Prosperity ahead this year: Jelinek
AJAX-PICKERING - Canada's economy
and constitutional crisis were on the menu at a
Board of Trade luncheon Wednesday when
two federal cabinet ministers were guests.
Secretary of state for external affairs Bar-
bara McDougall and minister of revenue Otto
Jelinek joined the business community for a
question -and -answer period that was chained
by Ontario Ridiing MP Rene Soewns.
Mr. Jelinek defended his government for
making "politically unpopular" structural
changes to the economy which, he said, will
lead to greater prosperity beginning dus year.
"We as a nation are poised to come out of the
tion better than any other industrialized
nation," be said.
He pointed to Ottawa's cuts in spending
and criticized premier Bob Rae's government,
saying Queen's Park spending "is a disaster
that's got to be stopped ... we cannot and must
not allow provincial governments to impede
the progress we've made."
He also made a pitch for a united country,
saying Canadians have lost their prick. "I

Canada great nation,. -PM great leader
PICKERING - High school
students here were "impressed"
by a federal cabinet minister's
speech about the need for Cana-
da to stay together.
"This country is a beacon" to
other countries, secretary of
state for external affairs Bar-
bara McDougall told 200 St.
Mary Catholic School students
Wednesday.
"It can open itself up to peo-
ple of many lands ... who live in
harmony. Not all countries can
do that," she said, pointing to
cultural and racial problems in
South Africa and Yur-oslavia.
"I can't contemplate and
don't contemplate" the country
breaking apart, she said. "We're
going to pass on to you, your
friends and your children a
Canada that is united and
together."
Ms. McDougall noted dra-
matic changes around the
world, saying she's welcomed
14 new countries since earning
her post a year ago. That's a
stark contrast to the previous
seven -and -a -half years when
former secretary of state Joe
Ott
awa accused
of favoring' Quebec
Clark didn't welcome even one.
"That tells you how the
world is changing," she said.
Those changes "represent the
triumph" of such western values
as tolerance, compassion, equal-
ity and economic opportunity,
she said. "The west has won.
Now we have to secure the win
to make sure democracy
grows."
Grade 12 student Robert
Jacob was among those who
questioned Ms. McDougall on a
handful of issues, including how
she "rates Brian Mulroney as a
prime minister." Ms.
McDougall called Mr. Mulroney
,,one of our great prime minis-
ters" and promised to support
him in the next federal election.
Another student who asked
about taxes was told Canada
"compares not badly" to other
countries and is "better than a
great many countries."
When Grade 11 student
Natasha Farnum asked whether
Canadians have a separate iden-
tify from Americans, Ms.
McDougall answered quickly.
"Yes. Absolutely ... I could tell
you if I was blindfolded what
province I was in" because each
region has a distinct "rhythm."
"It was nice to hear her view
on Canada," said Grade 11 stu-
dent Amanda Coady. "I didn't
know what separated our identi-

Stop urban sprawl with
h igh-density building
in existing communities,
provincial official urges
AJAX - The province will try
to stop the loss of greenspace by
restricting future growth to exist-
ing communities.
That's what Ajax council was
told Monday by the assistant
deputy minister for the Greater
Toronto Area (GTA).
"To stop urban sprawl, we
have to look at higher densities (in
existing communities)," Elizabeth
McLaren said.
In March, the Office of the
Greater Toronto Area released a
report called 'GTA 2021 - The
Challenge of Our Future - A
Working Document', which Ms.
McLaren referred to as a "vision
document."
The report calls for growth to
be examined on economic, envi-
ronmental and quality of life
issues.
A consulting firm hired by the
province recommends a nodal
approach to growth — concentrat-
ing development around existing
communities.
The population of the GTA —
1* the regions of Durham, Metro
Toronto, Halton, Peel and York
— is expected to increase by two
million to six million by 2021.
The nodal approach, with high-
er densities, would make for
healthier communities, Ms.
McLaren said, because people
would be closer to work and nec-
essary services. And, greenspace
wouldn't be chewed up for more
subdivisions.
Mayor Jim Witty said the
town's residential stock is primar-
ily single-family homes and the
vision document "seems to dam-
age the image of the town."
Ms. McLaren disagreed, saying
"We would try to enhance the
quality of life. We want to pre-
serve neighborhoods."
An example of higher -density
growth, she said, would be an
Ajax Placa of three or four stories
high rather than spread out on one
storey.
"Development has to be more
conscious of the environment and
transit, so we just don't develop
out," Ms. McLaren said.
Mr. Witty said, "I hope you
look at the entire town rather than
looking at one subdivision and
saying 'this one isn't dense
enough'."
The plan, Ms. McLaren said,
isn't to further develop existing
areas, but to influence future
growth.

DURHAM - Durham College

The program was made possi-

College president Gary Polon-

At Monday's regular public school board meet-
ing, trustees hotly debated whether they should
'consider' installing air conditioning in schools
piloting all -year schooling, or whether they should
drop the 'consider' and just install it.
"We should look at installing it after the modified
school year has been operating about four or five
months ... to see how it's going," said Pickering
trustee Ruth Ann Schedlich.
That way the board would save considerable dol-
lars if the pilot project fails, she says.
But her view was in the minority, and the 'con-
sider' was dropped.
"This motion should be strongly worded. It
should state we will agree to install the air condi-
tioning," said Whitby trustee Allan Gunn. "It's time
we provided (parents) with concrete answers."
In pilot schools, if the project is approved, some
students will be in school during the summer.
It would cost the board $160,000 to $299,000 to
install air conditioning in a school, depending on the
school. Coronation Public School in Oshawa would
cost the most; in four of the six it would cost less
than $200,000.
"By passing this motion (with the word 'consid-
er' in it) we're sending a signal to the public that we
don't want to make it easy to buy into this program,"
said Ajax trustee Duncan Read. "It's a wishy-washy
commitment to the modified school year."
Trustee Bobbie Drew, who sits on the modified
school year committee, said it's important that the
board commit to air conditioning, because it is the
number one concern at public meetings.
"We should deal with this tonight," said Ms
Drew. "Parents are voting in May, and they should
have some answers."
The board also agreed to bus students ;o another
school if they opt out of the year-round calendar.
If a student leaves the pilot for a new school more
than 1.6 kilometres away, the board will offer bus-
ing.
Normally students who choose to attend a school
other than the local one must find their own trans-
portation.
work force, we're investing

tiveness and prosperity."
The ministry's Canada Centre
for Mineral and Energy Technolo-
gy matched program funding with
the Canadian Gas Association
with $65,000. Durham College
contributed $100,000 to help
launch the program.
Mrs. Browes said 10 energy
management training packages
will be developed and delivered
through community colleges, but
Durham College will help develop
the training packages.
College staff member Lister
Robinson was appointed execu-
tive director of the new program.
His office will be at Durham Col-
lege, which is responsible for the
national coordination of the pro-
gram for Canadian community
colleges.

Proud to be
Canadian
Despite Canada's ongoing identity problem
and the current fight for unity, Canadians in
the Ajax area have shown they are proud to
be Canadian.
Taking part in a Proud to be Canadian con-
test co-sponsored by the News Advertiser and
the Ajax Kinsmen and Kinette clubs, Ajax residents, in particular stu-
dents, sent in hundreds of entries telling why they are proud to be Canadi-
an. (Winning entries will be published in next Sunday's News Advertiser.)
If Prime Minister Brian Mulroney needs support in his fight for Cana-
da he should consider a stop in Ajax. Excerpts from entries on why we
should be proud to be Canadian include:
- "I'm proud to be a Canadian because of the multicultural system. You
can walk proudly in the streets without being embarrassed about your
background or religion."
- "Canada is a beautiful place to live. Canada has lots of beautiful
forests, lakes, rivers and mountains. I live by Lake Ontario and on sum-
mer nights I like to go down and skip rocks with my family."
- "Canada is a place where dreams come true, where even the birds
seem to sing with joy!"
And one entry from an 18 -year-old student soon to become Canadian -
- "I am just new to Canada. I like the natural beauty of Canada. I feel that
the beauty of its nature and the beauty of its freedom are gifts from God I
think that the happiest day and the day I will be most proud is when I
become a Canadian!"
These all came in to our offices on the day a United Nations' survey
ranked Canada as the best place in the world to live. It makes you feel
proud.
The game is over
There I sat broken hearted, the
power off, the game just started.
Yours truly was one of those sev-
eral thousand people left in the dark
last Sunday when power was
knocked out in a large portion of
Whitby.
A box of beverages and a bucket
of bonbons at my side, I was settled
in to watch a hockey game on the
first night NHL action was to resume
since the owners and players came to
a collective bargaining agreement.
I wasn't interested in hearing more
about the CBA. It was to be a night
of the NHL on CBC.
Would the streaking Leafs win
this one and another and another to
advance to the playoffs? Or, would
Pickering's Glenn Healy, who plays
goal for the New York Islanders,
backstop the visitors to a victory over
the Leafs, ending their hopes for a
miraculous comeback?
I was about to find out one of
those answers when a gremlin struck
the hydro system and the lights wenn
out

I started thinking -- a scary
thought when there are so many
charnels to help us avoid that. I won-
dered how the game was going and if
the announcers were explaining new
rules of the sport adopted with the
end of the strike and giving new defi-
nitions to familiar hockey jargon. I
imagined what they might be saying:
- Shutout -- That's what happens
when loyal hockey fans pay their
hard-earned bucks to see their heroes
play hockey, but have the arena
doors bolted shut because they're
caught in a dispute between the own-
ers whose pockets they've lined for
three-quarters of a century and the
players they've loved for so many
years. But, hey, the fans are just
working stiffs who go to their jobs
five or six days a week, 50 weeks of
the year for a couple hundred bucks a
week. Not rich enough to own a
team, not talented enough to play on
one. Schmucks.

a check to a player for money he no

.sureaucratic red tape
puts end to bike race
To the editor,
For the first time in more than
15 years, the Ajax Cycling Club
will not be holding its annual road
race. A tangle of red tape and
self-serving bureaucratic proce-
dures have been used by the
region and specifically the region-
al police to ban this event.
This is not a bike-a-thon. It is
an event, officially sanctioned by
the Canadian Cycling Associa-
tion, which attracts the best
cyclists in North America includ-
ing members of Canada's
Olympic team. As well, this one -
day event gives to hundreds of
young men and women the oppor-
tunity for healthy competition.
While arenas, ice rinks and multi-
million dollar sport complexes are
lavished on one segment of our
youth, the kids who race bicycles
cot the taxpayer not a dime. They
train on the public roads, pronwt-
ing a healthy lifestyle and an
environmentally friendly recre-
ation. These kids are not hanging
around the malls or vegetating in
front of the boob tube; rather, they
are acquiring a valuable work
ethic and lessons in self-discipline
as they strive to succeed in this
physically and mentally demand-
ing sport.
Is a once -a -year race held on
quiet secondary roads too much to
ask from today's politicians and
law enforcement agencies? Or is
this positive, character -building
activity a problem because it fails
the litmus test of providing
bureaucrats with an opportunity to
saddle the long suffering taxpay-
ers of Durham Region with the
expense of yet another social pro-
gram?
Please help us help our youth.
Pressure the public servant to see
that it is their duty to do the same.

Last February was a bitterly
cold winter mouth. Undeniably,
she would rather bundle up before
a warm and cosy fm than face the
chilly outdoors. It is gratifying to
know that we had numerous dedi-
cated and loyal volunteers who
did not mind braving the winter
winds for a very worthy cause.
Heart disease and stroke is
,Canada's number one killer. It
claims more lives each year than
other diseases combined. Not long
ago, Canadians had a 50 per cent
;chance of dying from heart disease
and stroke. Now the odds have
improved. This, due in large, has
been made possible through the
foundation's research and educa-
tion programs. We have a come a
long way, but we still have a long
way to go.

:Trees in, Bibles out
at area public schools
By DONNA DONALDSON
Durham Staff
DURHAM - Trees are in and
Bibles are out at Durham's pub-
lic schools.
Trustees of the Durham
Board of Education have decid-
ed to give trees to new schools
for official openings, rather than
the traditional Bible.
The board decided to make
the switch because of the chang-
ing cultural and religious make-
up of the students, said Oshawa
trustee Ken Ridge.
"The planting of trees is
something that has been done
for many years," said Mr. Ridge.
"When McLaughlin Collegiate
opened, Col. Sam McLaughlin
planted the large red maple tree
himself, and it's still there
today."
And when G.L. Roberts Col-
legiate celebrated its 10th
anniversary in 1982, George
Roberts himself was on hand for
a tree planting.
At Monday's board meeting,
Ajax trustee Duncan Read
wasn't too enthusiastic over the
new idea.
"As the trustee charged with
dragging the tree across the
stage I don't think it's the thing I
want to do," said Mr. Read,
speaking of the official opening
of Cadarackque Public School in
Ajax on April 29. "Cadarackque
School will be getting 300 trees
from (the. old Sinclair School
site in Whitby), and that tree
will be 301."
He suggested the board give
new schools a certain amount of
money to buy a plaque or wall
hanging, or something that can
properly explain the school.
Whitby trustee Patty Bow-
man said the board recognizes it
must replace the Bible, but
"nothing can replace it in my
humble opinion."
She added trees can symbol-
ize spiritual growth.
Ajax trustee Colleen Jordan
said not everyone has a green
thumb, and she hoped the board
could come up with a symbol
that could be guaranteed a long
life.
Mr. Ridge responded, "I have
a one-year guarantee on my
chrysanthemum from White
Rose, and I'm sure we could do
better on a tree."

Festival planned to save
':'..
Frenchman's Bay
PICKERING - A fund-raising
festival aimed at putting some
Frenchman's Bay lands into public
ownership is being planned for
June 14.
The goal of the festival is to
raise at least $I from every Picker-
ing resident for a total of 564,000,
says councillor Eileen Higdon,
who's organizing the bash.
"The idea is, any money raised
is spent on Frenchman's Bay," she
explains. Buying property on the
east side of the bay slated for
townhouses by owner Sandbury
Homes is one possibility, she
adds.
Pickering residents can't pur-
chase any property without help;
the town of Pickering and the
Metro Toronto and Region Con-
servation Authority would have to
contribute funds, says Mrs. Hig-
don.
Staff at both the town and the
MTRCA agree Frenchman's Bay
land should be in public owner-
ship, she says, and if residents can
raise money it may prompt gov-
ernment action. "The political
will has not been tested. We'll
find that out when the vote (to
contribute money) comes."
The festival will include many
activities taking place at various
sites surrounding the bay, and
buses will shuttle celebrants from
site to site.
With the theme Pirates and
Peter Pan, the day will include
costumed characters and a treasure
hunt for a prize yet to be deter-
mined.
There will be raffles for prizes,
including a weekend for two in
Montreal. An early -bird raffle for
a limited -edition print will be
drawn May 19 in council cham-
bers.
Other events tentatively being
planned include boat rides, fishing
and casting demonstrations, a
penny carnival, a midway at the
Bay Ridges plaza, a beer garden
with live entertainment, a picnic
area, windsurfing demonstrations
and two sunset campfires — one
on the east side of the bay and one
on the west.
To celebrate Canada's 125th
birthday, festival -goers will join
other Canadians from coast to
coast in raising their glasses for a
toast at 2 p.m.
If all goes well, the festival
could become an annual event.
Anyone who can offer help in
organizing the festival can call
Mrs. Higdon at 420-4605.

AJAX-PICKERING - Local bus drivers, politi-
cians and residents can test their driving skills in
the area's first Transit Rodeo next week.
The parking lot at the Pickering Town Centre
will be turned into a driving course Sunday, April
26 starting at 10 a.m. The fun begins with politi-
cians from Ajax, Pickering, Oshawa and Whitby
trying their skills at driving a 40 -foot bus.
Transit operators from each town will compete
with each other on the course and will be chal-
lenged by inspecting a bus with defects.
Even residents will be invited to give bus -driv-
ing a try.
"Riders of all the transit systems within the
municipalities are fortunate to have outstanding ser-
vice," notes Sharon Milton, Pickering's recreation
coordinator. "They may not be aware of the driving
skills required to manoeuvre on our busy treats."
The event is intended to promote public aware-
ness of the "outstanding" safety records and profes-
sionalism of transit operators, she says -
The rodeo goes rain or shine near the Eaton's
store. Both Pickering and Ajax residents arc invited
to cheer their respective towns on to victory.

Literacy and the computer
Computers are here to stay, and
most people in the workplace have
come to accept the fact that some
amount of computer literacy is a
pre -requisite for many jobs.
There is a segment of Canadian
society, however, that is at a greater
disadvantage than those who simply
need to acquire computer literacy:
the approximately 38% who are
functionally illiterate.
During 1988-1990, the Conference
Board of Canada, in its Basic
Employee Skills in Canadian
Business study, established that
70% of corporations in Canada
perceive problems as a result of
having functionally illiterate
employees.
Limited reading skills is costly in
the long run. Not only can serious
accidents occur in the workplace
because someone cannot read
instructions, but illiteracy brings on
stress-related illnesses; for example,
stomach problems, high blood
pressure, and headaches. As a
result, people in this category take a
lot of time off work - especially
when there is some type of training
Program or presentation to be given.
Perhaps the biggest challenge for
many people needing the service is
to overcome personal
embarrassment and to admit they
need help in learning to read.
There are a number of community
organizations whose mandate is to
help adults improve their literacy
skills - The Literacy Council of
Durham Region, and the John
Howard Society, for example.
Adults who are able, can take
advantage of the Autoskills CRS, a
computerized reading program,
offered at the John Howard Society.

Desktop video for personal computers
I)esktop video for personal

The recreational possibilities are
,dso amazing, with the potential for
home computer users to integrate
the functions of stereos,

Because desktop computers have
