sup- posed to generate SIA billion in work for the construction industry. Together, promised the treasurer, these measures will create 90,000 jobs over their first year of opera- tion. Health care spending in Ontario will increase two per cent this year, after an annual average increase over the past 10 years of 11 per cent In order to generate revenue for the province, Ontario is going ahead with bringing in off-track betting and casinos. No details were provided on where the casi- nos would be located, though Mr. Laughren said they would be dis- cussed with "interested communi- ties". There will be a salary freeze for cabinet ministers. MPPs and senior civil servants and a one per cent wage increase for govern- ment employees. Changes in the environmental levy on alcohol and beer contain- ers will increase the price of a 24 - case of canned beer by S3.10 and a 24 -case of bottled beer by 50 cents. Overall, the province will be working with an operating deficit of S6 billion in 1992 and a total deficit (including capital expendi- tures) of S9.9 billion. Total expen- ditures for 1992 will be 554.8 bil- lion. The deficit for 1991 has been rc .sed to S10.9 billion from S9.7 billion due to lower-than-expected revenues. Mr. Laughren projected a S4.1 billion deficit by 1995/96. Small stores, offices :okayed for Hwy. -2 in Pickering Village PICKERING VILLAGE - Stores and offices will be per- mitted along a stretch of Hwy. 2 in Pickering Village that's now primarily residential. Ajax council's committee of the whole Monday amended the community plan for the area to allow mixed uses, including low-density housing, stores, offices and community facilities. The stretch of Hwy. 2 from Church St. to Rotherglen Rd. is currently zoned for low-density housing, community facilities and automobile service centres. The majority of the strip is made up of homes, but a market study conducted for the town by a consulting firm noted there are development pressures on the area. The market study, prepared in 1991 by Larry Smith and Associates, said the area could accommodate between 15,000 and 17,000 square feet of office space and 5,000 to 7,500 sq. ft. of stores. Retail outlets would be limit- ed to about eight properties at the western end of the strip. The amendment would limit an office or store to 1,500 square feet per existing property. Some residents of Kingston Rd. opposed the amendment. saying there's no need for stores and offices and that the residen- tial component that's there now would be forced out. Bob Wright, of 479 Kingston Rd. W., said there's been no pressure on residents to sell their properties to make way for a commercial venture. Gordon Zimmerman, of 566 Kingston Rd., said the limit of 1,500 sq. ft. per property would make it economically unfeasible to locate a store or office there. To get around the limit, Mr. Zimmerman said, someone may try to acquire more than one property, demolish the existing structures and put up a new building. "I'm not convinced the guar- antees against assemblies and demolitions are there," he said. Ward 1 councillor Frank Schaper also opposed the amendment, calling it the "thin edge of the wedge" and predict- ing the limit on office and retail uses will be eroded in the future. Ward 4 councillor Jim McMaster supported the zoning change, saying if "the market doesn't feel business should gc there, then it won't go there." He suggests property owners could be paying more than S100 by 1995, when the region will be looking at waste transfer sta- tions, and increased hauling and dumping. Ajax residents will enjoy the lowest increase of 53 per cent when they pay S58, up from S38 last year. Pickering is faced with the biggest hike of 140 per cent, and its residents will pay S48, up from S20 last year. The rates are based on rebates from Metro Toronto, which dumps at the Brock West site. They vary because they're calcu- lated on a population base. Separate school supporters hit with tax hike of 3.7 per cent By IAN'DA WHITE Staff Reporter DURHAM - Separate school board supporters are faced with a 3.7 -per cent tax increase after trustees unanimously passed a "lean" budget Wednesday. The Durham Region Roman Catholic Separate School Board has been given the okay by trustees to spend S132.7 million this year. That means Ajax residents will see a tax hike of 3.3 per cent and those in Pickering 3.6 per cent. When the board approved a budget of 5126.2 million last year, it passed on a 6.9 -per cent tax increase to separate school sup- porters. The previous year, they saw a 14.75 -per cent tax hike. The region's economic climate and the impact of reduced provin- cial grants (a one -per cent increase) from the ministry of education both played a part in setting this year's budget, accord- ing to board chairman Tom Old - man. The board was forced to bal- ance those pressures with an enrolment growth of about five - and -a -half per cent. It's already hired 53 new teachers and is con- sidering another 27, depending on need. ,It also points to "substantial" relocation of portables to St Catherine of Siena elementary school in Ajax and St. Bernarc elementary in Whitby, will further stretch the board's long-term capi- tal debt. In trimming its budget, the board pulled S870,000 from capi- tal reserves, now nearly depleted, and S390,000 from a working funds reserve, leaving a balance of about S3.1 million. Finance committee chairman and Whitby trustee Tom Bugclli said using reserve funds "is not something any treasurer would suggest, but it was a practical thing to do this year." The board won't replace four consultants due to retire in lune, saving about $100,000. Schools won't see increases in their bud- gets and trustees and senior staff will spend less on conferences and workshops. The plant and mainte- nance department reduced its bud- get by about S600,000. Last year's decision to shelve a Grades 7 and 8 industrial arts and ,family studies program and a Grade 3 learn -to -swim program also saved the board money in this year's budget. - To determine your 1992 school taxes, divide your assessment by 1,000. Southern Ontario has a higher incidence of rabies in animals than any other province or state in North America. Each year, about 2,000 Ontari- ans receive anti -rabies shots after coming in con- tact with a rabid animal. In 1990, health inspectors recorded about 29,000 cases of possible human contact with suspected rabid animals. Since the Rabies Awareness Program was introduced in 1984, a decrease has been noted in the number of dogs and cats involved in biting incidents. And, the number of people requiring anti -rabies vaccinations has decreased approxi- mately 71 per cent since 1985. The past few weeks have been painful for taxpayers in Ajax and Picker- ing. Ontario treasurer Floyd Laughren yesterday landed the knockout punch on area residents already reeling from the effects of the recession and tax increases handed down by the region, Durham's two school boards and local town fathers. Pink Floyd's left hook followed by hours the 3.7 -per cent tax hike slapped on supporter% of the Durham Region Roman Catholic Separate School Board Wednesday night. Earlier Wednesday, Durham council members approved what they called a "frugal" and "lean" budget that necessitates an- average tax increase for region residents of 9.7 per cent. On Monday, the region's public school ratepayers were hit with a 3.67 - per cent tax increase, the lowest in more than two decades. Last week, Ajax residents were told they'll have to shell out 1.78 per cent more for services provided by the town. The town of Pickering is the only government body around that spared its ratepayers further pain when it passed a budget in March that caused no tax increase.. But, numerous programs and services previously provided by the municipality have been cancelled or reduced. All this bad budget news is enough to drive us to drown our sorrows. We can't do it in the Pickering Recreation Complex pool, though, because its operating hours are being slashed. Maybe we'll turn to drink. Of course, that costs more since Laughren hiked the price of booze. We might consider leaping off the nearest bridge. There probably won't be a policeman around as Durham police are cutting some services to keep within budget. What to do? What to do? Pass the bandages please. We want to stop the bleeding. The road to the Four Steps to Stardom national finals has been a long one for the Oshawa team. The first leg of the journey began last Januar} at the in-house com- petition with the top five bowlers forming the team. The next step was the zone final in Cobour�; in February. Teams from Peterborough, Lind- say, Bowmanville and Ajax com- peted in the event, which the Oshawa squad won handily by a 700 -pin margin. Winning the zone title meant a trip to the YBC provincial championship in London over the March break. Canham has - competed four times at the provincials — three with a team and one as an individual entry — but he'd been unable to win it pre- viously. This year, Canham and his Oshawa teammates came out on top over 19 other teams from across Ontario, including the two- time national champs from Scar- borough. The Oshawa squad cap- tured the provincial crown by a mere 10 pins. The Oshawa team is working hard to bring home the Canadian crown, bowling three times a week to prepare for the national finals. In his 14 years of YBC bowl- ing — mostly in Ajax and Bramp- ton — Canham has won more than 50 trophies.
